Trees and Vegetation Delivery Work Plan
1.
Introduction
The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.4 km underground passenger railway, running between Britomart Station and the North Auckland Rail Line (NAL) in the vicinity of Mt Eden Station. The CRL involves the construction of two new underground stations at Aotea and Karangahape, and a redeveloped station at Mt Eden (refer to Figure 1-1). The design and construction of the CRL infrastructure between Aotea and Mt Eden Stations is being delivered by the Link Alliance. This Tree and Vegetation Delivery Work Plan (TV DWP) has been prepared in relation to the Mt Eden Enabling Works (“the Project”).
Figure 1--1: CRL Route and Location
1.1 Overview of CRL works in Mt Eden The CRL works in the Mt Eden area involve the construction of the southern section of the tunnel structures and the tie-in to the existing NAL, including the construction of the redeveloped Mt Eden Station. The Mt Eden Active Construction Zone (ACZ) and Construction Support Area (CSA) is generally located between Nikau Street to the north, State Highway 1 (SH1) to the east, Dominion Road to the west and the existing NAL to the south. The works in this area include: • • • • • Page 4
Construction of an underground grade separation structure near Mt Eden Station; A new Mt Eden Station building incorporating passenger linkages; Modifications to the existing Mt Eden Station platforms; Road over rail bridges at Mt Eden Road, Normanby Road and Ruru Street with sections of road realignment; Grade separation structures for the existing and new rail lines to pass-over and connect with each other;
| Mt Eden Enabling Works
Trees and Vegetation Delivery Work Plan • •
Pedestrian and cyclist bridge structures at Fenton Street and Porters Avenue; and New road linkages within the reinstated area post-construction.
Given the nature and scale of CRL works in Mt Eden, construction will be undertaken in a staged manner. This TV DWP only relates to the first stage of these works, the Mt Eden Enabling Works, as described in Section 2 below. Following completion of the Mt Eden Enabling Works, works in this area will involve: •
•
Main construction works – these works will include: Tunnel Boring Machine (TBM) operations, structure construction and waterproofing/tanking for cut and cover tunnels, utilities installation, retaining wall for Ruru Street extension, construction of the rail line tieins including junctions and grade separation structures, realignment of the existing Western Line including platform reconstruction, grade separation of Normanby Road, pedestrian / cyclist bridges at Fenton Street and Porters Avenue, construction of the new station buildings. The Main Works will be undertaken from Mid 2020 through to 2024. Public realm reinstatement – these works will involve establishing the final finishings and features that will comprise the completed Mt Eden Station and surrounds and will likely to be undertaken from 2021 to first quarter-2024.
The removal of trees within the CRL Mt Eden Active Construction Zone (ACZ) and Construction Support Area (CSA) have been approved as part of the Mt Eden Demolition works (OPW60335715). However, there are seven pohutukawa trees required for removal along Fenton Street to enable the temporary and permanent utility diversions that are necessary for the construction of the CRL. This TV DWP has been prepared to address the removal of these trees.
1.2 Purpose of the Trees and Vegetation DWP In accordance with CRL designation condition 55, this TV DWP has been prepared to identify measures that will be implemented to mitigate and manage the potential adverse effects on trees and vegetation during the Mt Eden Enabling Works. The objective of the TV DWP (designation condition 55.2) is: • •
To avoid the removal of scheduled trees as far as practicable; and Where trees are identified for removal during surface works the Requiring Authority will remedy or mitigate the adverse effects of construction on trees and vegetation.
This TV DWP addresses the requirements of CRL designation condition 55 and will be implemented throughout the construction period. This TV DWP has been prepared in consultation with the Mt Eden Community and Business Liaison Group (CLG) and has undergone independent peer review prior to submission to Auckland Council (as per designation conditions 7 and 11). A record of consultation outcomes (CLG and independent peer review) is provided in Appendix A.

