PUBLIC WATER SUPPLIES iN PUERTO RICO TED ARNOW AND JAMES W. CROOKS

ABSTRACT The 76 urban areas in Puerto Rico are served by 57 water systems, which in 1959 produced an average monthly total of about 2,790 million gallons. About 860 rural areas are served by extensions from the urban systems or by small separate systems. The combined average monthly urban and rural production of 2,847 million gallons (93 million gallons per day) served about 75 percent of the total population of the Island. Approximately 90 percent of the production was from surface-water sources. All the urban supplies except one and more than 90 percent of the rural supplies are treated. Chemical analyses for one sample of treated water from each of 92 sources show that hardness ranges from 39 to 181 parts per million in surface-water supplies and from 75 to 471 parts per million in ground-water supplies. The facilities and the type of treatment are included for 57 urban systems, and 105 rural systems are described in this report.

INTRODUCTION The responsibility for constructing and operating the public watersupply systems in Puerto Rico lies with the Puerto Rico Aqueduct and Sewer Authority, a Commonwealth agency. This report includes data for the 56 urban systems operated by the Puerto Rico Aqueduct and Sewer Authority, 1 urban system operated by the Municipality of Culebra, and 105 rural systems operated by the Puerto Rico Aqueduct and Sewer Authority.1 (See fig. 1.) Several other systems that may be classed as public supply are not included in this report. Systems omitted include separate systems maintained by the U. S. Air Force, U. S. Army, and U. S. Navy at bases in Puerto Rico, small rural systems operated by several municipal governments, and systems operated by sugar mills which supply water to houses in their immediate vicinity. This report was prepared as part of an investigation of the water resources of Puerto Rico that is being carried out by the United States Geological Survey in cooperation with the Puerto Rico Water Resources Authority, the Puerto Rico Aqueduct and Sewer Authority, the Puerto Rico Industrial Development Company, and the Commonwealth of Puerto Rico. The Puerto Rico Aqueduct and Sewer Authority supplied most of the data in the report. The authors gratefully acknowledge the assistance provided by engineers and other personnel in the central, district, and field offices of the Authority.

CHEMICAL QUALITY OF WATER Results of chemical analyses of samples from 56 treated urban water supplies were provided by the Puerto Rico Aqueduct and Sewer Authority for this report. Most of the analyses were made in 1958 and 1959, but a few were made in 1957 and two in 1960. All the analyses were made in accordance with standard methods.2 Sodium and potassium were calculated on the basis of ionic balance, and dissolved solids were calculated from determined constituents by the U. S. Geological Survey to conform with Survey methods of reporting. 1/ In 1952 the U. S. Geological Survey obtained data for the water supplies of 12 of the larger cities of Puerto Rico. All the treated urban water supplies are within the standards of acceptance recommended by the U. S. Public Health Service.1 The waters are generally of the calcium bicarbonate or calcium magnesium bicarbonate type and have relatively low concentrations of other ions. The water from several of the wells contains dissolved solids in excess of the recommended limit of 500 ppm (parts per million). The water from some of these wells is combined with water of lower concentrations, however, so that the delivered water contains less than 500 ppm of total solids. In the few well supplies that have relatively high concentrations of dissolved solids, specific ions such as sulfate, chloride, and nitrate are well below recommended limits of concentration. Chemical analysis of a sample of treated water from each of 92 sources show that hardness ranges from 39 to 181 parts per million in surface-water supplies and from 75 to 471 parts per, million in groundwater supplies. The relative quality of the water supplies of the Island, as indicated by hardness, is shown in figure 2. Hardness is shown for 30 surface-water supplies, 19 ground-water supplies, and 7 supplies that deliver both surface water and ground water. Individual analyses were used for most places in figure 2. Where more than one well or surface-water source contributes to a supply, results of individual analyses for each type of water were averaged to obtain the value used in preparing the figure. The quality of ground water usually changes very little with time. A single determination of hardness, therefore, provides an approximate average value of hardness in respect to time. The quality of surface water, however, varies in response to changes in quantity of flow and other factors to the extent that a single determination can be considered representative of only a specific time or condition. The data presented here, however, provide comparisons between surface water and ground water at a specific location and show variations of hardness between locations.

