Foreword The purpose of this document is to share the results and achievements of UNDP’s cooperation in responding to sustainable development challenges, in a medium-high income country such as Paraguay. All that is described here is the result of our work, which is based on partnerships with various areas of the State and with other key stakeholders, using integrative strategies that take into account the multiple dimensions of the challenges to sustainable development, to support countries in the eradication of poverty in all its shapes and extents, accelerating structural transformations and building resilience. UNDP in Paraguay is known as a strategic ally that contributes to the achievement of the SDGs, integrating the economic, social and environmental dimensions in designing and implementing policies and programs. Our cooperation program provides technical assistance in project design, ensuring high quality standards aligned with UNDP’s Strategic Plan, incorporating cross-cutting approaches (gender equality, human rights and environmental sustainability), and results-based management.
We offer innovative and transformative solutions such as mapping, experimentation and acceleration development laboratories, identifying new ways to meet the challenges. These contributions are provided thanks to a global knowledge network, based on UNDP´s presence in 170 countries. UNDP also provides support services for project implementation, with standardized, systematic and proven management methods that guarantee neutrality, transparency, accountability and continuity of programs and projects. We use instruments for risk management, monitoring, auditing and evaluation. UNDP, in its integrative role, is a reliable partner to convene, articulate and gather stakeholders from different areas of the government, civil society, private sector, academia, etc.; emphasizing the inclusion of vulnerable groups and strengthening capabilities in individuals, organizations and societies for the implementation of national sustainable development plans, aligned with the 2030 Agenda. For this reason, UNDP takes on an important role in the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF), following the guidance of the UN Resident Coordinator in Paraguay.

Introduction Paraguay has made significant progress in developing a policy framework to achieve the 2030 Agenda. In its 2018 National Voluntary Report, the country accounted on how it was moving forward in the formulation of its National Development Plan “Paraguay 2030” (PND for its acronym in Spanish), while developing the SDG proposal. Subsequently, with the support of UNDP, Paraguay worked on aligning its PND with the Sustainable Development Goals (2015-2030). The new period of UN’s cooperation with Paraguay, including the UNDP cooperation program, provides the opportunity to boost partnerships towards applying the 2030 Agenda for Sustainable Development, especially regarding implementation, monitoring and compliance. In order to seize the opportunity, UNDP in Paraguay believes it is important to take advantage of the accomplishments from the recent period of economic growth, for instance the significant decline in poverty levels. Such advances can be quite useful when addressing the challenge ahead, that is, the deep-rooted inequalities. Facing them will require people working together, seeking innovation, taking advantage from previous experience

at a global and national level. We must aim high, thinking of new solutions to long-standing concerns, in order to move forward with the sustainable development agenda and overcome structural problems. “Leaving no one behind” is the commitment taken on by national stakeholders and UNDP. This means no one will be stuck in poverty, excluded from the education system, without access to timely and quality health services, without opportunities for decent work, or become a victim of the devastating effects of natural disasters and crisis. In each of these approaches, UNDP introduces the gender perspective and the empowerment of women. The following are important achievements and lines of work which UNDP has developed with its national partners and counterparts, in different areas such as: a) a policy framework for sustainable development; b) locating initiatives on the field; c) caring for the environment;

d) the improvement of social protection; e) supporting productive forces with serious disadvantages in terms of competitiveness; f ) the transformation of economy based on the principles of sustainable development, and; h) governance.

Building a policy framework for the implementation of the 2030 Agenda
UNDP’s impartial position as a United Nations agency and the credibility it enjoys in the country, allow it to act effectively while handling sensitive issues, promoting negotiations and reaching consensus. UNDP has enabled democratic dialogue and increased participation of relevant and multidisciplinary stakeholders in the country, in areas linked to inclusive and sustainable development, governance and public participation. An important example of the role our work has in the political dialogue has to do with what we mentioned before: lending a hand in the process of integrating the Sustainable Development Goals with the planning and elaboration of public policies. UNDP has worked closely with the Government to make the country one of the first to adopt a common platform to achieve these goals. UNDP is a key partner for the National Commission for Sustainable Development Goals (SDGs). The Ministry of Foreign Affairs has created the SDG Commission and undertakes in it a coordinating role, with a functional structure and strategic prioritization of its activities and actions. The first National Voluntary Report was presented thanks to this work. On the other hand, different studies were carried out regarding the SDGs to support informed decision making, focused of various approaches such as: analysis of gaps to achieve the SDGs, effects of social programs, decentralization, proposals for institutional strengthening as well as public policies. Innovative solutions have also been sought out, identifying and prioritizing responses to development challenges through consultative and participatory processes.

Paraguay currently offers technical cooperation under the SouthSouth modality to other countries, through the implementation of the “SIMORE Paraguay” Technical Cooperation Program. The platform was successfully applied in several countries such as: Argentina, Chile, Uruguay, Honduras and the Dominican Republic, offering the opportunity to improve institutional capacities to monitor and implement international recommendations on Human Rights and Sustainable Development.