Project Description
In order to launch the TBM and commence construction of the CRL tie-ins to the NAL, a range of ‘enabling’ works are proposed, which are the subject of this TV DWP. These enabling works are described in detail in the CEMP. In summary, the Mt Eden Enabling Works involve: • • •
•
• • • •
Continuation of the demolition and clearance of the Mt Eden CSA (these works are authorised under the Mt Eden Demolitions Outline Plan) Set up of a temporary site office, which is anticipated to be a 2-3 storey modular building (likely made up of containers) located in the western extent of the CSA. Piling and excavation associated with the preparation of the portal. This will involve the demolition of the redundant stormwater shaft located in the portal area; the installation of bored piles and associated works (ground anchors and shotcrete) to support the excavation face; and removal of spoil. Bulk excavation to form what will become the rail trenches/cut and cover tunnels, which will also provide a ramp for the TBM to be manoeuvred into position. The excavation will encounter basalt, which is to be blasted in order to expedite the works and minimise the amount of rock-breaking required. In places, softer ground conditions are anticipated to be encountered, which may require the use of sheet piles. Local mined tunnelling to facilitate the TBM launch. Construction of the additional Mt Eden Road bridge (north of the existing bridge), including temporary diversion of shallow utilities in this location. Construction of the Ruru Street bridge, including diversion of the Huia 2 watermain in this location. Temporary and permanent utility diversions (such as water, wastewater, stormwater, Vector overhead cables and ducting, gas and communications) along Fenton Street, Porters Avenue, Haultain Street and Wynyard Street to provide adequate clearance between the Huia 2 watermain and NAL, associated retaining walls, and the proposed Fenton Street pedestrian bridge.
2.1 Construction Methodology The Mt Eden Enabling Works will be divided into stages as described in the CEMP.
2.2 Roles and Responsibilities The key personnel responsible for this TV DWP are identified in Table 2-1. All site personnel are also responsible for following the requirements of the TV DWP. Refer to the CEMP for further detail on roles and responsibilities.

Affected Trees and Vegetation
A Tree Assessment 1 was prepared in August 2012 and formed part of the original Notice of Requirement (NoR) for establishing the CRL designations.
3.1 Fenton Street Utility Diversions In total, seven native trees will be impacted by the need to divert the Huia 2 watermain and other utilities within the Fenton Street road reserve. These trees were planted circa 2015, after the Tree Assessment prepared for the original CRL Notice of Requirement was undertaken, and as such were not identified as part of that assessment. The trees identified for removal are shown in Figure 3-1 and described in Table 3-1.

Mitigation Measures
As outlined above, the diversion of the Huia 2 watermain as part of the Mt Eden Enabling Works will impact seven trees within Fenton Street. In order to mitigate the effects of tree removal on the local streetscape, the following mitigation measures will be implemented during the Mt Eden Enabling Works.
4.1 Trees Requiring Removal 4.1.1. Transplanting Trees Transplanting the seven pohutukawa trees was considered, however, the timing of the works means that they would be transplanted during the late summer months of Q1 2020, which would affect the potential for these trees to survive the process. Auckland Council during consultation (November, 2019) have indicated that the removal of the trees and their replacement with a healthy tree in an appropriate location would be a better outcome than transplanting the current trees.
4.1.1. Permanent Removal and Replacement It is known that it will not be possible to replant the trees in the same location, therefore, replacement trees will be planted in an appropriate location elsewhere within the CRL designation. The locations of replacement trees will be included in a replanting plan prepared as part the Urban Design DWP for the public realm reinstatement works. The Urban Design DWP and replanting plans will consider the following in accordance with designation condition 55.3(c): • •
•
•
Replanting of removed trees at a ratio of at least 1:1. Document input from the Auckland Council Parks Department (now Auckland Council Community Facilities) with regard to tree species / vegetation selection, tree pit construction and positioning of replacement trees. An outline of the maintenance periods and responsibilities for care of the trees (i.e. maintenance is to be undertaken by the Requiring Authority for a period of five years for specimen trees and 3 years for all other landscape planting). Any consultation undertaken in relation to the replacement planting (refer to Section 5 of this TV DWP).
4.2 Trees not Requiring Removal On review of the current work plans it is not anticipated that tree (root or canopy) protection will be required for the Mt Eden Enabling Works. However, there are trees present along Wynyard Road and Normanby Road. It will be the Project Arborist’s responsibility to verify that this assumption is correct as works progress. If the Project Arborist identifies that tree protection is required the Council Arborist will be informed and offered the opportunity to undertake a site walkover to review the approach to tree protection and to inspect its implementation. If the Project Arborist identifies that trees will require pruning these works will be registered with the council call centre as a request for tree maintenance as far in advance as possible. If it is determined that tree protection is required, guidelines are provided in Section 4.2.1.
Page 10