Puerto Rico is divided into 76 municipalities, each municipality having 1 major urban area. The urban areas are served by 57 public water systems, 10 of the systems serving more than 1 urban area. (See fig. 1.) Data for these systems as of January 1, 1960, are presented in the section on Urban Supplies. The data presented include the population served,2 source and treatment of supplies, capacity of treatment plants, storage facilities for raw and finished water, production figures, description of the water movement, and chemical analysis of the water. In addition, population figures for 1960 are given for each urban area as determined in a preliminary count by the U. S. Bureau of the Census. In addition to the urban areas, about 860 rural areas are served by extensions from the urban systems or by small separate water systems operated by the Puerto Rico Aqueduct and Sewer Authority. Data as of January 1, 1960, for 105 of these separate rural systems for which production figures are available are shown in the section on rural supplies. The locations of the systems are shown figure 1. The average monthly production3 of 56 urban systems (no data are available for the production at Culebra) for 1959 was 2,790 million gallons. Of this, 90 percent came from streams or reservoirs and 10 percent came from wells and springs. The average monthly production of 105 rural systems was 57 million gallons. Of this, 43 percent came from streams and 57 percent came from wells and springs. The total average monthly production for both the urban and rural systems in 1959 was 2,847 million gallons, or 93 million gallons per day. The population served by these urban and rural supplies is approximately 1,750,000, or about '15 percent of the total population of the Island. 1/ Public Health Service drinking water standards: U. Public Health Service Public Health Reports v.61. o.371-384, 1946. 2/ The figures for "population served" are as of November 1959, and they were determined from the number of customers and public fountains served by each supply, using a factor of 5 people for each customer and 150 people for each public fountain. The factor of 5 was obtained from the average size of the family in Puerto Rico, based on the population figures of 1950 of the U. S. Bureaus of the Census. The factor of 150 is based on estimates used by the Puerto Rico Aqueduct and Sewer Authority. 3/ Ninety-six percent of the urban production was from metered records, the remainder being estimated. All the rural production was estimated.

A filtration plant with a rated capacity of 0.50 mgd will be constructed by about 1962.

Remarks: The water from the creek flows by gravity through two 10-inch and one 14-inch lines to the treatment plant, and after treatment it is distributed by gravity to Caguas and Gurabo and is pumped to several outlying communities. The water from the well is treated at the well and pumped directly to service. Enlargement of the system by obtaining water from Rio Turabo, increasing the capacity of the treatment plant to 4.75 mgd, and constructing an additional 1-million gallon reservoir will be completed in about 1961.

Remarks: The water from the river flows by gravity and is pumped through an 8-inch line to the treatment plant, and after treatment it is distributed by gravity to Camuy and Hatillo. A high area in Camuy is served from a well in Barrio Zanja.

Remarks: The waters from the river and creek flow by gravity through 6-inch lines to the treatment plant and after treatment to the storage reservoir. The water from the Muñoz Rivera well is pumped directly to the reservoir. The water from the Polvorín well is chlorinated at the well and then pumped to the reservoir and directly to a high-service area. The water from the Caserío well is chlorinated and fluoridated at the well and then pumped to the reservoir and directly to service. The water from the Mogote well is chlorinated at the well and pumped directly to service. Two new wells will be placed in service by 1960. Two additional wells have been drilled as standby sources.

The water from Lago Cidra flows along the bed of the Río Bayamón to the Aguas Buenas diversion dam on the Río Bayamón and then continues by gravity through two lines (30-inch and a 36-inch) to the Guaynabo treatment plant. The water from the junction of the Río Guaynabo and the Río Bayamón is pumped by the Santa Rosa pumping station through a 30-inch line to the Guaynabo plant. Distribution from the Guaynabo plant is principally by gravity. The water from the wells is treated at the wells and then pumped directly to service. The water from Las Curías Reservoir flows along the bed of the Río Piedras to the Río Piedras treatment plant, and after treatment it is pumped to the reservoir and then distributed by gravity. During the period 1960-65 the San Juan system will be expanded as follows: the rated capacity of the Loíza. treatment plant will be increased to 45 mgd; a treatment plant with a rated capacity of 5 mgd, taking water from the Río Grande and Río Espíritu Santo, will be constructed near the town of Río Grande to serve the area between Carolina and Río Grande; additional wells will be drilled as standby sources.
