PROJECT 2025 WHAT IS PROJECT 2025? Project 2025 is an initiative spearheaded by the Heritage Foundation. Its goal is to provide the next conservative Presidential administration with comprehensive policy and personnel resources.i In 2023, it unveiled a 900-page policy blueprint designed to shape the agenda of the next Republican president. The document is the most recent policy plan in the Mandate for Leadership series provided to every Republican presidential candidate since 1980.ii This edition outlines sweeping policy proposals on a wide range of issues that would affect nearly every aspect of American life and change the system of checks and balances instituted at our country’s founding.
WHO WROTE PROJECT 2025? The Heritage Foundation, an American conservative think tank based in Washington, DC, spearheaded Project 2025. Its stated mission is “to formulate and promote public policies based on the principles of free enterprise, limited government, individual freedom, traditional American values, and a strong national defense.” iii Paul Dans, a former Heritage Foundation employee and the director of the project, was an official in the Trump Administration. The thirty-five authors and nearly 450 organizations that contributed to the project have significant ties to the Republican party. In 2018, the Heritage Foundation reported that then-President Trump had embraced 64% of the policies in the 2016 edition, though he has denied any involvement in Project iv 2025.
