to investigate the leasing, sale, or other grants of exclusive beach-concessions to hotels and other private investors. - The.question

the
right
of
the
people tq .use the beaches of the island. This is a subject close to the hearts of the politicians. It lends itself to emotional oratory that can be most effective. The legislator can shed tears about the rights of the masses to use the beaches, and criticize the government for allegedly depriving the
people of that right by leasing beachfront property to hotel operators. The people’can have access bo all the beaches and
forget about developing the vital tourism industry. . But it is not, apparently, the government’s policy. to discontinue its program of economic development of.
