The Truth About Obama & Trump’s Record on HBCUs
In my discussions over the years, I have come to note that there are many Blacks who are upset, angry, or disappointed in what they express as what former President Barack Obama did or did not do. Initially, I’d respond viscerally in his defense. What I heard them say is, “Barack didn’t do anything for us.” This sentiment is held by more than you think. I’d respond by stating, “He was not the President for Black people; he was the President for all of America. He is a staunch Constitutionalist. He believes in the Constitution, and that if we grasp and embrace it as it is written, we can really achieve equality for all.” I happen to agree with his stance. The topic often referred to was what he didn’t do for the Historically Black Colleges and Universities (HBCUs).
So, let’s examine this notion that he did less for us as a group within America. Last week at the DNC on Thursday, I was reminded by D.L. Hughley of that ongoing conversation when he shared how he had taken on the rhetoric of others who said
Kamala Harris was not good for Blacks and that she had locked up brothers, just as they blame former President Bill Clinton for the imbalance of incarcerated brothers in prison after his massive 1994 federal crime bill was put into place. But that’s another discussion for another time. Let’s stay the course here.
So, Hughley says, "I have to admit I didn’t always believe that (referring to the idea of Kamala Harris being good for America). I made assumptions about Kamala’s record. And I often repeated them to a lot of people. Then one day Kamala invited me to her house. She put her hand on my shoulder, and she asked me to do some research, something I had never done, something a lot of people I know
had never done before. Imagine attacking someone’s character without a single Google search. So, I did what I should have done in the first place. I learned that she had done for us exactly what she promised to. I believe that your apology should be as loud as your accusation, and I’m here apologizing in front of the whole damn world. I am. I was wrong. I was wrong and I’m so very glad I was wrong. That future, ladies and gentlemen, is possible, but only if we elect Kamala Harris as the 47th president of the United States of America.”
Obama, who was totally disrespected by former President Donald Trump, who obviously had not researched Obama’s American birth, religion, etc., as he was campaigning. Trump mischievously began to question Obama’s birthplace aloud in television interviews. “I’m starting to think that he was not born here,” he said at the time. It was not true in 2012, when he took to Twitter to declare that “an ‘extremely credible source’” had called his office to inform him that Obama’s birth certificate was “a fraud.” And you know the rest.
But here’s what I want you to know ... because I did my research.
Both Obama and Trump made significant contributions HBCUs, each in different ways.
President Obama:
During his presidency, Obama invested over $4 billion in HBCUs. This funding was directed towards improving student success, facilities, and research capacities at these institutions. His administration also reinstated year-round Pell Grants, which benefitted many HBCU students by providing federal aid for summer courses.
President Trump:
Trump signed the FUTURE Act in 2019, which permanently allocated an additional $255 million annually for minority-serving institutions, including $85 million specifically for HBCUs. He also enacted the HBCU PARTNERS Act, which required federal agencies to make their grant programs more accessible to HBCUs and moved the White House Initiative on HBCUs to the Executive Office of the President to elevate its visibility. Trump's administration provided significant COVID-19 relief funds to HBCUs, helping them remain operational during the pandemic.
While Obama’s administration focused on long-term investments and structural support, Trump’s approach involved direct funding and increased visibility through legislative actions. Both administrations made meaningful contributions, though their impact may be assessed differently.
The key takeaway is to base opinions on verified facts rather than assumptions. Understanding the full scope of each president's contributions to HBCUs can provide a clearer picture of their impact.

