D
ecember of 2016 we had continued high tides and extremely warm temperatures until almost the end of January. The huge rain fall we received with Harvey and an early strong front in late October and early November 2017 has pushed the fall shrimp forage into the bays early this year. With that said, we’ll still have to anticipate where the fish will be in each bay systems depending on how the season progresses. This years exaggerated rainfalls kicked off the flounder action a little early, we might expect the major peak of the run to happen in early December this year similar to last year (by Dec. 15th it was over last year with only a handful of quality fish caught after that time). Fishing under the birds this month should result in better quality trout mixed with reds in both Matagorda and Galveston Bay Systems. Early ‘bird’ action usually results in ‘dinks’ but November has already had good catches of solid trout and redfish in Matagorda with Capt Trey Prye and upper Galveston with a handful of guides. Hunt these groups of fish over oyster reefs or old oyster reef substrate and you’ll find better numbers of quality fish (something Galveston’s Capt Steve Hillman always suggested and for good reason). Lastly, don’t overlook big trout shallow in December. Many times these early big fish can and will take topwaters and it can be some of the best topwater action of the year. Hunters Moon
A
s we come off this last full moon “The Hunters Moon”, the fishing remains consistent. I’ve been catching solid stringers of trout and reds with a trout average around 3 lbs. and a flounder here and there, for a nice addition to the stringer. The flounder have definetly started their fall migration, there has been some nice fish at the cleaning tables. The trout and reds have been good on free lined piggy perch and shrimp under a popping cork, and flounder on a slow rolled paddle tail wading along drains and grass lines. On a different note, bookings usually remain consitent through November but with most still licking their wounds from Hurricane Harvey and hunting season in full swing. I decided to take a friend up on an invitation to come hunt a south Texas whitetail. Bill and India Shackleford are clients turned in to dear friends who own one of the finest whitetail ranches in not just south Texas but in the entire state, “Lost Creek Ranch” in Dilley, Texas. In 2015 Bill harvested a deer that scored 218 and some change, winning him first place in Los Cazadores Big Buck contest and first place Texas Big Game Awards. This is quite the accompishment considering “I didn’t helicopter a deer with a brow tine for the first three years”. Bill and India bought this ranch with the intentions of turning it into a trophy whitetail ranch. We’ve been seeing a wide racked deer I think you’ll like, there’s a cold front approaching, you need to try to get him before he gets in a fight and breaks his antlers. Oh yeah don’t forget to sign up for a big buck contest! When Bill calls to invite you to come shoot a deer, you go! That reminds me, Congratulations on the wedding Bobby and Jessica Bringier love ya’ll sorry I couldn’t make it. I get to “Lost Creek” on Thursday morning about 5:00 am, I have enough time to put a feeder on my truck and head to the stand. I visited with Bill and India the week before, we went over deer pictures from game cameras showing me different deer on the harvest list but most of all my deer. The reason for going over these pictures is to avoid shooting the wrong deer, maybe he likes that deer for himself, his grand son, or another friend. I’ve prided myself on not having made a mistake on the ranch before and Bill and India have been proud of me for that also. Well my morning hunt was slow, a few turkeys
