Foreword The purpose of this document is to share the results and achievements of UNDP cooperation in responding to the challenges of sustainable development in an upper-middle-income country with the characteristics of Paraguay. Everything described is the result of work based on partnerships with various State sectors and other stakeholders, using integrative strategies that consider the multiple dimensions of the challenges to sustainable development, to support countries in eradicating poverty in all its forms and dimensions, accelerating structural transformations and building resilience. UNDP Paraguay is recognized as a strategic ally that contributes to the achievement of the ODS, integrating the economic, social and environmental dimensions in the design and implementation of policies and programs. Its cooperation program provides technical assistance in the design of projects, ensuring high quality standards in line with the UNDP Strategic Plan, incorporating crosscutting approaches (gender equality, human rights and environmental sustainability), and results-based management.
It offers innovative and transformative solutions such as mapping, experimentation and acceleration laboratories for development, identifying new ways to meet challenges. These contributions can be made through a global knowledge network, based on the agency’s presence in 170 countries.

UNDP also provides project implementation support services, with standardized, systematic and proven management methods that ensure impartiality, transparency, accountability and continuity in programs and projects. UNDP, in its role as an integrator, is a reliable interlocutor to convene, articulate and bring together actors from different levels and areas of government, civil society, private sector, academia, citizenship, etc.; emphasizing the inclusion of the most vulnerable groups and supporting capacity building of people, organizations and societies that seek to strengthen their skills for the implementation of national sustainable development plans, aligned with the Agenda 2030. Introduction Paraguay has made significant progress in developing a policy framework to achieve the Agenda 2030. In its 2018 Voluntary National Report, the country reported on how it was advancing in the formulation of its National Development Plan “Paraguay 2030” (PND), at the same time as the ODS proposal was being developed. Subsequently, with the support of the UNDP, the work of aligning the PND with the Sustainable Development Goals (2015-2030) was carried out. The new period of UN cooperation with Paraguay, including the UNDP cooperation program, provides an opportunity to promote partnerships for the implementation of the Agenda 2030 for Sustainable Development, especially with regard to implementation, follow-up and compliance. In order to capitalize on this opportunity, UNDP Paraguay believes it is important to build on the achievements made during the recent period of economic growth, including the significant decline in poverty levels. Such progress can be very useful in addressing the steep slope, i.e., the deep-seated inequalities. Addressing this requires people to

work together and seek innovation, drawing on the best of experience at the global and national levels. We must aim high, thinking about new solutions to long-standing concerns, so that we can move forward with the sustainable development agenda and thus overcome problems of a structural nature. “Leave no one behind” is the commitment of national partners and UNDP. Let no one be trapped in poverty, excluded from the education system, without access to timely and quality health services, without opportunities for decent work, or become victims of the devastating effects of natural disasters or crisis situations. In each of these approaches, UNDP introduces the gender perspective and women’s empowerment. Below, we share what we consider to be important achievements and lines of work that UNDP has been developing with its partners and national counterparts, touching on different aspects, such as a) the policy framework for sustainable development; b) the location of initiatives in the territory;

(c) care for the environment; (d) improvement of social protection; (e) support for productive forces with serious disadvantages in terms of competitiveness; f ) the transformation of the economy based on the principles of sustainable development; and; (h) governance.