Donald Trump’s Standing in the 2024 U.S. Presidential Race
As of today, Donald Trump remains a central figure in the 2024 U.S. presidential race, continuing to assert his dominance in the Republican primary. Despite facing multiple legal challenges, Trump won easily in the Republican primaries, with the results consistently placing him far ahead of his rivals. His base of support within the Republican Party has proven resilient, showing little sign of wavering even as he battles numerous legal controversies. Trump dominated Florida Governor Ron DeSantis, who was initially seen as his most serious competitor, as well as former South Carolina Governor Nikki Haley, who was Trump's fiercest critic during the primaries.
Trump’s support primarily comes from a loyal base of voters who are drawn to his populist, anti-establishment message. This base has remained steadfast, even in the face of ongoing legal challenges and controversies. His influence within the Republican Party continues to shape the political landscape, with many GOP candidates and officials either aligning themselves with Trump or avoiding open criticism.
In terms of fundraising, Trump has successfully tapped into his strong base
of small-dollar donors. His campaign has managed to raise substantial sums, which are crucial for maintaining his campaign infrastructure and ensuring a robust media presence.
Trump is also facing multiple legal battles, including criminal indictments related to his handling of classified documents and efforts to overturn the 2020 election. Passwords for an NPD database were "inadvertently published" on a sister site, according to KrebsOnSecurity. The breach, which also includes addresses and birthdates for millions of Americans, was revealed in a proposed class-action lawsuit. The complaint states that a cybercriminal group attempted to sell the information on the dark web for $3.5 million in April. Given the magnitude of the breach, experts recommend that anyone concerned should freeze their credit.
What does this mean?

Additionally, she will need to defend her record as Vice President, especially on contentious topics like the southern border, inflation, and the broader economy. Walz, the Governor of Minnesota and Harris's running mate, also faces challenges, particularly in raising his national profile. While well-known in Minnesota, Walz lacks the national recognition of other political figures. His background as a former teacher, military veteran, and governor could work in his favor, but the campaign will need to introduce him effectively to voters across the country. His pledges focused on boosting manufacturing, reopening coal mines, and reviving domestic steel production. But did he succeed?
Auto Industry:
Trump pushed for changes to the North American Free Trade Agreement (NAFTA), leading to the renegotiated United States-Mexico-Canada Agreement (USMCA). This deal aimed to encourage more auto production within the U.S. by setting new rules for automobile manufacturing, including higher wage requirements and increased domestic content. While the agreement did prompt some shifts in production, the industry contin-
ued to face significant challenges, including the global semiconductor shortage and the industry's pivot towards electric vehicles, both of which impacted production and jobs.
Coal Industry:

Determined Attendees Stand Firm Outside Democratic Convention Venue for Pivotal Moment
On Day 4 of the Democratic National Convention, a dramatic scene unfolded outside the United Center. As credentialed attendees prepared to witness what many anticipated as a historic party nominee acceptance speech, the venue reached full capacity by 6:30 PM. Despite the announcement that no more individuals could enter, long lines of hopeful attendees persisted well into the evening.*
By 8:30 PM, the lines had not diminished. Attendees, surrounded by war-related protesters, remained steadfast in their determination to experience what could only be described as one of the most historic moments in American democracy. CNW was on the ground to understand why these individuals chose to stay and wait. Two stories stood out, which we found heartwarming and too good not to share.
Robert Avery, a dedicated Democrat for 60 years, shared his perspective on the significance of the moment.
“This is kind of a big deal right here," he said. "I would liken it to when Barack Obama became the nominee. I was there in Denver when that happened, and of course, I want to be here for this moment too. Hope is never lost. I’m going inside the arena no matter what—even if the convention is over. This would be my sixth convention, and I’m determined to get in. My role in life is to vote and be active in the process.”
Sonya Jenkins, a filmmaker, author, and journalist, shared her reflections on the convention.
"I’m a content creator and filmmaker, and I had to be here. Although I could have stayed home as a virtual correspondent for my publication, Sonya Spotlight, I wanted to be with the people. The convention has been very inspirational so far. I found some of the speeches both moving and humorous, particularly the way the Democrats addressed their opponents. The appearance of Tony Goldwyn felt like watching television, which added to the surreal experience," she said.