came in, a bobcat crossed a corner of the oat field, and a fox walked down a sendero then jumped out of site. I go back to the barn and joke around with Desee the ranch hand/comedian, he shows me some culls shot and a deer he was seeing. Game time! Captain, come say hello to some of my guest, you need to get back in the stand and quit messing with Desee y’all come in. We say our hellos, look at deer again to clarify. This is your deer, his brow tines are unique they almost touch and this next antler, they call that an inline tine. When you look at deer of this caliber in the stand, it’s real easy to make an expensive mistake. The hunt was pretty slow, a few young bucks, some does and fawns that got spooked by something and left. It started getting dark so I put up my video camera might as well pack up, it’s not smart to shoot to late for tracking purposes. I look up and there he is! Running into the oat field, I pull the video camera first to get a picture of him for Bill. I zoom in and notice the brow tines almost touching then the inline tine, that’s my deer. I grab my rifle, click the safety, breath a deep breath and squeeeeeeeeze pop! He drops, I chamber another round and stay on him and stay on him and stay on him and start looking at all of these tall tines, oh no I shot the wrong deer! My heart sinks, I didn’t shoot just the wrong deer “I shot a giant”, I may have just shot the largest deer I have ever seen while in a live hunting situtaion. Desee shows up, alright Tone you got him! Dez, I shot the wrong deer. He laughs then consoles me, it’ll be alright. Bill shot one too, I’m gonna go get him and I’ll meet you at the barn. So they pull up to the barn, Bill’s smiling you got your deer Hogboy! Why is there a jacket over the antlers? Uhhh I shot the wrong deer! So, you’re a good friend to us lets see. No Bill you don’t understand he’s a giant. He’s A What? I pull off the jacket, Holy Cow He’s Gorgeous Tony! Are you happy? I never been so excited in my life but I’m a wreck. Well I’m glad you got him. India shows up with the camera and her eyes look astonished. I shot the wrong deer, I’m sorry if it was yours. It was, and smiles. I don’t want to hear another thing about it, enjoy it Tony. We ended the night with a nice dinner and some great stories of their times on safari, Thank you so much Bill and India for the beautiful buck, your generosity and your friendship.

Port Aransas is looking a lot better. Aransas pass still needs a lot of work but is coming along. Baffin Bay report tide gauge bar and cat head I have been holding some solid fish. Browning route flats and Lillian Lakes has lots of redfish. Trailer island has a good mix of redfish and trout and the reefs a long Nueces Bay because we are still holding trout early in the morning. or years, Galveston Bay Foundation (GBF) has been advocating for complete removal of toxic waste from the San Jacinto River Waste Pits Superfund Site at I-10 in Channelview. On October 11th, the EPA decided to require removal of the dioxin-laden wastes. It ends a lengthy period of debate on the future of the waste and the site and will result in final remediation and cleanup for the site.
“This was a victory,” said Scott Jones, GBF Director of Advocacy. “Removal was the only option.” The waste was first pumped into pits along the San Jacinto River in the mid-1960s. The site has contained a temporary cap for the last several years. Because the site is located in a high energy zone subject to flooding and storm surge, the cap had repeated maintenance issues and exposed more waste to the San Jacinto River.

Now that EPA has announced this final decision, known as the record of decision, it is imperative that they ensure the cleanup and removal begin as soon as possible. We encourage EPA to come to final agreement with the responsible parties, McGinnis Industrial Waste Maintenance Corporation (a subsidiary of Waste Management) and International Paper, as quickly as possible. If they cannot move this agreement forward quickly, EPA should begin the cleanup process on its own and seek restitution for cleanup costs from the responsible parties.

