Brighton considers ‘creative’ alternatives Update on water treatment plant raises deeper questions

Brighton’s water treatment plant is getting older and it’s only able to treat so much water, but the city can’t afford to replace the plant right now. Yet, the plant’s limits are already testing the waters in town. Two weeks ago, the treatment plant’s demand exceeded the city’s projected peak for the summer, causing city utilities staff to be concerned about the plant’s ability to meet peak demand throughout the summer. City Manager Jane Bais DiSessa considered issuing mandatory water restrictions as a result, which led to a fierce debate among city councilors over Bais DiSessa’s authority over city utilities. Ultimately, the council decided that it wouldn’t limit Bais DiSessa’s power. The recent council controversy may have subsided, but the fact of the matter is that equipment in Brighton’s water treatment plant will need replacing at some point, said Brett Sherman, utilities director. The original plan was to essentially build a new plant and mothball the old one. The city hired engineering firm Brown and Caldwell in 2020 to design a new plant. Equipment in the prospective new plant would replace existing operations — like the reverse osmosis (RO) technology used to treat a portion of the city’s water supply and remove nitrates from the water — and introduce new technology to soften the taste of city water. The new plant would have also had technology that “denitrifies” brine, or unusable water containing the nitrates separated from the clean water by using the reverse osmosis process. The Colorado Department of Public Health and Environment set new limits for the concentration of nitrates in brine, which Brighton currently does not meet. Brighton has until December 2024 to start meeting that “discharge limit.” Before Brown and Caldwell completed its engineering analysis and

design, Brighton city staff told the council that the total cost of a replacement plant could be around $100 million. Then, in March, Brown and Caldwell came back and said the cost would be between $150 to $180 million. At that point, “We hit the wall with those costs,” said Marv Falconburg, deputy city manager, in a recent meeting that also included Bais DiSessa, Sherman, and Finance Director Maria Ostrom. Falconburg added, “We don’t see how we can pull it off, so we have to go back to get more creative and look at other alternatives.” Temporary or long term? Since that realization, the city has worked with Brown and Caldwell to draft a list of strategies that the city can implement to address its needs in the meantime. That list includes using the wastewater plant to treat brine, expand the use of non-potable (or non-drinkable) water for irrigating parks, retrofitting parks with

grass that requires less watering, and ramping up engagement with customers about conservation. Though some of the alternatives are seemingly out-of-the-box, Bais DiSessa said they are important for the city to do anyway, especially the conservation efforts. “Some of these options. I know some of these people may think they are temporary, but some of them could be long-term,” Bais DiSessa said. “I think cities are recognizing that you just can’t go out and build a new treatment plant in every community and expect the residents to go into debt.” At the same time, the city hasn’t completely discarded the idea of replacing equipment at the treatment plant. Using a phased-in approach, the city would like to still replace two injection wells, pumps and pipes in the plant, and a water line to Ken Mitchell Lakes. Still, the priciest items will have to wait. Brighton currently doesn’t have enough money for the high

costs, either through reserves or rate-generated revenue. Also, the city intends to issue bonds in the future to finance water infrastructure, which ratepayers ultimately pay for, but the goal is to limit that amount of debt. Ostrom said, “We were always going to have to borrow some money, so it really is about controlling how much is borrowed.” Following a 2019 controversy over water rates that led to a successful mayoral recall election, the city council voted to decrease rates in 2020 by 8 percent, and then freeze the rates in 2021. The decisions about rates were guided by a consultant, who made recommendations to the city after reviewing the utilities capital improvement plan. Sherman and Bais DiSessa, who both came on board after the council decreased the rates, said they were surprised to see the rates go down, especially since learning what a new water treatment plant would cost.

