Md.’s Purple Line Finally Proceeds After $2.3B Contract

A $2.3 billion contract between the private consortium managing Maryland’s Purple Line project and a new construction team to complete the long-awaited light-rail line has been signed, according to the consortium and the Maryland Transit Administration (MTA). The deal went into effect April 14 and adds $1.46 billion to the Purple Line’s construction costs — almost 75 percent more than the $1.97 billion the state initially budgeted, bringing the total to $3.4 billion. Approximately $1.1 billion of

work was completed before the original contractor quit in fall 2020 after several years of cost disputes with the state. By reaching “financial close” on the replacement construction contract, funding has been secured, the Washington Post reported, a significant milestone because it allows major work on the stalled 16-mi. project to likely resume this spring. The Purple Line is designed to provide faster, more reliable east-west transit service than buses in older, auto-dependent suburbs and connect communities with Metro, Amtrak and the MARC commuter rail system. Local governments also are counting on its 21 stations to attract and focus economic development. When finished, it will be the Washington region’s first direct suburb-to-suburb rail line. If all goes well during the building phase, the rail line between Bethesda in Montgomery County and New Carrollton in Prince George’s County will begin carrying passengers in fall 2026 — more than four years behind schedule.

According to the Post, officials in Annapolis have attributed the escalating construction costs to changes in the project’s “risk profile” and the pandemic’s effects on insurance rates, labor shortages and materials. “We are excited to start a new chapter and deliver the Purple Line to Maryland,” said MTA Chief Holly Arnold. “There will be a noticeable increase in construction activity later this spring and summer as this critical project moves forward.” Many Parties Making Purple Line a Reality A joint venture known as Maryland Transit Solutions and led by the U.S. subsidiaries of Spanish construction firms Dragados and OHL will execute the construction deal. see RAIL page 24

Woods CRW Holds Two-Day Mecalac Demonstration Event Woods CRW held a hands-on Mecalac demonstration event April 6 and 7, 2022, in Carlisle, Pa. Mecalac representatives provided indepth information on the features and benefits of the unique line of equipment, including the MCR series of crawler skid excavators and more for local contractors over the course of the two-day event. Guests also had the opportunity to get behind the controls of the equipment. Comprised of three models, the 6MCR, 8MCR and 10MCR, Mecalac’s line of compact skid excavators offers enhanced speed, productivity and compact operation to a variety of industries and applications, including construction, landscaping, utility, demolition and more. The machines provide the swiftness of a skid steer with the 360-degree rotation of an excavator for versatility and travel speeds two times faster than any small excavator, according to the manufacturer. “We invited some customers to come by and have a hands-on opportunity to use the machines, experience the benefits and differences between this product — Mecalac — and others that we carry,” said Andre Parent, vice president of earthmoving division of Woods CRW Woods CRW has been carrying the full Mecalac line for two years out of its Carlisle branch. “We often hear about the innovation with these machines,” said Parent. “It’s two machines in one — it will do the functions of a track loader as well as a compact excavator — and so, it replaces two machines in a contractor’s fleet. Virginia Gov. Glenn Youngkin, along with Virginia Department of Transportation (VDOT) officials and other dignitaries, broke ground in mid-March for the 495 Express Lanes Northern Extension project, which will add two high-occupancy-toll lanes in each direction on 2.5 mi. of the Beltway between the Dulles Toll Road and George Washington Memorial Parkway. The privately financed $660 million effort will be built by Australia-based Transurban. Officials hope the new lanes will be ready for use in 2025. But when the construction dust settles, the orange cones are gone and work crews have moved on to projects elsewhere in northern Virginia after completion of the large road project, the Great Falls Citizens Association (GFCA) hopes an aesthetically pleasing new bridge will take the historic Georgetown Pike (VA Highway 193) over the Capital Beltway in McLean, according to a report by the Sun Gazette, an online news source that covers several northern Virginia communities. In a recent letter to VDOT Secretary W. Sheppard Miller III, GFCA president William Canis laid out the case for using a “signature” design for the Georgetown Pike replacement bridge and asked that his group have the chance to work with the design/build contractor on the span’s overall look. While in the past, transportation agencies designed highways and their related infrastructure with the idea of moving vehicles efficiently, Canis wrote that the Federal Highway Administration (FHA) and state transportation departments in recent decades have focused on “context-sensitive” designs that also “reflect the values, culture and history of the communities they pass through.” He added this design method “results in built projects that give as much consideration to community needs and values as they do to commuter needs.” Canis also pointed out that Maryland, Ohio, Oklahoma and Texas have active aesthetic programs for bridges. The Sun Gazette reported earlier in April that VDOT has built “signature” bridges before, including a span near Virginia Tech in Blacksburg that in 2019 received the Engineering Excellence Award from the American Council of Engineering Companies. The state agency now is using a “utilitarian but unattractive,” standard interstate-

