inter fishing in the Florida Keys can be a double-edged sword. This time of year can be limited by more frequent windy days. However, some of our best fishing occurs very close to land this time of year, and you don’t have to go far to get into the heart of it. Snapper are always a viable option on the reef, and targeting them also provides the opportunity to fill up the livewell with fresh ballyhoo to use for sailfish, which will be showering bait under diving frigates. If you happen to get out there on a sporty day, and the thought of rocking on anchor first thing in the morning makes your stomach turn, wahoo might be a better option. Trolling lures can be productive for targeting wahoo, and reduces the rocking of the boat that causes seasickness. Utilizing deep-diving lures, planers and trolling sinkers, there are countless ways to set up an efficient wahoo spread that can be pulled at varying speeds. Since wahoo like their baits moving quickly, high-speed trolling is a great way to target them while lessening other species as bycatch. Another great option for wahoo fishing is using live bait. This method is more exciting, and uses bait that can be acquired without dropping anchor. With wahoo rigs already set with wire leaders, and extra prerigged leaders on hand, head out to the wrecks to catch fresh bait. When targeting bigger baits like bonita, blue runners and goggle eyes for wahoo, use a heavier rod and reel, with the appropriately overpowered sabiki rig. Accounting for tangles, breakoffs and unwanted mackerel attention, make sure to have more than a few extra sabiki rigs on board. Affix a weight to the sabiki and drop it down to fill the well with blue runners, or troll the sabiki over schools of bonita, hooking them immediately to the wahoo rig and sending them back out. Power drift or bump troll a spread of live baits with some weightless, flatlined on the surface, or even under a kite, and others at varying depths with a breakaway weight or downrigger. Watching a hungry wahoo skyrocket on a surface bait provides all the adrenaline needed to knock any lingering seasickness out of you. Wahoo are excellent table fare, and they are also one of the best fighting fish you can target. Keep in mind that if your line goes slack, they might be swimming toward the boat. It is a wahoo until it’s not a wahoo, so keep reeling until you see the end of your line. Charter fishing in the Florida Keys is busy during the winter, so make sure to book your charter in advance. old water makes catching fish more difficult, right? Not with crappie, according to allaround outdoorswoman Terrie Huffmaster. She looks forward to deep winter, when she can load the boat with the biggest slabs of the year. Huffmaster is a South Georgia farm girl from Quitman, way down on the Florida border, so she calls crappie speckled perch, or specks for short. “You catch the bigger specks in wintertime,” she said. “I like to go into the deeper water trolling for them.” A great thing about crappie is they’re predictable. In spring they move shallow to spawn, but throughout the rest of the year they are nomads in search of comfortable water temperatures. You’ll always find them near structure or cover, and they are usually schooled up tightly. Huffmaster fishes for specks on Lake
Seminole, a nearly 40,000-acre impoundment that straddles the Georgia/Florida border. It’s a relatively shallow lake, full of stumps, brush and submerged grass. When Huffmaster says “deeper water,” she means the deepest water Seminole has, which is 25 to 30 feet. Trolling delivers both quality and quantity when water temps are in the mid to high 50s. But Huffmaster isn’t looking for a 30-fish limit. She’s hunting 10 or so giant specks in the 15- to 18inch range. She catches a lot of smaller fish in the process, but she throws those back. “When you get on ’em good, it’s crazy how
many you can catch,” she said. This is how she gets on them: Huffmaster has a line she trolls that she’s identified on electronics and with previous success. It’s just outside a channel marker, where there’s a ton of submerged trees, stumps and other brush and debris to hold fish. She pulls jigs over deep water and up over humps and ledges that rise to as little as 5 feet. “You keep that trolling motor on low,” she said, “just enough where your line’s pulling, where you’re barely trolling.” Huffmaster said there’s no need to deploy huge spreads from a bank of rod holders. She fishes just one, maybe two rods at a time. Her favorites are a lightweight Mr. Crappie Slab Shaker combo and a Lew’s 6-foot Ultra Light with a Lazer Light Speed Spin 75 reel. She spools up with 8-to 10-pound braided main line and uses a 4- or 6-pound fluorocarbon leader tied to a 1/16-ounce Crappie Magnet Fin Spin or a Mr. Crappie jig head. Paddletail and curly tail bodies both have their place. Chartreuse/pearl and pumpkin are good colors. She trolls her jigs 10 to 15 feet behind the boat and keeps a loose drag so the hook doesn’t tear out of a crappie’s paper-thin mouth. “Call me old fashioned, but that’s how we do it,” she said. “And we don’t seem to have any problem catching a mess of them… and some big ones. Which Would You Change First? By Capt. Michael Okruhlik
C
hange is inevitable. In all aspects of life, change is necessary. This is especially true for anglers. When things are not going right, we immediately think of the next lure to throw. We all embark on our fishing journeys with a plan before hitting the water. We may base it on predicted conditions, time of year, experience, or possibly, but hopefully not, a social media post. Let’s discuss what I would do when plan-A doesn’t produce as envisioned. Imagine we are in the perfect looking spot, conditions are exactly as planned, active bait is visible in the area, the tide is flowing, but nothing is biting. Most of us would make a change, and I think we are all in agreement that our first correction would not be to move with everything looking right. Now, here is where I feel most people will make a mistake. Let’s say we are throwing soft-plastic paddletails. What is the first thing you would change?

