The Erosion of Unbiased Journalism

Recently, at the Chicago News Weekly office, we discussed the responsibility of journalists. This topic arises frequently because, as we watch and listen to the news, we often witness journalists presenting their personal biases on various issues. This becomes especially evident during elections. I feel uneasy about this trend, even though I write an opinion column. When I present a perspective, I support it with facts, inviting you to think about or consider the points I raise. In our profession, this approach is called "slant," which refers to a particular point of view.

Our responsibility as journalists, however, is to report, capture, and discover news. We gather information from police reports, citizens, notifications, and investigations sparked by curiosity, then share this information with the public to inform them about events that may impact their daily lives. These foundational skills are taught to future journalists to prepare us to research, write, edit, and file news stories, features, and articles from a factual, unbiased standpoint. The work of journalists appears across various platforms, including television, radio, magazines, journals, newspapers, and social media, in both print and online formats. As journalists, we write and assemble news stories that will interest our specific audience.

Reporting:

In retrospect, to provide an overview of my observation, it's necessary to highlight the newsmen from the 1960s through the 1990s—figures like Ron Cochran, David Brinkley, Walter Cronkite, Peter Jennings, Tom Brokaw, Max Rob-

inson, the first Black national television anchor, and Ed Bradley, the first Black host of "60 Minutes." These journalists reported the news without sharing or even hinting at their personal opinions. We had no idea who they favored or how they intended to vote. They were never viewed as expressing personal views, offering opinions, or taking passionate positions on candidates, issues, or legislation. They reported the news to inform the public, allowing people to use that information to make their own choices. They provided factual information without bias or personal perspective.

This brings me to our role as journalists: to report unbiased facts—a concept that might seem like an oxymoron. Facts are simply what they are. For example, you are either Black, White, or another race, such as multi-racial or brown. There are no alternative facts. Perspective is a different viewpoint and can be stated as such, but a fact is a fact.

As we engage in discussions, we must remind ourselves that “We are not the source; we are the reporters!” as Cheryl Mainor Norman, the publisher of CNW, once said.

Today's world of media is so personalized that it has become an expectation, especially among the youth, who now wield the power of "cancel culture." If they know which side you're on, they can "cancel" you.

The attitude that it is acceptable to cancel those whose opinions or points of view differ from yours is not very American. We used to be able to express our positions openly. In fact, we had debate courses offered in high school and college, and even debate teams. The art of debate was built upon rules and etiquette, enabling participants to present arguments based on supportive facts and to listen and respond appropriately

and respectfully to each other’s points of view.

A famous debate between William F. Buckley, a leading conservative intellectual, and James Baldwin on the motion “The American Dream is at the Expense of the American Negro” exemplified this. The proposition, led by Baldwin, won by a landslide majority of 380, with 544 votes for the "Ayes" and 164 for the "Noes."

The art of debate, where we present our perspectives in a civilized interaction, fosters mutual respect despite differences. We once regarded our differences as a fundamental right within the American dream. Today, however, we often react with anger and opposition to anyone who disagrees with us about politics, race, sexual orientation, or religion. These differences have become the basis for a nation divided.

We once had great appreciation for our American democracy, gratitude for our freedom of speech, and respect for one another’s differences. This growing disregard for another’s right to self-expression has become a poison, threatening to destroy America from within. We need to understand what it means to be "human." If we include all humans under these United States, there would be no need for special rights for special groups. For these very reasons, it’s imperative that the media return to providing the facts—"straight, no chaser"—because the media is influential. By providing the facts, we allow people to think, process information, and make their own decisions. Yes, people should be able to choose for themselves, whether it’s at the ballot box or in any other situation, based on informed choices.

The convention, the lights, and the presidential candidates—Chicago was on full display as it welcomed a record-setting number of attendees at this year’s National Association of Black Journalists (NABJ) 2024 Convention. The parties didn’t stop there and the culture took notice. Also, the Field Foundation presented a panel discussion, “Changing the Way News & Narrative Reflect Chicago” featuring our EIC, Kai El Zabar, Tonika Lewis Johnson, Titiana Walk-Morris, Shermann “Dilla” Thomas, and Moderated by Taryn Galbreath.

Tim Walz: Minnesota’s Pragmatic Governor, Now

When Kamala Harris was choosing a vice-presidential candidate, Tim Walz, the Governor of Minnesota, emerged as a prominent contender. Here’s a closer look at Walz, his tenure as governor, and why he stands out in the political landscape.