Albino was born February 23, 1942 in Brownsville, Texas to Faustino Infante and Carolina Hernandez. He met, fell in love and married Modesta Rios in 1960. They made their way to Colorado and settled in Brighton. Together they had six children: Graciela Infante (died as an infant), Udelia Rocha (Manuel), Roger, Rosa Salazar (Joe), Alvino Jr. (Jennifer), and Herverto AKA Gibby. He was a dedicated hardworking farmer with Sakata Farms. He enjoyed working the fields and a good barbecue with his friends and family.

Arthur (Art) Towers, 90 of Montrose, CO passed away peacefully at home on May 21, 2021. He was born in Burlington, CO January 8th, 1931, to Marion and Opal Towers. He served on the school board of Adams County District 14 from May 1963 through January 1973 and was president for several of those years. He also served on the South Adams County volunteer fire department for several years and was Fire Chief from 1973 through 1975. He was also involved with the boy scouts and was a boy scout leader for Troup 121 for several years. He started his own Tax Practice in Commerce City in 1954 and eventually sold it and started one in Parker, Colorado with his wife Carol where his daughter Deborah also joined him in the business. He eventually semi-retired and moved to Montrose, Colorado where he and his wife Carol had their own tax practice. The front range practice was then taken over by Deb, Wanda & Gale. He was preceded in death by his father Marion, his mother Opal, his sister Vonnie, brother Lester, sister Violet Windell and brother Robert. He was also preceded in death by his first wife Cora and grandson

February 13, 1948 - June 26, 2021 Donna Jane Kampbell, 73, of Commerce City, CO, passed away peacefully at her home and was welcomed into the Lord’s presence on Saturday, June 26, 2021. Donna was born on February 13, 1948 to Vaughn Fickel and Emma Keane Fickel in Alliance, NE. She grew up in Marsland and Hemingford, NE. She attended Hemingford schools, where she was a cheerleader and exceled in academics and sports activities. She married Paul Kampbell on December 23, 1969. They made their home in Colorado. Donna worked for the federal government for four years. She then worked as a legal secretary for 20 years. Then Donna worked with Paul at Eastside Heating doing accounting work until she retired. Donna and Paul traveled extensively to many foreign countries and hosted three exchange students over the years. Donna was a very giving person and donated to many charities over the years. She always wanted to help anyone that she could. Donna enjoyed traveling, working in the yard, gardening, spending time with family, and spoiling her grandchildren. Donna kept her house in tip-top shape even with her full time work and taking care of her family. She was a proud mother and

She began teaching piano at age 16 and continued to do so throughout her life, giving several lessons on the day she died. She and her family moved to the house on Myrtle Street in Brighton in 1958, and she lived there until her death. She was organist for the Brighton United Methodist Church for 48 years, and was active in the Brighton Euterpian Society and the Northland Chorale. For years she accompanied band students at the state solo & ensemble festival, donating many hours of her time assisting local young musicians. Her back

Marian Bruns died suddenly in her home in Brighton on December 4, 2020. She was predeceased by husband Richard and son David, and is survived by her sons Alan and Kevin, 4 grandchildren and 1 great grandchild. She was the daughter of Lionel W. and Mattie (Meister) Kinsey and niece of Mary Meister of Humboldt, Nebraska, and sister of Norman Kinsey of Tucson, AZ, all now deceased.

attended as many of her children’s activities as possible. She was also a proud grandmother. Her grandchildren were the loves of her life and she treasured her time with them.

She was an avid snow- and water-skier and ice skater, and took full advantage of the slopes and Sand Hill lake until late old age forced her to quit. Husband Richard died in 2007 after 58 years of happy marriage. Subsequently she joined the Trinity United Methodist Church choir in Denver, and had the opportunity to travel to Italy and perform with that group. In recent years Marian received a great deal of enjoyment from working with her adult piano students. She was a beloved wife, mother, grandmother, great grandmother and teacher. She is greatly missed. A memorial service will be held for Marian on July 10, 2021, at 10:30AM at Brighton United Methodist Church. In lieu of flowers, the family asks that a donation be made to the Audubon Society in Marian’s memory.