UNCF’s 80th Anniversary Celebration Continues with Chicago’s 41st Annual Walk for Education
As part of its 80th anniversary celebrations, the United Negro College Fund (UNCF) is set to host the 41st Annual Walk for Education in Chicago on September 7, 2024. The event will take place at 8 a.m. at Burnham Park, Grove 7, located at South DuSable Lake Shore Drive and 39th Street.
The event will feature a 5K walk/fun run and a 10K bike/skate course, giving participants multiple ways to contribute to a meaningful cause. The Walk for Education is a vital fundraising event that helps support Historically Black Colleges and Universities (HBCUs) and the students they serve through donations from individuals, corporations, and group donors. Last year alone, UNCF awarded 541 scholarships to students in Illinois, underscoring the impact of these efforts.
Toni Preckwinkle, President of the Cook County Board of Commissioners, will once again serve as Honorary Chair for this year’s event. She will be joined by Ramonski Luv, a well-known radio personality from FM Omni-Channel Radio, who will serve as the event’s emcee. Advocate, scholar, and aspiring veterinarian Amara Harris will lead the walk as Grand Marshall.

Some Chicago Businesses Feel Burned by the DNC
Despite the Democratic National Convention (DNC) drawing significant attention inside the United Center and on television, the event did not translate into a financial boon for Chicago’s businesses. Instead, the Loop, once bustling with office workers, became notably empty, impacting local restaurants and other businesses. Many business owners described the week as a “bad week” for their establishments.
The city had anticipated some disruption due to past DNC turbulence and protests, including those related to the Israel-Palestinian conflict. This led many to avoid the downtown area during the convention, fearing potential unrest.
While Chicago was prominently featured as the host city for the DNC last week, with Mayor Brandon Johnson and the Democratic Party receiving praise for a largely smooth event, the convention highlighted a significant issue. The approximately 50,000 attendees enjoyed vibrant parties at the United Center, Navy Pier, and throughout the city, but their presence did little to benefit downtown businesses.
According to the Chicago Tribune, many local businesses reported substantial losses. Brad Alaoui, Chief Operating Officer of Roanoke Hospitality, which operates The Roanoke restaurant, noted, “We lost around 60 to 70% of our lunchtime business. The Loop was a real ghost town. It was scary how slow it was.”
The City’s push to raise Chicago’s profile while managing potential disorder from protests led to advice for workers to stay home, which inadvertently hurt restaurants and stores that rely on their regular clientele.
Zach Flanzman, Chief Operating Officer of Brown Bag Seafood Co., commented, “For us, it was mostly a bad week,” explaining that the absence of regular office workers left restaurants struggling. Although Brown Bag’s locations in Lincoln Park and Roscoe Village saw above-average sales, the uptick didn’t compensate for the losses in the Loop.

On the flip side, hotel owners benefitted somewhat from the influx of convention-goers. Nabil Moubayed, General Manager of the InterContinental at 505 N. Michigan Ave., reported strong occupancy due to the convention, although not as high as anticipated. “Our overall occupancy was quite strong throughout the week because of the convention, although we probably had stronger numbers than many other hotels,” Moubayed said.
The Sable at Navy Pier, managed by Robert Habeeb, saw a high occupancy rate of 85% after renting out rooms not needed by the convention to the public. Habeeb acknowledged the outcome, saying, “It’s not the complete sellout we hoped for, but we’ll take it.”
Restaurants near the United Center experienced profitable weeks by catering to convention-related events. Maxwells Trading, for instance, closed its doors to the public and rented out its space for DNC-related events, including a convention watch party. Joshua Tilden, a co-owner, commented, “Chicago’s history of protests has provided knowledge and insight on how things can go sideways, so we decided the best way to navigate this was to find one client. It ended up being a lot of fun.”
However, the street closures around the United Center also hurt nearby businesses, and some owners questioned whether city planners could have done anything differently.
Overall, the DNC showcased Chicago to the world but left some local businesses grappling with significant challenges during the event.

