s truckers we are face with many challenges away from home, family, lifestyle, rules and regulations. We all have a part in this economy of growth. Central Valley has been the center of “world food industry”. With out our truckers to deliver the products who then? With technology right on our heels, most people are now connected through Internet, and it is time for the trucking industry to take a serious look at the benefits of social media. As we move forward, let’s follow the rules, regulations, and ethics of the profession and make trucking respected, like it was before. In this edition, we will be covering technology. It has changed the face of the world, trucking industry is also changing with technology, in the way of communication. People are connected with social media, it is time for trucking industry to take a serious consideration to social media. As Latinos/Hispanics I would like to remember Cesar Chavez a farm worker who supported the passage of California’s Agricultural Labor Relations Act (first of its kind in the nation) which promised to end the cycle of misery and exploitation and ensure justice for the workers. I would like to mention our sister company is preparing for APNA Truck Show Tradex Abbotsford, BC June 13-14 mark your calendars. Applying Business Strategy in Trucking
B
usiness Strategy is the premier tool for management to drive a company forward in this competitive world. Many new trucking business owners mistakenly ignore the need of formulating a solid business strategy. They consider their years of driving experience as a replacement for having to worry about business strategy. Of course driving experience is an asset, but it is not a guaranteed Dara Nagra pass to be successful in the trucking business. Today, strategic planning has become more important to trucking companies because technology and competition have made the business environment less stable and less predictable. In order to survive and prosper, trucking companies need to take the time to identify the niches in which they are most likely to succeed, and to identify the resource demands that must be met. One other misconception about business strategy is that some people think strategic planning is something meant only for big businesses. It is equally applicable to small businesses. Strategic planning is matching the strengths of 6
the business to available opportunities. This is done effectively by collecting, screening, and analyzing information about the business environment. The business owners need to have a clear understanding of their business - its strengths and weaknesses. They need to develop a clear mission, goals, and objectives. Acquiring this understanding often involves more work than expected. Throughout the year, trucking business owners keep themselves occupied in managing the day to day business operations. The operational activities include but are not limited to: • Finding good, profitable loads or freight contracts • Ensuring return trips • Billing/Invoicing freight brokers • Managing cash flows (accounts receivable/payables) • Driver recruitment and retention • Payroll and incentives for staff • Equipment service and maintenance • Paper work, record keeping, permit renewals • Safety and Compliance issues • Technology infrastructure (computers, software) • Business Continuity (preventing and avoiding interruptions) The list can go on and on. ing the truck business owner’s mind, it is obvious that there is not enough time to think about strategy. But, what is Strategy? Strategy is the direction and scope of an organization over the long-term; which achieves advantages for the organization through its configuration of resources within a challenging environment, to meet the needs of markets and to achieve higher profits for the organization. In general, the company strategy answers the following questions: 1. Where is the business trying to get to in the long-term (Direction) 2. Which markets should a business compete in and what kinds of activities are involved in such markets? (Markets; Scope) 3. How can the business perform better than the competition in those markets? (Advantage)? 4. What resources (skills, assets, finance, relationships, technical competence, and facilities) are required in order to be able to compete? (Resources)? 5. What external, environmental factors affect the businesses’ ability to compete? (Environment)? 6. What are the values and expectations of those who have influence in and around the business? (Culture)? Strategy is a plan, a “how,” a means of getting from here to there. Strategy is a pattern in actions over time; for example, a trucking company that regularly markets very specialized and expensive freight transportation is using a “high end” strategy. Strategy is position; that is, it reflects decisions to offer particular products or services in particular markets. Strategy is perspective, that is the vision and direction a transportation company needs to take in order to establish its existence and to compete with other similar transportation companies. The starting point for a new business is to create an effective business plan. A business plan is a written document that describes a business, its objectives, its strategies, the market it is in and its financial forecasts. It has many functions, from securing external funding to measuring success within the business. Many people think that the only reason to develop a business plan is to convince potential lenders or investors to provide financial backing. This view is a little short-sighted. A well-developed plan provides a blueprint and step-by-step instructions on how to translate a business idea into a profitably marketed service. There are a number of key considerations that play an important role in shaping the contents of the business plan. These considerations include whether this is the first plan for a new business or business opportunity, or a plan that updates or supersedes an already existing plan. Obviously, the business’ position in its life cycle will have a significant impact on the type of planning that’s needed. An ongoing business might require a plan that relates primarily to a new market segment that it wants to enter. For example, in trucking it is easy to start with general freight, but, with experience a new business plan can be generated to cover some specialized freights like liquids, flat beds, hazmat or dangerous goods. The first half of the business plan is geared towards helping develop and support the business strategy. It covers the market, the industry, customers and competitors. It evaluates the strengths and weaknesses of each competing firm and looks for opportunities in the marketplace. All of these steps are largely aimed at helping to create a strategy for the business. The second half of the business plan is largely to execute APRIL / MaY 2015
the business strategy. The company services, marketing and operations should all closely tie in with the strategy. In today’s crowded marketplace, every business is probably going to have serious competition no matter how creative the business concept is. That is why the business plan needs to realistically identify where they will do things in similar manner as their competitors, where they will do things differently, where they have real strengths and where they have real weaknesses. Trying to run a major aspect of the business significantly better than competitors may be a very difficult challenge. Hence, it is often better to focus in planning on being different than the competition and competing with them less directly. This may lead the business owners to answer some strategic questions. The questions include: Is there a particular market niche to focus on? Is there a unique strategy to be adopted? Can the services be positioned differently? Are there any alternative sales or marketing vehicles? There is no harm in seeking professional help to develop a solid and executable business plan. The internet is a great tool with tons of information resources to guide you to develop this plan. The real value of creating a business plan is not in having the finished product in hand; rather, the value lies in the process of researching and thinking about your business in a systematic way. The act of planning helps you to think things through thoroughly, study and research if you are not sure of the facts, and look at your ideas critically. It takes time now, but avoids costly, perhaps disastrous, mistakes later.