Who is Tim Walz?

Tim Walz, a 60-year-old former high school football coach and teacher, has carved out a significant place in Minnesota politics. With his thick Midwestern accent and down-to-earth demeanor, Walz resonates with voters who appreciate his authenticity. His rise in politics is underscored by his past roles in education and military service, giving him a unique blend of experience and relatability. Raised in rural Nebraska, Walz’s background is marked by personal struggle and resilience. After the death of his father, he relied on Social Security survivor benefits and used his GI Bill to attend college. His service in the Army National Guard for 24 years further reflects his commitment to public service. His experiences as a teacher and football coach have shaped his pragmatic and empathetic approach to governance.

Since taking office in 2019, Walz has pursued a range of progressive policies that resonated with his constituents and positioned Minnesota as a model for other states.

Under his leadership, Minnesota has implemented several significant reforms:

1. Economic Policies: Walz championed a statewide child tax credit and a paid-leave program, aiming to support lower- and middle-income families. These measures align with broader Democratic goals and demonstrate Walz’s focus on economic equity. In 2023, he signed a bill providing free meals to schoolchildren, making Minnesota the fourth state to implement this policy.

2. Social Issues: Walz has been a staunch advocate for reproductive rights. In 2023, he codified the protections of Roe v. Wade into Minnesota law, aligning with his commitment to upholding individual freedoms and rights. His personal story of overcoming challenges with in vitro fertilization further underscores his empathy and understanding of diverse family experiences.

3. Gun Safety: Walz has taken a balanced approach to gun control. While he has historically supported gun rights, he has also endorsed measures for background checks and intervention by law enforcement if firearm owners pose risks to themselves or others.

Mayor Brandon Johnson Joins City Leaders for Re-Opening of CTA Green Line Station at Damen and Lake

Mayor Brandon Johnson, alongside 27th Ward Alderman Walter Burnett, CTA President Dorval R. Carter, Jr., CDOT Commissioner Tom Carney, and Near West Side stakeholders announced the grand re-opening of the CTA Damen Green Line station at Lake Street and Damen Avenue. This modern station, closed since 1948, aims to enhance local development and neighborhood connectivity.

“This new station is a transformational achievement for our City,” said Mayor Brandon Johnson. “The long-awaited Damen Green Line on the Near West Side of Chicago will have a multiplying effect on this neighborhood, attracting future investments for a vibrant hub of multi-use developments.”

The new Damen Green Line station fills a 1.5-mile service gap between Ashland and California stops, restoring rail service to the area for the first time in over 70 years. It serves the Kinzie Industrial Corridor, the United Center, Malcolm X College, and the surrounding residen-

tial area, including the Chicago Housing Authority’s Westhaven Park IID. This $50 million equitable transit-oriented development project adds 96 mixed-income apartments to the community.

“Damen Green Line is more than a rail station; it is a stunning, modern, and accessible gateway to Chicago’s West Side,” said CTA President Dorval R. Carter, Jr. “This project reflects the CTA’s and City’s commitment to ensuring everyone has equitable access to opportunities.”

“This is a great day for the Near West Side,” said Alderman Burnett. “We celebrate a milestone that will have a lasting positive impact on our vibrant community. I look forward to seeing the positive impact the new Damen Green Line station will have on our residents and businesses.”

His contrast with opponents, such as Senator JD Vance, highlights his capacity for direct, relatable discourse. Walz’s straightforward responses to political critiques have resonated well with his audience and showcased his readiness to address contentious issues.

In summary, Tim Walz’s tenure as Governor of Minnesota demonstrates a commitment to progressive policies while maintaining a practical, relatable approach to leadership. His achievements in Minnesota reflect a dedication to improving economic conditions, upholding social rights, and ensuring public safety. Whether or not these successes can be translated to a national level, Walz’s record suggests a leader who is both effective and adaptable.

“CHA’s investments, combined with strong partnerships, have resulted in more than 600 new homes in this community,” said Tracey Scott, CEO of the Chicago Housing Authority. “The new Damen Avenue Green Line Station is another piece of the puzzle in the transformation of Chicago’s West Side.”

The $80 million TIF-funded project,

administered by CDOT in collaboration with the CTA, was constructed by F.H. Paschen and designed by Perkins & Will. The station features intuitive design elements, a grand stair and escalator, and a glass bridge offering views of the Chicago skyline.