Team USA Olympians joined the program, including 2x Olympic medalist skateboarder Jagger Eaton, mountain biker Kate Courtney, and track and field gold medalist Michael Johnson. Eaton, Courtney, and Johnson have journeyed with LA28 through the Games, each with a custom-designed LA28 emblem released in July. Black Men React to the DNC
As the Democratic National Convention (DNC) concluded, attention shifted to the reactions of Black men who observed the event. While it’s wellknown that Black women form a crucial support base for the Democratic Party, the perspectives of Black men are often less highlighted. Although Black voters generally lean toward the Democratic ticket, the increasing number of Black men identifying as conservative, moderate, or independent could potentially influence the election’s outcome. To gain insight into these evolving viewpoints, CNW reached out to several Black men for their perspectives about the DNC this past week. We focused on their impressions and memorable takeaways from the convention rather than on their party affiliations. Here’s what they had to say:
Jeffery Beckham Jr., an artist and non-profit CEO, was wowed by the DNC. "Not only was the setup and execution great, but the speeches were awe-inspiring," he said. "My favorites of the week were certainly President and First Lady Obama. I believe the 'Do Something' moniker will be as powerful as 'Yes We Can.' This Convention was exactly what the Democratic Party needed to not only fire up an already motivated base but also create bridges to inde-
pendent voters and the undecided. After watching both conventions, is there even a question of which America you want to be part of? I don’t think so. I’ll take the Democrats’ message of inclusivity, joy, civility, and strength."
M. Sykes, a father, self-proclaimed patriot, and creative, said several speeches stood out to him. "Michelle is always great and delivers as expected, and so did Barack, but Michelle was the better Obama that night. Kamala delivered on all the points that I wanted to hear from her. I love how she supported Israel yet was able to follow that with a promise of hope and peace within the Palestinian community. She also made sure to single out Hamas without referring to Palestine. The family whose son is being held hostage by Hamas was very emotional as a parent. That being said, surprisingly, the Republicans, specifically Jeff Duncan, were most significant to me. He spoke to protesters outside his house because he would not overturn the election for Trump, and his son reminded him that he’d never be wrong for doing the right thing. Jeff also reminded Republicans that if they voted for Kamala, they were not Democrats but Patriots for doing so. That resonates with me because it encompasses my feelings towards Trump and his rhetoric."
Reyahd Kazmi, a non-profit executive,
consultant, and Democratic strategist, said he felt inspired after the convention. "I’m ready to do everything it takes to get VP Harris elected," he said. "I’d be speechless if a single person left that convention thinking VP Harris and Gov. Walz are the wrong ticket to win in November. What stood out most to me is the number of Republican leaders and elected officials at both federal and local levels who spoke out about voting for Kamala Harris and not voting against Donald Trump. They juxtaposed the two candidates, emphasizing why Trump is BAD for not only their party but for America, and why they wholeheartedly support the Vice President. The speeches from everyday Americans who were impacted by the lack of reproductive freedoms and the senseless killings caused by assault weapons also resonated deeply. First Lady Obama, as usual, tore down the house! She eloquently threw warranted shade while intelligently backing it up with facts, evidence, and real talk. How she used the Vice President’s mother’s quote of 'Do Something' throughout her speech was remarkable—a homage to the VP’s mom and to the VP herself."
Sgt. Buzz Kennedy, an independent voter, said he skipped tuning in to the DNC's programming. "I slept through it," he said. "The Democratic Party is not for me. Black people have been, in my