Taking the 2030 Agenda up to the ground
After installing the institutional capacity for coordination and monitoring of the SDGs, UNDP is currently moving towards their acceleration and implementation; especially through their localization, which aims to work on a local level. The first pilot for this approach was tested in 2019, focusing on SDG 6: Clean Water and Sanitation. It was carried out in two municipalities: Filadelfia and Hernandarias. In this regard, we cooperated in: management of the Water and Sanitation Information System of Paraguay (SIASAR Spanish acronym), the preparation of the National Plan for Drinking Water and Sanitation (PNAPS), installing five clean water systems for native communities in the Chaco, and the preparation of Boquerón’s Water and Sanitation Plan; with the participation of the indigenous population. Generating strategic alliances around the SDGs has had a great impact. The recent Memorandum of Understanding signed with the National Congress places UNDP in a privileged position to provide technical assistance in the role of monitoring compliance with the 2030 Agenda.
Finally, we created the SDG Platform, a computer system that allows registering and analyzing public investment from the perspective of the SDGs, as well as the SIMORE Plus Platform, used for citizen monitoring and open information regarding Human Rights recommendations,
UNDP Paraguay has collaborated in the design of SIMORE Plus, an expanded version of SIMORE, which links the monitoring of international human rights recommendations to the Sustainable Development Goals (SDGs) and their targets, in addition to the general observations. This version includes improvements in functionality, which strengthen the State’s monitoring and implementation mechanism, thus taking an innovative leap, aligned with the priorities of the international community.

Combining economic and trade development with sustainable development, with an integration approach
Another good example of UNDP’s integrating role is the Commodities Platform for soybeans and beef. Paraguay is the fourth largest exporter of soybeans and the sixth largest exporter of beef in the world. Its lands contain a significant portion of the ecosystem known as “The Great American Chaco”. Therefore, it is essential to establish a clear vision for sustainable development, as well as the strengthening of the governance system and the generation of actionable frameworks, protocols and tools. We know that it is a complex problem that requires the intervention of multiple stakeholders as a key measure to reduce emissions resulting from deforestation, thus contributing to the achievement of several SDGs. For this reason, we are not only working with all relevant stakeholders, but also at different levels: demand, interventions, offers and transactions -including capital flows-, to name a few. However, these are not the only examples. This multiple contribution to the SDGs is also made within the context of urban sustainability, where UNDP is articulating consensus on land-use planning, urban waste management, sustainable transportation and green infrastructure in Asunción and its Metropolitan Area. The United Nations Development Program (UNDP), the United Nations Environment Program (UNEP) and the Food and Agriculture Organization of the United Nations (FAO) work together to advise the Paraguayan government on access and management of Results Based Payment for emission reductions. Working with a wide variety of public stakeholders, civil society and the private sector, they ensure compliance with social and environmental standards of UN agencies, in addition to proper fiduciary management. An example of this collaboration is Paraguay’s first REDD + results-based payment proposal to the Green Climate Fund (GCF) pilot program, for REDD + results-based payments.

Caring for the environment
The environment has been a particularly significant area of work for UNDP, seeking an integrative approach and establishing links in the social and productive fields. As a result, environmental public policies became strengthened in this period. UNDP actively collaborated in the definition of a National Climate Change Policy, the development of a National Gender Strategy on Climate Change and a National Strategy on Forests for Sustainable Growth. Regarding governance mechanisms, we collaborated on the identification of priority measures to reduce emissions from deforestation, while addressing adaptation issues.
Our work in the area of institutional strengthening includes the improvement of the National System of Protected Areas (including biodiversity corridors) and the creation of a national multisectoral platform for sustainable products, which gathers key stakeholders to discuss an improved model for Beef and soybean production. We helped create tools that facilitate decisionmaking processes, including a variety of tools for disaster risk reduction, biodiversity reports and the National Biodiversity Strategy and Action Plan.
Discussion, dialogue and debate in the highestlevel, regarding climate change, biodiversity in the economic field and poverty reduction has been strongly incorporated into public discourse.

Strengthening the social pillar for the implementation of the 2030 Agenda
Many people have multiple unmet needs that cMany people have multiple unmet needs that combined, limit their efforts and possibilities to get ahead. Although Paraguay provides social protection programs to help the population living in conditions of extreme poverty, these programs still present challenges. The Social Protection Program (PSP acronym in Spanish) seeks to respond to this complex reality, promoting a more integrated and coordinated approach.
With the support of UNDP, there is a transformation taking place in the way services are conceived and delivered. Programs increasingly bring together various institutions and seek to respond comprehensively to the problems of poverty and marginalization. Instead of waiting for people to seek help, service providers reach out to communities and families to advertise existing programs and explain how new forms of assistance can be used.
Likewise, we can mention the work regarding the use of data for decision making, within the framework of the “Acceleration Labs: new solutions to complex development problems�. UNDP is in the process of designing a portfolio of pilot experiences to improve quality social services. What is our hypothesis? On the one hand, we believe that it is necessary to have better data and in real time, as well as improved intersectoral coordination to achieve greater impact. On the other hand, people and territory should be the boosters for more articulated interventions.
Our first pilot and learning cycle was launched at the municipal level in CarayaĂł, aimed at 15,000 people. For two months we have been capturing thousands of data points from the geographic information system, to characterize the territory from various angles: health, infrastructure, education, security, population (including data on social programs), or economic variables (such as production landscapes or businesses), to name a few.

