In February 2019, Phinney Design Group opened a new satellite office in downtown Troy, New York; and in December 2023 in Lake Placid, New York to further expand the firm’s geographic reach.

Phinney Design Group’s approach is based on “place making,” or discovery of what is special about an existing place, and sensitivity to not harm the physical and physiological significance when expanding or modernizing. Three essential principles are required: Projects need to reflect the unique circumstances and requirements of the location, being sensitive to the opportunities and constraints that exist there; we must clearly understand the client’s goals, communicating effectively from the first conversation throughout the entire design and construction process; and we must assist our clients in realizing potential that they themselves could not have known is possible. Construction Management

AMC stands at a pivotal moment. As the organization approaches its 150th anniversary and advances the All Out Action Plan, Pinkham Notch and Highland Center must evolve from facilities people pass through into mission-forward gateways that convert visitors into lifelong members and advocates. Our approach is bold, focused, and grounded in implementation: align around mission, clarify priorities, design for impact, and deliver a phased roadmap that AMC can fund and build.
Establishing Priorities Across Teams and Needs
Both campuses sit at the intersection of hospitality, conservation, programming, retail, membership, and operations. To move decisively, we begin with alignment. Through structured workshops with the Core Project Team and stakeholder groups, we will define what “mission-forward” means spatially, identify operational friction points, clarify revenue drivers, and align on measurable outcomes for success.
We translate this input into a clear prioritization framework, evaluating each potential intervention against four criteria:
• Mission Impact – Does it make AMC’s conservation role visible and compelling?
• Visitor Experience Impact – Does it improve arrival, clarity, comfort, and connection?
• Revenue + Membership Impact – Does it strengthen lodging performance, retail, programming participation, or conversion?
• Operational Feasibility – Is it realistic within staffing, phasing, and budget constraints?
This framework enables transparent decision-making, prioritizing high-impact 80/20 moves, and produces a phased implementation plan aligned with AMC’s capital caps and fundraising strategy. The result is not a wish list, it is a disciplined roadmap.
Defining What Is Consistent and What Is Distinct
Pinkham and Highland must feel unmistakably AMC yet respond to fundamentally different conditions.
We will establish a shared AMC Experience Framework that applies to both campuses:

• Prominent, welcoming gear libraries

Pinkham Notch is high-volume, trailhead-driven, and operationally complex. The master plan will focus on arrival clarity, visitor center rethinking, Joe Dodge Lodge reconfiguration, upgraded hiker amenities, and rationalized back-ofhouse systems, transforming a utilitarian gateway into a compelling AMC hub.
Highland Center is an under-activated destination campus. The focus is activation over expansion: first-floor redesign, enhanced hospitality experience, landscape engagement, strengthened retail and gear visibility, and repositioning of community anchors such as the archives and event spaces to increase occupancy and draw. Consistency builds identity. Variation builds performance.
• Strengthening the relationship between the Crawford Depot/train station and the Highland Center campus through coordinated programming, wayfinding, and landscape strategies that draw visitors from the station into AMC’s campus experience
Evaluating Effectiveness: Designing for Program Impact
Facilities must amplify AMC’s programs, not simply contain them. We evaluate effectiveness through three lenses:
Spatial Performance
We analyze visitor flow from parking to departure, adjacencies between gear, retail, naturalists, and trails, and the balance between public and staff zones. Experience mapping and program diagrams test how clearly the campus supports engagement.
Program Enablement
We ask: Are programs visible? Are naturalist talks supported acoustically and spatially? Are school groups and youth programs easy to host? Does the gear library feel aspirational and accessible? Each space is evaluated against AMC’s four priorities: Experiences, Programming, Community, and Access.
Organizational Health
Because these plans must support long-term sustainability, we measure recommendations against indicators such as occupancy potential, dwell time, membership conversion opportunities, retail performance, donor storytelling value, and Net Zero progress.