a estrategia de negocios es el arma con más importancia para que una compañía progrese en este mundo lleno de competencia. Muchos negocios de camionaje ignoran, erróneamente, la necesidad de formular una estrategia de negocios sólida. Consideran sus años de vigencia en el negocio de camionaje como un repuesto a no tener que preocuparse por tener una estrategia de negocios. Claro que la experiencia en camionaje es una cualidad, pero no es un pase automático para llegar al triunfo en el negocio de camionaje. Hoy en día, el planear estratégicamente se ha convertido en algo más importante porque la competencia y la tecnología han fomentado un entorno de negocios menos estable y menos predecible. A fin de sobrevivir y prosperar, las compañías de camionaje deben tomar el tiempo de identificar los nichos que les ayudarán obtener el éxito además de identificar también las demandas de recursos que deben ser cumplidas. Otro concepto erróneo acerca de la estrategia de negocios es que algunas personas que la planificación estratégica es algo que nada más es relevante para las grandes empresas. La planificación estratégica consiste en concordar los atributos de una compañía con oportunidades. Esto es realizado efectivamente al colectar, detectar, y analizar información acerca del entorno del negocio. Los dueños de negocios deben tener un entendimiento claro de su negocio-sus puntos fuertes y débiles. Deben desarrollar una misión clara, metas y objetivos. El adquirir esta comprensión, muchas veces, requiere e involucra más trabajo de lo que se espera. Con todas estas actividades que ocupan el tiempo de las compañías de camionaje, es obvio que no hay suficiente tiempo para pensar en una estrategia concreta. Pero, ¿Qué es una Estrategia? La estrategia es la dirección y el alcance que tiene una empresa a largo plazo; lo que logra ventajas para la organización por medio de sus configuraciones de los recursos dentro de un entorno difícil o complicado, para satisfacer las necesidades de los mercados y lograr altas ganancias para la organización. En general, la estrategia de la compañía responde las siguientes preguntas: 1. A dónde quiere llegar el negocio a largo plazo? (Dirección) 2. En qué mercados debe competir un negocio y en qué tipo de actividades están involucradas en dichos mercados? (Mercados: Alcance) 3. Cómo puede un negocio desempeñarse mejor que sus competidores en esos mercados? (Ventajas) 4. Qué recursos (habilidades, bienes, finanzas, relaciones, competencia técnica y comodidades) son requeridas con fin de competir? 5. Qué factores de medio ambiente y externos afectan las habilidades del negocio para competir? (Entorno) 6. Cuáles son los valores y expectativas en aquellos que tienen influencia en y con relación en el negocio? (Cultura) La estrategia es un plan, un “como,” un medio de ir de un lado a otro. La estrategia es un patrón de acciones a lo largo del tiempo; por ejemplo, una compañía de camionaje que regularmente comercializa transporte de carga especializado y caro está utilizando una estrategia “de lujo.” La estrategia es posición, o sea, refleja las daciones de ofrecer productos particulares o servicios a mercados particulares. La estrategia es perspectiva, lo que es la visión y dirección una compañía de transporte necesita tomar con fin de establecer su existencia y competir con otras compañías de transporte similares. El punto de partida para un nuevo negocio es crear un plan de negocios efectivo. Un plan de negocios es un documento escrito que describe al negocio, sus objetivos, sus estrategias, el Mercado al que pertenece y sus pronósticos financiarías. La importancia de la segunda mitad del plan de negocio es en gran parta la ejecución de la estrategia de negocios. Los servicios, mercadeo y operaciones de una compañía tienen que estar cercanamente

relacionados con la estrategia. En el mercado competitivo de hoy en día, cada negocio probablemente va a tener competencia seria no importa que tan creativo el concepto de negocios sea. Es por eso que le plan de negocio debe ser realista con sus objetivos de cómo realísticamente identificar dónde y cómo harán las cosas similares como sus competidores, donde harán las cosas distinción, y donde se encuentran sus puntos débiles y sus puntos fuertes. El tratar de ejecutar un aspecto principal del negocio significativamente mejor que los competidores pude tornarse en un gran desafío. Por ende, es mejor enfocarse en planear ser diferente de la competencia y competir con ellos de una manera no tan directa. Esto puede ayudar a los dueños de negocios a responder ciertas preguntas estratégicas. Las preguntas incluyen: ¿Existe un mercado nicho en particular en que enfocarse? ¿Existe una estrategia única que debe adoptarse? ¿Pueden los servicios ser posicionados de forma distinta? ¿Existen tipos de venta alternativas o medios de mercadeo? No hay problema con buscar ayuda professional para desarrollar un plan sólido y ejecutable. El internet es una herramienta de gran valor con muchísima información y recursos para guiarle a formular un plan eficiente. El valor principal en crear un plan de negocios es no necesariamente tener el plan terminado a la mano, más bien, el valor reside en el proceso de encontrar fuentes de información y pensar acerca de tu negocio de una forma sistemática. El acto de planificación ayuda tomar muchos detalles en consideración de una forma minuciosa, estudiando y verificando fuentes de información si se duda en la veracidad de ciertos hechos, al igual de analizar tus ideas críticamente. Toma tiempo ahora, pero evita errores, que quizás puedan ser desastrosos, caros en el futuro.

reightliner has unveiled the result of its SuperTruck project, and it lives up to the name.
The tractor-trailer was developed in partnership with a five-year, $115 million Department of Energy program that challenged truck makers to improve big rig fuel economy by at least 50 percent, and match the funding by the same amount. Freightliner did that, and more. Its loaded 65,000-pound semi returned 12.2 mpg during a real world highway test, 115 percent better than the average truck on the road today. The SuperTruck features a hybrid drivetrain with an 11-liter diesel engine and electric motor. Most of its accessories, including the air conditioning are run off the battery, instead of belts attached to the engine. There’s a waste heat recovery system that uses the exhaust to generate additional electricity by boiling water like a power plant, and solar panels on the roof of the trailer that can fully run its climate control system on a sunny day. The computer-controlled transmission is connected to the navigation system and can plan its shifts ahead of changes in the terrain, even shifting into neutral to coast under certain circumstances, like when it’s cresting a hill. On the way down, the electric motor helps slow the truck down and charge the battery. And aerodynamic design also plays a key role in the SuperTruck’s efficiency. It has a laid back windshield, skirted wheels, and extenders on the side of the tractor that close the gap between it and the trailer, where the air can get very turbulent in conventional trucks. The grille automatically closes to streamline things even more, opening only when engine cooling is needed, while the suspension can lower the front of the truck at highway speeds. A newly-designed frame and lightweight materials used throughout its sleeper cab help reduce weight, and an on-demand steering assist system only draws power when the wheels are turned. The SuperTruck would save a typical long haul trucker around 10,000 gallons of fuel per year, which translates to over $28,000 at today’s prices, but it’s only a concept, and not destined for production as it is. However, Freightliner has already been integrating several of its features, like the smart transmission and some of the aerodynamic tweaks, into its latest products. 10

