t’s snook season in Florida, and despite a closure to harvest for much of the state’s west coast, the next couple months offer great action in the world’s best location to target the state’s most iconic inshore/ nearshore gamefish. Snook strike aggressively, fight hard and grow large—into the 20and 30-pound range of true slob snook. The Florida state record weighed 45.75 pounds. It was caught by Heather Lynn Conners near Sebastian in 2015. But even the slot fish—those in the 28- to 33-inch range you’re allowed to keep one of—will test your gear. It’s one of the most explosive and exciting gamefish on the planet. Snook are extremely temperature sensitive, and tactics vary according to the season. From the beaches and nearshore, where they spend their summers, they will move over the next few months seeking warmer water in sheltered winter haunts. First, you’ll find them in deep water adjacent to the shallow flats. Then, driven by cooling sea temps, they’ll push all the way up into the creeks and rivers, residential canals, warm water discharge from power plants, upper estuaries, and anywhere they can find suitable water conditions. The harsher the winter, the more pronounced the move. Fall through winter is the time when big, line-snapping snook will hunker down in areas that might seem highly unlikely to the uninformed. With the mild winters of the last decade, much has been made of the northward spread of snook. A tropical species, they historically thrived only on the southern coasts of Florida, up to about to about Sebastian in the Atlantic and Tampa in the Gulf. However, in recent years, snook have set up shop farther north, in areas that would have been unheard of a decade ago. These days, it’s possible to target snook at Homosassa and farther north along the Nature Coast of the Gulf and up toward Jacksonville in the Atlantic. They have also shown up much farther north. This summer, Coastal Angler Magazine reported on a juvenile snook caught in a cast net way up in Winyah Bay, South Carolina. First timers seeking to do battle with snook should hire a captain. Along with being big and strong, large female snook are notoriously smart and usually require specialized tackle, techniques and a good deal of patience. Their tendency to hole up in the structure of mangroves, rocks and bridge and pier pilings makes break-offs common, and the expertise of a good guide increases your chances of actually landing one. The good news is, snook have been relatively unmolested by anglers during the closed season of the last three months. Now is as good a time as any to fool a big cow nosed into the current under some residential canal dock. They feed best in low light of the early mornings and late evenings when there’s a rising or falling tide. The stronger tides around the new and full moons are optimal for catching them. Keep that in mind when booking your trip to Florida’s snook fisheries, and you could find yourself experiencing the fishing trip of a lifetime.

lamingo, Costa Rica: With a record fleet of 20 boats and 91 participating anglers, the fourth annual Presidential Flamingo Fishing Rodeo posted some amazing numbers. Held August 10, 11, 2019, the tournament’s anglers released 81 sailfish and fourteen blue marlin amid near perfect weather conditions. There were also 17 family teams participating in this year’s event, thanks in large part to a very family-friendly format that favors lady and junior anglers in a low-stress fun environment. Taking an early lead on the first day of fishing was Team Top Fly. The husband/wife team of Anki and Kurt Forsberg put 7 sailfish on the board. However, Team Lupo came on strong with a blue marlin and 2 sailfish plus the addition of a 46 pound tuna to top the Day One fleet. Day Two belonged to Seacario. Michael Moretti and team got into the sailfish and pulled out a win in the Top Billfish Division topping Huntress on time.. Huntress was not to be denied the Top Offshore Award. The Huntress Team put 6 sailfish, two blue marlin and a 61 pound Mahi on the board to sweep the Top Offshore prize. Fishing on the Huntress, Lori Schroeder captured the Top Lady angler award and clinched the Top Family for Team Schroeder.