Thornton overrides Weld water pipeline denial Following protests from Weld County residents during public comments, Thornton City Council approves resolution to start pipeline construction BY LIAM ADAMS LADAMS@COLORADOCOMMUNITYMEDIA.COM

Thornton can start building a segment of a water pipeline in Weld County, even though the Weld County Board of Commissioners told the city “no” two months ago. On Tuesday night, Thornton City Council unanimously approved a resolution that overrides Weld County’s denial of a permit to build a segment of the Thornton Water Project, and to authorize commencement of the pipeline’s construction. The entire Thornton Water Project is 74 miles long and it will deliver water from a reservoir near Fort Collins, nearly doubling the city’s current water supply. Twelve miles of the pipeline will run through Larimer County, 34 miles through WeldCounty, and five miles through Adams County. The rest of the pipeline will go in municipalities throughout those three counties. “Thornton has followed all the processes, regulations required in every jurisdiction that our project impacts,” said Thornton Mayor Jan Kulmann at a June 29 meeting. “But at the end of the day, we have to use every option that we can to make sure that the pipeline is constructed, and the water arrives here in Thornton.” The council discussed the resolution very little before approving it at a June 29 meeting. Though council’s vote for approval was expected, Weld County residents who were at the meeting protested. “You are sickening, unconscionable and disgraceful people of the lowest order serving your selfish interests only and disregarding the basic tenets of humanity and fairness,” said Rebecca Hicks to council during public comments. “You and your sinister minions have destroyed lives and properties in your reprehensible land grab and uncon-

scionable use of eminent domain in your at-risk schemes and tactics,” Hicks added. With Fourth of July coming up, Hicks likened Thornton to the 18thcentury British Empire. Weld County landowners were influential opponents of Thornton when the city went through the permit application process. In 2019, the Weld County Planning Commission recommended approval of the project, but landowner protest from landowners caused the planning commission to reverse its recommendation in 2020. Residents’ complaints were also cited by commissioners as a reason for denying the permit at a hearing on May 5. In addition to elevating landowners’ complaints, Weld County commissioners said the pipeline would negatively affect future growth and that it was inconsistent with a new county comprehensive plan, according to a Weld County board resolution dated June 3. Some Weld County residents want Thornton to build its pipeline in the right-of-way, or literally underneath a county road, instead of on private land next to the road. Thornton has always wanted the opposite and since the beginning of the application process, has had support from Weld County staff. Building in the right-of-way requires an easement from the county, while building outside of the right-of-

way requires easements from private landowners. Going with the private land option, Thornton went out and obtained easements from 98% of landowners during the permit application process. Some easements were obtained through eminent domain proceedings, frustrating specific landowners and further provoking their protest. The pipeline will be buried four feet underground. The city will compensate any landowners, especially farmers, whose land and crops are damaged by construction. Weld County landowners were relieved when Weld County commissioners denied the permit, meaning they were beyond frustrated at the news that Thornton could simply reverse the denial. “Never did we expect to have our land stolen by unscrupulous people who could by statutory loopholes destroy our rights to ownership,” Hicks said at the June 29 council meeting. City spokesman Todd Barnes confirmed that the city has already reached an agreement with Hicks’ family to construct part of the pipeline on their farm, just south of Johnstown. Kathy Zeiler Weinmeister, who spoke during public comments on behalf of Zeiler Farms Inc. in Weld County, said Thornton, “is choosing to pursue its timeline without regards to

the real value of our land.” A state statute allows Thornton to overrule Weld County’s denial because the city is financing and constructing the pipeline, not the county. Before the June 29 council meeting, Weld County negotiated terms with Thornton after the county recognized Thornton was able to override the denial. The terms still require the city to apply for road construction permits in areas where the pipeline crosses the street, to regularly communicate with county staff about the progress of construction, and to be diligent about dust management. The city hasn’t said yet when it plans to break ground.