Trees and Vegetation Delivery Work Plan
4.2.1. Tree Protection Zones and Crown Protection The Tree Protection Zone encompasses the root and crown area of the tree that would need to remain isolated from construction disturbance to maintain tree health. The height of the Protection Zone is dictated by the height of the tree and the width (or radius) around the tree is typically calculated by multiplying the tree’s diameter at breast height (DBH) by 12 (AS 4970-2009): Tree Protection Zone = DBH x 12 The Tree Protection Zone will not be less than 2m nor greater than 15m, except where crown protection is required. If a tree is multi-stemmed at 1.4m above the ground (refer to Figure 4-1) the Australian Standard (AS4970-2009) indicates that in this situation the following equation should be used to determine the DBH, which would then feed into the equation above to calculate the Tree Protection Zone:
Figure 4-1: Tree forks below 1.4m where the arborist would measure DBH (AS4970-2009).
Crown protection may also be required to ensure that the trees do not receive injury from machinery such as excavators, drilling rigs, cranes, trucks and hoarding installation. Crown protection will be located 1m outside of the perimeter of the crown, which may be within the Tree Protection Zone.
Page 11

Trees and Vegetation Delivery Work Plan
Figure 4-2: Indicative Tree Protection Zone (AS4970-2009).
The following activities will not be permitted in the Tree Protection Zones: • • • • • •
Mechanical excavation on the road, footpath or any public space. Stockpiling of building materials, debris or soil. Vehicular traffic except on existing paved surfaces. Installation of service pits or hatches. Vehicular crossings. Severing of tree roots with a diameter greater than 30mm.
Alteration of soil levels and structure.

Consultation
Sections 6 and 7 of the Communication and Consultation Plan (CCP) prepared for the works (Appendix L of the Project CEMP) outlines the engagement to be undertaken with the Auckland Council Parks Department (now Auckland Council Community Facilities) and mana whenua. It also details the general communication that will be undertaken with the general public (through the CLG) on the management of the adverse effects relating to the removal of trees within the Project area.

Appendix A: Record of CLG, IPR and Auckland Council Comments A1. CLG Comments A Mt Eden CLG meeting was held on 8 October 2019 to discuss the Mt Eden Enabling Works and for the CLG to provide comments / feedback on the CEMP and sub-plans, including this TV DWP. Comments received from the CLG on this TV DWP are as follows: Address
Issue
11 Fenton Street
Enquired whether the pohutukawa trees would be lost during the works along Fenton Street as several of the residents currently maintain the plants surrounding the trees. They enquired as to whether the trees would be replanted. Enquired as to whether the pohutukawa trees would be removed.
11 Fenton Street (different resident)
Enquired as to whether there was the potential for a community garden to be provided within the land surrounding the new station. Indicated that there was a lack of green space and that the residents in the flats missed the opportunity to garden.
Information provided Attendee was informed that the pohutukawa trees would be removed during the Enabling Works. They were informed that the trees would not be replanted in the same location as the Enabling Works would remove the space for the trees. Attendee was informed that the pohutukawa trees would be removed during the Enabling Works. Attendee was informed that the urban design for land surrounding the station has not been produced and therefore it was unknown as to whether there would be space for a community garden.
A2. Independent Peer Review Comments An Independent Peer Review of the draft TV DWP was undertaken by Jon Redfern of Arbolab. Jon confirmed by email dated 1 November 2019 that he had no recommendations or changes to the report at this stage.