overpass design for the Georgetown Pike span, Canis noted. Building a signature bridge instead would add no more than 2 percent to the project’s cost, and “possibly” maybe not even that much if addressed early enough in the process, he wrote. Route’s History Goes Back Centuries Georgetown Pike (VA 193) runs 11.7 mi. from VA 7 in Dranesville east-southeast to VA 123 in Langley. Along the way, the highway passes through Great Falls and meets I495 in McLean, west of Washington, D.C. In his letter to VDOT’s Miller, Canis also highlighted Georgetown Pike’s rich history, including that it had started as a trail carved out by grazing bison herds centuries ago before serving as a trade route for the Susquehannock and Iroquois Indians in the 1600s. Later, farmers in Virginia’s Piedmont and Shenandoah areas used the trail extensively by the late 1700s. In the early part of the 19th century, the route was improved and run as a toll road by the Georgetown and Leesburg Pike Co., after that outfit received a charter from the U.S. Congress in 1813. One hundred and twenty-one years later, it was purchased by Madeira School founder Lucy Madeira Wing, who transferred ownership to the commonwealth of Virginia, which then added the roadway to the state’s highway system. In 1973, the roadway was chosen as Virginia’s first Scenic and Historic Byway. The next year, Georgetown Pike was added to the National Register of Historic Places by the National Park Service. “Importantly, this [proposed] overpass may be the first practical one to welcome people crossing into Virginia from Maryland with an impactful design highlighting the history and beauty of our state,” Canis wrote. 

N.Y.’s Budget for Projects Includes $1.1B to Upgrade I-81 With New York State’s passing of the 2023 budget on April 9, Gov. Kathy Hochul has a five-year, $32.8 billion plan for transportation and infrastructure projects which includes downtown Syracuse’s I-81 project. This is the largest investment ever in the state’s transportation infrastructure, one that prioritizes investments on state and local roads and bridges across New York. “The adoption of this extraordinary capital plan sends a strong signal that New York is building back stronger than ever from the depths of the pandemic,” Hochul said in a statement. “With this blueprint, we will give communities the infrastructure they need to unleash their full potential, enhancing connectivity, supporting transportation alternatives, and correcting the injustices of the past. I applaud Majority Leader StewartCousins and Speaker Carl Heastie [of the New York State Assembly] for their help in getting this done.” This transportation plan includes a commitment of $1.1 billion by the state toward replacing I-81’s elevated viaduct in downtown Syracuse with a new community grid. The city and the state have long wanted the project to reconnect neighborhoods that were cut off and left behind due to the con-

struction of the original interstate, as well as rejuvenate the downtown area with the construction of safe pedestrian and bicycle access for users of all ages and abilities, reported CNYCentral, a consortium of three Syracuse TV stations. The I-81 project has been one the most contested debates in central New York. The enacted capital plan is designed to replace the current viaduct structure with a new roadway grid that would disperse traffic along local north-south streets, upgrading a section of I-481 and redesignating it as the new I-81. In total, the project is expected to cost $1.9 billion. The interstate serves as an essential travel corridor for the central New York region, especially the downtown Syracuse area. The Community Grid project has been highlighted by President Biden as reflective of his administration’s priorities on equity, economic opportunity and transforming neighborhoods left behind. Town to Build Jughandle Loops to Improve Busy Intersection A project to relieve traffic buildup at the busy four-way intersection of Alps Road and Hamburg Turnpike in Wayne, N.J., began April 5, city officials announced. The work, which is expected to take up to two years, will involve the construction of a pair of jughandle roadway loops to eliminate left turns at the congested crossroads. In addition, three more traffic lights will be installed as well as new sidewalks. Both county thoroughfares also will be widened along certain portions, according to NorthJersey.com. A jughandle is often called a “Jersey left” because so many of them are found in the Garden State. In fact, at least four others have already been built in northern New Jersey. Wayne Mayor Christopher Vergano told the local online news service before work started that his biggest worry about the project was the ability of drivers to enter the Preakness shopping center, located at one corner of the intersection. But he said changes to the plan addressed that issue. “Traffic flows very slowly through that

intersection,” he explained, “especially if you’re trying to make a left-hand turn onto Alps Road — there’s a long wait.” The city said detours are expected to be minimal, and through traffic will be maintained by shifting lanes for the duration of the project. The north jughandle will be built through a part of the shopping center’s property, while plans call for the south jughandle to be constructed around commercial and medical buildings, including a chiropractor’s office, a Dollar Tree discount store and an Exxon gas station. In February, the Passaic County Board of Commissioners awarded a contract of $5.4 million to Hackensack-based New Prince Concrete Construction Co. Inc. to complete the work, which is being funded by state grants. But NorthJersey.com reported that the cost was considerably more than that because the county had to buy 22 strips of land from private owners within the limits of the project. In some cases, those acquisitions required the use of eminent domain. 