The Appalachian Mountain Club (AMC) is seeking a planning and visioning partner to develop two parallel campus master plans for its flagship White Mountain properties: Pinkham Notch Visitor Center and Highland Center at Crawford Notch.
These plans must translate AMC’s mission, to foster the protection, enjoyment, and understanding of the outdoors, into spatial, experiential, and operational strategies that strengthen brand clarity, deepen visitor engagement, and support long-term organizational growth as AMC approaches its 150th anniversary.
The master plans are not intended to produce construction documents, but rather to establish a clear, compelling, and fundable roadmap for phased investment. Each campus plan must balance hospitality, education, conservation, and revenue generation while remaining grounded in AMC’s values, operational realities, and Net Zero goals.
AMC Strategic Context
Across both sites, AMC leadership emphasized that these properties function as primary gateways to the organization—yet currently fall short of clearly communicating AMC’s role as a conservation nonprofit or converting high visitation into long-term membership and advocacy.
Key strategic drivers informing the project include:
• Alignment with AMC’s All Out Action Plan (2025–2030) and the Next Adventure Campaign
• Growth from ~90,000 members toward a goal of 150,000 by 2030
• Mission-forward storytelling embedded in architecture, interiors, landscapes, and arrival sequences

PINKHAM NOTCH VISITOR CENTER – PROJECT UNDERSTANDING
Role & Context
Pinkham Notch is AMC’s busiest site, welcoming nearly 200,000 visitors annually and serving as a major trailhead for Mount Washington and the Appalachian Trail. Despite this visibility, most visitors have little awareness of AMC’s mission or offerings beyond basic trail services.
Primary Challenges
• Facilities largely unchanged since the 1970s
• Confusing arrival and entry sequence, particularly from parking
• Outdated basement-level hiker experience
• Limited private lodging options and family-friendly rooms
• Inconsistent accessibility
• Electrical infrastructure at capacity
• High operational complexity with overlapping visitor, staff, research, and logistics needs
Planning Focus
The Pinkham master plan must carefully balance high-volume public use with staff housing, education, research, and logistics.
Key areas of focus include:
• Reimagining the Visitor Center as a mission-forward, intuitive, and welcoming hub
• Reconfiguring Joe Dodge Lodge to better support guest comfort, education, and revenue
• Making gear libraries (visitor and youth-focused) highly visible and inviting
• Improving hiker-specific amenities such as pack-out zones, showers, and basement spaces

HIGHLAND CENTER AT CRAWFORD NOTCH – PROJECT UNDERSTANDING
Role & Context
The Highland Center occupies a spectacular setting within the White Mountain National Forest but currently underperforms as a destination, with average occupancy around 45%. The campus includes multiple historic structures and expansive outdoor spaces that are not fully leveraged.
Primary Challenges
• Weak sense of arrival and visibility from the road and Depot
• Underutilized lobby and community spaces
• Retail and gear library lack prominence
• Hospitality experience feels subdued rather than welcoming
• Limited activation of fields, playscape, and landscape assets
Planning Focus
The Highland Center master plan is fundamentally about activation rather than expansion.
Key priorities include:
• Redesigning the first floor of the Highland Center to improve flow, hospitality, and storytelling
• Refreshing guest rooms cosmetically without altering layouts
• Increasing visibility and accessibility of the Gear Library and retail operation.
• Preserving and celebrating the library and archives as community anchors
• Enhancing Thayer Hall and Shapley Building for events, archives visibility, and potential new uses
• Strengthening indoor-outdoor connections and programming across the campus landscape
• Advancing Net Zero and envelope improvements
The goal is to transform the campus into a lively, mission-rich destination that attracts day visitors, converts them to overnight guests, and supports conferences, weddings, and community gatherings.