On August 7, 2024, we sat down with Pritzker to discuss his approach to the anticipated challenges, ensuring that Chicago's streets remain safe and that the spirit of democracy shines brighter than any disruption.
This election is one for the history books. Vice President Kamala Harris’s nomination as the first woman of color to lead a major party’s presidential ticket is a milestone for both the Democratic Party and the nation. It comes in a post-pandemic world where voters are grappling with issues of healthcare, economic recovery, social justice, and inflation, all set against a backdrop of deep political polarization—not to mention the recent assassination attempt on former President Donald Trump. The stakes couldn’t be higher as America navigates this generational shift, with younger voters demanding action on climate change, student debt, and equity.
This election has been foretold as a battle for the future of democracy itself. With debates over voting rights, election integrity, and the rule of law at the forefront, the outcome of November’s vote will reverberate for generations. The changing face of the electorate—driven by increasing numbers of Black, Latino, and Asian-American voters—only adds to the significance of this moment.
In true CNW fashion, we’ve been thorough in our coverage. This special edition will not only highlight the speakers who took the stage but also amplify the voices of those who attended, the reactions of viewers across the nation, and the pressing issues that surround this critical election. The theme “We the People” echoed through every speech, every chant, and every moment—reminding us that democracy is not just an ideal but a lived experience, shaped by each of us.
As we reflect on the convention’s final day, one striking image stands out: attendees dressed in white. This powerful symbol honored the suffragists who fought for women’s right to vote, marking the 104th anniversary since the ratification of the 19th Amendment. The sea of white was more than a tribute; it was a statement that the fight for equality continues, now embodied in Harris’s historic candidacy.
While many speeches deserve mention and viewing, I want to highlight the impact of current President Joe Biden’s speech. His decision not to seek re-election is a rare instance in modern U.S. history. Biden’s announcement came on July 21, 2024, approximately 107 days before the November 5, 2024, election. This situation echoes a similar decision made by President Lyndon B. Johnson, who announced on March 31, 1968, that he would not seek a second full term. Johnson’s announcement came about seven months before the 1968 presidential election. Both instances underscore the profound impact such decisions can have on the political landscape, reshaping campaigns and influencing party dynamics during pivotal election years. It’s important to note that Hubert Humphrey successfully became the nominee at the DNC and later lost the election to President Richard Nixon. So, while it may seem like a smooth transition, Biden's speech, in our opinion, is symbolic of a changing-of-the-guard narrative that is not common in U.S. politics.
As we reflect on his speech, here are some of our editorial staff’s reactions.
President Biden’s Convention Speech
In his address, Biden began by expressing deep gratitude for his family, specifically mentioning his daughter Ashley and his wife Jill, whom he described as his source of strength and inspiration. He emphasized the importance of family and reaffirmed his commitment to serving the American people with integrity and dedication.
Biden highlighted his vision for the future, recalling his inauguration during a turbulent time marked by political violence and a pandemic. He stressed that the past four years have been characterized by significant progress, including economic recovery, job creation, and improved healthcare access.
Key Achievements and Goals:
- Economic Progress: Biden noted the administration's accomplishments, in-
cluding record job creation, economic growth, and reduced inflation. He emphasized the focus on rebuilding American manufacturing and infrastructure.
- Healthcare: The administration succeeded in reducing prescription drug costs and expanding health insurance coverage.
- Climate Action: Biden highlighted significant investments in clean energy and environmental protection through climate legislation.
- Education: Efforts to increase Pell Grants and support Historically Black Colleges and Universities (HBCUs) were emphasized, along with initiatives to make college more affordable.
Critique of Opponents:
- Donald Trump: Biden criticized Trump’s presidency, particularly his handling of public safety, border issues, and foreign policy. He underscored Trump’s failures and inaccuracies, contrasting them with his own administration’s achievements.
"Look, we’ve seen how former President Trump failed to deliver on key promises. He didn’t do a damn thing on infrastructure. He talked a big game, but when it came to getting things done, he was all talk and no action," Biden said. "But we’ve been making real progress. Under my administration, we’ve passed the largest infrastructure bill in American history. We’re rebuilding our roads, bridges, and public transit systems. This is what leadership looks like—not just promises, but results that make a difference in people’s lives."

Are you the one in your relationship who always bends and never wins the argument? Does your partner consistently manage to make a point that shuts you down? Would you like to win an argument for a change? I can help—but I won’t. Not because you're not one of my favorite people; in fact, it's quite the opposite. It's because I care.
In relationships, there’s no such thing as a “won” argument. When communication reaches the point where dialogue has devolved into name-calling and adversarial tactics, you’ve both lost. No one is listening, and what lingers after the fight are negative soundbites—or texts that you regret not deleting sooner, only worsening the situation.

