McCoy Adds Pair of Passing Lanes to Ga.’s State Route 42 By Brenda Ruggiero CEG CORRESPONDENT
A project on State Route 42 in Butts County, Ga., has been moving along for the past year and is headed for completion by the end of the year. Under direction of Project Manager Bill Rountree of the District 3 office of the Georgia Department of Transportation (GDOT), the $8.4 million contract was awarded to McCoy Grading Inc. of Greenville, Ga. Notice to proceed was given on March 8, 2010, and the completion date is set for Dec. 31, 2011. The contract calls for the construction of two passing lanes along a 3.08-mi. (5 km) stretch of SR 42/U.S. 23 between the cities of Jackson and Jenkinsburg. One is northbound and the other is southbound. Within the limits of the second passing lane, two left turn lanes will be constructed to improve operation and safety. In addition, two left turn lanes will be added at the Scotts Bunyon Hyponex Plant, which is located at MP 13.55. “The passing lanes and turning lanes will improve the functional capacity and the operational safety of the route,” according to the GDOT website. James Tomlinson McCoy Grading’s project manager, noted that asphalt and concrete paving on a portion of the existing roadway also will be removed. “We are moving approximately 108,000 cu. yds. (82,572 cu m) of dirt using GPS-controlled Cat D6’s, Cat 730 haul trucks and a Cat 345 excavator,” he said. “We are installing 48,000 tons of GAB see MCCOY page 2

One of the challenges on the project is that crews are working around and sometimes inside the railroad right of way, which can cause some coordination and traffic control issues.

We also are working around and sometimes inside the railroad right of way, which can cause some coordination and traffic control issues.” A total of 15 to 20 foremen, operators and laborers are assigned to the project. Sunbelt Structures, Tucker, Ga., serves as the culvert subcontractor, while CW Matthews Contract Company Inc., Marietta, Ga., is the asphalt contractor. GUCA Contractors Awarded for Their Safety Efforts
GUCA member companies come together to accept their respective awards for excellence in safety achievements for 2010.
Georgia Utility Contractors Association Inc. held its 2011 GUCA Hard Hat Safety Award Gala on March 24, 2011, to honor the 2010 Hard Hat Safety Award recipients. Awards were presented to members dedicated to making safety a priority for every employee. GUCA members and guests gathered at The Loudermilk Center in Atlanta, Ga., to celebrate safety awareness and recognize the overall winner from the chosen category winners. The GUCA 2010 Hard Hat Safety Award
is composed of categories based upon type of work, plant or pipeline construction, and if company man-hours exceed or stay below 100,000 or 400,000 hours. By creating these different categories, GUCA was able to distinguish four companies who excel in applying their safety programs to all of their workers and job sites. The category winners for the 2010 GUCA Hard Hat Safety Award are as follows: 0 to 400,000 Man-Hours Plant Contractor: Douglas Electrical & Plumbing Company
Inc. Douglas, Ga.; 400,000 plus Man-Hours Plant Contractor: Western Summit Constructors Inc.; 0 to 100,000 Man-Hours Pipeline Contractor: Turpin Inc. Lake City, Ga.; and, 100,000 plus Man-Hours Pipeline Contractor: Richard Harp Excavation Inc., Fayetteville Ga. “Category winners are chosen on a number of judging criteria including written safety program, number of employees who have received OSHA required training such as competent person excavation, confined
space entry, and first aid/blood borne pathogen training,” noted Scott Brumbelow, GUCA assistant executive director. As with all awards there must be an overall winner, and Douglas Electrical & Plumbing Company Inc. Douglas, Ga., went above and beyond others and consistently put safety in the forefront for each employee and for each job undertaken by the company, according to GUCA.