Building a policy framework for the implementation of the 2030 Agenda
UNDP’s impartial position as a United Nations agency and the credibility it enjoys in the country allow it to act effectively while handling sensitive issues, promoting negotiations and consensus. UNDP has facilitated democratic dialogue and increased participation of relevant and multidisciplinary actors for the country, in spaces linked to inclusive and sustainable development, governance and citizen participation. An important example of the role of work in the area of policy dialogue has to do with what we mentioned above: supporting processes for integrating sustainable development objectives into public policy planning and development. UNDP has worked closely with the Government to make the country one of the first to adopt a common platform to achieve these goals. UNDP is a key partner of the National Commission on Sustainable Development Goals (ODS in spanish). The Ministry of Foreign Affairs has created the ODS Commission and assumes a coordinating role in it, with a functional structure and strategic prioritization of its activities and actions. It was thanks to this work that the first National Voluntary Report could be presented. On the other hand, studies on ODS have been carried out for informed decision-making, with different approaches: gap analysis to reach ODS, effects of social programs, decentralization, public policy proposals, proposals for institutional strengthening. Innovative solutions have also been sought, identifying and prioritizing responses to development challenges through consultative and participatory processes.
currently offers technical cooperation under the South-South modality to other countries, through the implementation of the “SIMORE Paraguay” Technical Cooperation Program. This program has been successfully implemented in several countries, such as Argentina, Chile, Uruguay, Honduras and the Dominican Republic, offering the opportunity to improve institutional capacities to follow up on and implement international recommendations on human rights and sustainable development.

Taking the 2030 Agenda up to the ground
After installing institutional capacity for coordination and monitoring of ODS, UNDP is now moving towards accelerating and implementing it; especially through a strategy of localization of ODS, which aims to work at the local level. The first pilot of this approach was tested in 2019, focusing on ODS 6: Water and Sanitation, in two municipalities: Philadelphia and Hernandarias. Work has been carried out on the availability of water and sanitation. In this regard, cooperation was provided in managing Paraguay’s Rural Water and Sanitation Information System (SIASAR), in preparing the National Drinking Water and Sanitation Plan (PNAPS), in building five drinking water systems for indigenous communities in the Chaco, and in preparing the Boquerón Water and Sanitation Plan; with the participation of the indigenous population. The generation of strategic alliances around the ODS has had a great impact. The recent Memorandum of Understanding signed with the National Congress places UNDP in a privileged position to provide technical assistance in the role of monitoring compliance with the 2030 Agenda.
Lastly, the ODS Platform has been set up, an information technology platform that makes it possible to record and control public investment from the perspective of the SDG´s, and the SIMORE Plus Platform; for citizen monitoring and open information on the recommendations made to Paraguay in the area of human rights that are related to the Agenda 2030. It should be noted that SIMORE has enabled Paraguay to make progress in South-South cooperation. Paraguay

Combining economic and trade development with sustainable development, with an integration approach
Another good example of UNDP’s integrative role is the Commodities Platform for soybeans and beef. For a country that is the fourth largest exporter of soybeans and the sixth largest exporter of beef in the world, and at the same time contains a significant part of the ecosystem called “The Great American Chaco”, it is essential to establish a clear vision for sustainable development, strengthen the governance system and develop actionable frameworks, protocols and tools. We know that this is a complex problem that requires a multi-stakeholder intervention as a key measure to reduce emissions from deforestation, thus contributing to the achievement of several ODS. For this reason, we are not only working with all relevant stakeholders, but also at different entry points: demand, interventions, offers and transactions - including capital flows - to name a few. But these are not the only examples. This multiple contribution to ODS also occurs within the context of urban sustainability, where UNDP is articulating consensus on land use planning, urban waste management, sustainable transport and green infrastructure; in Asunción and its Metropolitan Area. The United Nations Development Program (UNDP), the United Nations Environment Program (UNEP) and the Food and Agriculture Organization (FAO) are working together to advise the Government of Paraguay on access to and management of results-based payment for emissions reductions. They work with a wide range of public, civil society and private actors to ensure compliance with social and environmental standards of UN agencies and adequate fiduciary management. An example of this collaboration is Paraguay’s first proposal for a REDD+ results-based payment to the Green Climate Fund (GCF) pilot program for REDD+ results-based payments, which will be considered at the next GCF board meeting in November 2019.