The Parker Family on Georgia Rican weighed 3 tuna which put them in a strong third place at the end of Day 1. The Father, Son and Friend team went on to win the Inshore Division over the Suarez Family on Yellowfin III. Catalina Suarez, seven years old, became our first ever Top Junior Girl angler and released a nice roosterfish to claim the Roosterfish Release Trophy. Scott Dunlap fishing aboard the Fish Tale II pulled in a 84 pound yellowfin tuna to win the Heaviest Tuna of the Tournament The tournament’s social functions were also well-attended this year, from the great kickoff party at Marie’s Restaurant in Flamingo, complete with live music. President of INCOPESCA Steps Down

oises Mug who held the helm of INCOPESCA for a little over a year under the Alvarado administration has stepped down from his post. Under pressure from commercial fishing groups and a barrage of protests about not doing enough for the sector with included crashing the gate at the Casa Presidencial and launching homemade cherry bombs, he called it quits. Mug did accomplish a few things that will affect the sportfishing sector before he left office. Reform of the foreign tuna purse-seine licensing regulation. Establishes a limit on the tuna catch for purse-seine vessels fishing in Costa Rica. New methodology to determine the cost of the license, with key tuna use factor based on market value of the tuna. Reform of the tuna capacity concession regulation. This will change the rules for the concession of 9364 cubic meters of Costa Rican fishing capacity to foreign tuna purse seine vessels, it raises the price per cubic meters (from USD150 per m3 to USD 650 per m3) breaking the black market and provides a more transparent bidding process. Project of Law (bill of law) sent for congress approval that eliminates free tuna licenses for purse-seiners, expands the coastal polygon, where purse-seine tuna is forbidden, from 45 nautical miles to 60 nautical miles, and establishes a Costa Rican observers program for purse-seine vessels fishing with Costa Rican tuna licenses or using Costa Rican tuna fishing capacity. The bill is still pending. Re-establishment and launch of the Presidential illegal fishing Commission. Focus on high seas and later in coastal fishing. Incorporates new members as Air Surveillance Service, Foreign Affairs Ministry and Ministry of Environment which join previous members including Coast Guard, General Attorney for Environment, INCOPESCA, Central Bank, and others. The President of Costa Rica presides over the commission. Reform of the INCOPESCA governance. A bill of law project was sent to congress for approval increasing the government representation in the board of directors from 4 to 6 providing government control in the board. New proposed members are the Ministry of Environment and the Coast Guard. This reform is part of the OECD (Organization for Economic Co-Operation and Development (http://www.oecd.org ) requirements in the Costa Rican accession process to the OECD. Advanced in the OECD accession process its Committee on Fisheries (COFI). Two successful defenses at the OECD – COFI made in November 2018 and May 2019 in Paris, where Mug presented the Costa Rican workplan to raise INCOPESCA standards to OECD fishery management standards. $ 100 million sustainable fisheries loan project with the World Bank. Mug participated in a project that is already approved, and funds earmarked by the World Bank, and completing the paperwork and basic studies to get Ministry of Planning and Ministry of Treasure approval at local level. This project will raise capacities on fishery governance and science, fishery related infrastructure, and social and environmental sustainability, to rebuild fish stocks, and move coastal fishery communities away from government economic subsidies and towards healthy economic and social wellbeing. Silky shark and marine turtle conservation resolutions at the InterAmerican Tropical Tuna Commission (IATTC). Leaded the Costa Rican delegation at the IATTC in Bilbao, Spain (July 15 – July 26, 2019) and got approval for a two-year silky shark conservation resolution and helped pass a marine turtle conservation resolution. Seems quite a bit in a years-time when you consider he is being accused of doing very little.

It has been suggested to the Costa Rican Congress that INCOPESCA be abolished all together and taken over by the Minister of Environment. That probably won’t happen anytime soon, and President of Costa Rica Carlos Alvarado appointed Daniel Carrasco as the new President of INCOPESCA. Carrasco now takes the lead as President of INCOPESCA moving from a scientific background of Mug as a Fisheries Expert to Carrasco’s legal experience as an attorney for the Ministry of Agriculture who overseas fisheries in Costa Rica also. He said his north will be “responsible and sustainable fishing as a source of food, employment generation and economic benefits in coastal communities nationwide.” He added that within his administration he will open dialogue spaces to build, with the help of the sectors and with transparency in decisionmaking, actions that are real for the benefit of the various actors in the sector. We know a General is only as good as his army and hopefully Carrasco is given the tools to work his plan.