I bet you said color. Am I right? During my decades of fishing the salty bays and marsh, I’ve found that color is the last thing I should change. If some bass fishermen are reading this article, I am solely basing this theory on saltwater for trout, redfish and flounder. It’s not your fault that you tend to change color first. Let’s face it, color is the first thing someone mentions when they describe the lure they used, and when we walk into the tackle aisle there are significantly more colors than lure choices or sizes. We are bombarded with so many colors. Color must be the key to catching, right? Well, maybe not, most of the time. I’ll use my lure brand for an example. I produce 34 unique colors, but I only produce three different sized paddletails. Having all these color options at our fingertips can be overwhelming, and hearing others focus on the color that landed
the big one has caused fishermen to focus on color first. I have found more success in changing the size of the lure over the color. The fish are typically not feeding on anything that resembles the color we are throwing, but they are feeding on a specific size that we have in our box. Matching the forage size is the better option. If that doesn’t produce a bite, then I will even switch the style of lure before the color in most situations. Ultra-clear water is an exception, and these conditions play by different rules. We can cover that in another article, but until then focus less on color and more on size and action. Wax on Boats is Old Tech
C
an you wax your 17’ to 20’ boat inside and out in 30 minutes or less? I can tell you first-hand that it is possible, but to do it you’ve got to forget about wax and get with the times. Gtechniq’s ceramic coatings are the technologically advanced way to get great results with less time and effort. I tested it on an 11-year-old Key West 1720, and this author will never go back to wax. Wax is old technology. Do you have a rotary phone? Do you use a pager? What about a flip phone? We have new technologies available. Once
you learn of a new spray-on coating that provides three months of shine and UV protection, would you still wax-on/wax-off? With a $20 bottle of Rinse-on Ceramic, you can get shiny results in 30 minutes! First you need to start with a very clean boat. Remove stains and buff out the dull surfaces, then follow with a good scrubbing with bleach in soapy water to remove all previous wax if any is still present. Hook up the spray nozzle in the Gtechniq Rinse-on Ceramic kit to the water hose and screw on a bottle of Rinse-on. The red knob adjusts material flow and it’s recommended to run it wide open. All you do is rinse the boat with water, and then turn on the material flow to apply the ceramic coating. You’ll see a slight sudsy effect letting you know material is being applied. Rinse boat inside and out with material flow open all the way. After the first application, you will want to wipe the boat down with microfiber towels. That’s it! Spray down the cleaned boat and wipe off in 30 minutes or less! Plus, there is an added benefit: you get a thin UV coating on all your hardware, lighting, switches, console gauges and expensive electronics. Wax is now a cuss word to this author. Application is quick and easy, but what about the results? Three months and 10 trips in saltwater later, and you can still feel the coating. What about a slippery deck? Nope. The stippled deck on the Key West is not slippery after application. It is ready for another application, yet the only part of the boat that doesn’t look new and shiny is the area under waterline. Beneath the waterline did stay clean for two months, but now it has slight yellowing. This 11-year-old vessel needs a light buff under the waterline. The coating is still there, and water beads/sheets off, but stains are caught in the tiny pores evidenced by the dull appearance. This stuff is pretty amazing, and this author will never waxon/wax-off again! GTECHNIQ.COM