Partners actively listen with empathy, striving to understand each other's perspectives. Not everyone has an MBA in public relations, so disagreements are completely natural. At some

point, we all let our egos overrule our better judgment and forget to stick to reason. Here are a few simple steps to improving communication with your partner: Listen with the intent to understand: Even in a shouting match—which neither of you should engage in—there is important information being shared. Listening can help both of you understand each other better. So, stay quiet and hear them out. Ask for the same courtesy. Use your inside voice.
Put yourself in their shoes: Imagine if their concerns were yours. How would you like to receive the information you're giving? Can you relate to their point of view? If so, express that. But avoid throwing it back at them, e.g., “I remember when you did the same to me.”
Think before you speak: Often, we’ve already prepared our rebuttal before our partner has even finished talking. How can you truly listen to their point of view if you’re preoccupied with your response? This behavior only fuels a cyclical argument, wasting energy that could be spent on finding a solution—or making up.
Check your ego: Someone who truly cares about you should be able to offer constructive criticism without you feeling offended and losing your temper. Take responsibility where it’s warranted, and be willing to apologize.
These points are valuable in all types of relationships. Effective communication is essential, and it's crucial to approach disagreements with empathy and understanding rather than a desire to win. Any relationship is a gift, providing us with opportunities for growth.

Sweltering temperatures have Chicagoans second-guessing going outside. The late August heat comes just as schools return from summer break. Schools have canceled outdoor activities and urged parents to send their students to class with full bottles of water. Parents even received email reminders to prepare their kids for school and assured parents their children's classrooms were equipped with air conditioning for their comfortable return.
Feeling the Burn NOW
Air quality has meandered between moderately unhealthy and “unhealthy for sensitive groups”. When there is extreme heat, ground-level ozone, also known as smog, can result in respiratory distress. The government-funded website AirNow.gov identifies sensitive groups as “people with lung disease such as asthma, children and teens, older adults, and people who are routinely active outdoors for six or more hours a day.” Black and Indigenous Americans have some of the highest
rates of asthma of any ethnic group. Extreme heat and elevated air pollutants create a significantly increased risk.
Some areas are hotter than others. But why?
The urban heat island effect is a term often used to describe parts of Chicago that are hotter than others. Areas with greater impermeable pavement, concrete, and buildings are hot spots across the city. On average they can be 8 degrees Fahrenheit hotter than other surrounding areas. Trees help keep communities cool. During the day, moisture in vegetation reflects the heat and trees provide shade by directly preventing sunlight from hitting other surfaces.
Why does it seem hotter at night time? Shouldn’t it cool off when the sun goes down?
Evening heat can be just as dangerous as daytime temperatures. Some pavements during the daytime absorb heat and release it at night. Asphalt and concrete can reach up to 180 degrees Fahrenheit in direct sunlight according to a report authored by Mariana Zafra
on climate change published in Reuters.
Night-time temperatures impact sleep
Recent studies have correlated increased evening temperatures with loss of sleep. Tossing and turning not only keeps you up but makes you hotter, experts say. For homes without air conditioning, keeping cool takes a little bit of effort.
Drink lots of water - staying hydrated through the day will help your body regulate its temperature at night
Ditch the heavy linen - invest in cotton bed linen and ditch textiles that are synthetic because they can easily hold heat.
Try a zero-proof libation - alcohol consumption can contribute to dehydration.
Sleep somewhere else - the bedroom may not be the coolest place to sleep, so take your pillow and rest in the coolest area of your home. Cool off before bed - take a cool shower before lying down and avoid toweling off to air dry.

In 2023, the Oregon legislature launched the Early Literacy Success Initiative to help all students learn to read, as only 46% of students read proficiently by the end of grade 3. To support the initiative, the Children’s Institute (CI) partnered with the Regional Educational Laboratory Northwest (REL Northwest) to compile accessible, evidence-based resources to support this effort and strengthen literacy practices for young children.