Additionally, the station showcases a mural by artist Folayemi Wilson, commissioned by the City’s Department of Cultural Affairs and Special Events (DCASE). This artwork highlights the rich history of various ethnic groups on the Near West Side, creating a connection with the community and inspiring travelers.

The re-opening of the Damen Green Line station marks a significant milestone in improving transit access and supporting local development on Chicago’s Near West Side.

Empowering Women with Multiple Passions Prioritizing Mental Health and Exercise

This is a perfect time to reflect on the importance of mental well-being, especially for women juggling multiple passions. Balancing various roles and interests can be both fulfilling and overwhelming. Amidst these pursuits, prioritizing exercise is crucial. Physical activity not only boosts physical health but also significantly enhances mental clarity and emotional stability. As we step forward to bring our visions to life, incorporating regular exercise into our routines is a powerful way to nurture our mental health and stay grounded.

Regularly returning to the health club is a transformative commitment. For women, self-care often takes a backseat to other responsibilities, and exercise is one of the first things we tend to put off. Common excuses include a lack of time, difficulty in scheduling, and challenges in finding a convenient moment. However,

it’s crucial to recognize that physical activity is essential for sustaining the energy and mental resilience needed to pursue multiple passions. To those who think they can't fit it into their schedules, I say, "You can't afford to avoid it any longer." Prioritizing exercise is not optional; it's vital for maintaining our well-being and enabling us to thrive in all our endeavors.

Exercise releases endorphins, reduces stress, and fosters a sense of accomplishment. By valuing and taking care of ourselves, we can better support those around us, creating a ripple effect of positivity and well-being in our communities. One of the ways to ensure regular exercise is through discipline and time management. Let's be real—many of us have been taught to always be working, especially women with multiple passions. Incorporating exercise into our daily routine is not just about staying fit; it’s about fostering a healthier, happier, and more balanced life. The A.I. The answer.is...

If you read the ENOTES column, you will note that there are words used to articulate what our Editor-in-Chief’s subject this week covers: a look at journalism. Last week, Chicago hosted the National Association of Black Journalists (NABJ) at the Chicago Hilton. On Wednesday, the organization interviewed Donald Trump on stage before a large audience of Black journalists. Throughout the interview, Mr. Trump was noticeably rude, particularly when one of the interviewers asked him to allow her to ask the next question. He responded, “You’re the ones that kept me waiting for 15 minutes,” and continued answering the question as he saw fit. His response elicited a stammering "ahhhhhhhhh" from the audience. He later claimed that the NABJ informed him that the delay was due to technical issues, but the truth is that Trump reneged on his initial agreement that real-time fact-checking would be in effect. Upon his arrival, he expressed a change of mind.

Anyway, ENOTES addresses the state of journalism in today’s socio-political climate. In journalism, it’s essential to distinguish between political bias, facts, viewpoints, slants, and opinions to ensure accurate, fair, and balanced report-

ing. Here’s a breakdown of these terms: Political Bias

- Definition: Political bias refers to a journalist’s or news outlet’s favoritism or prejudice towards a particular political ideology, party, or candidate, which influences the presentation of news.

- Example: Consistently highlighting positive news about one political party while ignoring or downplaying its negatives, or conversely, emphasizing the negatives of an opposing party without fair coverage of its positives.

Facts

- Definition: Facts are objective, verifiable pieces of information that are indisputable and can be confirmed through evidence or reliable sources.

- Example: “The unemployment rate in the U.S. was 6.0% in April 2021,” or “The U.S. Congress passed the Affordable Care Act in 2010.”

Viewpoint

- Definition: A viewpoint is a perspective or angle from which a story is reported. It represents the position or attitude towards the subject matter but should be based on factual information.

- Example: Reporting on a new policy from the perspective of how it affects

is a powerful tool for managing stress, anxiety, and depression. Additionally, it boosts our overall energy levels and improves our stamina.

Here are two simple things women can do to ensure they are taking care of their own mental health:

1. Utilize Time Management Strategies: Schedule your mental health breaks and regular exercise routines. Personally, I aim to exercise at least three to four times a week, whether it's walking the trail or lakefront, or enjoying one of my favorite activities, water aerobics. Like many women managing multiple passions, I have to ensure I schedule it and don't allow anyone or anything to get in the way. This might mean shifting the time and dates of some meetings. The message is clear: your mental health is too important not to make time for it.

