WHAT DOES THIS EXECUTIVE ORDER DO? This executive order terminates collective bargaining agreements for over one million federal workers across more than 20 agencies. The order affects all agencies that perform intelligence, counterintelligence, investigative, or national security duties, which is defined broadly to include the Federal Aviation Administration and Food and Drug Administration, among others. The order also affects employes in many Cabinet-level departments, including the Departments of Health and Human Services, Agriculture, Transportation, and Energy. The order instructs the affected department and agency heads to terminate collective bargaining agreements with their employees and terminate agency participation in any pending legal proceedings that pertain to unfair labor practices or grievances brought forward by unionized employees.