Kenworth Introduces Advanced Charge Start System
K
enworth announces advanced technology for enhanced protection against battery drainage. The system provides a dedicated engine start module and an inverter for increased performance. Kenworth also is announcing availability of a new inverter/charger option for easier battery recharging while parked. Also new is an automatic battery monitoring and engine startup for the Kenworth Idle Management System. Ultracapacitor-based Engine Start Module: Kenworth now offers the ultracapacitor-based Engine Start Module (ESM) as a factory-installed option for new Kenworth T680s and T880s. The engine start module provides dedicated power to start the truck. That frees the truck’s standard batteries to focus on powering accessory devices such as a laptop, microwave, refrigerator and television electronics in addition to the truck’s electronics and lights. The ESM is designed to start an engine in temperatures as low as minus 40 degrees Fahrenheit to a high of 149 degrees Fahrenheit, even when the batteries have low voltage. “The Engine Start Module has proven itself as a very capable solution for situations where starting reliability is critical,” said Kevin Baney, Kenworth chief engineer. “Kenworth is adding this technology so our customers can immediately benefit from this cost-effective option to reduce downtime and maintenance costs caused by low

voltage.” Kenworth dealers offer ESM as an aftermarket solution, as well. Inverter/Charger: Kenworth’s new, enhanced 1,800-watt inverter provides drivers with the convenience of AC power in the sleeper to efficiently run appliances, entertainment systems and other devices. “Inverters are really a popular option, and aid in driver comfort,” said Baney. “It’s so much more convenient to run everyday products on AC-power versus DC. The benefit is that drivers can operate more systems and devices with the inverter’s better performance in handling high-amp loads.” According to Baney, the inverter includes charging capability – something new that Kenworth is offering. “You can plug the truck into shore power at a truck stop, at home, or at a terminal and run all your hotel loads while charging the batteries,” he said. “A control panel in the sleeper provides on/off switching, plus battery status.” The inverter is mounted on the rear wall in the sleeper storage compartment – giving clear toolbox access and additional outlets through the toolbox door. The new inverter is optional for the Kenworth Idle Management System with the T680 76-inch sleeper. Kenworth Idle Management System Auto Start and Stop: The Kenworth Idle Management System is a battery-based auxiliary power unit (APU) system for air conditioning integrated directly into the Kenworth T680’s ducting system. It is designed to keep the cab and sleeper comfortable for up to 10 hours. An optional fuelfired heater provides full engine-off heating capability.

D
ispatching is an integral process of every trucking logistics operation. The business’ success lies on the efficiency, maintainability and effectiveness of the dispatching techniques. The dispatching cycle of a freight order begins with the confirmation of a purchase order. The various tasks which are required to be performed during the full life cycle of a freight order are: 1. Receiving the Order 2. Assigning the Order 3. Managing the Order 4. Billing the Order 5. Closing the Order In the last article for Desi Trucking, I discussed the importance of receiving an order for any carrier company. This article is focused on assigning the freight order. A dispatcher’s role in determining the right equipment and driver to match the requirements of an order contributes towards the ultimate success and profitability rate of the order. The equipment can be a pick-up & delivery (P&D) truck, or a full tractor-trailer combination. In each case, the dispatcher must ensure that the trailer is suitable for loading, unloading and carrying the load. Consideration has to be given for government regulations, equipment profiles, driver’s profiles, fleet status, and outside carrier company contacts. Government Regulations: As the trucks use public roads, they are governed by federal as well as provincial legislature. These regulations ensure that trucks operate safely. Also, the trucks haul freight for virtually every other industry, so to some extent fall under the regulatory purview of these other industries; for example, livestock hauling comes under regulations on the handling of animals, and the 14
transport of nuclear wastes comes under dangerous goods handling regulations. Some trucks cross jurisdictional boundaries, meaning their operators come into contact with different rules and tax regimes as they vary from government to government. The dispatcher needs to be aware of all such rules and regulations. There are government guidelines on how many hours the drivers can drive continually and how many hours of complete rest is required. When scheduling drivers, the dispatcher needs to consider these factors when making decisions. He/she must ensure that the driver has sufficient hours available to move the load to its final or intermediate destination by its due date and time. This consideration reduces the probability of accidents. Equipment Profiles: The dispatcher needs to possess a thorough understanding of all the equipment (trucks and trailers). The regular maintenance schedules like emission tests, brake checkups, oil and lube change, transmission checkups and sticker/plate renewals must be considered before scheduling any equipment for any order. The equipment needs to be compliant with the freight’s requirements. Specialized freights like produce, chemicals, liquid, medicine or automobiles need to be assigned with appropriate equipment. Knowledge of specialized equipment like reefers, drop decks, flat beds and tank containers helps in determining the proper match of equipment with freight. Driver’s Profiles: The dispatcher needs to know all the driver’s profiles. What specialized certification they possess? When are their driver’s licenses due for renewal? Do they have an up to date drug test certificate? Are they eligible to travel across borders? Do they have any personal preferences like short haul vs. long haul? What is their vacation schedule? dangerous goods or inflammable materials can only be assigned to those drivers who are fully trained and certified to handle those goods. All the drivers must be treated fairly when assigning the loads based on their experience, commitment, specialized skills and personal preferences. Fleet Status: The dispatcher needs to keep a close eye on all of the fleet. What is the status of existing orders? How many orders are ready to be dispatched at a particular time? How many trucks are on the road? What truck, trailer or driver is currently available to be assigned for dispatch? The knowledge of the current status of different equipment and drivers can prevent conflicts in dispatching. Partner Carrier Company Profiles: The dispatcher needs to be aware of all of their partner carrier companies. A contact list of all these companies needs to be maintained. In the situation where the dispatcher’s own resources are completely booked, these contacts can be approached for outsourcing the loads. Policies and procedures on who to contact should already be in place. The rate and payment terms should be negotiated up-front. Insurance coverage as well as partner carrier’s authorities and permits needs to be verified for full compliance and coverage. The knowledge and responsibility of a dispatcher is the key determinant factor in the successful execution of a freight order. Keeping customers informed about the latest status of their freight and providing them with an accurate ETA (estimated time of arrival) is very important. El ciclo de envió de una orden de carga comienza con la confirmación de una compra de orden. Las diversas tareas las cuales son requeridas a realizarse durante el ciclo completo de vida de la orden de carga son: 1. Recibir la Orden 2. Asignar la Orden 3. Gestionar la Orden 4. Facturar la Orden 5. Cerrar la Orden En el último artículo para Desi Trucking, repase la importancia de recibir una orden para cualquiera compañía de portador. Este artículo se enfoca en como el proceso de cómo se asigna la orden de carga. La responsabilidad del despachador es determinar el equipo correcto y al conductor adecuado para emparejarlos con los requisitos de una específica orden que juntos contribuyan hacia el éxito y máximas ganancias de la orden. El equipo puede contar de un camión estilo pick-up o de uno de carga y envión (P&D), o una combinación de tractor y camioneta. En todos los casos, el despachador debe asegurarse que el tipo de camión sea apropiado para cargar y descargar la carga. Cargas especializadas tales como las de químicos explosivos, bienes peligrosos, o material inflamable sólo puede ser asignado a aquellos conductores que estén completamente calificados y entrenados para manejar esos tipos de carga. Todos los conductores deben ser tratados justamente cundo se les asigne una carga basada en su experiencia, compromiso, habilidades específicas y preferencias personales. Estatus de Flota: El despachador necesita mantener su atención detallada en toda la flota. ¿Cuál es el estatus de las órdenes existentes? ¿Cuantas ordenes está listas para ser enviadas a cierta hora? ¿Cuantos camiones están actualmente en carretera? ¿Qué camión, remolque o conductor está actualmente disponible para ser asignado a despacharse? El saber la situación actual de los diferentes conductores y el diferente equipo disponible puede prevenir el conflicto de despachar. Perfiles de contactos de compañías socias: El despachador necesita estar consiente de los contactos de compañías socias. Una lista de contacto de todas estas compañías debe ser mantenida. En la situación donde los recursos del propio despachador estén completamente reservados, estos contactos pueden ser contactados para subcontratar las cargas. - Sonia Nanda What is the Heavy Highway Vehicle Use Tax (HVUT)? The Heavy highway Vehicle Use Tax is a fee assessed annually on heavy vehicles operating on public highways in the United States at registered gross weights equal to or exceeding 55,000 pounds. How do you file to pay for the HVUT? You must complete the Form 2290 with all the required information and submit it along with the payment to the Internal Revenue Service (IRS) before the deadline. Do you have to file the Form 2290? You must file Form 2290 and Schedule 1 if you have a registered taxable highway motor vehicle with a taxable gross weight of 55,000 pounds or more. The tax has to be paid by the person in whose name the highway motor vehicle is registered under the law of the state or province.