Why focus on birth to grade 3? Early experiences shape the foundation for all future learning, with critical brain development occurring before age five. When

Evidence-based early literacy resources REL Northwest compiled vetted resources to support early literacy from ages 0–3 and preschool to grade 3. For children ages 0–3, these resources include interactive reading apps, early literacy games, and parent-child reading guides. Educators and parents can integrate these strategies into home visiting programs, early intervention services, and community-based programs. For older children in preschool and elementary school settings, the resources include guided reading materials, phonics-based learning tools, and literacy assessment guides.
For example, How Parents and Families Support Oral Language and Vocabulary provides research-based strategies,
example texts, and real-life vignettes that parents and families can use to develop oral language skills in infants, toddlers, and preschoolers, including those from diverse linguistic backgrounds. Another resource, A Kindergarten Teacher’s Guide to Supporting Family Involvement in Foundational Reading Skills, helps teachers support families in practicing foundational reading skills at home as a companion to the recommendations for classroom instruction. These resources address the unique needs and challenges faced by students, including students from low-income families, English learner students, and students with disabilities.
Children’s Institute published these resources on a custom web page designed for families, caregivers, practitioners, and policymakers to access and use practices linked to improving student outcomes. The resources are presented in a user-friendly format with clear instructions and explanations.
Policy context and future directions
The shift toward identifying literacy skills on the zero-to-grade-3 continuum reflects a growing recognition of the
importance of early childhood education. This approach aligns with national trends and funding opportunities, emphasizing the need for comprehensive early literacy strategies. By thinking beyond the traditional PreK–3 continuum, Oregon is positioning itself as a leader in early childhood education reform. The infusion of state funding into early literacy initiatives, particularly the Early Literacy Success Initiative, opens new possibilities. By leveraging this funding, educators and policymakers can adopt and integrate these tools and strategies into their existing frameworks, ensuring that every child in Oregon can develop strong literacy skills from the earliest age.
By creating a more equitable education system that empowers all children to reach their full potential, this initiative aims to improve early literacy and foster a sense of shared responsibility and commitment to the future of our children and our communities. Lessons learned can or should inform efforts throughout the country and inspire action on early literacy.