Carrying for the environment
An especially significant area of work by UNDP has been in relation to the environment, seeking an integrative approach and establishing links with the social and productive. As a result, environmental public policies were strengthened during this period. UNDP actively collaborated in the definition of a National Policy on Climate Change, the elaboration of a National Gender Strategy on Climate Change and a National Strategy on Forests for Sustainable Growth. In terms of governance mechanisms, priority actions have been identified to reduce emissions from deforestation, while addressing adaptation issues.
Work in the area of institutional strengthening has included improving the National System of Protected Areas (including biodiversity corridors) and building a multi-sectoral national platform for sustainable products, which brings together key stakeholders to discuss an improved model for beef and soy production. Decision-making instruments have been produced, including a variety of disaster risk reduction tools, biodiversity reports and the National Biodiversity Strategy and Action Plan.
Discussion, dialogue and debate at the highest level on climate change, biodiversity in economic areas and poverty reduction have been strongly incorporated.

Strengthening the social pillar for the implementation of the 2030 Agenda
Many people have multiple unmet needs that combine with each other and limit their efforts and possibilities to move forward. Although Paraguay provides social protection programs to help people living in extreme poverty, these programs still present challenges. The Social Protection Program (PSP) seeks to respond to this complex reality by promoting a more integrated and coordinated approach.
With the support of UNDP, a transformation is taking place in the way services are conceived and delivered. The programs increasingly bring together various institutions and seek to provide a comprehensive response to the problems of poverty and marginalization. Instead of waiting for people to seek help, service providers reach out to communities and families to raise awareness of what programs exist and how new forms of assistance can be used.
In the same line we can mention the work around the use of data for decision making. Within the framework of the so-called Acceleration Labs: new solutions to complex developmental problems. UNDP is in the process of designing a portfolio of pilot experiences to improve quality social services. What is our hypothesis? On the one hand, we believe that better and real-time data and improved cross-sectoral coordination are needed to achieve greater impact. On the other hand, people and territory should be key drivers for more articulated interventions.
Our first pilot and learning cycle was launched at the municipal level in Carayaó, targeting 15,000 people, where we have been capturing thousands of GIS data points for 2 months to characterize the territory from various angles: health, infrastructure, education, security, population (including data on social programs), or economic variables (such as production landscapes or businesses); to name a few.

By building the most complete and dynamic development information system in the country, we hope to enable municipal development councils to create actionable development plans and to improve the performance of the set of social security, labor insertion and social integration programs that make up Paraguay.
6
Working with the productive forces
6.1 Support for agricultural production: En lo que concierne a la erradicación de la pobreza, una valiosa contribución del PNUD ha sido el mejoramiento de las condiciones de vida de grupos vulnerables, a través de proyectos destinados a pequeños productores rurales; se estima que entre el 2014 y el 2017 unas 15.327 familias campesinas mejoraron sus condiciones de vida gracias al apoyo en su producción agropecuaria. Por otra parte, el proceso de regularización jurídica de la tenencia de la tierra ha beneficiado a 5.178 familias.

6.2 Production projects and employment: As far as competitiveness is concerned, 12 productive micro projects have been supported, benefiting numerous families through the generation of jobs, and which today operate smoothly and with very good growth expectations. Leadership and ownership by national and local counterparts, plus alliances with other UN agencies, were key to obtaining these results. SME associations received different types of support.

6.3 Labor formalization: UNDP has supported the establishment of thematic tables for intersectoral dialogue in areas related to the Ministry of Labor’s responsibility towards the goal of labor formalization, from a gender equality perspective. In this area, work was done to disseminate key issues in training and technical assistance for the achievement of agreements at the thematic tables.
In addition, UNDP is supporting the management for efficient operation of the PETROPAR industrial plant in the city of Mauricio JosĂŠ Troche, with a sustainable development approach, promoting renewable energy and environmentally friendly and socially inclusive production.