2. Prioritize Self-Care and Boundaries: Setting boundaries is crucial. Practice saying no to commitments that overwhelm you or distract you from your

Slant

- Definition: A slant in journalism refers to the subtle or overt presentation of news in a way that leans towards a particular perspective or agenda. This can involve selective use of facts, tone, or emphasis to shape the audience’s perception.

- Example: Emphasizing certain aspects of a story while minimizing or ignoring others to influence public opinion, such as focusing on crime rates among specific demographic groups without context.

Opinion

- Definition: An opinion in journalism is a subjective statement or analysis that reflects the writer’s personal beliefs, feelings, or interpretations. Opinion pieces are typically found in editorials, op-eds, and columns.

- Example: An editorial arguing that a new tax policy is beneficial for economic growth, or a columnist’s view on the ethical implications of a foreign policy decision.

NABJ 2024: Chicago’s Hot-Button Issue

The 2024 National Association of Black Journalists (NABJ) Annual Convention, held from July 31st to August 4th in Chicago, was a landmark event designed to offer scholarships, fellowships, and employment opportunities for aspiring journalists, provide seminars and sessions for experienced professionals, and celebrate the role of Black journalists. While past conventions have typically focused on prominent figures, including Black journalists with great notoriety, the 1996 NABJ Conference, also held in Chicago, perhaps set a precedent comparable to this year’s NABJ Convention, which drew significant national attention. On July 31st, the gathering of journalists made headlines as former President Donald Trump’s interview left a lasting impact.

History of the NABJ Convention

Since its inception in 1975, NABJ’s convention has grown into one of the largest and most influential gatherings of journalists of color in the world. Founded to address the unique challenges faced by Black journalists and to promote diversity within the media, the convention has evolved over the decades into a premier event for professional development, networking, and advocacy.

Back in 2014, Letrell Crittenden, now the director of inclusion and audience growth at the American Press Institute, wrote his dissertation on NABJ’s history. There has been “a great deal of dissension over how and for whom NABJ would operate” ever since its founding meeting on December 12, 1975, Crittenden wrote. Different groups hoped NABJ would be, variously, “a professional organization dedicated to the interest of individuals interested in journalism careers,” an “exclusive organization geared toward networking among select individuals and social functions,” or a group that would “lobby for justice within the media, and use whatever means necessary to challenge institutional racism within majority-white newsrooms.”

faced questions over its mission. Still, each year, it attracts a diverse audience, including seasoned journalists, media executives, students, and academics. It serves as a critical platform for discussing issues affecting the Black community, advancing media representation, and enhancing the skills and careers of its participants specifically. Historically, numerous milestones include a plethora of high-profile experts and speakers, including former Presidents Barack Obama and Bill Clinton, as well as prominent Republicans Jeb Bush and Condoleezza Rice, who have provided their perspectives on key issues and the role of journalism in society.

The diverse lineup of speakers underscores the convention’s role as a vital forum for addressing key issues and fostering dialogue within the media industry. In this tradition, 2024’s convention focused on addressing contemporary challenges in journalism, fostering dialogue on pressing issues, and celebrating the achievements of Black journalists.

Local Chapter President Brandon Pope (NABJCC) had the following to say about the convention this year: “I think it was a tremendous convention that made history in more ways than one. I’m proud that NABJ-Chicago could help deliver the most heavily attended convention in organizational history. It’s a testament to the power of purpose and our collective commitment to lifting up our local chapter.”

Notable Highlights of the 2024 Convention

This year’s convention kicked off with a controversial opening due to the participation of the former president. Trump's appearance, confirmed just days before the event, generated significant debate and overshadowed many aspects of the convention’s opening. The decision to include him as a guest fulfilled NABJ’s

platform to present diverse political perspectives.

The decision to invite Trump was rooted in NABJ's commitment to engaging with major political figures and providing a space for journalists to pose tough questions on important issues. However, the timing and nature of his involvement introduced a layer of controversy that dominated discussions around the convention.

Historical Context and Previous Invitations

The NABJ has a long history of inviting presidential candidates from both major parties to engage with its members. This tradition dates back to the early years of the convention when the association sought to elevate the voices of Black journalists in national political discourse. Over the years, candidates from various political backgrounds have participated in the convention, providing an opportunity for journalists to question them on issues impacting the Black community.