appy Holidays Anglers! During December we will continue to have cooling air and sea temperatures, providing a much-needed break from the heat and causing the offshore bite to fire up. Sailfish season will continue to provide anglers plenty of tail walking, drag screaming action. The sailfish use cold fronts to aid their southerly migration, and their numbers will continue to grow this month as they migrate through our waters. This is the time of the year when anglers from all around the world come to “Sailfish Alley” aka South Florida to target sailfish! If you are looking to catch a sailfish, it is important to pay attention to the wind direction and the barometric pressure. Many anglers believe northerly winds get the sailfish feeding but it is also due to high

pressure. The offshore bite will be red-hot with stable high-pressure conditions. After a couple days of consistent pressure, you have a good chance of catching this “bucket list” fish, so plan accordingly! The bite also turns on before approaching cold fronts and rain, so keep this in

mind when planning a fishing trip (both inshore and offshore) this month. Mahi mahi will also be migrating south from the northern states with the help of cold fronts. The mahi should range from 6-30lbs, with larger fish not uncommon. Jumbo blackfin tuna will start to show up even though there has been a consistent tuna bite for a few weeks already. Live baiting or trolling feathers/cedar plugs between 200-400ft will be your best bet to catch some fresh sushi! The bottom bite should also produce great table fare. During the month, mutton snapper, yellowtail snapper, and trigger fish will be the best species to target on the reefs and bottom structures. Live bait or dead sardines will be the bait of choice. Remember, NE winds bring
the bait and pelagics closer to shore. Bait will gather at the mouths of inlets and areas with a fast-moving current. Please be safe during the holidays and until next time, keep on catchin’!

ach November Aqua Adventure Tours hosts several free boat tours as part of LagoonFest. These tours are narrated by the event organizers, Palm Beach County’s Environmental Resources Management Dept. Tours run about 45 minutes and are a fun way to get out on the water and learn a little about Lake Worth Lagoon! With LagoonFest attendance at 5,000 - 10,000 people, there’s no way we can get everyone onboard who wants to go. So, I thought I’d share some info about these tours and why we enjoy hosting them. The idea is to help people better understand the role that the lagoon plays in our lives here in Palm Beach County. Part thrill ride, part history lesson, these tours include info on several environmental projects and pack a lot into a short time on the water. Our first tour stop is ERM’s South Cove restoration project in Downtown West Palm. Completed years ago, South Cove is now a vibrant part of the lagoon’s ecology. Hundreds of mangrove crabs skittering among roots, rocks, and oysters on the shoreline hint at underwater life nearby. We talk about oysters and how critical they are to improving water quality for all marine life. While permit and jacks chase schools of mullet, the herons, egrets, osprey, anhingas, cormorants, and kingfishers looking for mid-morning snacks testify to a thriving environment. It’s easy to see yourself dropping a line or joining the kayakers who are paddling here, but we pick up some speed and head south, toward a treasure still under construction, Tarpon Cove. At 46 acres, Tarpon Cove is a far larger project than South Cove. Designed by engineers, ecologists and biologists, these islands are already being redesigned by Mother Nature. As new sandbars and oyster beds grow, threatened birds like least terns, black skimmers, and oystercatchers have taken notice. All three species now nest here, and many other species of wading birds are regularly seen here too. Directly across the ICW, a new restoration island has been constructed by The Nature Conservancy. Less than a year old and known as Resilient Island, it’s an experiment in how to restore a mangrove island that used to exist but was washed away by waves and currents. And there’s more to come. Palm Beach County ERM is readying for an ambitious new restoration project near Boynton Beach Inlet. Bonefish Bay will restore long-lost oyster bed and seagrass habitats. It’ll be years in the making, but this spring the first of hundreds of barges of dredge spoil will head south from Peanut Island to its new home at Bonefish Bay. ere is your Palm Beach inshore and freshwater fishing forecast for December. Cold fronts are rolling in but normally in December we still get at least a week with low wind and beautiful weather. Out on the beach you will find mackerel, bluefish, small jacks, and maybe even some pompano. Will from New Jersey with a The inlets will be loaded nice clown knife. with 5-pound jacks in big schools. A white bucktail jig dropped and jigged vertically is usually your best shot at hooking up. It can be a great time to throw some topwater plugs early in the morning before switching over to a heavy spoon. Look for birds diving, as that’s normally a great indicator of where to start. Be sure to know your limits in species identification, especially when it comes to mackerel, as baby king fish look a lot like Spanish mackerel, and you will get a serious ticket from the FWC if you get it wrong and have undersized king fish or if you are over the limit. The same also Jumbo peacock for Wayne. goes for permit and pompano. Look them up and make sure your identification skills are good. The Fish Rules app is a great resource to download, and it will keep you up to date on regulations. In freshwater, most of the fish have moved into deeper water, but not necessarily on the bottom. Sunshine bass spend most of their time up at the surface, and when you start catching them a lot of times the largemouth will move up also to get in on the action. Fish lures that will cover all water columns - top waters early in the morning, with jerk baits and crank baits later in the day. Sometimes, even trying a vertical jigging technique can pay off. For the fly angler, I like a 6 weight with a castable full sink line and a Clouser Minnow in white, green and white, or white with a lot of flash. Good luck out there!

