On April 13, officials gathered in Phoenix to break ground on Block 23, a $160 million mixed-

use development featuring a 55,000-sq. ft. (5,110 sq m) Fry’s Food Store; 200,000 sq. ft. (18,580 sq m) for office/restaurant/retail use; and 1,000 parking spaces. Phoenix-based RED

Development is heading up the project, which is across from RED’s CityScape, a 1.2 million sq. ft. (1.1 million sq m) multi-use development. CityScape is home to retail and entertainment venues

such as Urban Outfitters, Charming Charlie, Lucky Strike, Stand Up Live Comedy Theater, The Arrogant Butcher, Squid Ink Sushi Bar and more. Both developments are expect-

ed to breathe new life to downtown Phoenix, and bring residents, businesses and investors to the area. Block 23 is expected to be complete in 2019. see DEVELOPMENT page 2

FAA Clears Phoenix-Mesa Gateway Airport Expansion Phoenix-Mesa Gateway photo

On March 21, 2017, PMGAA cleared another major development hurdle when the Federal Aviation Administration (FAA) issued its Finding of No Significant Impact (FONSI) and Record of Decision (ROD) for the Environmental Assessment (EA) for the Northeast Area Development Plan (NADP).

When the federal government turned the former Williams Air Force Base over to the now Phoenix-Mesa Gateway Airport Authority (PMGAA), it was an expansive 3,000-acre parcel largely removed from the major population centers of greater Phoenix. Much has changed in the past 25 years; and today Phoenix-Mesa Gateway Airport is at the center of a thriving and rapidly-expanding Phoenix East Valley. More than 1.5 million people now live

within a 20-minute drive from the once remote facility. As the airport has grown, so too has interest in developing the land surrounding it. Development Yields Archaeological Treasures in Phoenix DEVELOPMENT from page 1

According to local media, preconstruction activities yielded interesting finds. Archaeologists discovered artifacts from what is believed to be a prehistoric pit village. The ancient pit yielded human bone fragments, which were found and removed after a representative from the Gila River Indian Community performed a ceremony over the remains. Also, the site was once home to the city’s first fire station. The foundation from the structure was unearthed and examined by archaeologists. In addition, the site is the former home of Phoenix City Hall, the Fox Theater and J.C. Penney. Most recently, it was a parking lot. for the Northeast Area Development Plan (NADP); clearing the way for future development of 700 acres of prime real estate adjacent to airport infrastructure and two growing highway systems. “Unlocking the northeast side of the airport for development is great news for Gateway Airport and the East Valley,” said Mesa Mayor John Giles, current chair of the Phoenix-Mesa Gateway Airport Authority Board. “The opportunity for high-wage job creation in this area will benefit the entire region and strengthens the airport’s role as an economic driver.” There are currently more than 50 companies located within the airport’s boundaries, employing more than 2,500 people. J. Brian O’Neill, A.A.E. executive director/CEO of Phoenix-Mesa Gateway Airport Authority added, “We would like to thank our partners at the FAA for their commitment to this important project and their continued support of Phoenix-Mesa Gateway Airport. The Arizona Department of Transportation will begin work to replace the Interstate 19 bridge decks over Pima Mine Road in the town of Sahuarita. The $4.5 million project, located approximately 15 mi. south of Tucson and partially on the Tohono O’odham Nation’s San Xavier District, includes replacing the bridge decks on the northbound and southbound travel lanes and reconstructing roadway and bridge approaches. The work also will include widening the southbound I-19 bridge, replacing guardrail end treatments, replacing pavement markings and other miscellaneous work. Crews were on site starting March 23, to conduct survey and begin mobilizing equipment onto the project. The project will have little effect on traffic until mid-April, when the southbound I-19 entrance ramp from Pima Mine Road will close for the duration of the 13-month project. While the on ramp is closed, traffic will be rerouted onto local streets to access southbound I-19 using either Sahuarita Road or Old Nogales Highway. During the project, I-19 will maintain two

travel lanes in each direction and Pima Mine Road will remain open with occasional closures for removing the existing decks and setting girders. Traffic will be detoured during this work. Other restrictions on Pima Mine Road will include lane shifts and flagging operations during lane closures and reduced speed limits Access to the nearby Desert Diamond Casino and ASARCO’s Sahuarita mine will be maintained with only occasional brief delays. Work is scheduled for completion in April 2018. Drivers should proceed through the work zone with caution, slow down and watch for construction personnel and equipment. ADOT works to inform the public about planned highway restrictions and closures, but it’s possible that unscheduled impacts might occur because of weather or other factors. Police Train Using Home Acquired for SR 347 Project While Lt. Mike Campbell hopes Maricopa Police Department officers never need to enter a home to remove a barricaded suspect, a partnership with the Arizona Department of Transportation has helped them prepare, just in case. With ADOT preparing to build a bridge carrying state Route 347 over the Union Pacific Railroad, officers have been able to train twice in a house acquired on MaricopaCasa Grande Highway. The home eventually will be demolished to make way for a new alignment of Plainview Street that will connect Maricopa-Casa Grande Highway to Honeycutt Road and SR 347. Campbell said the partnership ensures that the department’s Special Response Team has the opportunity to train for potentially lifeor-death situations. That included practicing how to enter a home with a dangerous suspect inside, breaking down doors and methodically working their way through the ADOT has 25-year tradition of assisting emergency responders. building. “There are very few opportunities for us ter at their jobs and it makes Maricopa a month in Maricopa date back to construction of state Route 51 in the early 1990s. to train for these rare but dangerous situa- safer place for our residents.” ADOT has a 25-year tradition of working Just last summer, ADOT-acquired propertions,” Campbell said. “Every time our officers can experience the challenges that come with first responders to provide real-world ties along the route of the South Mountain with entering a building in a hostile situation training opportunities in the controlled envi- Freeway were used to train fire and law means we can do a better job if this kind of ronment of vacant buildings. ADOT works side-by-side with emergency responders every day, said Brian Rockwell, ADOT assistant chief right of way agent. “Police officers willingly put themselves in harm’s way to protect all of us in dangerous situations,” Rockwell said. “When we have the opportunity to help them train, as we did here, we’re not only happy to do that but we consider it part of our service to the community.” Construction of the SR 347 bridge begins this fall. The two-year, $55 million project will carry traffic over the railroad tracks on a path just east of the current SR 347. It will alleviate congestion on a road that is expected to see traffic double to more than 60,000 vehicles a day by 2040 and save drivers the time of waiting for trains to cross the highway. The area now sees 40 to 60 trains a day, a number that is expected to reach 100 daily in the next 20 years.
