3.0 Game Components and Map
Two Washington counters are included in the game. The counter with a Military Ability of 2 is used for an optional rule (see the bottom of page 15).

Washington Optional Rule:
Washington’s ability as a military leader has often been questioned. I decided to go with a 1 for his Military Ability but his Fabian strategy was certainly effective in the actual war. If this was his intended strategy, than he deserves a 2. If you agree and think Washington is more gifted as a military leader than I do, feel free to use the “2” Military Ability counter. We have given you the option with two versions in the game of his counter.