Expect some epic wahoo fishing in December.
W
elcome to the Coastal Angler Palm Beach fishing report for December. Schools of baitfish will be moving south away from the cold front. Big fish eat little fish, so with all the bait swimming down, always expect hungry pelagic fish like big dolphin and smoker kings behind them. The waters from Mar-a-Largo to north to the Juno Pier, will be as far as you will need to go this time of year. Lots of pro’s head south out of the Palm Beach Inlet, letting the warm waters of the “Gulf Stream” take them north; this is natures fish freeway. It’s also a great way to cover water and save on fuel cost. Try fishing in depths of 170’ to 80’ of water, also keeping that VHF on channel 19. If you hear that the bite is deeper or shallower, adjust your depth. Live bait is the key! So don’t forget to order your google eyes the night before. It can be very hard and take a lot of time to catch your own bait in December. Just buy them (bait guys on VHF channel 68), it’s good for the economy and your fuel bill. Once you have your bait you can fish a couple different ways. I prefer kite fishing myself, but slow trolling live bait works great too. The key is to cover water. The choice is yours. For the inshore anglers, large schools of jacks, Spanish macks, and tarpon will be crashing any live bait they can find. Live shrimp or finger mullet will be the best. If you’re a caster, try a small spoon with a fast retrieval to stimulate the bite. Remember, fish want to chase their food. Kind of like a cat, go figure. Good luck and tight lines! www.USHarbors.com

appy Holidays and Merry Christmas to all. Inshore anglers have a plethora of species to target this month of snook, tarpon, pompano, snapper, mackerel, sharks, and many others. Snook season closes December 15th, but that should not stop anglers from targeting them. Snook fanatics can find stellar action near deep channels, docks, and sea walls. Live bait, shrimp, D.O.A. 3” Shrimp, and D.O.A. C.A.L. 3” Shad are all great baits to get the strike. Back bays and canals are great areas to locate snook and it is not uncommon to catch four different species of snook. Nighttime fishing is also a great choice to target snook. Fly fishing will also offer many strikes and drag screaming action. Tarpon fishing will continue to shine, as the silver king will be plentiful in bays, canals, and channels. Live shrimp and mullet drifted with the tide is the best technique to hook a tarpon. Artificial enthusiasts can also get in on the action. A D.O.A. 3” Shrimp in glow, D.O.A. TerrorEyz, and a Rapala SubWalk will entice strikes. Typical size of the tarpon ranges from 5 to 50 pounds. Jacks, drum, trout, bluefish, and lady fish all roam the flats and channel edges. Look for bait schools or birds in the area helping to locate fish. A good bottom machine like the Humminbird Solix with side scan and down imaging helps pinpoint fish on or near the bottom. Live shrimp freelined, D.O.A. Shrimp, or a D.O.A. C.A.L. 3” Shad in glow holographic will get you hooked up. Well, that is the fishing report for the Palm Beach and Jupiter areas. December should put us in full swing of winter time targets. Look for pompano, Spanish mackerel, and bluefish to start showing up along the beach and pushing into the Intracoastal near inlets. The more cold fronts we get, the more fish will push into the river and Intracoastal. Try fishing for pompano along channel edges near your favorite inlet. Pompano Jigs, D.O.A. Lures 2.75” shrimp, and a good ole bucktail jig are a few of my favorite lures. Bluefish can be a lot of fun on the beach and in the Intracoastal. Topwater lures like a Yo-Zuri TopKnock and a D.O.A. Lures Bait Buster will give some exciting action on top.
Offshore
Prepare for being cold and wet when going offshore this time of year. Get a good pair of bibs or light waders from Frogg Toggs to keep you dry when launching and from wave splashes while out there. Sailfish and kingfish will be the most common catches with a random mahi and wahoo in the mix. Slow trolling goggle eyes and blue runners in 90-250 feet of water will be your best bet to get a bite. Try trolling one bait up top on the surface and one 40-80 feet below the surface using a downrigger of rubber band and egg weight attached to your line. The egg weight will break away when the bait is struck, and you are free to fight the fish.
Peacock bass and clown knifefish will be chewing this month. Prop baits will work well for peacock along shallow edges. Try twentypound leader and a 2/0 circle hook casting in and around structure and weed lines to get onto a few clowns with finger mullet and shiners. Look to fish mid-water column and below by adding a pinch weight to your leader and get that bait in their face.