Do I need to register to complete the Form 2290? You must be registered with the IRS and have an Employer Identification Number (EIN) to complete the Form 2290. When do you have to file the Form 2290? The Form 2290 must be filed for the month the taxable vehicle is first used on public highways during the current period. The current period began on July 1, 2013, and will end on June 30, 2014. The form has to be filed by the last day of the month following the month of the first use. Are there any vehicles that are exempt from the HVUT? Below is a list of the vehicles that are exempt from the HVUT: • Commercial vehicles that are travelling less than 5,000 miles in a year • Vehicles that are not considered highway motor vehicles such as mobile machinery for non-transportation functions, vehicles specifically designed for off highway transportation • Agriculture vehicles that are travelling less than 7,500 miles in a year What is the tax amount for each truck? The tax is based on the taxable gross weight in pounds. The tax ranges from $100 per year for a vehicle that has a weight of 55,000 pounds plus $22 for each 1,000 pounds in excess of 55,000 pounds up to a maximum of $550 for a vehicle that weighs over 75,000 pounds. Can you request an extension of time to file and pay? An extension of time to file can be requested before the due date of the return. A written request has to be sent to the IRS
explaining in detail the cause of the delay. An extension of time to pay the tax would have to be requested separately if the payment is not made before the deadline. Are there any penalties for being non-compliant? Yes, there are penalties for not complying with the HVUT requirements. The penalty for not filing the Form 2290 by the deadline is equal to 4.5 percent of the total tax due assessed on a monthly basis up to five months. If you do not make the HVUT payment on time, there is an additional penalty of 0.5 percent of total tax due. Additional interest charges of 0.54 percent per month are also accrued. In addition to these federal monetary penalties, your local state will suspend the registration of your vehicles if you do not provide proof of HVUT payment. Is there a situation when you can you claim a credit? Yes, you can claim a credit for tax paid on a vehicle if it was sold, destroyed, transferred or stolen and you have no intent to use the vehicle during the left over tax period. Supporting documents will be required when you file a claim with the name to whom and when you sold the vehicle. Foxx has been trying to convince lawmakers to pass a long-term extension of the transportation funding measure, but lawmakers have been struggling to come up with a way to pay for a new round of infrastructure spending. Transportation Department officials said Monday that Foxx would unveil a new version of the Obama administration’s Grow America Act at an event hosted in Washington by Politico. The Obama administration suggested earlier this year that lawmakers should approve a four-year, $478 billion transportation bill that would mostly be paid for with revenue gained from taxing corporate oversees profits. Lawmakers have largely ignored the proposal, although Republicans have said they would be open to the tax reform recommendations if participation from companies is voluntary instead mandatory. he California Department of Transportation (Caltrans) will be installing many more modern roundabouts on the State Highway System for their proven safety and operational advantages over other types of intersection control, such as traffic signals or all-way stops. In many cases, slowing down to 15 to 20 miles per hour to travel in a roundabout will make travel faster, because there is not the extended wait times at a signal, but the most important benefit of roundabouts is safety. Compared to other types of intersections, there is a 76% reduction in injury crashes and a 90% reduction in fatal crashes according to a study by the National Cooperative Highway Research Program. Not all traffic circles are modern roundabouts, which are de28