• Revitalizing the South Bronx by rebuilding the Bruckner Sheridan interchange at Hunts Point in New York City. The enacted budget includes $550 million toward the final phase of the project’s construction. All phases of the effort are scheduled to be completed in the fall of 2025. • A plan is in place to cover a part of the Cross-Bronx Expressway. In partnership with New York City, the new state capital plan includes resources to begin a study on the feasibility of decking sections of the Expressway. This assessment will be a critical step toward removing unjust physical and economic barriers to residents of the Bronx. • Reconfiguring the Oakdale Merge on Long Island to alleviate congestion where Sunrise Highway (NY 27), Montauk Highway (NY 27A) and other roadways converge. To do so, the state has committed $30 million to begin the environmental review process for redoing the difficult traffic merge in Suffolk County. • Converting the NY 17 corridor in Orange and Sullivan Counties in the state’s Mid-Hudson region. Up to $1 billion of the capital plan will be used to accelerate the conversion of the busy highway corridor to Interstate 86, fueling transformative levels

of economic growth in the region and improving quality of life by alleviating congestion. • The state has committed up to $100 million to raise the Inner Loop freeway in Rochester. This new phase builds upon the successful completion of the Inner Loop East project administered by the city in 2017, which raised and reconnected a twothirds mile-long, below-grade expressway into an at-grade boulevard. • Up to $1 billion has been budgeted by the new transportation capital plan to restore the majestic Humboldt Parkway in Buffalo and reconnect the east-west neighborhoods across the depressed section of the city’s Kensington Expressway corridor. Another goal of the effort is to restore the historical and cultural significance of Humboldt Parkway severed by construction in 1958. • Replacing Albany’s Livingston Avenue Railroad Bridge would provide a critical link for passenger rail service from the Northeast Corridor to Albany-Rensselaer. A total of $400 million is earmarked to be used to replace the existing, Civil War-era bridge with a modern structure capable of supporting higher-speed passenger rail, freight rail, maritime transport and bicyclepedestrian access. 

In turn, those companies also have a contract with Purple Line Transit Partners (PLTP), the private concessionaire led by infrastructure investor Meridiam. As part of a broader public-private partnership, the consortium is managing the project for the state by constructing the Purple Line and helping to finance the build before operating and maintaining it for 30 years. The new contractor has met “frequently” with Maryland transit officials and PLTP “to smoothly transition responsibilities and plan for the efficient mobilization of construction,” PLTP said in a statement. To re-initiate the building effort, the contractor also has been adding staff in preparation. The Maryland Department of Transportation (MDOT) also signed a new partnership agreement with the consortium to include the higher construction cost. In addition, more funds will be available to the

consortium for related expenses, such as financing, insurance and operating the line long-term. The value of the partnership agreement has grown from its original $5.6 billion to $9.3 billion. “Our rock-solid partnership with MDOT MTA is the reason we’re able to make today’s announcement, which brings the Purple Line an important step closer to serving the people of Maryland,” said PLTP Chairman Jane Garvey in her April 14 statement. “Leading up to today’s milestone, ‘Team Purple Line’ has spared no effort to ensure the restart of construction hits the ground running.” The Post reported Maryland officials have said the consortium will finance the increased construction costs. The state will pay back those costs with higher monthly payments — averaging about $255 million annually — over the 30 years. The consor-

tium’s new financing includes a $1.76 billion low-interest federal loan, which has grown from the original $875 million loan, $643 million in private activity bonds issued to PLTP, and $293 million of its own equity. The project’s delays and cost overruns have drawn national attention because its public-private partnership was one of the first for a U.S. transit line to rely on private financing. Many governments across the country are currently counting on similar partnerships to tap private investment in building transit, highways and other major infrastructure, the Washington-based news source reported. Public Has Waited Decades for the Purple Line The finalizing of the new construction contract is welcome news in Maryland’s inner suburbs, where the original contractor’s departure almost 22 years ago left

behind hastily patched roads, partially built rail bridges and a string of mostly abandoned construction sites. The state has paid for some work, such as to refine the design and move utility lines, to continue in the past 18 months, the Post noted. However, residents eager to ride the long-planned line have been unhappy over the delays, and local business owners say they are worried about surviving a longer period of lost parking and damaged roads. The state has agreed to assume more financial risk for the construction, including for “any unknown defects” in the original contractor’s work and any additional pandemic-related problems, Maryland officials have said. The partnership agreement’s dispute resolution process also has been streamlined, while other changes would make it more difficult to end for additional extended delays, state officials told the Post. 

Evolve or Else: Transforming Customer Experts: Clean Water Experience Should Be Top Priority Act Rules Hurt Ability to Fix Infrastructure There is no shortage of strategies and tactics associated with attracting and retaining customers. Organizations bend over backwards to better understand market forces, technological trends and industry insights — all in an effort to identify and pursue the best possible end-to-end experience for their customers. Mistakes have been made. Lessons have been learned. And when it all comes down to it, the best and brightest organizations have demonstrated that investing time, effort and resources into transforming the customer experience pays dividends over time. “From small to large companies, what they have shown us is, if you deliver the best experience, along with convenience, consumers will gravitate toward you,” said Jay Vijayan, CEO of Tekion, a next-generation, cloud-native, end-to-end platform disrupting the automotive retail industry, who spoke at AEM’s Annual Conference held in Phoenix, Ariz.