he positioning of your boat or your body, and your timing, can determine your success on the water. Recently, Rick Herron went out with me to my favorite spots in Flamingo Everglades National Park. At each spot I like to stop with the motor at least 80 yards away, then drop the trolling motor and put it on a low speed with minimal noise as I approach each area, all while casting to spots that I feel hold fish. Usually that’s edges, fallen trees, or any structure of some sort. This technique of mine helped Rick catch multiple species including an over-slot redfish, tarpon, snook, and goliath grouper. Later that same week, I met up with Lou Cioff. Lou is someone I met on the beach and our relationship shows how fishing can create friendships. Over the years, we have learned multiple things from each other. Somehow, we always seem to be at the same location, at the same time, and targeting the same fish. On this day, Lou brought in a tarpon and a 40 plus inch snook on a 3-inch swim bait. He was in need of a little assistance, and I had the extension pole net which always comes in handy. Another catch and release fish of a lifetime and a memory that won’t be forgotten. It seems the month was filled with over-slot fish and a lot of releases. Always check regulations before keeping any fish. Most fish are regulated by the state and have over and undersized limits. ecember is one of my favorite months to fish in Fort Lauderdale. There are two main attractions, sailfish and dolphin. Every year, November through January, sailfish make a massive push through our waters. Sailfish can be caught in Fort Lauderdale any time of the year, but only during these three months do we have such a high concentration of them. The best sailfishing days are during a cold front. I really don’t know why sailfish bite so well during a cold spell, but the fact remains, a cold snap means the sailfish snap. It never gets really cold in Fort Lauderdale. When I say a cold front, we’re still talking 50-65 degrees, but it gets the sailfish turned on. On average days this season, catching 1-3 sailfish is a good trip, but on these chilly days, we can put awesome numbers of sailfish on the board, sometimes 10-12 on a trip. The best technique for sailfishing is kite fishing, where we use high flying kites to present the baits, keeping the baits suspended and splashing on the top of the water. We love kite fishing because when the sailfish comes up, you get to see the whole bite sequence on the top of the water as the sailfish chases the baitfish; it’s awesome to watch! Sailfish are all catch and release, but at 7 feet in length and being such a gorgeous gamefish, they make for great photos and awesome replica trophies for your home or office wall. Dolphin are the other main attraction in December for the sportfishing boats in Fort Lauderdale. This is a great month to go offshore and hunt for dolphin. The Gulfstream waters, 2-20 miles offshore, are laden with dolphin. I love to go offshore on an all-day trip, put out the lures, and go trolling for dolphin. You might have to spend a good deal of time trolling offshore to find some fish. Dolphin like to hang near to seaweed, weed lines, or floating debris. Birds are also great help to us for finding dolphin. When you find a school of dolphin though, the action is on! A school of dolphin will stay right with the boat, and you can sometimes load your box off one school of fish. They are also great eating and freeze well. If you find dolphin near a floating board or other debris, always fish a deeper bait with wire leader for a big wahoo. There are some big wahoo out there this time of year as well. Whatever you fish for, you can’t go wrong fishing this month. It’s fishy here in December. Tight lines everyone! december 2023