signed to be small to slow down traffic. They are only about 100 feet to 200 feet across from curb to curb. Some of the larger, old traffic circles are rotaries built in the 1950s. These large circles allow high speeds and therefore do not experience the safety benefits of the newer roundabouts. Likewise, some of the smaller traffic circles in residential neighborhoods and shopping centers may not have the characteristics of a modern roundabout or be designed for trucks. A motorist approaching a roundabout first experiences a splitter island that will slow traffic and direct motorists towards the right. Traffic entering a roundabout yields to any traffic already in the roundabout. When clear, the motorist then turns right and travels in a counterclockwise direction. Roundabouts can be found at freeway interchanges, urban areas, and highspeed rural locations. There are currently only 24 roundabouts on California highways, compared to a total of 4,000 across the United States. However, there are many roundabout projects in the works, and the number on California highways is expected to double in the next three years, with many more planned. Some of the newest roundabouts on California highways can be found on State Route 145 at Jensen Avenue south of Kerman, State Route 246 at Purisima Road east of Lompoc, and State Route 1 and Simpson Lane in Fort Bragg. Roundabouts are particularly safe for pedestrians because of the slow speed of traffic and the need to cross only one direction of traffic at a time. Bicyclists can travel either through the roundabout with other vehicles or on the extra wide sidewalks designed as a multi-use path. All roundabouts on California highways will be designed to accommodate trucks, either STAA or California Legal trucks depending on the designation of the route. However, they will also be designed to accommodate the known oversize loads unless an alternate route is readily available. Key to accommodating trucks is the truck apron, which allows offtracking of the rear wheels. There is a low curb at the truck apron, but the curb can be designed to be especially gentle for loads such as livestock. Each roundabout is designed for the specific type of traffic in it, and it is important for the engineers to know the types of vehicles and loads that will

be moved through them. For oversize loads, signs may need to be removed, or the curbs driven over. Roundabouts can have a single lane or more. Where there are multi-lane approaches, trucks many need to straddle lane lines to negotiate the roundabout. Where truck volumes are high, the roundabout will be designed so that the truck will be able to stay within its own lane. One major advantage for truck drivers is that U-turns can be accomplished in a roundabout. That would be an impossible feat in a typical intersection. While all traffic has to slow down approaching a roundabout, often there is no need to stop, which helps reduce wear and tear on vehicles. Caltrans is interested in getting feedback from the California Trucking Association, trucking companies, or any other interested parties who will travel through the roundabouts to make sure that their needs are accommodated. In the Fight Against Human Trafficking, Why Truckers? By Lyn Thompson
W
hen working on a strategy to fight human trafficking, one of the first steps should be to determine which groups of people have the greatest opportunity to spot human trafficking as it is happening. In other words, who could serve as the primary surveillance? When it comes to this crime, those front-line people include such groups as medical personnel, who treat victims in medical clinics; service personnel in local neighborhoods (such as postal workers, and cable, electrical, and water providers), who come by homes on a regular basis and would notice if something unusual was going on; restaurant and hotel personnel, who might see trafficking taking place in their establishments; and members of all segments of the transportation industry, including airport employees, because traffickers are continually transporting victims to sell them in a variety of places. Truckers Against Trafficking (TAT) began as an initiative of Chapter 61 Ministries in 2009 to work with the trucking industry, because it’s 7-million strong. Truckers are trained to be extremely observant. The trucking industry is composed of people already entrusted with caring for other people’s goods, which speaks to the character of the industry when it comes to caring for others—especially when the interest of others might be in trouble. Members of the trucking industry are everywhere, covering the entire United States. Lastly, traffickers wanting to make fast money 32
often target truckers at truck stops and rest areas (because they’re everywhere and easy to reach right along highways) to sell their victims. This is evidenced by the number of victims rescued from truck stops by the FBI. The members of Chapter 61 Ministries believed that if the trucking industry were empowered with education and equipped with tools to fight human trafficking, they would be quick to mobilize against this crime. They could do their part to see victims recovered and perpetrators arrested. Members of the trucking industry could be everyday heroes in the course of their jobs and make a significant impact against the criminal activity of human trafficking. Perhaps they might even have a greater impact than the average person, because of their mobility and training. They were a critical front-line group to recruit. Using tools such as an informational website (www.TruckersAgainstTrafficking.org), on-demand webinars, a trucking-industry-specific training DVD, wallet cards with signs to look for and questions to ask, and social media accounts (Facebook and Twitter), TAT began making contacts throughout the trucking industry to build relationships and state the case for trucking members to join the abolitionist movement. TAT also began having a presence at major trucking shows as well as providing free presentations wherever requested by members of the trucking industry. The trucking APRIL / MaY 2015
industry began responding positively. By 2011, TAT had grown so much and was making such an impact in the industry that it needed to become an independent 501(c)3 non-profit organization in order to sustain its efforts. Members of the trucking industry, who had witnessed the prostitution of women and minors at various places throughout the United States for years but who had not known what it was – forced prostitution and modern-day slavery – began calling the National Human Trafficking Resource Center (NHTRC) to report what they were seeing. Polaris Project, which runs the hotline, reported that calls from truckers rose substantially between 20092014. Between Dec. 7th, 2007, when the hotline began and Sept. 30, 2014, the NHTRC received 996 calls from truckers. Major travel plaza and truck stop organizations joined TAT by making a commitment to train their employees with TAT materials and to
make those materials available for trucking customers across the United States. Truck-driving schools, national and state trucking organizations, trucking companies – both large and small –individual truckers, trucking organizations of all types, and trucking media have also joined forces with TAT. TAT works to create relationships between state and federal law enforcement and members of the trucking industry through half-day events called coalition builds. These events provide a more effective localized response to human trafficking by gathering law enforcement agencies (state, federal and local) and local anti-trafficking resources (task forces and local non-governmental organizations) in the same room with key industry stakeholders, including general managers of truck stops and representatives of state trucking associations and carriers. Using TAT materials, the Motor Vehicle Enforcement division of the Iowa APRIL / MaY 2015
Department of Transportation has created a model for other states to follow in working with the trucking industry. They place TAT materials in their state scale sites, state rest areas, and state truck stops. They are also working with major carriers in the state to train their employees with TAT materials. Why truckers? Watching the TAT training DVD readily answers that question. With one phone call, a trucker who saw some under-aged girls working a truck stop not only facilitated the recovery of those girls, but also that of seven other minors. Thirty-one offenders were arrested and a 13-state prostitution ring was broken. Training and working with front-line responders in the United States in the fight against human trafficking is a strategy that can and does yield big results … and members of the trucking industry are some of the leading front-line responders.