OUTCAST CHARTERS FISHING REPORT By: Capt. Michael Sharky Marquez
T
here are many different trip varieties that we offer with Out Cast Charters. One of our most popular trips at this time of year is our Flounder Bay Trips. During the fall, flounder spend their time migrating from the bays to the Gulf in order to spawn. A major cold front and continues cool weather will cause these flounder to mass migrate; this is why the winter months provide some of the best flounder fishing. Here are a couple of ways that I like to target flounder. First, I am a big fan of Chicken Boy Lures. They provide a wide variety
of color options and styles to choose from. My favorite Chicken Boy Lure to throw for flounder would be the 3”Bubba Clucker Mullet (Hoochie Mama). Depending on how strong the current is, I typically use a ¼ Ounce Jig head with the lure. The key is to cast the lure against the bank line and with a slow retrieve, give it a small ‘jig’ every 2nd or 3rd rotation on the reel. This will cause the lure to bounce across the ocean floor and attract the flounder. When the flounder strikes your lure, you will feel a nice THUMP. From there, slowly lift up your rod, if your line feels tight, count to three, and SET THE HOOK! You are most likely now hooked up to a MONSTA flounder! My second favorite way to fish for flounder is to use a popping cork with a long fluorocarbon leader and a live shrimp. This method is one that many people who regularly flounder fish are often caught off guard by. When you think of fishing with a popping cork, you think about keeping the bait off of the bottom. In the case of using the popping cork method, we are fishing in shallow waters around 2-3’ deep with a nice current movement. When you cast your bait out, the shrimp is then slowly drug across the ocean floor. The current does most of the work for you. Many times your cork will not go underwater once you get a bite but just simply stop flowing with the current. From here, slowly lift up with your rod, if you see that the tension is causing your cork to be pulled underwater, SET THE HOOK and start reeling in that MONSTA saddle blanket! This is an awesome method to use with kids as well as the more inexperienced anglers. Although these are two of my favorite methods, there are many more out there that are just as successful. My biggest advice is to get out on the water and see what works best for you. Tight lines,

GALVESTON BAY FISHING REPORT By: Capt.Craig Lambert
D
ecember is finally here and it is by far the most underrated month of the year. These first 2 weeks of December are about as good as it gets for catching speckled trout, redfish and most definitely flounder. With warmer falls occurring every year the peak of the fishing season has moved from the October/November time frame to the November/December time frame in the last decade. This is causing the flounder to stay around at least until Christmas and maybe even a little beyond that time while the speckled trout bite is peaking in early December and continuing until January. Look to shallow flats and shorelines as areas to target for aggressive and hungry gamefish. Cooler water temperatures will keep the specks and reds hanging out in 2 to 4 feet of water and as far as what to throw at them. Nothing beats a live shrimp dangled under a popping cork for effectiveness but softer soft plastics like Big Nasty’s and Bass Assassins are also putting fish in the box. Don’t forget to try your topwater baits out this month. If you have a bunch in your tackle box that you never throw then now is the time to go get a few and go chunk them all day long and see what happens. Who knows? You might catch a few whoppers by the end of the day or possibly your biggest fish ever. The bigger fish are definitely crushing topwaters right now. My 2 all-time favorites are the She Dog by Mirrolure and Rapalas Skitterwalk. They both make an excellent sound and if they are walked through the water correctly they can be very deadly especially for larger speckled trout. Look for wadefishermen to catch some serious trophy trout this month in areas like West Bay, East Bay and parts of Trinity Bay. The best wading areas are all surrounded by marsh and natural shorelines with grassy flats and a mud/shell mix. Wadefishing shorelines during late afternoon hours and in to darkness can produce some incredible stringers of fish in these areas that are seldom heard about by the public. Boaters are hitting it hard also drifting shorelines and shallow reefs and doing very well on the North side of the bay while East Bay and West Bay are just doing OK. Look for flounder along deeper walls and deep dropoffs. I like to target the 8 to 18 ft depth for flounder against bulkheads and structure mostly. Nothing more is needed than a Berkley Gulp as bait but a live shrimp on a trailer hook will help those inexperienced anglers that have a hard time setting the hook. Looks like we have a great month of fishing ahead so definitely get out there and take advantage of it. Everybody be safe and as always “Take a kid fishing!!”