Addressing Complexity, Enhancing Simplicity Look no further than the automotive industry for proof of the importance of transforming the customer experience. Ultimately, car buyers are looking for a great product, a great experience and a certain level of convenience. Price, while still obviously a major factor, has become less of one in recent years. That’s because, according to Vijayan, technology now has evolved to the point where it’s able to effectively address complexity and, perhaps more importantly, simplify the buying process for consumers. “Now think about how much has been created over the last several decades — and how much complexity that’s come about as a result — that’s why it’s so important for companies to figure out how to simplify that and create the best end-to-end consumer experience,” Vijayan told the AEM crowd. “And, as customers, we all want simplicity and ease in our day-to-day lives,” he added. While some aspects of the buying experience have changed (and, no doubt, will continue to change), others remain the same — and for good reason, said Vijayan. Consider, once again, the automotive industry. Some predict car dealerships won’t exist a decade from now. However, a car is a significant purchase, and people want to experience and see it, and the most enjoyable part of car-buying is going to see the car itself. Meanwhile, other aspects of the dealership experience are far less enjoyable, simple or convenient — such as contracts, negotiations and the sales process. “So, knowing that we want to make the majority of the time enjoyable, how can you [address the unenjoyable aspects] online or through our phones?” asked Vijayan. “It is highly possible to enable of all of those things, but how do you still engage with customers?” Technology's Role in Transformation Process The answer is a fairly obvious one. Consumers have proven — time after time — that they will gravitate toward whoever provides the best product, the most enjoyable experience and the highest level of convenience. As a result, equipment OEMs and dealers must evolve themselves to

better leverage technology as a means of serving the customer. “[Going back to the example of the automotive industry, car] dealers say their hands are tied behind their back when it comes to technology, while everything else can be considered an advantage over an app like, say Carvana,” said Vijayan. “They have the inventory, the in-person experience, but they are not on the same level with technology. They cannot provide a consistent and seamless experience to give their customers what they want in the best way. If dealers can level up their tech experience by working with others and with OEMs, then they can succeed even more.” What will actually happen is anyone’s guess, he added. Furthermore, Vijayan offered the following predictions about the evolution of the customer experience in the automotive industry: • The retail experiences at dealerships will evolve. More specifically, the percentage of online purchases will increase, possibly as much as 50 percent • Customers will — at some point — expect a hybrid buying experience. The process will begin online, and the purchasing will occur online, while dealerships will become more like experience centers while still also handling maintenance and service.

Lessons of Apple, Amazon Perhaps the most critical component to ensuring customers receive the best possible end-to-end experience is trust. “Think about Apple,” said Vijayan. “Apple makes it easy for the consumer to trust them, because the consumer makes the decision as to when he or she buys accessories and service. Conversely, today, there is no easy way for an OEM to upsell a warranty. Someone from the dealership calls the customer and says they should update a warranty, and immediately that customer doesn’t trust them. That’s because the customer feels they’ve paid enough for however many years now and wants to take control. So, the biggest thing for dealers and OEMs to do is provide the experience and convenience of something like renewing warranties.” Another example, said Vijayan, is Amazon. “If you logged into Amazon five years ago, it still has you logged in and shows what you could have purchased five years ago,” said Vijayan. “Meanwhile, you go into a dealership, and they still have to ask for your phone number and name. Just that would put me into defensive mode [about my experience], and that needs to change. You can still crosssell, upsell and sell more while still making the customer feel welcome and in control. Amazon tempts to the user to make a decision, and technology becomes a huge enabler of that — and Amazon is the perfect example of using [technology] right.” Ultimately, according to Vijayan, the lesson for equipment manufacturers is simple: The customer must feel empowered to make his or her own decision. Many companies — Apple and Amazon being the two most notable — are showing how technology cannot only enhance the customer experience, but also bolster an organization’s bottom line and ensure its sustained relevance over the long term. 