xperts and successful exercisers reveal the top tips and tricks they use to get the most from their fitness routines. Getting and staying fit can be a challenge. For many of us, it’s hard just to get up off the couch. So what’s the secret of people who have managed to make exercise a way of life? Be Consistent Chase Squires is the first to admit that he’s no fitness expert. But he is a guy who used to weigh 205 pounds, more than was healthy for his 5’4” frame. “In my vacation pictures in 2002, I looked like the Stay Puft Marshmallow Man at the beach,” says the 42-yearold Colorado resident. Squires decided enough was enough, cut out fatty food, and started walking on a treadmill. The pounds came off and soon he was running marathons -- not fast, but in the race. He ran his first 50-mile race in October 2003 and completed his first 100-miler a year later. Since then, he’s completed several 100-mile, 50-mile, and 50k races. His secret? “I’m not fast, but I’m consistent,” says Squires, who says consistency is his best tip for maintaining a successful fitness regimen. “It all started with 20 minutes on a treadmill,” he says. “The difference between my success and others

who have struggled is that I did it every single day. No exercise program in the world works if you don’t do it consistently.” Follow an Effective Exercise Routine The American Council on Exercise (ACE) recently surveyed 1,000 ACE-certified personal trainers about the best techniques to get fit. Their top three suggestions: • Strength training. Even 20 minutes a day twice a week will help tone the entire body. • Interval training. “In its most basic form, interval training might involve walking for two minutes, running for two, and alternating this pattern throughout the duration of a workout,” says Cedric Bryant, PhD, FACSM, chief science officer for ACE. “It is an extremely time-efficient and productive way to exercise.” • Increased cardio/aerobic exercise. Bryant suggests accumulating 60 minutes or more a day of low- to moderate-intensity physical activity, such as walking, running, or dancing. Set Realistic Goals “Don’t strive for perfection or an improbable goal that can’t be met,” says Kara Thompson, spokesperson for the International Health Racquet and Sportsclub Association (IHRSA). “Focus instead on increasing healthy behaviors.” In other words, don’t worry if you can’t run a 5K just yet. Make it a habit to walk 15 minutes a day, and add time, distance, and intensity from there. Use the Buddy System Find a friend or relative whom you like and trust who also wants to establish a healthier lifestyle, suggests Thompson. “Encourage one another. Exercise together. Use this as an opportunity to enjoy one another’s company and to strengthen the relationship.” Make Your Plan Fit Your Life Too busy to get to the gym? Tennis star Martina Navratilova, health and fitness ambassador for the AARP, knows a thing or two about being busy and staying fit. Make your plan fit your life, she advises in an article on the AARP web site. “You don’t need fancy APRIL / MaY 2015
exercise gear and gyms to get fit.” If you’ve got floor space, try simple floor exercises to target areas such as the hips and buttocks, legs and thighs, and chest and arms (like push-ups, squats, and lunges). Aim for 10-12 repetitions of each exercise, adding more reps and intensity as you build strength.
Be Happy Be sure to pick an activity you actually enjoy doing, suggests Los Angeles celebrity trainer Sebastien Lagree. “If you hate weights, don’t go to the gym. You can lose weight and get in shape with any type of training or activity,” he says. And choose something that is convenient. Rock climbing may be a great workout, but if you live in a city, it’s not something you’ll

be doing every day. Watch the Clock Your body clock, that is. Try to work out at the time you have the most energy, suggests Jason Theodosakis, MD, exercise physiologist at the University of Arizona College of Medicine. If you’re a morning person, schedule your fitness activities early in the day; if you perk up as the day goes along, plan your activities in the afternoon or evening. “Working out while you have the most energy will yield the best results,” Theodosakis says. Call In the Pros Especially if you’re first getting started, Theodosakis suggests having a professional assessment to determine what types of exercise you need most. “For some people, attention to flexibility or to balance and agility, may be more important than resistance training or aerobics,” he says. “By getting a professional assessment, you can determine your weakest links and focus on them. This will improve your overall fitness balance.” Get Inspired “Fitness is a state of mind,” says fitness professional and life coach Allan Fine of Calgary, Alberta, Canada. One of Fine’s tricks to get and stay motivated is to read blogs or web sites that show him how others have been successful. “Who inspires you?” he asks. Be Patient Finally, remember that even if you follow all these tips, there will be ups and downs, setbacks and victories, advises Navratilova. Just be patient, and don’t give up, she says on the AARP web site: “Hang in there, and you’ll see solid results.”

inco de Mayo—or the fifth of May—commemorates the Mexican army’s 1862 victory over France at the Battle of Puebla during the Franco-Mexican War (1861-1867). A relatively minor holiday in Mexico, in the United States Cinco de Mayo has evolved into a celebration of Mexican culture and heritage, particularly in areas with large MexicanAmerican populations. Cinco de Mayo traditions include parades, mariachi music performances and street festivals in cities and towns across Mexico and the United States.

In 1861 the liberal Mexican Benito Juárez (1806-1872) became president of a country in financial ruin, and he was forced to default on his debts to European governments. In response, France, Britain and Spain sent naval forces to Veracruzto demand reimbursement. Britain and Spain negotiated with Mexico and withdrew, but France, ruled by Napoleon III (18081873), decided to use the opportunity to carve a dependent empire out of Mexican territory. Late in 1861, a wellarmed French fleet stormed Veracruz, landing a large French force and driving President Juárez and his government into retreat. Certain that success would come swiftly, 6,000 French troops under General Charles Latrille de Lorencez (1814-1892) set out to attack Puebla de Los Angeles, a small town in east-central Mexico. From his new headquarters in the north, Juárez rounded up a rag-tag force of 2,000 loyal men—many of them either indigenous Mexicans or of mixed ancestry—and sent them to Puebla.