Governance and public management
la línea de ha incluido:
a) el apoyo a la reforma de la Secretaría Técnica de Planificación (STP), para una efectiva gestión de las políticas públicas; b) el desarrollo de una guía para el desarrollo territorial, como parte del proceso de descentralización efectiva;
La gobernabilidad y la gestión pública son aspectos transversales de las actividades del PNUD en el Paraguay. Dado el hecho de que el tipo de cooperación que brinda la agencia al país está muy vinculado a la gestión de recursos nacionales, el Estado considera al PNUD como un instrumento estratégico para mejorar su propia gestión de las políticas públicas.
c) la reforma del sistema electoral; d) la generación de un sistema de gestión de calidad en el Viceministerio de Industria; e) el apoyo a los programas educativos de formación docente para introducción de las TICs en el aprendizaje, y de infraestructura educativa;
El PNUD apoya de forma activa el análisis, formulación y diseminación de políticas públicas; apoyo que usualmente va acompañado de presentación de experiencias comparativas o articulación de espacios de diálogo e intercambio.
f ) el mejoramiento de la infraestructura edilicia de la Corte Suprema de Justicia (14 Palacios de Justicia, 5 Juzgados de 1ra. Instancia, 7 Juzgados de Paz y varias otras obras; habiéndose movilizado más de US$ 160 millones).
Entre los muchos ejemplos que se han mencionado, podemos agregar como prácticas prometedoras: a) el apoyo dado en la definición de una Política Nacional de Comercio de Servicios; y b) la elaboración de un marco normativo para la participación de los pueblos indígenas en la toma de decisiones en los proyectos del Estado.
Finalmente, y muy importante, el PNUD Paraguay acompañó el proceso de desarrollo de políticas y apoyó la creación de herramientas de gobernanza en el área de prevención de desastres y creación de resiliencia. Entre estos instrumentos se encuentran la Política Nacional de Gestión y Reducción de Riesgos de Desastres, basada en la Ley 2615/05 “Que crea la Secretaría de Emergencia Nacional”.
En el terreno del fortalecimiento de la democracia y la justicia, el trabajo que se ha hecho para la fortalecer el Tribunal Superior de Justicia Electoral y la Corte Suprema de Justicia, apoyando los procesos de reforma del sistema electoral y la promoción del acceso a la justicia, respectivamente, son dignos de mención.

El trabajo del PNUD en fortalecimiento institucional
Asimismo, se desarrolló una herramienta que aplica algunos lineamientos de la Política Nacional, a nivel de gobiernos subnacionales, a través de la Caja de Herramientas de Gestión y Reducción de Riesgos para Municipios y Gobernaciones. Además, apoyó el proceso de creación de la Hoja de Ruta para la Implementación del Marco de Sendai a nivel local, la cual contempla la institucionalización de la temática de GRR en la estructura municipal, la elaboración de los planes locales de GRR y el fortalecimiento de capacidades; implementando la herramienta de la Campaña Mundial Desarrollando Ciudades Resilientes: “Mi Ciudad se está preparando”.

Institutional strengthening - Sustainable infrastructure: •
Construction, up to now, of 14 Justice Courts, 5 First Instance Courts, 7 Peace Courts, and other additional buildings projects. Among the characteristics of the buildings are: timber exclusively from reforestation, systems for collecting and using rainwater, energy efficiency through optimization of heat insulation and use of low-consumption appliances. They are also architecturally inclusive constructions that are accessible to everyone. At the community level, the integration of the buildings into the environment and the creation of recreational and community spaces are highlighted.
Training with public institutions: •
Center for Indigenous Affairs (INDI)
•
Customs officials in control of Ozone Depleting Substances and combating illicit traffic.
•
Team of mediators, composed of 26 members of the public sector management who received specialized training in alternative means of conflict resolution.
•
Together with the Ministry of Public Service, other training courses were held (ethics, management of international cooperation projects), with a view to increasing the knowledge and skills of public service managers.
•
The Ministry of Finance and other public sector institutions offered their staff the option of specialization scholarships (post-graduate) abroad.