Confusing rules promulgated by federal agencies under the Clean Water Act (CWA) are hurting the transportation construction sector’s ability to fulfill the goals of the landmark Infrastructure Investment and Jobs Act (IIJA), according to an amicus brief filed April 13 with the U.S. Supreme Court by the American Road & Transportation Builders Association (ARTBA) and National Stone, Sand & Gravel Association (NSSGA). In the brief, ARTBA and NSSGA contend that existing regulations are “impacting the ability to efficiently supply the materials needed for and to build the infrastructure projects under the Infrastructure Investment and Jobs Act, as well as increasing the costs of public works across the country without environmental improvement.” In Sackett v. EPA [Environmental Protection Agency], ARTBA and NSSGA are asking the high court to determine the extent of the federal government’s regulatory powers under the (CWA). The associations contend that the methods the EPA and the U.S. Army Corps of Engineers (Corps) use to determine the CWA’s scope should be abandoned. Currently, the test used by the EPA and Corps have “no inherent limiting principles” and empower the agencies to assert federal jurisdiction “well beyond the limits set by Congress,” according to the associations. A major issue is the EPA’s definition of what constitutes “waters of the United States” (WOTUS) under the CWA. The agency has advocated for a broad definition of WOTUS to encompass virtually any wet area. ARTBA and NSSGA have maintained that reading WOTUS in such an expansive way improperly creates permit obligations for features such as roadside ditches, which serve the necessary safety function of collecting water during and after rain events. This type of overregulation serves only to delay critical infrastructure improvements and increase costs without providing any environmental benefits, the groups said. “The transportation construction industry needs regulatory clarity to deliver economic benefits from record new federal highway investment,” ARTBA President and CEO David Bauer said. “The Court has the opportunity to end decades of unpredictable agency decisions, deliver clarity and help us demonstrate that infrastructure improvements and environmental stewardship need not be conflicting objectives.” “For too long, our members have spent countless hours and dollars navigating an unclear and often punitive permitting system that arbitrarily will consider dry land a federally regulated water,” NSSGA President and CEO Michael Johnson said. “In order to successfully provide the materials crucial for infrastructure projects, including those in the recent bipartisan infrastructure law, we need clarity from the Court.” ARTBA and NSSGA have been working together on the issue of CWA jurisdiction since 2005, along with other national association coalition allies. The Court is expected to hear arguments in late October, with a decision expected in the first half of 2023. 

Emergency Repairs On D.C.’s Roosevelt Southeastern Expands Bridge Likely to Last Through Summer Kobelco Offerings to Emergency repairs that will enable Washington, D.C.’s Theodore Roosevelt Bridge to safely support the weight of regular traffic will likely last through the summer and cost about $6 million, the District Department of Transportation (DDOT) said Feb. 15. It is the latest hindrance to the Washington, D.C., commute as more employees return to in-person work. The Washington Post reported that the DDOT closed three travel lanes and restricted access to heavyweight vehicles late in the day on Feb. 11 on the span between Washington and northern Virginia, suddenly disrupting traffic patterns for thousands of people who use the route to commute into the nation’s capital. Vehicles are being pushed into the two outer lanes in each direction while those weighing more than 10 tons are restricted, forcing buses and heavy commercial vehicles to different Potomac River crossings. The restrictions are prompting transit agencies and some drivers to find other options at a time when traffic levels are rising and Metrorail is operating with reduced service. Bridge users already are encountering delays and rethinking their commutes. At least six commuter bus routes from northern Virginia are being rerouted to other entry points into D.C., such as the Arlington Memorial Bridge and the 14th Street Bridge. The emergency closure followed an inspection earlier in February that found steel support beams on the bridge had continued to deteriorate, according to DDOT. The agency added that its crews recently discovered excessive damage after a contractor removed loose rust. The short-term fixes will involve steel repairs to the floor beams, DDOT told the Post, but the work will not start until materials arrive — a schedule likely to be affected by supply chain issues plaguing most areas of the country. D.C. officials say the emergency repairs will enable the Roosevelt Bridge to support normal operations. That will be followed by a full rehabilitation in a couple of years using funding from the federal $1.2 billion infrastructure law Biden signed in November. Heavily Used Bridge Has ‘Poor’ Rating The Roosevelt Bridge carries Interstate 66 over the Potomac and is a commuter artery that supported about 150,000 vehicles daily before the pandemic. It has not had a major rehabilitation since it opened in 1964 and was rated in “poor” condition in 2018, officials said — a designation that does not necessarily mean it is unsafe to use. It also is past a bridge’s standard 50-year life span, the Post noted. A report card issued by the American Society of Civil Engineers (ASCE) in 2021 gave D.C. bridges a B-minus grade, describing that about three percent of bridges in Washington are classified as poor even as “significant progress” has been made in the past decade to rehabilitate and replace old spans. Thirty percent of D.C.’s 244 highway bridges — 208 are owned by DDOT and 36 are maintained by the National Park Service — will need to be rehabilitated in the next decade, according to the ASCE report and obtained by the Washington newspaper. Those include bridges built or rehabilitated before 1980. The report listed the Roosevelt Bridge, along with the H Street Bridge near Union Station, as top priorities. Both “have continued to deteriorate in recent years and are now considered to be in poor condition,” the engineering report said. A bridge rated as poor could become unsafe without substantial improvements, according to the ASCE. Delays Due to Fixes Could Last Up to Six Months Virginia and Arlington County transportation officials are urging commuters to choose alternative routes, including using