State Distributes $5.5 Million
to Cannabis Entrepreneurs
as Equity Efforts Continue in Illinois
Governor J.B. Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) have unveiled the recipients of $5.5 million in loans through the second round of the Cannabis Social Equity Loan Program. This announcement follows the results of the state’s disparity study, which indicated that access to capital is the primary challenge for social equity entrepreneurs.
Approximately $22 million was allocated in the first round of funding to 33 license holders from the craft growers, infusers, and transporters—constituting a little over 10 percent of all licensees. However, there have been few updates regarding the pathway to becoming operational, aside from the state's Excel tables found on the Cannabis Regulation Oversight Officer’s website. According to available resources, less than a quarter of craft growers and infusers have been able to open their doors. Transporters appear to be faring better, with 35 percent of licensees operational, but that still leaves a staggering 108 transportation operators high and dry.
State Representative Sonya Harper (D-6th) released a statement highlighting the challenges of social equity resource allocation following Pritzker’s announcement. She believes there is still significant work needed to achieve genuine social and economic equity in the medical, recreational, and hemp sectors.
"My district is still waiting for licenses, dispensaries, and disbursement of grant money from programs funded by cannabis tax revenue," Harper said. "I look forward to collaborating with my colleagues in the General Assembly to ensure that the state fulfills its promises to these communities with regard to equity in the cannabis industry and the agricultural sector as a whole.”
The initiative provides 23 of the over 170 licensed dispensaries with $240,000 each in Direct Forgivable Loans (DFL) funded by the State of Illinois. In total, the state has distributed $27.5 million to 56 of the state's legal businesses. The evaluation of applicants prioritized factors such as social equity status, financial need, available resources, and progress toward
operational readiness. Edie Moore, co-owner of Sway dispensary, is opening a second location with her partners in South Shore and commented on the initial rounds of capital, saying they were botched and delayed.
“The next round of $40 million will be for all types of licenses. The need is much greater now because there are additional dispensaries and a dried-up capital market. This is the first time dispensaries have received state funds, but many weren’t qualified for various reasons,” Moore said.
The program was available for social equity Conditional and Adult Use Dispensing Organizations licensed by the Illinois Department of Finance and Professional Regulation (IDFPR), specifically those that received their licenses before the July 2023 dispensary license lottery.
“The Cannabis Social Equity Loan Program is actively reshaping the cannabis industry by strengthening businesses, creating jobs, and boosting economic growth,” remarked Lt. Governor Juliana Stratton. “However, the impact of these investments goes beyond business development. We are demonstrating a tangible commitment to equity, removing barriers and promoting inclusivity in the cannabis sector.”
Stratton’s office also manages the Restore, Reinvest, and Renew (R3) program, though grantees have raised concerns about untimely disbursements and a lack of transparency.
“Licensed social equity cannabis dispensaries throughout the state are now benefiting from loans offered by the State of Illinois,” DCEO Director Kristin Richards noted. “This Direct Forgivable Loan Program is the latest in a series of initiatives aimed at promoting equity in Illinois' expanding cannabis market.”
Erin Johnson, Cannabis Regulation Oversight Officer, emphasized the administration's commitment
to equity in the cannabis industry.
“We are dedicated to reducing barriers and ensuring individuals from all backgrounds across Illinois have the opportunity to participate in the most equitable cannabis industry in the country,” he said.
Senate Majority Leader Kimberly A. Lightford (D-4th) affirmed the significance of the loans, stating, “Social equity dispensaries have a real opportunity to succeed in our state by benefiting from this Direct Forgivable Loan program. The State of Illinois is committed to reducing barriers to entry into the cannabis industry and supporting communities that have historically suffered from disinvestment.”

Griddled Halloumi with Watermelon & Breadcrumbs
We promised to introduce you to a wider variety of salads, and this is our last one for the summer, so check it out because it’s a keeper. And it’s a mouthful—full-flavored and textured, making it sexy and delicious. This salad has a great interplay of textures, temperatures, and flavors. Toss together juicy watermelon, salty cheese, crispy breadcrumbs, capers, almonds, and mint, and ooooh wee, it’s on… mouthwateringly good.

Ingredients
- 750g (1 whole) watermelon
- 2 small shallots, very finely sliced
- 100ml extra virgin olive oil, plus extra for brushing and to serve
- 4 tsp white balsamic vinegar
- 300g halloumi, sliced
- Good squeeze of lemon juice
For the breadcrumbs
Steps
1. Cut the watermelon into cubes or slices and transfer to a bowl with the shallots. Add 4 tbsp extra virgin olive oil and the balsamic vinegar, then season with fresh black pepper. Cover and refrigerate for about 15-20 mins.
2. Heat the remaining oil in a frying pan. Fry the breadcrumbs until golden. Add the garlic, chili, and capers, and cook for another minute, then toss in the almonds. Remove from the heat, add the torn mint (it will wilt slightly), and taste. It will be quite salty, but the watermelon won’t be, so you’ll get a good contrast.
- 75g slightly stale country bread, crusts removed, blitzed into coarse breadcrumbs
- 1-2 cloves garlic, finely chopped
- ½ medium red chili pepper, halved, deseeded, and chopped
- 2½ tbsp capers, rinsed
- 50g blanched almonds, toasted and chopped
- Small bunch of mint, leaves picked, half of them torn
3. Brush the halloumi with a little oil and heat a griddle pan. Griddle the cheese on both sides until just starting to melt but still holding its shape, with nice golden griddle marks. Toss the cold watermelon and shallots with the remaining mint leaves and some salt. Divide between four plates, or pile onto a platter. Place the hot halloumi on top. Squeeze over some lemon juice and top with the breadcrumb and caper mix. Serve immediately.