More Satellite Tags Placed on Marlin

regg Mufson owner of Zancudo Lodge hosted Dr. Larry Crowder and he team of biologists from Stanford University on a mission to place more satellite tags on marlin. They chose the FADs off the Osa Peninsula to fish and in two days place 6 tags in healthy marlin. The crew had already tagged marlin out of Los Suenos, M a r i n a Pez Vela, Crocodile Bay, and aboard the Thumper out of Golfito. Mufson was lead angler on the expedition and several more marlin were caught besides the one’s that ended up swimming with sat tags. The tags are set to be released from the fish at intervals of 6, 9, or 12 months. Then they will float to the surface and begin transmitting. Then there will be a better idea of what these fish do in relation to the FADS. How long do the hang around one? Do the move from Fad to Fad in their migration route? These and many other questions may soon be answered. I the course of the study, the biologists plan on tagging over 100 fish in the multi-year program.

The inshore fishery has been producing consistent big roosters and snapper. 60-80 pound roosterfish are being caught regularly and they are fun! Rock and cubera snapper have been big and strong as well. They are healthy and beautiful fish that’ll bend your rod, get you some great pictures and fill your belly! This is the time of year when anything can happen out there. Looking back to last year there were many days when a typical charter would include marlin and/or sailfish, yellowfin, dorado and wahoo. September/October is a great time of year to fish down here...less crowds on land and at sea, great weather and lots of fish!

reetings anglers! The local fishery has been strong throughout the summer months (winter in these parts). This year, the wahoo bite has been the best I’ve ever seen. We’ve had a lot of luck using DUO International’s ‘Realis Fangbait’ and a fast troll. Normally we expect to see the wahoo begin to taper off in September, we’ll see...maybe not this year! September is also when the sailfish bite slows down a bit, although, we do catch them year-round. September is always a strong month for marlin. We’ve been getting some real nice striped marlin in the 250 pound range and the blues have been coming in at 300 to 500 pounds regularly. All those little ‘chickens’ that were stealing our baits are now nice big mahi and the bite should stay strong for the rest of the year.

eptember and October Kevin with his first Blue will bring some very Marlin on the Bushwacker good fishing to northern Costa Rica, although we will probably not have many clients due to the return of the kids to their schools. The school years in the United States seem to get longer and longer every year, so the summers get shorter and shorter for them. Therefore, our summers get more compact and busier for a shorter period of time. There will be plenty of marlin, sailfish, tuna, and probably mahi, out there to catch during the months of September and October. Inshore there should be roosterfish, cuberas, wahoo, and small yellowfin tuna around the islands. This is my favorite time of the year. The fishing is usually more Edward with a 40# yellowfin tuna he caught consistent than any other with a popper and a spinning rod on the time of the year. Bushwacker As of this writing the fishing is good. We are seeing 1-3 blue marlin a day with a few sailfish thrown in. We are catching some tuna anywhere between 15# - 200#, a wide range. We can definitely see that the new Costa Rican laws keeping the commercial boats out working. Inshore we are catching small yellowfin tuna, small wahoo, roosterfish, a few Cubera snapper and bonitos to bend the rods for the kids. The seas will be fairly calm since the winds don’t start until November. You should give us a call or send me an email and book a trip now to take advantage of the calm seas, cool weather and abundance of fish this time of the year. NICOYA PENINSULA REPORT By Rick Ruhlow â€˘ Kingfisher Sportfishing

he boats from Golfito, all the way up to Flamingo, have been experiencing some of the best tuna action in years. Speaking for our fishing zone, which is anywhere from Cabo Blanco to just south of Cabo Velas, there has been a definite improvement in the overall tuna activity. We are seeing a lot more fish over the 100 lb mark, and many much larger. In all probability, it is a direct result of Costa Rica pushing the commercial tuna seiners further off shore. There has always been an abundance of spinner dolphin carrying the smaller tuna, but now we are seeing bigger tuna with these dolphins. Additionally we are sighting more spotted dolphin, which seem to hold the larger yellowfin tuna. As for the local fishing conditions, we have been at the mercy of the currents lately. At times they are sporadic, pushing south one day and north the next. When the water pushes steadily in from south to north, it has had a deep blue appearance, bringing with it the flying fish, squid, and other bait fish. This makes for some good action in front of Carrillo and Garza, with boats seeing better than a handful of billfish most days. As stated previously, the tuna fishing has been great, and we expect it to continue. Not many dorado being caught but as of this reading that should be changing as well. In