Metrorail when possible. Those who use the Roosevelt Bridge should expect delays for up to six months, they said, although no significant effects had been reported by Feb. 15 as commuter traffic hovers below pre-pandemic levels. Virginia Department of Transportation (VDOT) Spokesperson Kathleen Leonard told the Post that the state had been in contact with DDOT about rehabilitation plans for the bridge and was brought onboard Feb. 11 to coordinate the emergency lane closures. She said the priority in the coming months will be to ensure drivers are aware of weight restrictions and changes to traffic patterns. Although rush-hour commute levels into D.C. are down compared to before the pandemic, traffic could pick up in the coming weeks as more companies and federal agencies call back workers. Even with reduced traffic levels, some commuters have reported backups and delays. Fairfax County, Va., resident Alan Lawrence was on his first trip back to work in Washington Feb. 14 when he met a 20minute backup at the Roosevelt Bridge. He said his only warning came from colleagues, who sent text messages that morning after coming upon bumper-to-bumper traffic that resembled the pre-pandemic commute. “It’s really a mess,” said Lawrence, who manages a software company office downtown. “The frustration is we just started going back to the office this week. Over the next several weeks as everybody starts going back to the office, this is just going to be a nightmare.” Lawrence told the Post that he will time his arrival at the bridge later than the usual 8 a.m. to avoid the thickest traffic and will consider other routes. He said he expects that traffic will worsen as offices reopen. The bridge chaos, he said, might result in the company reconsidering plans that require workers to be in the office three times a week. “We’re going to have to figure out how everybody can manage this and not add another 30 or 40 minutes to their commute every morning,” he explained. “We do encourage people traveling between Arlington County and Washington, D.C., to consider other routes on Key Bridge or Memorial Bridge, or transit options like Metrobus, the DC Circulator bus or Metrorail,” said Arlington County spokesperson Claudia Pors. Bus riders, however, also are being affected by the Roosevelt Bridge restrictions. At least six routes that carry passengers between northern Virginia and downtown Washington are using alternate crossings, including Metrobus Routes 3Y and 16Y, which service Arlington. DDOT Director Everett Lott said over the weekend that the city is restricting heavy vehicles from the bridge “out of an abundance of caution.” Commuters Will Always Find a Way Michael Mills, a Capitol Hill resident who uses the bridge weekly to get to Arlington’s Ballston neighborhood for hockey games, told the Washington newspaper that he was caught off guard on the evening of Feb. 11 as he returned home from a game. Heeding the advice of regional transportation officials, he said he will consider the 14th Street Bridge as an alternative. Even if the partial closure is inconvenient, he noted it was reassuring to see the city taking precautions. “I will try it again this Friday and if it slows me down, then I will just go a different route. You don’t want to repeat what happened in Pittsburgh,” he said, referring to the bridge that collapsed Jan. 28, injuring several people hours before President Biden was scheduled to speak in the city about funding to repair the nation’s infrastructure. DDOT is due to receive $225 million from the bill over five years to repair eight bridges in the city, including the Roosevelt Bridge, D.C. Mayor Muriel E. Bowser told the Post in January. 

Bullard, the Kentuckybased manufacturer of personal protective equipment and systems, announced that Edward W. Bullard will be inducted into the National Inventors Hall of Fame. E. W. is being recognized posthumously for his invention of the Hard Boiled hard hat, the first commercially available industrial head protection device, in 1919. Founded in San Francisco by E. W.’s father Edward Dickinson Bullard, the E.D. Bullard Edward W. Bullard Co. originally supplied carbine lamps and mining equipment to gold and copper miners. Upon returning home from serving in the U.S. Army in France during WWI, E. W. began working for his family’s business, and it was during this time that he recognized a need for improved safety in the mines. Inspired by the steel doughboy helmet he had worn in the Army, E. W. designed the Hard Boiled hard hat for gold and copper miners. Though created initially for workers in the mines, Bullard’s hard hat was quickly adopted by workers in other industries. The Hard Boiled hard hat grew exponentially in popularity, ultimately leading to Bullard’s close work with Joseph B. Cranes and construction crews are making headway at Pittsburgh International Airport, as the work to build a new landside terminal is well under way. Airport officials said progress for the $1.3 billion project is right on schedule for the new, upgraded terminal to open by 2025. In fact, Allegheny County Airport Authority Chief Development Officer Paul Hoback said current passengers at the airport can view the construction while waiting for flights. “You can start to see the cranes in place as you come onto the property,” he told TribLive.com, the online version of the Pittsburgh Tribune-Review, “and from concourse C and D, you can watch all the construction that is going on out there. It is pretty exciting to see.” Hoback counted about 120 crew members working on site to build the foundation for the massive 700,000-sq.-ft. terminal. At the end of March, he said that work was approximately 50 percent complete, adding that in May, the vertical construction of beams and steel columns should begin. TribLive reported that the new landside terminal is being built between the existing airport terminal and the plane gates, cutting the need for the facility’s people mover train and long-range baggage transport because it will abut the existing structure that houses the gates. Hoback told the Pittsburgh news source that placing the new terminal right against the gates is being done to create a modern design for the airport, and it moves away from when the facility was designed around being a hub for US