This year’s convention continued this tradition with invitations extended to both Democratic and Republican candidates. However, Vice President Kamala Harris, who was initially expected to attend, was unable to join due to scheduling conflicts. This absence left the spotlight on Trump’s appearance, amplifying the focus on his controversial interview. It was the icing on the cake after years of GOP candidates declining invitations; finally, one of the most contentious Republicans in modern politics had come to meet the Black Press. The consequences loomed large, particularly when Harris did not appear at the convention.

“While NABJ does not endorse political candidates as a journalism organization, we understand the serious work of our members and welcome the opportunity for them to ask the tough questions that

will provide the truthful answers Black Americans want and need to know,” said NABJ President Ken Lemon. Lemon’s statement underscored the association’s commitment to fostering a space for critical dialogue, even amid controversy.

Contentious Interview Highlights

Trump’s interview at the convention, moderated by Rachel Scott (ABC News), Harris Faulkner (FOX News), and Kadia Goba (Semafor), quickly descended into a hostile exchange. The interview was intended to address pressing questions about Trump’s policies and positions on issues relevant to the Black community. However, it quickly became apparent that the session was fraught with tension and was widely interpreted as hostile, particularly toward the three female interviewers.

Trump’s response to questions was often combative. When asked why Black voters should trust him given his past derogatory comments about Black politicians and journalists, Trump did not directly address the concerns. Instead, he launched a series of attacks against the moderators, criticizing their questions and questioning their professional integrity. This behavior was not new and was not limited to Black women, as many NABJ members professed.

During his first presidential campaign, blond, blue-eyed Fox News anchor Megan Kelly said to him, “You’ve called women you don’t like fat pigs, dogs, slobs, and disgusting animals.”

What he spewed throughout his campaign continued with criticism of the Fox News host in the days after the debate, including telling CNN, “There was blood coming out of her eyes, blood coming out of her wherever.”

On the defensive from the start of his NABJ interview, Trump answered, “Well, first of all, I don’t think I’ve ever been asked a question in such a horrible manner, the first question. You don’t even say, ‘Hello. How are you?’ Are you with ABC? Because I think they’re a fake news network, a terrible network.”

And so it began.

Trump’s interview was fraught, hostile, and brief.

Racial Identity Remarks

One of the most controversial moments came when Trump questioned Vice President Kamala Harris’s racial identity. Trump’s suggestion that Harris had only recently “become Black” drew gasps from the audience and was widely condemned. The remark was seen as both inflammatory and unfounded, reflecting a broader issue of race and identity in political discourse.

“She was always of Indian heritage, and she was only promoting Indian heritage. I didn’t know she was Black until some years ago when she happened to turn Black and now, she wants to be known as Black,” Trump said.

Scott, one of the moderators, pushed back against this assertion by highlighting Harris’s long-standing identification with the Black community. Scott’s response was a crucial moment in the interview, reflecting the broader challenges of addressing race and identity in political discussions.

In the end, the three moderators, each displaying a unique interviewing style, got the job done by getting Trump to answer their questions. They did their job.

Panel Composition and Criticism

Critics of the interview noted several issues with the panel composition. The absence of Black-owned media and Black male journalists on the panel raised questions about the diversity of perspectives presented. Attendees had expected more comprehensive questioning on critical issues such as reparations, but these topics were reportedly not addressed during the interview.

The selection of panelists, all women from major networks, was seen by some as limiting the range of viewpoints. Critics argued that the panel lacked the diversity of perspectives needed to fully explore the complex issues at stake. This critique was part of a broader conversation about the need for more inclusive representation within media discussions.

Reactions and Aftermath:

They said that the interview did not provide new insights into Trump’s policies, often echoing his previous statements made at rallies and debates. Many attendees felt that the session missed an opportunity to gain substantive information and address critical issues affecting the Black community. “Donald Trump's appearance at NABJ went about as expected… finger-pointing, deflections, misleading information, name-calling, and nonsensical answers to legitimate questions. The most paramount being the lack of clarification of his stance on reparations for the Black community. If he wasn't asked about reparations in a room full of Black journalists, then he'll likely never be asked about reparations. Marijuana Businesses May Advertise In Publications If

Rescheduling Is Approved

The business of Cannabis is a complex and complicated one. And truthfully speaking equality exists only if you are financially able to afford. So, If marijuana is rescheduled as the Biden administration has proposed, cannabis businesses would no longer be federally banned from advertising in newspapers and magazines. That sounds great but, because marijuana continues to be an illegal substance under the federal law, congressional researchers say in a new report that most criminal penalties and collateral consequences for other activities such as possession and distribution “would remain the same.”