the past, October seems to be the month when they start showing up again. Be aware though that October is traditionally the rainiest month of the year. Many boats haul out for maintenance during this month (us included) but are ready to go the first part of November. Still, if you can find a boat and donâ€™t mind getting wet, you can experience some good fishing. Originally from California, Rick Ruhlow moved to Costa Rica over 33 years ago. While exploring the country he fished Playa Naranjo (gulf of Nicoya), Quepos, Drakes Bay and Flamingo, before discovering Playa Carrillo almost 28 years ago. ll I can say, if you didn’t visit Costa Rica in July and August, you may have missed out on some amazing fishing! The sailfish and marlin bite were close, 20 miles off Los Suenos! We also experienced the MEGA pod of dolphins, running off the coast, seems like at least 1000 swimming together. And as we know, where there’s dolphin, there’s yellowfin TUNA! And the most experienced captains can fill a fish locker within a few passes in front of those dolphins. So what do we do with all this tuna? First, don’t cook it, at all!! Eat as much as you can, then try some poke and some rolls. When you have eaten your weight in tuna and can not think of any other way to prepared. Lets make fresh tuna salad! • Use tail pieces or outside ends, cook thoroughly and let cool and drain all the water. • 500 grams tuna cooked • 50 grams red onion fine dice • 50 grams celery fine dice • 10 grams dill chopped • 1 cup mayonnaise • 1/3 cup sour cream • Salt and pepper

Using food service gloves, take the cooked tuna and grind with your hands, as fine to dust as possible, this may take a few minutes but worth it. Next, take your onion, celery and dill and mix well with the tuna. Finally, add the Mayonnaise and sour cream. Blend well with your hands. Taste and add salt and pepper to flavor. osta Rica fly fishing action has been solid the past month. With more and more anglers discovering the joy of fly fishing in Costa Rica, I am getting a lot of great reports from clients stopping by the store of snook, drum and other “Tico” fresh water species in the rivers running inland on the Pacific Coast. The go to are 6 or 8 weight set-ups with small Clouser Minnows in a variety of colors, white and chartreuse being top of the list. Don’t be afraid to mix it up and of course you want a small chartreuse popper for machaca. There are so many rivers you can explore with all of them holding fish so get out there and make it happen. Trout fishing in the mountains has still been productive even when the rivers were a little high and murky. My buddy was hooking up with slightly larger nymphs. Small hopper and dropper have also been working well in the trout arena. On the saltwater front, Jesse Males of 506Outdoors has been putting clients on some small yellowfin tuna. If you have never had the pleasure of hooking in to these little footballs you need to give it a try! Great fun on light

QUEPOS INSHORE / OFFSHORE REPORT By Benn Gilmour • Jackpot Sport Fishing

OFFSHORE REPORT This time of year is all about dorado (mahi mahi) here in Quepos! They are abundant not just in numbers but some of the world’s largest dorado are present along the Costa Rican Coast during the next couple of months. Many of our dorado can be caught just 8-10 miles offshore along the current breaks where debris gathers after our seasonal rains. This provides some great action for both serious anglers and novices alike. The long standing world record of 87lbs was caught in Costa Rica in September 1976, and every year 70lb plus fish make an appearance in Quepos. It is a real possibility that there could be another world record fish out there. On 16 November we have the DORADO DERBY which is being held for its second year at the Marina Pez Vela. Entry is open to all and costs just $250 to enter a team. Literally anyone can win this fun tournament which is based on the heaviest single fish. 52lbs was the largest dorado caught during the 2018 event out of the 47 competing boats. Hope to see you there for this 300lb Blue Marlin for Dominical resident years event! Kyle Vogeler aboard Good Day! We also get some world class blue marlin fishing at this time of year. Most of our blue marlin are in the 150-300lb class, with a few larger fish mixed in. Hotspots such as The Corner, The Crater, the drop offs close to Furuno Bank and the Bolsa are always a good bet for marlin. Find a floating tree or similar thirty miles offshore that is loaded with bonitos or small yellowfin tuna and you could be in for the marlin fishing experience of a lifetime!