Open sights: does anyone still know how to use them?
I
t’s hard to believe we are closing out another year, and this one has been tougher than years past for my guide business in particular. As most Americans are facing higher expenses, such as groceries and fuel, it trickles down to luxury items, such as fishing charters. First off, I want to thank everyone who has come out and booked a charter with me in 2023. It definitely This is a picture of my friend Hai Truong, who recently passed made a difference in my year. With my guiding business at an all-time low, I’ve been able to focus on new projects in my life, such as running a YouTube channel showcasing South Florida and all its wonderful fishing, especially for exotics. This past month, I have been on the water more than any month this past year, and the fishing has been outright excellent. Many customers have caught their personal best peacock bass, clown knifefish, and snakeheads. My prediction for the coming months is not so great; hopefully, I am wrong. With El Niño this year, we are expecting colder-than-normal temperatures. This winter weather could lead to fish kills throughout the Everglades and the urban canal systems that run through South Florida. I
t seems like every hunting rifle these days is wearing some kind of optic on it. Whether it is a variable scope, red dot, or holographic sight, it seems like the American hunter has forgotten how to use good ole fashioned iron sights. By not having at least one hunting rifle set up the “old school” way, you are definitely limiting yourself on your ability. This is exactly what happened to a buddy of mine who took a trip up to the Panhandle region of North Florida. He went to a friend’s property for a quick 3-day deer hunt. The rifle he took was his tried-and-true Savage 110 30-06 with 4.5 -14 × 50mm scope. He was offered an open sight Marlin 30-30 to use and was told that would be enough because his shot at a deer would realistically be about 50 to 70 yards; he declined the offer and went with his own. His rifle was perfect for the long 300 yard shots of the Georgia power lines or the Kansas corn country where he normally would be, but not at this place. Well, what happened next was well scripted just like it was told to him. A nice Florida 8-point buck walks out on him, not even 40 yards away, and then comes the miss. He had his scope to the lowest setting but still he shot low, and the deer bounded off into the brush not to be seen again. There is nothing wrong in having a 30-30, 35 Remington, 243, or 3006 scope less. Open sights when sighted in, correctly and practiced with, can be very effective out to 100 yards and a little further. Inside the thick woods of the North or swamps of the South, you generally will only have that shot window of 40 to 75 yards, where an open sighted rifle would be perfect. Go out and get yourself a good open sighted rifle, you may not use it often, but when the opportunity arises it’s better to have then have not.

Surf Expo Kicks Off 2024 With a Wide Selection of Brands and Full Event Lineup

urf Expo, the premier watersports and coastal lifestyle tradeshow, returns to the Orange County Convention Center in Orlando on Jan. 10-12, 2024, in the West Concourse with a broad selection of brands and a full event line up. Over 700 exhibiting companies are expected to participate in the January show, including over 60 new exhibiting brands. “Surf Expo continues to be the ‘go-to marketplace’ for buyers and brands to connect in person, discover new products and trends, and conduct business,” said Roy Turner, Emerald SVP and Surf Expo Show Director. “Our January show allows retailers to preview all the new styles and new introductions ranging from top surf brands, hardgoods, apparel, footwear, swimwear, boutique fashions and accessories, value-priced resort items, fishing and marine products, souvenirs, and coastal gifts.” The show has also expanded its footprint with watersports and coastal retailers with its new Shoreline offering. This new floor area compliments neighboring product categories on the show floor – Surf, Skate, Paddle and Bluewater — by targeting business associated with recreation found along rivers and lakes. Shoreline will feature products related to day camping, portable power, inflatables, overland, wakeboard, SUP, and performance related clothing and footwear. “From the trails to the lakes and beyond, Shoreline at Surf Expo supports the natural evolution of the waterman’s lifestyle with gear, apparel and accessories that will take them from coastal shoreline activities into camping, hiking, climbing and other recreational activities found along the rivers and lakes,” said Turner. ANGLERS GET TWO MONTHS FOR GULF AJ
I
t will be another short season for amberjack in the Gulf of Mexico next year. The Gulf of Mexico Fishery Management Council decided in late October to modify both the recreational season and commercial trip limits for greater amberjack. The result for recreational anglers is a two-month fall season, which is expected to close a few days early based on projections. The council chose to modify the recreational season so it opens on Sept. 1 and remains open through Oct. 31, unless the annual catch target is projected to be met earlier. The projected date for reaching that annual catch target is Oct. 26. The council also chose to reduce the commercial trip limit to seven fish, which is equivalent to about 210 pounds gutted weight. This framework action will be transmitted to the Secretary of Commerce for approval and implementation as soon as practicable. In anticipation that this rule may not be implemented before the beginning of the 2024 commercial fishing season, the Council requested that NOAA Fisheries implement an emergency rule to reduce the commercial trip limit to seven fish at the start of the year. Since Amendment 54 reduced catch limits by about 83 percent, and the 2023 commercial annual catch limit was exceeded, a payback provision will reduce the 2024 commercial annual catch target to 56,661 pounds whole weight.