Through the use of LEED and NYSERDA programs our design team and consultants are leaders in assessing the potential of your project to benefit from green building design and technology. Through detailed payback analysis and life-cycle costing of building products and mechanical equipment, we can evaluate and inform owners of opportunities available to them. Keeping owners aware of emerging technology and how it may benefit both operation and maintenance costs and improve the health and attitude of the inhabitants is something we pride ourselves on.
Knowing each project is unique in program, site selection and budget, we have the ability to recommend green building features that will be cost-effective to owners. Some projects may utilize only the minimum “common sense” approach, while others may choose to pursue green building technology to the greatest extent practicable. In either case, we can work with owners to supply them with the necessary information to make an educated decision when investing in sustainable building practices on any level.
We provide a “whole building approach” forming a team relationship with the owner, builder, engineer, and architect from early conceptual phases through completion, to assess where sustainable opportunities within design, construction, and occupancy can be realized.
Michael R. Phinney was responsible for putting into practice the principles of green building design in the New York State Department of Environmental Conservation Headquarters in Albany*, which was granted national Green Building Certification from the USGBC. The building is the first in the State of New York to gain such recognition, earning a “Silver” rating under the LEED’s version 2.0 Green Building Rating System. Recently, the firm was responsible for the first Certified Green Building in the Adirondack Park under LEED’s version 2.2, the National History Museum “Wild Center” in Tupper Lake, New York and for design of the first USGBC Certified LEED Platinum home in Saratoga Springs, New York.

Haley Sharpe brings over 40 years of experience in interpretive planning, visitor experience development, and exhibit design for heritage sites, parks, museums and visitor centers. Haley Sharpe has conceptualized, designed and delivered over 700 projects globally from Toronto, Leicester (UK) and Abu Dhabi. Our approach is highly collaborative with open communication and workshops that help us to identify and translate your vision into a sustainable reality.
At the root of our approach is a specific focus on the end users. Our projects have a multitude of audiences and communities that each organization serves, and we let our knowledge of visitor experience drive the design vision: from site orientation to moments of deep reflection to “wow” experiences that inspire visitors. Ed Anker is a Principal at the firm, and is the Director of Phinney Design Group’s downtown Troy office. Ed has dedicated more than 25 years to the design and construction of numerous hospitality projects, educational facilities, community planning projects, first responder facilities, commercial developments and bespoke residential homes. Ed takes pride in having managed projects for communities which have shaped the region. He is recognized for his communication and organizational skills, which contribute to excellence in both project leadership and project outcomes. In his role, Ed is responsible for coordinating the efforts of planning, design and construction of Projects ranging from $100,000 to over $30,000,000.
As a Principal at the firm, Ed guides our teams in all phases of a project’s life cycle from the initial programming through client occupancy. He has developed a concrete understanding of how successful design/construction projects are led and how clients use their finished buildings. His down-to-earth nature, positivity, and ability to inspire others are important traits that make Ed an outstanding leader.
Ed has served on the Board of Directors of the Rensselaer County Regional Chamber of Commerce since 2017. He is also a 2011 graduate of the Rensselaer Regional Chamber of Commerce’s Leadership Institute and was the Institute Chair in 2020. In 2021, Ed had the pleasure of serving as the Chairman of the Board of Directors of the Chamber. Continuing his commitment to the Capital District Community, Ed served for six years as the Vice Chair of the Board for the Children’s Place at the Plaza. Currently, Ed is serving on the Board of Directors for the Arts Center of the Capital Region in Troy, NY as well as a recent appointment to the Board of Directors for Adirondack Architectural Heritage (AARCH).

New mixed-use hotel, conference, and dining services building
Phinney Design Group has implemented the first major capital improvement at Silver Bay since the late 1970’s. A new 22-room lodge and conference facility designed to operate as an independent, year-round facility within the Silver Bay campus was finished in 2018. The dining hall has been modernized with serving and food distribution systems capable of increasing the quality and experience of dining on campus. PDG has initiated a series of charrette style information meetings with various Silver Bay constituencies, including operations personnel, management, and the board itself. These meetings have continuously refined and focused the programmatic needs contributing to this new building, and have resulted in the investigation of a single comprehensive facility with both rooms, conference, and general dining capabilities.

Phinney Design Group has worked with Yaddo to complete a comprehensive Facilities Master Plan, gather information about the condition of existing facilities, successfully build Yaddo’s first ever live-work studio for choreographers and performance artists, and establish thoughtful goals to increase capacity, artistic diversity and operational efficiency. Phinney Design has designed and provided construction management services on five new live-work studios that are available for year round use. Built along the ridge that overlooks Yaddo’s restored ponds, these new studios will allow artists to move away from the noise of the highway and provide a constant state of renewal for the art and artists that Yaddo hosts. These new studios are an exhilarating and highly visible way of communicating Yaddo’s dedication to providing the highest quality enviroment for creative work.
GREAT SACANDAGA LAKE DISCOVERY CENTER