According to the Congressional Research Service (CRS) latest analysis on the impact of a lesser-known effect on the proposed policy change, pointed out that an existing prohibition on advertising Schedule I drugs in written media would be lifted for marijuana if it’s reclassified as a Schedule III drug under the Controlled Substances Act (CSA).

“It is unlawful to knowingly place in any newspaper, magazine, handbill, or other publications any written advertisement that has the purpose of seeking or offering illegally to receive, buy, or distribute a Schedule I controlled substance,” the report says. “The penalties for doing so are up to four years in prison and/or a criminal fine. These penalties would no longer apply if marijuana moves to Schedule III.”

CRS also recapped that the reclassification would mean that state-legal marijuana businesses could finally take federal tax deductions that they’ve been

barred from under an Internal Revenue Service (IRS) code known as 280E. This would free up and would significantly benefit small and minority-owned cannabis operators, while adding tens of thousands of new jobs over the next several years. The simple policy change is a leveling of the field.

Back to the real issue, though reforms would certainly benefit state marijuana markets, the new CRS report stresses that cannabis would still remain federally illegal, as Schedule III drugs are prohibited unless they’re prescribed by

a doctor. That would require the Food and Drug Administration (FDA) to approve marijuana as a medicine, which is unlikely given that the agency typically does not green light botanical substances as prescription drugs.

Also, the congressional researchers noted, while criminal penalties associated with Schedule III drugs are generally lower than those applied to Schedule I drugs, most marijuana-related penalties fall under their own category under the CSA and thus wouldn’t change if the drug is reclassified under Schedule III.

It’s crucial to address relationships that end due to domestic violence. In such cases, the pain is profoundly different. It’s not just about the end of a relationship but also about the trauma and fear that accompany it. I would never suggest maintaining contact or finding closure with an abuser. Safety and well-being come first. However, therapy can be a crucial step in healing. Professional help provides a safe space to process emotions and begin the journey to recovery. No one should have to face such trauma alone, and therapy offers the tools and support needed to move forward.

Moving on is a process. It involves a conscious decision to focus on healing

rather than on the loss. Here are a few steps to help in the journey:

2. Seek Support: Surround yourself with friends and family who care about you. If needed, don’t hesitate to seek professional help.

3. Rediscover Yourself: Engage in activities that bring you joy and help you rediscover your interests and passions.

4. Practice Gratitude: Focus on the positive aspects of your past relationship and life in general. This helps shift your mindset from loss to appreciation.

As Aesop, the ancient Greek storyteller, once said, "Gratitude turns what we have into enough."

5. Set Boundaries: Especially in cases of trauma or abuse, setting clear boundaries is essential for your mental health and safety. "Daring to set boundaries is about having the courage to love ourselves, even when we risk disappointing

others," said Brené Brown, a professor at University of Houston's Graduate College of Social Work.

Sway Dispensary Finds a Home in South Shore

South Shore is on track to get its first dispensary, set to open in late 2024 if all goes according to plan.

“I waited for two years to find a location in South Shore,” said long-time resident Edie Moore, who co-owns Sway with Jose Pepe Peña and Art Johnson. Sway is Illinois' first minority- and LGBTQ+-owned dispensary. Their Lakeview location at 3340 N. Halsted opened in April, and Moore said the South Side location has been a long time coming.

Moore was flanked by her attorneys and design team at a South Side community meeting, where surrounding residents and business owners were educated on the dispensary plans and the cannabis retail business.

“This was just one of the many steps we have to take to apply for a special use permit from the City of Chicago,” Moore, who didn’t have the easiest time finding the new location, said.

“I looked for two years to be here in South Shore. I looked in Bronzeville and even considered Bridgeport, but I needed to be here in my community,” she said.

Between the zoning and the building quality, it is expensive and time-consuming to find the best location. Commercial real estate is a total cannabis conundrum. The Cannabis Zoning Ordinance prevents recreational dispensaries from being within 500 feet of a school, within portions of downtown Chicago, and from being within 1,500 feet of another dispensary.

