USAFA Airmanship Program Environmental Assessment Update

Introduction: The United States Air Force Academy (USAFA) assessed the environmental impact of the Introductory Flight Training Program (IFT) in an Environmental Assessment (EA) conducted in 2001, which resulted in a Finding of No Significant Impact (FONSI). This update serves to catalog and assess all the changes since the 2001 EA. Additionally, this update includes the rest of the components of USAFA’s Airmanship Program’s operations and serve as a baseline of operations for future changes and comparison. The IFT program is no longer conducted at USAFA. However, similar operations to those described by the 2001 EA are still being performed in the form of Powered Flight Programs (PFP). USAFA has been conducting powered flight and glider operations (Soaring) since 1961, and parachute operations (Jump) since 1983 (94th FTS History, 2007). These three missions, PFP, Soaring, and Jump along with unmanned aerial systems and remotely piloted aircraft (UAS/RPA) comprise USAFA’s Airmanship program that is executed by the 306th Flying Training Group (FTG). Additionally, the Aero Club operates out of the USAFA airfield. The mission of USAFA’s Airmanship Program has remained largely the same since the inception of the USAFA, and the surrounding areas over which much of the operation takes place has not changed significantly since the 2001 EA. While the geographic areas of operation have not changed, the extent of development in these areas has changed since 2001. Current Operations: This EA update evaluates the environmental impacts associated with USAFA’s Airmanship Program and aviation activities. The “Proposed Action” in this update is the current operations. The current operations include the four branches of the Airmanship Program, PFP, Soaring, Jump, UAS/RPA, as well as Aero Club operations. The current operation includes those aviation activities that occur at the USAFA Airfield (KAFF) and the surrounding training airfields and airspace. Under the current Airmanship operations, the vast majority of the flight training, approximately 87% of flight hours, occurs within 60 nautical miles of the USAFA Airfield (KAFF), and more than 50% of flight hours are spent within the KAFF class D airspace and the KAFF. USAFA aircraft are housed at KAFF with one exception; the three UV-18s utilized by the 98th FTS are hangared at Peterson AFB. Neither the Air Force nor USAFA own the airspace within which the Airmanship Program is executed. The National Airspace System, or the airspace of the United States, is managed by the Federal Aviation Administration (FAA). All airspace utilized by USAFA aircraft can also be used by civilian aircraft in accordance with FAA regulations. Only the USAFA airfield (KAFF) itself is owned by USAFA and limited to USAFA approved use. USAFA programs operate almost entirely under VFR (visual flight rules) and in VMC (visual meteorological conditions). The training areas east of Colorado Springs and most of the transit routes to and from the USAFA are located in category E airspace. Aircraft flying VFR in category E airspace are not restricted to defined corridors, but are permitted anywhere in the airspace while complying with FAA altitude requirements. USAFA aircraft use specific flight routes in the transit areas to facilitate instruction and maximize safety. USAFA arrival and departure routes include restrictions imposed by FAA. The majority of routes (those that interact with the Colorado Springs category C airspace) are defined in a Letter of Agreement (LOA) with Colorado Springs Approach Control to ensure positive de-confliction from IFR (instrument flight rules) traffic including scheduled airline arrivals into KCOS.