The Great Sacandaga Lake Discovery Center is a new cultural and history project scheduled for completion in the Fall of 2026. The roughly 12,000 square foot building is designed as an interactive experience highlighting the dramatic history of the reservoir’s inception, construction, and societal impact starting in the 1930’s all the way through present day. The Center will house both static and active exhibits, a dedicated small theater space, various display areas, a historical research center, and an educational center focusing on the ecology of the Lake. The building’s vernacular respects the character of more traditional Adirondack architecture but treats the aesthetic in a contemporary set of assemblies. The Discovery Center is located at a prime intersection along a major State Highway which allows connection to local communities, other cultural resources throughout the Adirondack Park and, most importantly, to the Great Sacandaga Lake itself.

Nestled at the base of the majestic Whiteface Mountain in Wilmington, NY, the new Glamping Resort epitomizes luxury amidst nature, blending Scandinavian minimalism with modern Adirondack charm. This meticulously designed project promises an unparalleled experience for outdoor enthusiasts and luxury travelers alike.
The lodge boasts a versatile event space capable of hosting up to 150 guests, making it an ideal venue for weddings, corporate retreats, and special celebrations. An onsite outdoor outfitter provides guests with premium gear and expert advice for their adventures in the Adirondacks. The resort offers 80 luxurious glamping tents, each equipped with full bathroom amenities to ensure a comfortable and immersive nature experience. These tents combine the rustic feel of traditional camping with modern comforts, providing a unique and unforgettable stay.
The resort’s buildings are crafted using mass timber and CLT (cross-laminated timber) panels, reflecting a commitment to sustainability and modern building practices. The architectural design is a contemporary twist on the traditional Adirondack Great Camp style, ensuring that each structure is both environmentally friendly and aesthetically pleasing. This Glamping Resort is set to become a premier destination, offering a unique blend of luxury, adventure, and natural beauty.
OMNI MOUNT WASHINGTON MASTER PLAN

SE Group led a multi-disciplinary team in the development of a master plan which included the Bretton Woods ski area and the iconic Mount Washington Hotel. The Base Area Master Plan for Bretton Woods envisions a new mixed use development. The plan features a new hotel, learning center, residential development, food and beverage outlets, and mixed retail. Site features include a new arrival drop off, event space, pedestrian areas, new beginner terrain—all focused on the premier views of Mount Washington and the distant Presidential Range. The team quantified saleable real estate, guest services, and parking to balance existing demand with future development needs.
The Master Plan was followed by the implementation of $115 million in captial projects including the Presidential Wing, Dining Room Food Renovation, Rooftop Terrace Renovation, New Gondola, and the Rosebrook Lodge at Bretton Woods.
PHILMONT SCOUT RANCH
MASTER PLAN
SE Group was retained by Scouting America to help prepare a master plan for the Philmont Scout Ranch, one of Scouting’s five high adventure bases. This private 150,000 acre ranch located in Northeast New Mexico has long served as a culminating experience for Scouts, providing 7, 9 and 12 day backcountry Treks through a supported network of living history and backcountry camps.
This Master Plan was commissioned as Scouting and Philmont Ranch grapple with national trends of declining Scouting enrollment and increased participation in outdoor recreation. The Master Plan presents an opportunity to solidify and enhance traditional Scouting-focused programs while expanding to new markets that will solidify and sustain this mission-driven youth camp and educational center.
This Master Plan builds a roadmap for Philmont to develop expanded programs and enhanced lodging and dining that broaden market appeal and increase revenue. The Plan guides future site development, expanded year round operations, and improved financial tracking.
By merging site planning, program development, financial modeling, and large scale landscape analysis into a coherent whole, this plan ensures that Philmont will continue to thrive and maintain its reputation as a dynamic, unique, and inimitable Outdoor Recreation destination in the West for generations to come.
Phinney design group proposes a lump sum fee for the Master Planning studies at both campuses in the amount of two hundred twenty-five thousand dollars ($225,000.00**),
The approximate breakdown of the fees is as follows for each location. The fees may very depending on the emphasis and priority importance of each site during the master planning process.