Airways, which went out of business in 2015. The design includes high ceilings and walls of windows to take in more natural light, he said. The large space will include ticketing, baggage claim and security checkpoints, as well as more concessions, public art and green plazas just outside of the terminal. Pittsburgh International saw the decline of its hub status in the early 2000s, and air traffic declined dramatically for about a decade. In recent years traffic has rebounded, but not to hub levels, according to TribLive. Hoback said, during its peak, the landside terminal project will provide 1,500 construction jobs, 14,000 direct and indirect jobs total, and $2.5 billion in economic activity. Setting the Foundations Nearly all the 131 caissons being drilled on the site are finished, he explained. After that, shafts will be inserted into the deep holes until they hit the bedrock under the terminal. In addition, crews are placing 50-ton steel girders for the main foundation of the new facility — each of which are 80 ft. long, and manufactured at Sippel Steel in Ambridge, Pa. Placement sometimes requires the airport to shut down the people mover for short periods of time, but Hoback told TribLive that conveying passengers using bus transports has already proved to be a success. He added that the people mover is only shuttered late at night and usually just affects passengers arriving on late-night flights. A total of 25 steel girders will be placed on the site, and only three of them are built over the people-mover tunnels.

Brief train closures will result from their placement, Hoback said. “What’s great about how we are building this project is there are very few, minimal impacts on the day-to-day [operations at] the airport,” he added. Vertical Construction On Rise Cranes have been moved to the new terminal site, and, in less than two months, passengers and drivers approaching Pittsburgh International should start to see the skeleton of the new facility rising from the earth, TribLive noted. Hoback said the terminal’s gigantic steel beams are split at the top to look like trees — known as “tree columns” — and should be erected beginning in May. Additional vertical construction of the terminal’s exterior will follow. During April, construction will begin on the multimodal center to the northwest of the new terminal. It will include rental car facilities, new roadways and a 3,300-space parking garage. Crushed and recycled concrete from the demolition of a few current facilities will be used as part of the construction of the center, according to Hoback. States Will See Increase of $19.8B in Highway Funding SURFACE from page 1

“From roads, tunnels and bridges, to airport and port improvements, electric vehicle chargers, safe bike lanes and more, we are building a first-rate transportation system for all Americans.” The transportation research non-profit TRIP logged several key facts about the benefits of funding the U.S. surface transportation system: • Investments in surface transportation boost the nation’s economy in the short-term by creating jobs and in the long-term enhance economic competitiveness, stimulate sustained job growth, improve access and mobility, improve traffic safety, reduce travel delays and improve road and bridge conditions. • Roads and highways allow the nation’s motorists to travel 2.9 trillion miles annually and move a significant portion of the $18.7 trillion worth of commodities shipped around the country each year. • Vehicle travel in the United States dropped by 40 percent in April 2020 due to the pandemic, but by November 2021 rebounded to 3 percent above November 2019 levels. • The design, construction and maintenance of transportation infrastructure in the United States supports approximately 4 million full-time jobs across all sectors of the nation’s economy. • Approximately 62.9 million full-time jobs in key industries like tourism, retail sales, agriculture and manufacturing are completely dependent on the transportation network. • The IIJA, signed into law last November, will provide $407 billion in funds for highway, bridge and transit investments in the United States over the next five years, including a 39 percent funding increase in FY 2022. • IIJA investment in the nation’s roads and transit system will add an additional $82 billion in GDP per year over the next five years. “The increased economic activity due to the IIJA will benefit U.S. residents – increasing disposable income by an average of $232 per household,” according to TRIP researchers. Recap of 2021 ARTBA reports that in 2021, states leveraged $31.4 billion in federal funds for federally supported projects. Included were those projects covered by formula funds, discretionary grants, COVID relief funds and supplemental appropriations for years 2018 to 2021. Basing formulas on real-world outcomes, states also obligated funds toward eligible projects already under way.

The DOT’s FY 2023 budget supports projects to lower commute times, improve safety, reduce freight bottlenecks, connect communities and reduce greenhouse gas emissions.

The IIJA provides $407 billion in funds for highway, bridge and transit over the next five years. That includes a 39 percent funding increase in FY 2022.