None of the trees within the Mt Eden Enabling Works area are scheduled under the Auckland Unitary Plan (Operative in part).
I can confirm the trees do not have any protection as a notable tree in Schedule 10 of the Unitary Plan and are protected by way of their location on public land.
No change to TV DWP required.

If the future public realm reinstatement design allows, replacement trees for those removed will be planted in the same general area as part of the site’s reinstatement.
In this instance, it is acknowledged that replanting in this location is not going to be a viable option and that it is appropriate to consider planting is a more suitable location.
It is known that it will not be possible to replant the trees in the same location, therefore, replacement trees will be planted in an appropriate location elsewhere within the CRL designation.

The timing of the works means that they will commence
At this stage it is probably too late in the year to relocate the trees with any chance of success, and would advise that removal

The locations of replacement trees will be included in a replanting plan prepared as part the Urban Design DWP for the public realm reinstatement works.
The reports refer to the development of the Urban Design DWP which has yet to be worked on in any great detail for the final public realm areas once the civil works are completed. It is appropriate in my view to require the work on designing the public realm to include the need to find suitable locations to plant seven new suitably sized new trees for mitigating the proposed tree removals.

Currently the project is adopting the agreed principle of planting new trees in planter pits that have a minimum soil volume of 15 cubic metres wherever possible, which is appropriate in terms of providing the right conditions for new trees to grow and develop into healthy specimen trees in areas of hard paving and alongside roads.

I would recommend the inclusion of an advisory note -identifying the need specifically to consider the streets that surround this area have in some cases larger trees, Wynyard Street as an example has trees either side of the street beyond the edge of the designation, however the street may see traffic controls put in place which could impact on the trees.
Guidance on tree protection included. Responsibility for determining the need for tree protection allocated to the Project Arborist.

It is very important from a project coordination perspective that trees along the roadsides surrounding the main site are taken in account when moving large machinery, oversized loads, along with diversion of traffic along one side of the street close to larger overhanging trees. These situations do risk tree limb strikes so the project arborist and site manager need to be included to ensure trees are fenced off and highlighted to machinery and transport operators, along with the traffic control staff.

The locations of replacement trees will be included in a replanting plan prepared as part the Urban Design DWP for the public realm reinstatement works.
“I am concerned with the risks around this work identifying tree removals without a clearly defined plan to show where the replacement trees are going to be planted as mitigation. The applications I have assessed to date all make reference to the development of the Urban Design DWP which will include the locations of all new tree planting. I am of the understanding that this overarching plan has not yet been developed in any detail and the risk of new utility placement (and relocation) not then allowing for mitigation planting at street level. All replacement planting is to meet the current standards of a minimum of 15 cubic metres per tree planter pit. To enable the construction of these it is important that utility services are not placed to conflict within this area and so prevent a viable planting space being formed.”

The locations of replacement trees will be included in a replanting plan prepared as part the Urban Design DWP for the public realm reinstatement works.
“There is currently a risk in my view that the utility realignment and relocation work, if not carefully planned and coordinated will prevent the placement of new tree planter pits in the public space. The designation condition requires a 1 for 1 replacement and the relocation of services in the area will need to take account of the requirement to provide enough space to enable large grade specimen trees to be replanted to mitigate for tree removals. “

The locations of replacement trees will be included in a replanting plan prepared as part the Urban Design DWP for the public realm reinstatement works.
This concern applies to this current application with the removal of eight trees for the enabling work for the next major stage of the project, and no formal plan as yet on where the replacement trees are going to be planted.

Replanting of removed trees at a ratio of at least 1:1.