INSHORE FISHING The quality of inshore fishing over the next couple of months will depend on the water clarity close to shore after the seasonal rains. When conditions are favorable there will be some large roosterfish to target along the rocks and islands close to Quepos in addition to cubera snappers, jacks, mackerel and other species. Snook can be targeted close to the rivermouths on calm days when the water is not too murky. Inshore conditions will improve by November and make way for some of the best inshore fishing of the year when the big schools of threadfin herring return. This is located between Turrialba and Siquirres, the entrance is by the road that connects these two villages. This lagoon is artificial and at the same time very new, but it is loaded with fish due to everything that already lived in the river reventazรณn. Everything that lowers it from the dam of the cachi and bonilla lagoons, makes a good structure of trees and rocks. Here we can fish guapotes morrudos, guapotes tigre, tilapias, crushes and even eels. The lagoon has several entrances where a 4x4 car is needed. The area can be fished from the shore, by kayak, and by boat. The only defect for my taste is that the changes of water levels are very drastic in a short time. This causes a cycled fish like the guapote, which is very territorial, to be affected in its habitation, reproduction and nesting. This lagoon has very large specimens, which helps preserve this paradise.

LOS SUENOS INSHORE REPORT

On July 1st while fishing the reef with Beth Sliker and friend Jhon, we hooked up with this Cubera. After a 20 minute fight we won when we got the giant fish to the boat. The best of it is that the beast got released and went back to his hole.

he fishing report for the Los Sueños area in Central Pacific met all of the expectations we had for catching nice big roosters. As a matter of fact, on July 9th we caught one of the biggest roosters, maybe the second biggest rooster that I have caught in 30 years, fishing around the Los Sueños area. That’s how good it has been for roosters this year. And it will probably keep this way throughout September and October because of the nice weather we have had this year, and the large amounts of bait around.

How about this jurassic monster rooster caught on June 9th for Mr. Brayn Casmarck. With a length of 84 inches it is the biggest rooster caught this year on Wing Man. Congrats to the angler on this one for a life time fish.

On the other hand, the cuberas have been baiting a bit better and we had days of five cuberas and ten roosters such as on July 29 for Rufus Wakeman and his son. The big amberjacks have also been showing up. Last month on Wing Man we caught the 11th goliath grouper in 3 years and recently had a big bait on a jack crevalle that an angler was fighting. Unfortunately, all of a sudden, a BIG JERK and we got the jack all bit up. Oh well, they’ll be there waiting for th our next trip. On June 15th Cold Watkins and his friends joined us for a day of fishing on the Wing Man. We went to the reef first thing in the morning and on the first drop we got broken off on the rocks for a big fish. On the second drop everybody was ready for the bite and as soon as we made it down BOOM the big fight began with what ended up being the 11th goliath grouper on Wing Man estimated at 220lbs. Congrats to Cold Watkins on his amazing catch.

lthough we’re in the middle of what use to be called the “off season” in Costa Rica, the fishing offshore of the Los Sueños Resort and Marina has been anything but “off.” The blue marlin bite on overnight trips well offshore on the seamounts seems to get better every month, with one boat releasing an unheard of 58 blues in 50 hours of trolling recently! You can’t expect those kinds of unbelievable numbers on every trip of course, but a “slow” day at the seamounts might see boats going 6/10, and that’s still spectacular fishing in anyone’s book.