Flounder Tips & Tactics F
inally, the cooler weather is upon us. It may not be freezing just yet, but it is definitely on its way soon. One of my mentors gave a great bit of advice to me this week. When the geese are flying over in a “v” the flounder run is sure to be. Please remember that it is no gig November for us here in Texas, this means that the limit of flounder goes from five to two per person November 1-30th and may only be taken by rod and reel. So, no gigging until December 1st- 14th and you can only still take two flounder but by any legal means including gigging, then on December 15th the normal limit of 5 flounder reinstates. The possession limit is equal to the daily bag limit meaning no more than 5 flounder on you period. Last week I took the boat out for a scouting trip to see if the fish were running just yet and if so, how far into it are they. From what I can see the flounder are hanging out in super deep channels, I would say up to 75 feet deep. For them to release their eggs they must be in at least 60 feet of water so that the pressure can help them do the job. On some of

the main channels they are starting to stack up on the edges during an incoming tide looking for an easy meal. I saw five and six fish in the same ten feet sections almost touching each other they were so close. A beautiful place to try right now would be in the ship channels and jetty rock areas. If there is some depth where you are fishing there should be some flounder hanging out somewhere. Spro bucktails will work well when tipped with fish belly strips and jigged up and down on Rusty Cheney with two nice slabs!!! the bottom properly. Tandem rigs with a heavy jig head in front will give you the greatest action. I like to tip the jigs with chickenboy lures bubba clucker, this might sound the same each time, but I am only giving you the truth of what works best for me. My favorite colors in dirty water would be perfecto pink, lemon pepper and la cucaracha. In clearer water I would suggest lighter colors like Johnny goldfish and silver tongue devil. If you are not sure what I mean when I say tandem rigs I have a tutorial on my you tube channel “Flounder Professor Outdoors “. This will give you a more descriptive way of tying up the setup and what the lures look like. Sometimes I have been putting a ¾ ounce bucktail tipped with a chickenboy and a secondary jig head with the lure about ten inches below that. If you want to use live bait I would throw on a live mullet and a fish finder rig or they also call it a Carolina rig. Good luck in your adventures and until next month, tight lines and sharp gigs. ithout a doubt my favorite time of year to be on the water fishing Sabine Lake and Lake Calcasieu is during the fall. We have so many options regarding catching fish and how we choose to catch them as well as it being one of the most consistent times of year to actually catch good numbers and good-sized fish. I prefer to don my Simms waders, tie on either an Egret Zombie Walker or a Super Spook and plug away looking for larger speckled trout on the flats. This style of fishing really gets going typically around the middle of November and so far 2017 has been no exception. Sabine Lake bounced back rather quickly following Harvey and the fishing, or the catching rather, has gone very well for the most part. Wade fishing suits my style of fishing as it allows me to slowly and therefore thoroughly cover an area. Wading stealthily also affords me the opportunity to possibly catch a larger number of fish without disturbing them since we do not have to worry about controlling a 23’ boat with hull slap in only a few feet of water. Typically, if you find the bait you will find the fish. We have been keying in on areas with active mullet to catch our fish here lately in 2-4’ of water. Water temperature was still at 65°F as of yesterday. I prefer a water temperature above 60°F for throwing topwaters however we have done very well on them with much lower surface temperatures. Use the level of bait activity and the reaction of the fish to help dictate your lure selection. If wade fishing isn’t in your repertoire fishing from the boat can still be very productive. Drifting the flats will typically produce larger speckled trout however other options include working schooling trout and redfish in open water as well as partaking in the fall flounder run. The tasty flat fish is a favorite of many along the Gulf Coast. Arguably the vast majority of flounder caught during the flounder run will be landed on some sort of Berkley Gulp product. Amazingly enough many of the stores, around here anyway, will run out of their supply early on during the fall run. Fortunately for anglers in the Golden Triangle, County Home and Outdoors in Nederland has some forethought and overstocks on Gulp. The word is getting out more and more about their tackle selection and for good reason.

Thwart Fisheries Management Corruption!