Beyond those figures, some $14 billion in more than 5,000 projects approved using future federal funds, were not included in the total. According to the road builders association, federal investment over the past decade has accounted for more than 50 percent of state highway and bridge capital outlays. Of those outlays, nearly half were for repair or reconstruction of highways. Existing roadway capacity was added through an additional 20 percent of funds in the form of new lane or major widening jobs. “This investment has supported the repair and reconstruction of structures on the National Highway System [NHS], which includes the Interstate Highway System and the major roads that connect U.S. airports, ports, rail and truck terminals, pipeline terminals, and intermodal facilities,” reports ARTBA. economic growth and create tangible capital assets that are long-lived,” said ARTBA Chief Economist Alison Premo Black. “In addition to creating jobs and generating tax revenues throughout the economy during the construction cycle, infrastructure improvements also foster economic growth and efficiency over many years beyond the initial investment.” FHWA maintains that for every $1 billion in highway and bridge infrastructure investment at least 13,000 jobs throughout the U.S. economy are supported. This includes work in retail, manufacturing, transportation and warehousing, food services and other industries. Missouri, with more than 1,000 projects, lead the way in highway and bridge improvements for 2021. Michigan at 903; Ohio at 796; Indiana, 731; and Tennessee, 663, followed close behind. ARTBA’s Federal Highway Investment Benefits by State dashboard data show how each state deployed federal funds. It also tracks the top projects to receive federal support. “We expect to see even more projects in the coming year as states work to obligate the record increase in FY 2022 federal funding available through the Infrastructure Investment and Jobs Act that was approved by Congress earlier this month,” said Premo Black. The five largest projects were earmarked by federal, state, local and private funds, including $3.8 billion in Georgia for the SR 400 North Sprints Marta Station to McFarland Road Express Lane; $899 million in Arizona for the I-17 Split; $715 million in Texas to construct new roadway lanes on IH 35E, and $524 million to Louisiana for Phase 2 of the LA 1: Leeville to Golden Meadow project. State transportation departments have until Sept. 30 to obligate the highway funding, according to ARTBA. Bridge formula funds can be spent over five years. Status Report for 2022 The $52.5 billion earmarked for FY 2022 is an increase of more than 20 percent over 2021 for federal highway apportionments. Distributed annual by FHWA for the Federal-aid Highway Program, the funds are based on a statutory formula contained in the IIJA. “We are committed to delivering on the promise of the Bipartisan Infrastructure Law, and putting people to work modernizing our infrastructure and making it safer, more sustainable, and more efficient,” said Buttigieg. Through IIJA’s implementation, the Department of Transportation and FHWA believe the apportionments, additional Highway Infrastructure Program monies, and grants will address critical safety and performance needs of America’s roads, bridges and highways. “Today’s funding will help reduce the backlog of major repairs for highways and bridges and increase the number of communities that have strategies to reduce traffic deaths and serious injuries,” according to a DOT announcement. Additional funding to be announced in 2022 will contribute to: • fixing up to 10 of the most economically significant bridges and more than 15,000 smaller bridges across the country; • reconnecting as many as 20 communities by removing portions of interstates and redesigning rural main streets; and

• spurring the creation of a nationwide network of 500,000 electronic vehicle chargers by 2030. “Providing states with information on their apportioned funds today is an important first step in using the resources provided in the Bipartisan Infrastructure Law to make transportation systems across the country safer and more resilient,” said Stephanie Pollack, deputy federal highway administrator. “We look forward to working with transportation agencies and the communities they serve to use these resources to build a better America.” DOT explained that Federal-aid Highway Program funds are authorized periodically by Congress in multi-year laws “to assist the states in providing for construction, reconstruction, and improvement of highways and bridges on eligible Federal-aid routes and for other special purpose programs and projects.” The IIJA establishes or continues FHWA programs and authorizes funding for those programs from the Highway Trust Fund. FHWA is distributing funds through the apportionment process, using a statutory formula to determine the amount available to each state. The agency also issued obligation limitation, allowing states to commit part of their apportioned funding, for the period through Feb.18, 2022, when the current Continuing Resolution for Federal Fiscal Year 2022 appropriations ended. “Obligation limitation represents the ability of a state or other entity to enter into a project using Federal funds, with the federal government making a binding promise to pay or reimburse the state or other entity for the Federal share of the project’s eligible costs,” according to the DOT.

Wish List for 2023 In late March, the Biden administration submitted to Congress its FY 2023 proposed budget. Including $27 billion in guaranteed IIJA advanced appropriations, the DOT reports its total budget will be $142 billion. The department noted that FY 2023 will be the second year of the implementation of the IIJA, which “provides a once in a generation opportunity to modernize our transportation infrastructure and build the foundation the American people need to compete and win in the 21st Century.” The president’s budget makes critical investments in the American people that will help lay a stronger foundation for shared growth and prosperity for generations to come, stated the department. Advance safety on highways is an aim of the Biden administration, which has earmarked funds accordingly. Some $3 billion is set aside for FHWA’s Highway Safety Improvement Program, which seeks to reduce the number of lives lost on our nation’s highways, bridges, and roads. The DOT budget also supports transportation projects designed to lower commute times, improve safety, reduce freight bottlenecks, connect communities and reduce greenhouse gas emissions. Those investments include $4 billion for the National Infrastructure Investments grant program to support transportation projects with significant benefits across multiple modes. This figure is $3 billion above the 2021 enacted level. The budget also earmarks $1.64 billion for the Infrastructure for Rebuilding America grant program, which has a focus on reducing freight and highway bottlenecks.  CEG

Larsen Dirtworks Blasts Through Rock With Cobra 230R Larsen Dirtworks LLC of Foreston, Minn., knows its stuff when it comes to crushing rock.
