T

he United States had a distinct manufacturing advantage in a postWorld War II global economy as it was the only developed country on the planet that, unlike European countries and Japan, hadn’t sustained massive damage to its major cities. Cities like Cleveland, as well as Pittsburgh, Detroit, Chicago, Deemer and others became manufacturing strongholds in the Eisenhower era, but that began to shift in the latter half of the 20th century and toward the end of the century, many once thriving industrial, retail, and office centers, including those in Cleveland, were a shell. Today, iconic places like The Bell and the Terminal Tower have been repurposed into residential uses and demonstrate Cleveland’s success at making the transition, according to Michael Deemer, president and CEO of Downtown Cleveland. “Beginning in the mid-20th century, Cleveland and other major cities experienced decades of population and business movement to the suburbs,” Deemer told the Cleveland Jewish News. “Automobile ownership, highway construction, federally supported mortgages and suburban development reduced demand for downtown commercial and retail space.” But Cleveland began turning that challenge into an opportunity in the 1980s and 1990s as developers converted vacant and obsolete buildings into apartments and mixed-use properties, according to Deemer. “These early projects demonstrated demand for downtown living and established a model that could be applied to historic buildings,” he said. Tax credits, tax abatements and other financing tools helped make conversions viable. “The result has been Downtown Cleveland’s steady transformation from a traditional central business district into a mixed-use neighborhood,” Deemer said. Since 2013, abut 35 downtown buildings have been converted or repositioned, including former department stores, office towers and warehouses that now function as apartments, hotels, and mixed-use properties, according to Deemer.

These conversions include The Halle Building, a former department store that today contains 122 apartments, offices, and ground-floor commercial space; The May, another former department store converted into apartments; The 9, a former Ameritrust complex that today houses a hotel, apartment units, offices, and a restaurant; The Bell, Ohio Bell’s former headquarters that today houses more than 300 apartments; The Garfield, also converted into apartments; and the Athlon, the former Cleveland Athletic Club converted into apartments. “Together, these projects demonstrate Cleveland’s ability to give obsolete buildings productive new uses,” Deemer said. The influx of these new residents in downtown Cleveland represent a crosssection of demographics and collectively support a new crop of businesses in the city’s core, according to Deemer. “New residents have supported restaurants and retail, attracted investment and created activity beyond the traditional workday,” Deemer said. Downtown attracts residents across generations, including students, young professionals and empty nesters, according to Deemer. “Gen Z renters value convenience, connectivity and neighborhood amenities. Older renters often want the same urban experience without the maintenance of a single-family home,” Deemer said. “One of Cleveland’s greatest advantages is the ability to offer distinctive residences in historic buildings at rents below those in many comparable city centers,” Deemer said. Downtown Cleveland has typically absorbed 400 to 450 new apartments annually over the past decade and nearly 900 units were added during the last year, temporarily lowering occupancy to approximately 87 percent, according to Deemer. “Occupancy should rise as that unusually large wave of new supply leases up,” Deemer said. Cleveland has proven to be a national adaptive-reuse leader as about 35 downtown buildings totaling more than 7.4 million square feet have been converted since 2013, but other projects lie ahead, according to Deemer. “Potential future projects include the Rockefeller Building, Diamond-Shamrock Building and The Tower at Erieview,” Deemer said. Property management companies provide valuable resources for renters A. KEVIN CORVO

wning property for lease can be profitable, but it comes with a number of responsibilities and obligations, many of which require expertise not all owners possess. In many instances, the owner or operator of a residential apartment complex or other residential property employs a property manager to oversee Pritchard maintenance and leasing operations as well as other responsibilities. Jason Pritchard, benefits manager for Beachwood-based Goldberg Companies, Inc. and GCI Residential LLC, said property management companies today need to be qualified in myraid of areas. Established in 1952, Goldberg Companies has since grown into a thirdgeneration family-owned business with 29 properties in six states: Ohio, Michigan, Tennessee, North Carolina, South Carolina and Florida. Some property is acquired, but most are new construction, according to Pritchard. Property management can basically be divided into two categories, community manager and maintenance manager, according to Pritchard.