E
arly this year, Fox 8 News in New Orleans blew wide open the corruption in our Gulf of Mexico fisheries management. They broadcast a fivepart investigative report by Sr Investigative Reporter Lee Zurik entitled “Hooked Up”. You can watch all five episodes by searching “fox8live.com/ category/322517/hooked-up-a-lee-zurik-investigation”. If you haven’t seen these videos, be prepared to be enlightened to the facts of the corruption and influence on our politicians by major donors in the commercial fish harvesting business, and the organizations that fund them. When large, well-funded organizations with “all about profit” incentives, such as the Environmental Defense Fund (EDF), want something – they throw never-ending dollars and litigation at anything and anybody to get it. Recreational fishermen are in the cross hairs of their sights in their pursuit of the multi-million dollar profits from harvesting the public’s fisheries resources. Squelching ordinary citizen’s rights (and often Public Trusts) is perceived simply as ‘collateral damage’. This time the EDF is aiming for your fishing rights. While you may know who they are – they will never know you exist. They perceive you have no rights, and no legitimacy to disagree with their pursuit of profits at the public’s expense. They will never know (nor care) how many fisher-families are no longer on the water – because your loss simply means their mission was successful. The only people with the power to update legislation to meet our needs are your Congressmen and Senators. There are millions of dollars out there chasing the campaigns of our Congressmen and Senators. Have you checked lately to see who contributes to your officials’ election campaigns? (http://classic.fec.gov/finance/disclosure/candcmte-info.shtml) The objective of the EDF, working directly as well as through its surrogates (Charter Fisherman’s Associatioin, Gulf of Mexico Reef Fish Shareholders Alliance, etc.) is to financially “support” the federal politicians who actively fight for uneven splits of our publicly-owned fisheries, gifting the resource to the financial benefit of major fish harvesting corporations. Those beneficiaries, in turn, then provide tremendous campaign funding to those politicians. With the “support” of their financially-supported “friendly” politicians, the Gulf “Sea Lords” have taken personal ownership of the majority of the public’s Gulf fishery resource – generating a cash windfall for them – all at your expense. Our fisheries have fallen prey to staggering amounts money being tossed into political pockets. Politicians right in our own backyard have received tens of thousands from single sources (often through multiple related entities) to keep, or bring into power, politicians who are “friendly” to a group’s for-profit purpose. Organizations committed to fisheries conservation and recreational fishing are working to protect your rights. There are several of these groups and they each have missions that, all or in part, are aimed at exposing the corruption and driving legitimacy back into both the political arena and our fisheries management. They are actively lobbying with influential contacts throughout Washington. (Check their websites to see how you can contribute to their initiatives.) 16 GALVESTON & UPPER COAST

Some of these groups include: n American Sportfishing Association n Center for Sportfishing Policy n Coastal Conservation Association n Congressional Sportsmen’s Foundation n International Gamefish Association n Recreational Fishing Alliance n The Billfish Foundation n Theodore Roosevelt Conservation Partnership “WHAT CAN I DO?” Your greatest opportunity to influence our fisheries management is rapidly approaching. Party primary elections will be held in Texas on May 6th with early voting beginning on February 20th. Vote in the Primary – chose who you want to represent your rights! Register to vote in Texas by February 5th 2018 and vote in your party’s primary – this is critical where your incumbent Senate or Congressional candidate doesn’t actively support your fishing rights (a.k.a. does not support the “Modern Fish Act”). In districts where the same party will likely stay in power (but where the incumbent has proven to be “friendly” to the wrong side of the recreational fishing issue), the party’s Primary Election is THE PLACE you can “fix” the mess for fishermen. By voting for the challenger on the party’s ticket you can oust the incumbent, long before the general election in November. With respect to fisheries management, there are a few” good guys” we need to support and a bunch whose intentions are opposite of the public’s interest. Still others have never stepped up – they are politically “riding both sides of the fence” rather than supporting recreational fishermen. Fishermen: if there was ever a time when we need to unite, this is it! The March 2018 primaries are where we can “drain the swamp”. Let’s replace all incumbents who are either against recreational fishermen’s interests or who have failed to step up and demonstrate support. Be sure you are registered to vote and have affiliated with the party where you want to cast a deciding primary vote. Then mark your calendar and VOTE IN THE PRIMARY!!!!!