In building the most complete and dynamic development information system in the country, we hope to train the municipal development councils to create actionable development plans and improve the performance of social security, labor insertion and social integration programs in Paraguay.
6
Working with the productive forces
6.1 Support for agricultural production: Regarding efforts towards the eradication of poverty, a valuable UNDP contribution has been the improvement of living conditions for vulnerable groups, through projects aimed at small rural producers. It is estimated that between 2014 and 2017 about 15,327 peasant families improved their living conditions thanks to support in their agricultural production. On the other hand, the process of legal regularization of land tenure has benefited 5,178 families

6.2 Production projects and employment: We have provided support for twelve micro productive projects, benefiting numerous families through job creation, which today function smoothly and with very good growth expectations. Leadership and appropriation by national and local counterparts, plus alliances with other UN agencies, were key to obtaining these results. Associative SMEs received different types of support.

6.3 Labor formalization: UNDP supported the creation of intersectoral dialogue roundtables, referring to the areas of work linked to the Ministry of Labor, towards the goal of labor formalization from a gender equality perspective. In this regard, we worked in training on the dissemination of key issues, as well as technical assistance to reach agreements at the roundtables.
In addition, UNDP supports management for efficient operation of the PETROPAR industrial plant in the city of Mauricio JosĂŠ Troche, with a sustainable development approach, promoting renewable energy as well as environmentally friendly and socially inclusive production.

Governance and public management
UNDP’s work in institutional strengthening has included: a) supporting the reform of the Secretariat of Technical Planning (STP), for effective management of public policies; b) generating a guideline for territorial development, as part of the effective decentralization process;
Governance and public management are crosscutting aspects of UNDP activities in Paraguay. Given the fact that the cooperation provided by the agency to the country is closely linked to the management of national resources, the State views UNDP as a strategic instrument to improve its own management of public policies. UNDP actively supports the analysis, generation and dissemination of public policies, which usually includes presenting comparative experiences or articulating spaces for dialogue and exchange. Among the many examples that have been mentioned, we can add as promising practices: a) the support provided in the definition of a National Service Trade Policy; and b) the development of a regulatory framework for the participation of indigenous peoples in decision-making processes at State projects. With regards to our cooperation in strengthening democracy and justice, we can mention: the work to strengthen the Superior Court of Electoral Justice, by supporting the electoral system’s reform processes, and the Supreme Court of Justice, through the promotion of access to justice.

c) electoral system reform; d) generating a quality management system in the Vice Ministry of Industry; e) supporting educational programs for teachers, towards the introduction of ICTs in learning, and for educational infrastructure; f ) improving the Supreme Court of Justice infrastructure (14 Courthouses, 5 Trial Courts, 7 Courts of the Peace and several other works; having mobilized more than US$ 160 million). Moreover, UNDP Paraguay aided in the policy development process and supported the creation of governance tools in the area of disaster prevention and resilience building. Among these instruments are the National Policy for Disaster Risk Management and Reduction, based on the bill 2615/05 “That creates the National Emergency Secretariat”. Likewise, we supported the development of a tool that applies some of the National Policy guidelines, at the level of subnational governments, through the Risk Management and Reduction Toolbox for Municipalities and Local Governments. In addition, we provided assistance in the creation the Roadmap for the Implementation of the Sendai Framework at the local level, which incorporates the area of Disaster Risk Reduction and Management into the municipal structure, the elaboration of local DRRM plans and capacity building, implementing the tool of the Global Campaign Developing Resilient Cities: “My City is getting ready”.

Institutional strengthening - Sustainable infrastructure: •
Construction, up to now, of 14 Justice Courts, 5 First Instance Courts, 7 Peace Courts, and other additional buildings projects. Among the characteristics of the buildings are: timber exclusively from reforestation, systems for collecting and using rainwater, energy efficiency through optimization of heat insulation and use of low-consumption appliances. They are also architecturally inclusive constructions that are accessible to everyone. At the community level, the integration of the buildings into the environment and the creation of recreational and community spaces are highlighted.
Training with public institutions: •
Center for Indigenous Affairs (INDI)

Customs officials in control of Ozone Depleting Substances and combating illicit traffic.
•
Team of mediators, composed of 26 members of the public sector management who received specialized training in alternative means of conflict resolution.
•
Together with the Ministry of Public Service, other training courses were held (ethics, management of international cooperation projects), with a view to increasing the knowledge and skills of public service managers.
•
The Ministry of Finance and other public sector institutions offered their staff the option of specialization scholarships (post-graduate) abroad.