“A community manager oversees the operations of the site,” he said. This typically includes the effective use of social media to market the property and maintain high occupancy rates, qualifications for leasing, addressing delinquency and resolving customer service issues or tenant disputes, according to Pritchard. Some issues need to be referred to a maintenance manager that is responsible for the safety and upkeep of the property, according to Pritchard. This includes routine tasks such as cutting grass, and snow and ice removal to heating and cooling, and plumbing and electrical repairs, as necessary, according to Pritchard. While experience can be gained by performing the work, in most cases property managers have achieved certification through education and often have collegiate degrees, he said. One such achievement is that of a certified apartment manager, or a CAM. “Most managers have relevant or transferable skills and many have an associate or bachelor’s degree,” Pritchard said. Joy Anzalone, chief operating officer of Burton Carol Management LLC in Beachwood, said that there are three key questions renters should always ask during the application process. “Renters should always know what utilities are included or billed separately, and also what they are responsible for in regards to setting up with the utility company,” Anzalone said. “They should also ask what billing fees or other charges will be added to the monthly rental invoice. For example, trash removal, smart home technology, billing fees, water/ sewer, gas, electric, garage. They should also ask what the notice provision is for moving out or renewing the lease and what happens if you miss the notice timeline?” Anzalone said at the crux of all of those questions is expectations, both setting them and understanding what they are. That holds for another key question that many renters should consider asking: “What is it like here at night/ on the weekends/during summer etc.” She suggested that not only should a prospective renter ask that question, they should also try and answer it themselves. “It is always a good idea to stop by a property on the weekend or in the evening to see exactly what it is like after business hours or when most people are at work,” she said. “It is a great way to get a feel for a property.” Something else that renters need to do is separate the

aspirations they see on social media with the realities of their living space. Social channels can offer some very valuable information and insights. But people can forget that those can be specific to the individual’s situation and location. It’s important not to assume that a certain TikTok hack for getting a “special” lease agreement will work for you too. Anzalone It’s also important not to assume that what’s discussed during the rental application process will be remembered (or enforced) once the lease is signed. “A good management company gives it all to you in writing,” Anzalone pointed out. One of the biggest areas potential renters have questions around is in regards to rent and its potential to change. People want to know what they are paying now of course, but they also want to know what they will be paying in six months. And the answer to that can be tricky. “Asking about increases is hard and unless something is in writing, it is very hard to determine what a year from now will look like,” Anzalone said. he saga continues for unhappy residents of The Vantage apartments at 27020 Cedar Road in Beachwood, but an end could finally be in sight. Following months of pretrial hearings in Shaker Heights Municipal Court, both parties on Aug. 31 agreed to a final pretrial hearing at 9:15 a.m. Sept.14. If a settlement is not reached at that time, a trial will begin at 11:30 a.m. Oct. 19 in Courtroom 1, according to court records. “No further continuances will be granted,” read the determination signed by Shaker Heights Municipal Court Judge Anne Walter Keller following the Aug. 31 pre-trial hearing. The parties in the case are the city of Beachwood, represented by Beachwood Prosecutor Nathalie Supler and Vantage owner GoldOller Management, represented by Robert G. Friedman, managing partner and co-founder of real estate attorneys Powers Friedman Linn PLL in Beachwood. GoldOller Management, part of the GoldOller Real Estate Investments Group in Philadelphia, purchased the 680-unit complex in January 2019. Unsafe living conditions began at that time, according to Vantage residents who brought complaints before Beachwood City Council earlier this year. On Dec. 23, 2025, the city of Beachwood filed a 168-page civil complaint against GoldOller in Shaker Heights Municipal Court, alleging that the company violated city statute No. 1375.03A, rubbish and garbage disposal and city statute No. 1375.03B, organic waste disposal, both for 68 days. GoldOller entered “not guilty” pleas to both charges in Shaker Heights Municipal Court on Jan. 23, 2026, waived its right to a speedy trial and entered Robert G. Friedman as the attorney of record. Numerous pretrial hearings followed in April, May and June. The defendant failed to appear for the June 29 pretrial and was ordered to appear for a final pretrial on July 27. The hearing was continued to Aug. 12, followed by

another pretrial on Aug. 31. Upon setting the Aug. 31 hearing, the judge ruled that if the case were not resolved at that time, a trial would go forward at 11:30 a.m. Sept. 14. But both parties agreed on Aug. 31 to a final pretrial at 9:15 a.m. Sept. 14 instead. Last spring, Supler had informed Vantage tenants that brought the situation before city council that the city’s criminal complaint against GoldOller pertained to trash/sanitation violations that created safety and health hazards, such as failing to maintain trash dumpsters leading to the accumulation of garbage. Each count comes with a maximum $5,000 fine, she told them, so if found guilty of each count, GoldOller could face fines up to $840,000. Beachwood Mayor Justin Berns told the complainants that Vantage had been on the city’s radar because the city fire department frequently responded to alarm issues. City building department personnel had been there often, too, he said. Berns said that other complaints including faulty key fobs, lack of security cameras and swimming pool security, smoking ducts, rising gas bills and unanswered telephone calls are outside of city ordinances and jurisdiction. The city can enforce only codified ordinances. In the meantime, Supler urged tenants to submit written complaints to the landlord. Within 30 days of receiving written notices, landlords must resolve the issues, she said. She also presented tenants the option of applying to Shaker Heights Municipal Court to hold their rent in escrow. Several residents have done so, court records show. City of Beachwood Prosecutor Nathalie Supler, Law Director Todd Hunt, assistant law director Matthew Kurz and Robert G. Friedman could not be reached for comment prior to deadline.