New principal at Second Creek 27J Schools announced the hiring of Ana Marlatt as the new principal for Second Creek Elementary School. She had been an assistant principal at the school for the past two years. She’s been in the district since 2005 as a teacher and an instructional coach. “This school is an incredible pace filled with amazing students, staff and so many supportive families standing with us,” she said in a statement. “The Second Creek community is truly amazing. I’m honored to be the next leader of Second Creek and am excited about what can accomplish together.” Marlatt earned her bachelor’s degree at Regis University. There are a couple of schools of thought when it comes to the recent Supreme Court decision that extend benefits to student-athletes as part of their scholarships. such as computers. The decision was 9-0. Last week, the NCAA approved compensation for athletes’ use of images, names and likeness. Last month’s court ruling does not allow students to receive money for playing college sports. But some local college athletes think that day is coming. “I honestly do believe college athletes should get paid,” said Fort Lupton High School alumnus Antonio Marquez, who runs track and cross country at Western State Colorado University in Gunnison. “If you look at the stats of where college makes most of their money outside of registering students, it’s from athletics. You can see colleges with bigger stadiums, then some NFL ones now, and it’s just crazy because they have the same media, equipment, and fans as a profes-

sional team. But they just don’t get paid.” Former Frederick football player Blake Duran agreed with the court’s findings. “Student athletes live very busy lives with practice and school. We don’t have the time to worry about jobs or getting paid somehow because we are so busy,” said Duran, who is playing football at Dakota University in Madison, South Dakota. “With most kids living off campus in apartments, it makes it a lot harder to have to pay for all of that. But with the Supreme Court’s ruling, it will change a lot, and I think it is good. “I believe in change,” Marquez said. “I would be planning to take advantage of it. I believe they should be paid and (the court’s 9-0 decision) could definitely open the door to further conversations about the topic.” “I do plan on taking advantage of this because as a student-athlete, I can use all the help I can,” Duran said. “I think college athletes should get to have paid endorsements if they would like them. Endorsements are a great way for athletes to get their name out there and establish themselves for the pros off the field or court. I think this decision will open many doors that will overall

Beatriz Hatz has a full summer ahead of her. The Westminster resident continues to train in the 100-meter dash, the 200-meters and the long jump because it’s part of her routine. There’s also this. She qualified for the Paralympics in Tokyo Aug. 24 through Sept. 5. “Trials were in Minneapolis June 17 to 19,” she said. “To qualify for the team, you had to hit a certain percentage of your standard in that particular event. For example, my 100-meter A standard was 12.9 seconds, and I ran 12.86, meaning I had more than 100 percent of the A standard.” Hatz, who is 20 and a 2019 graduate of D’Evelyn Junior/Senior High School, was born without a fibula in

her right leg. Doctors amputated the leg below the knee. “My two younger brothers (John and Ryan) always did sports growing up. And because I’m so competitive, I did the sports they did,” Hatz said. That list of sports included softball, basketball, soccer, karate and skiing. “When Ryan did basketball, I had to try basketball,” she said. “When Buddy did baseball, I tried softball, etc.” She tried other sports, too. Hatz is the American record holder in the long jump at 18.7 feet. “I used to do softball, basketball, skiing, snowboarding, CrossFit and even karate before trying track,” Hatz said. “I only joined track because of a friend who made a bet with me my freshman year of who could make a varsity meet first. I was the first of my friend group to

go to a varsity meet and since then, I stuck with it.” Like other athletes, Hatz had to do without events because of COVID

until this past April. “My coaches did a good job of keeping me interested,” she said. “We had tried different workouts on the track and in the gym, so it wasn’t always the same stuff. It was difficult at times because meets were not happening, so I couldn’t tell where I was at compared to my competition. But training with the able-bodied professional heptathletes helped me so much. “Getting to chase them in all my workouts and getting destroyed by them on the track every day pushed me to work harder and to try to catch up to them even more,” she continued.
