Os resultados apresentados neste relatório parcial expressam a consolidação dos dados coletados junto às seguradoras por intermédio do SQF – Sistema de Quantificação da Fraude.

Sumário Executivo

O SQF é a ferramenta institucional da CNseg para a coleta e respectiva compilação dos dados necessários à geração dos indicadores para quantificação da fraude.

Por intermédio deste sistema, alimentado pelas próprias seguradoras, em todos os ramos de seguro, com exceção de Saúde Suplementar, Capitalização e Previdência Complementar, desde 2004 são gerados anualmente indicadores de fraude contra o seguro, compondo-se assim uma inédita série histórica dessas ocorrências no segmento de Seguros Gerais.

Os resultados consolidados do 1º Semestre de 2022 apontam que os Sinistros Ocorridos somaram aproximadamente R$ 25,7 bilhões. Deste total, R$ 2,9 bilhões foram classificados como Sinistros Suspeitos, o que corresponde a 11,4%. No que se refere à quantidade de Sinistros Suspeitos pela quantidade de Sinistros Ocorridos a relação foi de 3,3%.

O valor das fraudes que puderam ser comprovadas neste período somou R$ 460,2 milhões, o que representa 15,7% do valor dos Sinistros Suspeitos.

Já o 1º Semestre de 2021 apresentou um valor de Sinistros Ocorrido de aproximadamente R$ 18,1 bilhões. Deste total, R$ 2,8 bilhões foram resultado de Sinistros Suspeitos, o que correspondeu a 15,6%. No que se refere à quantidade de Sinistros Suspeitos pela quantidade de Sinistros Ocorridos a relação foi de 4,4%.

Nesse mesmo período, o valor das fraudes que puderam ser comprovadas somou R$ 349,3 milhões, o que representa 12,4% do valor dos Sinistros Suspeitos.

Ao se comparar o quociente obtido pelo valor das Fraudes Comprovadas dividido pelo valor dos Sinistros Ocorridos no 1º Semestre de 2022 (1,8%) com o mesmo período de 2021 (1,9%), observa-se uma diminuição de 0,1 pontos percentuais das fraudes comprovadas. Neste mesmo período, ao se comparar as quantidades, podese verificar também que houve uma diminuição de 0,07 pontos percentuais de fraudes comprovadas (0,84% em 2021 e 0,77% em 2022).

Vale ressaltar que a quantidade de sinistros ocorridos para todos os ramos entre os dois períodos amentou aproximadamente 24%, com destaque para o ramo de automóvel que também cresceu cerca de 23% entre os primeiros semestres de 2021 e 2022.

Atuar na redução das fraudes é agir a favor do Segurado. Esta pesquisa representa uma contribuição nesse sentido.

Executive Summary

The SQF is the CNseg´s institutional tool for collecting and compiling the data required to generate the fraud quantification indicators.

Since 2004, this system, which uses annual information from insurers in all insurance lines, except for Supplementary Health Insurance and Plans, Capitalization and Pension Funds, has been producing Insurance fraud indicators, having compiled an unprecedented historical series of such occurrences on the General Insurance segment.

The consolidated results for the first half of 2022 indicate that Losses totalled approximately R$ 25.7 billion. Out of this total, R$ 2.9 billion was the result of Questionable Losses, which corresponds to 11.4% of the total value of Claims. Regarding the number of Questionable Losses by the number of Total Claims, the ratio was 3.3%.

The total amount that proved to be fraudulent in this period totalled approximately R$ 460.2 million, which represents 16.7% of Questionable Losses.

On the other hand, the first half of 2021 showed an amount in Losses of R$ 18.1 billion. Out of this total, R$ 2.8 billion was the result of Questionable Losses, which corresponds to approximately 15.6% of the total value of claims. With respect to number of claims, the ratio was 4.4%.

In this same period, the amount of fraud that could be confirmed totalled R$ 349.3 million, which represents approximately 12.4% of the value of Questionable Losses.

By comparing the quotient obtained from claims that proved to be fraudulent ds divided by the Total Insurance Losses in the first half of 2022 (1.8%) with the same period of the previous year (1.9%), there was a decrease of 0.1 percentage points of confirmed frauds. In this same period, making the same comparison in terms of number of occurrences, it can also be observed an increase of 0.07 percentage points of Confirmed Frauds (0.84% in 2021 and 0.77% in 2022).

It´s noteworthy, therefore, that the number of claims for all insurance lines in the period increased by approximately 24% between the two periods, with emphasis on the motor insurance, which also grew roughly by 23% between the first half of 2021 and 2022.

Taking measures to reduce fraud is an action that brings benefits to the insured. This survey is a contribution toward that objective.

Pesquisa Survey

Os resultados apresentados neste relatório expressam a consolidação dos dados coletados junto às seguradoras, por intermédio do SQF – Sistema de Quantificação da Fraude.

A representatividade da pesquisa é expressa por três índices: Seguradoras Convidadas, Seguradoras Participantes e Seguradoras com Respostas Consideradas (válidas), confome descrito abaixo. Os três índices são medidos em relação ao prêmio ganho dos ramos e períodos correspondentes.

The results presented in this report express the data collected from the Insurance Companies through the SQF – Fraud Quantification System.

The survey representativeness is expressed using three indicators: Invited Insurances Companies, Participating Insurance Companies, and Insurance Companies whose answers were accepted, as described below. The three indicators are measured in relation to the earned premium of the corresponding insurance line and period.

Sinistro Ocorrido

Somatório dos valores dos sinistros ocorridos, apurados, a partir das estatísticas da SUSEP, levando-se em consideração somente os ramos, períodos e as seguradoras que informaram no SQF os valores que compõem o indicador em questão.

Sinistro Suspeito*

Somatório dos valores dos sinistros com características típicas de fraudes sejam elas indicadas por filtros automatizados, pelo analista de sinistros ou por outros tipos de procedimentos internos.

Sinistro Investigado*

Sinistros com características típicas de fraude e que foram alvo de alguma ação de investigação, seja por serviços de auditoria de sinistro – internos ou externos à seguradora – ou por outro tipo de investigação. Não são apenas os sinistros que sofreram auditoria, pois o sinistro pode ter sido investigado durante a própria regulação, pelo analista de sinistros, por exemplo.

Sum of losses with distinguishing marks of frauds, and that have been target of some investigation’s action, whether by the claims’ analyst, through external investigation services – or any other type of investigation. This figure refers not only to losses that have been object of external investigation services, as a claim may have been investigated, during the handling procedure, for example.

Identified Fraudulent Losses*

Sum of losses that have been marked with fraudulent flag by the Insurance Company, whether they have been confirmed or not.