Today, revelers mark the occasion with parades, parties, mariachi music, Mexican folk dancing and traditional foods such as tacos and mole poblano. CONFUSION WITH MEXICAN INDEPENDENCE DAY Many people outside Mexico mistakenly believe that Cinco de Mayo is a celebration of Mexican independence, which was declared more than 50 years before the Battle of Puebla. That event is commemorated on September 16, the anniversary of the revolutionary priest Miguel Hidalgo y Costilla’s famous “Grito de Dolores” (“Cry of Dolores”), a call to arms that amounted to a declaration of war against the Spanish colonial government in 1810.
Led by Texas-born General Ignacio Zaragoza (1829-1862), the vastly outnumbered and poorly supplied Mexicans fortified the town and prepared for the French assault. On May 5, 1862, Lorencez drew his army, well provisioned and supported by heavy artillery, before the city of Puebla and led an assault from the north. The battle lasted from daybreak to early evening, and when the French finally retreated they had lost nearly 500 soldiers. Fewer than 100 Mexicans had been killed in the clash. Although not a major strategic win in the overall war against the French, Zaragoza’s success at Puebla represented a great symbolic victory for the Mexican government and bolstered the resistance movement. Proper inflation is the answer. So… what is proper inflation? How do I inflate a tire correctly? How do I keep my tires properly inflated?

Understanding Air Pressure DETERMINING CORRECT INFLATION Grabbing an air hose and inflating a tire to 100psi does not give you a properly inflated tire. And letting hot air out of a tire to decrease air pressure does not mean you have correct inflation. Proper inflation is based on your load, type of tires and adding the correct air pressure based on the temperature of the tire. Let’s take a look at determining correct tire inflation. Your cargo weight determines who much load is on each axle. If your load varies it is best to use the higher weight. The axle load weight determines how much air pressure is need in the tire to make it work properly. Under inflation allows the tire to flex too much and creates tire destroying heat. Every tire manufacture has a load and inflation chart. You can find them on the internet or your local

Tires that are hot inside will not give an accurate inflation pressure. It is best to adjust your air pressure after the truck/trailer has been parked for several hours, or better yet been sitting overnight. The outside temperature and the temperature inside the tire should be the same. This is what is meant by adjusting your air pressure “cold”. Generally it takes about 20 minutes to check an 18 wheeler and should be done once a week or as need if loads change. KEEPING YOUR TIRES INFLATED PROPERLY Get a professional quality tire gauge and calibrate it regularly. Know the loaded weight on each axle for your particular haul. Adjust the tire pressure based on the tire manufacture’s load/ inflation chart. Adjust air pressure “cold”. After the truck/trailer has been idle for 3 or 4 hours. Make sure dual tires have the same psi. Or at least within 5psi of each other. Check tires for premature wear, leaks or damage. Use a spray bottle with soapy water to check for leaks. Did you know the tire pressure changes as you drive? The heat generated by the tires flexing and contacting the pavement increases the tire’s inside air temperature. If the tires have been properly inflated this is normal and you should not adjust the air pressure at this time. Knowing the proper inflation PSI, the correct temperature to get proper inflation and spending 20 minutes a week can increase your profits and keep you out of the tire shops. UAL ES EL INFLADO CORRECTO DE MIS NEUMATICOS? Neumáticos que no están inflados apropiadamente son la causa más común del porque los neumáticos se deterioran prematuramente. Puedes evitar el reemplazo temprano y costoso de neumáticos con un poco de tiempo y sabiduría. El inflar apropiadamente es la respuesta. Así que.. ¿Cuál es el método apropiado de inflar? ¿Cómo se infla un neumático correctamente? ¿Cómo mantengo mis neumáticos inflados apropiadamente? DETERMINANDO EL INFLADO CORRECTO Utilizar una pipa de aire e inflar un neumático a 100psi no te proporciona un neumático inflado apropiadamente. Y el permitir que aire caliente salga de un neumático para disminuir la presión de aire no significa que vayas a tener un inflado apropiado. Un inflado apropiado es basado: por la carga, el tipo de neumáticos y la cuestión de añadir la presión adecuada de aire basada en la temperatura del neumático. Veamos como determinar el inflado correcto de un neumático. El peso de la carga determina cuanto peso existe sobre cada eje. SI la carga varia, es mejor utilizar el peso mayor. Psi representa las libras por pulgada cuadrada de presión. La presión del aire cambia según la temperatura. La tabla del fabricante del neumático está basado en la temperatura del ambiente en donde este lo que es aproximadamente 70 grados Fahrenheit. Más en lo mencionado al último. INFLANDO LOS NEUMATICOS Determina la marca de tus llantas, al igual que el estilo y tamaño y visita el sitio de web del fabricante para chequear la tabla. Ahora, lo único que necesitas es inflar las llantas. Pero, ¡Espera! No es tan simple. Los fabricantes recomiendan que chequees la presión de los neumáticos antes de conducir cuando éstos estén con temperatura templada. Los neumáticos que estén calientes por dentro no mostrarán un número de presión de aire exacto. Es más beneficiario ajustar la presion de aire después de que un camión de carga ha estado estacionados por varias horas, o mejor aún, si ha estado sin conducir por toda la noche. La temperatura de afuera y la de adentro del neumático debe ser la misma. Esto es a lo que se refiere cuando se dice ajustar la presion a “frio.” Generalmente, toma como 20 minutos chequear un camión de carga de 18 ruedas y debe hacerse una vez por semana o como sea necesario dependiendo los cambios de las cargas. Cesar Chavez