Moore recounted how time-consuming and disappointing it was to search for the perfect place for Sway.

“Buildings in our community seem to be in terrible shape. Landlords may be willing to lease to you, but they will often tell you that you have to fix it up. It

As a long-time resident of South Shore, it was important for her to live, work, and bring employment opportunities to the community.

“We were so lucky to have found this place…it wasn’t even for sale,” Moore said.

After a 4-and-a-half-month lease negotiation for the 2,800-square-foot property, Sway South Shore found its new home at 8554 S. Commercial Ave.

The dispensary will bring upwards of 20 new jobs to the neighborhood and is slated to open later this year. Moore said that applications and hiring would likely begin mid-fall after the Zoning Board of Appeals grants the company a special use permit.

“As far as the staffing process goes, we want people who are inclusive, open, and reflective of the surrounding community,” she said.

EPA-approved fuel waiver couldn’t come at a worse time

Chicago is one of the top 25 most polluted metro areas in the country, according to the American Lung Association. In fact, the city's 2020 Air Quality and Health Report highlighted that South and West Side communities, particularly those near highways and industrial areas, bear the heaviest burden of air pollution in the city. Fuel emissions spewing from the tailpipes of millions of diesel trucks and gas-guzzling cars contribute significantly to the poor urban air quality. It isn’t uncommon for highways to carry upwards of 30,000 trucks in a single day. In 2023, air quality advocates and environmental justice leaders conducted truck counts across the city. Over five months, data was collected by project partners, including the Little Village Environmental Justice Organization, the Center for Neighborhood Technology, and the Fish Transportation Group. The study was initiated following concerns raised by Little Village residents after learning that Unilever, a multinational consumer goods producer, was expanding its Hellman’s mayonnaise factory and distribution plant in 2016. This expansion meant an additional 500-600 trucks would pass through the area daily. Data collected showed that communities like Archer Heights, South Lawndale, and Fuller Park can see over 300 trucks passing through in just one hour. Roads congested with truck traffic and cars worsen during the summertime when air quality is at its worst. Ground-level ozone, for example, is produced much more efficiently with increased sunlight.

Additionally, summer brings in tourists, festivals, and an increase in the number of people needing to move around the city.

Thankfully, there are regulations in place through the Clean Air Act to help protect air quality in traffic-dense cities. In the summertime, fuel sold in Chicago and other regions must have a low Reid Vapor Pressure (RVP) and reformulated gasoline (RFG), a blend that, according to the Environmental Protection Agency (EPA), "reduces smog-forming and toxic pollutants in the air we breathe." However, these same policies were recently waived at the request of Midwestern governors like J.B. Pritzker (IL), Eric Holcomb (IN), Gretchen Whitmer (MI), and Tony Evers (WI).

Exxon Joliet Refinery Suffers Power Outage

On July 15th, storms raged through the region, leaving many without power. The Exxon Joliet refinery, which produces 251,800 barrels per day, also suffered power loss to its multi-unit operations, along with thousands of other Illinois residents. The outage halted production, causing gas prices in the region to surge, and necessitated the import of gasoline from the Gulf Coast. The refinery is expected to be fully operational by mid-August.

EPA Issues Emergency Fuel Waiver

All this means a shrinking supply with constant demand. On August 1st, the EPA announced the approv-

al of the request for the production, sale, and distribution of gasoline with an RVP of 9.0 psi for 20 days, an increase from the summertime 7.8 psi limit under the Clean Air Act. Environmental regulators, along with the Department of Energy, concluded that it was "necessary and appropriate to take action to minimize or prevent disruption of an adequate supply of gasoline to consumers," said EPA Administrator Michael Regan in Thursday's announcement.

What Can Happen in 20 Days?

Storm season is still in full effect, and while gas prices are dipping across the nation and stabilizing in Chicago, much can happen in two weeks. Thousands of tourists are in town for Lollapalooza, and with the Democratic National Convention approaching, more people will be on the way. Road traffic is sure to increase, along with longer idling times during Chicago’s peak summer days. All this is happening as another tropical storm forms, which could impact fuel prices if it enters the Gulf of Mexico. A heat wave during this period would certainly contribute to decreased air quality. Last summer, intense triple-digit days were coupled with poor air quality due to wildfires in Canada. The regional waiver is set to expire on August 20th but allows the continued selling and distribution of gasoline until fuel supplies are depleted.