Central Costa Rica is home to the hottest blue marlin action in the world from June through November, and these numbers prove that’s true. But even closer to home, the bite remains strong as well. Several charter boats fishing from the Los Sueños Marina on day trips have encountered multiple blue marlin bites, and two- and three- release days have happened with surprising regularity. That’s on top of the usual steady action with Pacific sailfish and a yellowfin tuna bite that goes on and on. Almost every boat in the fleet has decked a fat tuna or two for the table on every trip.

what can only be called the hottest billfish bite in the world. I know many of you read this and find it hard to believe, as I did before I experienced it. Come down to Los Sueños and see it for yourself and I’ll bet you’ll get hooked too!

reetings from the remote and beautiful waters of Drake Bay on the Southern Pacific Coast. As we move more into the rainy or “Green” season, expect the fishing to remain strong but the showers to be more prevalent. Unfortunately, this is typically a time when not many tourists visit Drake Bay. This is a shame because not only are the snook, snapper and tuna biting, but clients on board our boats are treated to a whale show. The magnificent Humpback Whale migration is something you don’t want to miss. If you have ever been scuba diving while the whales are here, it’s truly magical to hear their cries as these highly intelligent animals communicate with each other. As is our policy, we will be available for fishing on both the Reel Time and the Reel Escape for the month of September. We close in October as we head up to Marina Pez Vela to bottom paint the boats, and perform annual maintenance and safety checks. We will be back up and running for charters on November 1. For those of you who have fished with us in the past, you know we are passionate about keeping immaculate boats and gear. There has been plenty of bait around and that usually rings the dinner bell. Inshore, big roosters will still be hanging out at Matapalo and a live bonito just might hook you into one you can’t stop. Snapper will be hanging in deeper water as the inshore stuff might be clouded up by freshwater runoff. That doesn’t seem to bother the snook as long as bait is being flushed from the rivers along with silt. There is always a mixed bag of grouper, African pompano, jacks and such to keep anglers busy. A bonus is that the whales are in and are fun to watch with their calves. German Bustos has been head captain at Crocodile Bay Resort for the last dozen years after working on prestigious sportfishing boats all throughout Central America for nearly 20 years. He is one of the most requested captains at Crocodile Bay.

Bringing The Dead (Bait) Back To life

n case you don’t already know and do this, here’s a trick that can save a day in the absence of live bait. If you’re going bottom fishing and pinfish, sardines, pogies or the others are hard to find with a cast net or sabiki, hedge your bets by keeping a couple dozen fresh or frozen baits about the diameter of a softball, or larger, in the cooler. Even in freshwater, when live gizzard shad or skipjacks are nowhere to be found, a box of frozen baits can still entice catfish, striped bass and others. Dropping a whole dead bait down will get bites, but if you take a minute to “butterfly” them, these once dead baitfish come back to life in the current. No grouper or big snapper can resist them when presented properly. Grunts pinkies and seabass will hammer at it, and eventually get the hook, but grouper or anything else with a large enough mouth will simply inhale it. I’ve seen times when the bite would shut down, even with live bait, and a fresh butterflied beeliner (vermillion snapper) would get bit instantly. The two fillets of any given baitfish attached to the head, without the backbone and dorsal fins are just a little too much to resist for the big meat-eaters. Granted, it’s also big shark candy, but as Popeye would say, “You pays your money, you takes your chances.” Butterflying a bait is very simple. Anyone can go out and catch a pile of grunts, pinkies and seabass with small cut bait, but it’s no coincidence that the people who specifically go fishing for grouper are the ones that come home with the “brown fish” in the box. Don’t hesitate to butterfly a snapper or anything else you thought was once too large for bait. On the bottom, the smaller fish will hammer away at the two larger fillets, and out of nowhere a big gag

or red grouper will finish it off. A 1 ½-pound beeliner, pinkie or Spanish mackerel is the perfect candidate for this job. When you feel the little ones banging on it, sit tight and don’t set the hook. Wait for the big bite; there will be no question when it gets eaten instead of pecked at. Big butterflied mullet, spots and croakers are extremely effective inshore and nearshore for red or black drum. In freshwater, a butterflied bream, perch, crappie or other panfish is perfect for big catfish. To butterfly a bait, start at the tail and fillet each side up to just behind the head and out the gut area. Then grab the tail and break the backbone out just behind the head.