exican-American Cesar Chavez (1927-1993) was a prominent union leader and labor organizer. Hardened by his early experience as a migrant worker, Chavez founded the National Farm Workers Association in 1962. His union joined with the Agricultural Workers Organizing Committee in its first strike against grape growers in California, and the two organizations later merged to become the United Farm Workers. Stressing nonviolent methods, Chavez drew attention for his causes via boycotts, marches and hunger strikes. Despite conflicts with the Teamsters union and legal barriers, he was able to secure raises and improve conditions for farm workers in California, Texas, Arizona and Florida. Born in Yuma,Arizona, to immigrant parents, Chavez moved to California with his family in 1939. For the next ten years they moved up and down the state working in the fields. During this period Chavez encountered the conditions that he would dedicate his life to changing: wretched migrant camps, corrupt labor contractors, meager wages for backbreaking work, bitter racism. His introduction to labor organizing began in 1952 when he met Father Donald McDonnell, an activist Catholic priest, and Fred Ross, an organizer with the Community Service Organization, who recruited Chavez to join his group. Within a few years Chavez had become national director, but in 1962 resigned to devote his energies to organizing a union for farm workers. A major turning point came in September 1965 when the fledgling Farm Workers Association voted to join a strike that had been initiated by Filipino farm workers in Delano’s grape fields. Within months Chavez and his union became nationally known. Chavez’s drawing on the imagery of the civil rights movement, his insistence on nonviolence, his reliance on volunteers from urban universities and religious organizations, his alliance with organized labor, and his use of mass mobilizing techniques such as a famous march on Sacramento in 1966 brought the grape strike and consumer boycott into the national consciousness. The boycott in particular was responsible for pressuring the growers to recognize the United Farm Workers (ufw; renamed after the union joined the afl-cio). The first contracts were signed in 1966, but were followed by more years of strife. In 1968 Chavez went on a fast for twenty-five days to protest the increasing advocacy of violence within the union. Victory came finally on July 29, 1970, when twenty-six Delano growers formally signed contracts recognizing the ufw and bringing peace to the vineyards. APRIL / MaY 2015
That same year the Teamsters’ union challenged the ufw in the Salinas valley by signing sweetheart contracts with the growers
there. Thus began a bloody four-year struggle. Finally in 1973, the Teamsters signed a jurisdictional agreement that temporarily ended the strife. Believing that the only permanent solution to the problems of farm workers lay in legislation, Chavez supported the passage of California’s Agricultural Labor Relations Act (the first of its kind in the nation), which promised to end the cycle of misery and exploitation and ensure justice for the workers. These promises, however, proved to be short-lived as grower opposition and a series of hostile governors undercut the effectiveness of the law.

After 1976 Chavez led the union through a major reorganization, intended to improve efficiency and outreach to the public. In 1984 in response to the grape industry’s refusal to control the use of pesticides on its crops, Chavez inaugurated an international boycott of table grapes. For thirty years Chavez tenaciously devoted himself to the problems of some of the poorest workers in America. The movement he inspired succeeded in raising salaries and improving working conditions for farm workers in California, Texas , Arizona, and Florida . “Dream What We Can Become and Rejoice”, César E. lot of my clients often ask whether a lease or a loan for their upcoming equipment purchase, is a better option for them. There are advantages and disadvantages to both. It really depends on each individual or company making the purchase, and the circumstances surrounding it.

Arrendamiento o Préstamo?

uchos de mis clientes preguntan con regularidad si un arrendamiento o préstamo para su siguiente compra de equipo, es mejor opción para ellos. Existen varias ventajas y desventajas para ambas opciones. Realmente depende en cada individuo o compañía que esté haciendo la compra y las circunstancias que le rodeen. Con un arrendamiento, la compañía arrendataria compra el equipo y éste es registrado bajo el nombre de la compañía arrendataria. El conductor o compañía luego realiza pagos en mensualidades por el uso del equipo. Una compañía arrendataria puede contar con restricciones en el equipo, tales como: no permitir alteraciones del equipo o restricciones en el kilometraje. También existe el valor residual al final del arrendamiento. El valor residual representa la cantidad por la cual el vehículo puede comprarse en su totalidad al concluir el término del arrendamiento. El vehículo puede volver a ser arrendado y existen opciones para que el vehículo vuelva ser devuelto a la compañía arrendataria. Al regresar el equipo el valor residual podría tener que ser garantizado o una posible penalización podría ser impuesta. Trabajando con conductores diariamente, encuentro que la mayoría de ellos prefiere un arrendamiento contra un préstamo regular. Sin embargo, personalmente no quiero restringir el conducir o impedir el trabajo de un conductor de cualquier manera. Añado un valor residual de $1 para evitar restricciones y poder pagar el equipo en su totalidad. El conductor es compensado totalmente al final del arredramiento y se marchan con su equipo pagado en su totalidad. Esto permite a que los conductores trabajen el tiempo que deseen hacerlo y la cantidad de trabajo que quiera realizar está a su disposición. El reclamar el GST en una suma complete es una ventaja a comparación de un préstamo tradicional, pero si apenas puede cubrir el préstamo y no cuenta con ningún recurso para sobrevivir, quizás sea mejor opción continuar ahorrando dinero antes de hacer cualquier 46
compra grande de equipo. Reclamando el GST no es un remedio rápido para una situación financiera difícil. Puede que sea solamente una solución temporaria para no sobre gastar y el mal manejo de sus finanzas. Vivo y trabajo en Vancouver, en el área de BC y trato, primordialmente, con conductores del área de BC. Nuestro impuesto de ventas Harmonized Sales Tax o HST por sus siglas en ingles fue removido en abril del 2013, lo cual trajo varios cambios con el prorrateo en BC que afectaron a conductores que poseían préstamos tradicionales. Específicamente, un impuesto de término de salida fue impuesto. No fue tan obvio hasta ahora que los conductores están ocupados trabajando en primavera y verano y no hubo recortes en el prorrateo de sus específicos préstamos. Ahora, con las condiciones del invierno vigentes, algunos conductores les gusta tomar tiempo fuera del trabajo para sus vacaciones. Recortan su nivel de prorrateo y colocan seguro de almacenaje en su equipo. Si el equipo cesa de ser prorrateado, podrían ser sujetos a un impuesto de salida de 7 % del precio devaluado de la compra del equipo. Si el equipo es arrendado, no está sujeto a este impuesto de salida. Si el equipo es primordialmente utilizado en el área de BC, o si está registrado fuera de BC, entonces el equipo no está sujeto a este impuesto de salida. Aquellos con préstamos tradicionales pueden hallarse pagando $10,000 en equipo nuevo sólo para poder registrar sus niveles de prorrateo. Si cambia flotas, asegurase de conseguir un nuevo nivel de prorrateo ese mismo día, o el día siguiente para evitar pagar el impuesto de salida. En BC, llame a la oficina de seguro de prorrateo antes de considerar cancelar sus niveles, y su agente le brindara asesoría. Sé que mis clientes están bien protegidos del impuesto de salida por medio de arrendamientos que no son sujetos a este tipo de impuestos. Así que si busca comprar cualquier tipo equipo, es importante discutir esto con su contacto financiero o institución financiera para averiguar cuál es su mejor opción. Cada situación y cada cliente son distintos; así que discuta lo que es mejor para USTED, ya sea un préstamo o arredramiento, o incluso pagar todo al contado. Les aconsejo a mis clientes discutir con sus contadores también antes de tomar cualquier decisión de compra.
