1.
Introduction
The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.4 km underground passenger railway, running between Britomart Station and the North Auckland Rail Line (NAL) in the vicinity of Mt Eden Station. The CRL also involves the construction of two new underground stations at Aotea and Karangahape and a redeveloped Mt Eden Station (refer to Figure 1-1). The design and construction of the CRL infrastructure between the Aotea and Mt Eden Stations is being delivered by the Link Alliance.

This Trees and Vegetation Delivery Work Plan (TV DWP) has been prepared in relation to the Mt Eden Station Main Works (“main works”)
Overview of CRL Works in Mt Eden The CRL works in the Mt Eden area involve the construction of the southern section of the tunnel structures and the tie-in of the CRL railway to the existing NAL, including the construction of the redeveloped Mt Eden Station. The Mt Eden Active Construction Zone (ACZ) and Construction Support Areas (CSAs) are generally located between Nikau Street to the north, State Highway 1 (SH1) to the east, Dominion Road to the west and the existing NAL to the south. The works in this area include: • • • • Page 4
Operational activity required to support the tunnel boring machine (TBM) drive, including control room and plant, storage and spoil handling; Construction of a new Mt Eden Station building, incorporating passenger linkages between the new CRL platform and the modified existing NAL platform; Construction of a ventilation building; Road over rail bridges at Mt Eden Road, Normanby Road and Ruru Street with sections of road realignment;

Grade separation structures for the existing and new rail lines to pass-over and connect with each other, including the Newton Junction Grade Separation Structure, the Eastern Facing Connection and the Western Facing Connection; Installation of retaining walls and utilities; Pedestrian and cyclist bridge structures at Fenton Street and Porters Avenue; and New road linkages within the reinstated area post-construction.
Given the nature and scale of CRL construction works in Mt Eden, works are being undertaken in a staged manner, involving: • •
•
Enabling and early works (demolition, network utility relocation and site establishment work) – early works have commenced and will continue to end of 2020; Main construction works (construction of the underground CRL cut and cover tunnels, grade separation structures and trenches, station building and platforms, and tie-ins to the NAL) to be undertaken from mid-2020 through to mid-2023; and Public realm reinstatement – likely to be undertaken from 2021 to early 2024.
Purpose of the TV DWP In accordance with CRL designation condition 55, this TV DWP has been prepared to identify measures that will be implemented to mitigate and manage potential adverse effects on trees and vegetation during the main works. The objective of this TV DWP (designation condition 55.2) is: • •
To avoid the removal of scheduled trees as far as practicable; and Where trees are identified for removal during surface works the Requiring Authority will remedy or mitigate the adverse effects of construction on trees and vegetation.
This TV DWP forms part of the CEMP for the main works. It has been developed in consultation with the CRL Mana Whenua Forum and Community and Business Liaison Group. A record of the consultation and review outcomes, including the Link Alliance’s response to matters raised, is included in Appendix A.
TV DWP Author This TV DWP has been prepared by Matthew Paul, the Link Alliance’s appointed Works Arborist. Matthew has a Diploma in Arboriculture (Level 6) and has extensive experience as a consultant arborist, working on large scale infrastructure projects in Auckland.

In preparing the Trees and Vegetation DWP, the Requiring Authority shall seek input from the Auckland Council Parks Department with regard to tree species / vegetation selection, tree pit construction where deemed necessary, and the positioning of replacement trees and from directly affected land owners with regards to preferences for any replacement planting for vegetation / trees removed from private property or for any replacement planting on private property;

Mt Eden Main Works Description Overview of Works
The main works involve construction along several active work fronts concurrently within the Mt Eden area at any one time, to enable the redevelopment of Mt Eden Station and establish the CRL tie-ins to the NAL. Works will be carried out in a staged fashion. The construction staging and methodologies are described in greater detail in the CEMP. Within the main works area, there are already other works occurring in accordance with the Mt Eden Enabling Works (OPW60350039) and Normanby Road Early Works (OPW60351423) outline plan packages. This TV DWP has been prepared to address the entire main works area as outlined in Figure 2-1. In summary, the main works involve: • •
• • • • • •
Ground improvements, in the form of deep soil mixing (contiguous piling and grout injection), within the NAL corridor between Mt Eden Road Bridge and Normanby Road; Bulk excavations and construction of retaining walls along the NAL to provide for the rail trenches and installation of new tracks. The excavation will encounter basalt, which will be removed via rock-breaking and blasting. In places, softer ground conditions are anticipated to be encountered, which may require the use of sheet piles; Construction of the eastern and western crossover structures that enable the CRL rail lines to tie-in to the NAL; Construction of the Porters Avenue and Fenton Street pedestrian and cyclist bridges. Construction of the Normanby Road grade separation bridge, including regrading of Normanby Road and realigning the Boston Road roundabout; Redevelopment of the existing NAL platform; Construction of the CRL platform and the foundations and building structures for the Mt Eden Station building and the ventilation building; and Operation of the TBM, including the conveying of spoil material from the tunnels and the refuelling and general maintenance of the TBM within CSA 4.
Construction Staging and Methodology The main works will be divided into several stages within the various work areas. Generally, the works along the NAL are divided into two stages to allow works on the northern (downmain) and southern (upmain) sections to correspond with the ‘Single Line Running’ of train services through the construction area. Works within the Mt Eden Station area are divided into 12 stages. Stages 1-4 have already been addressed in the Mt Eden Enabling Works outline plan package, and stages 5-12 will be undertaken as part of the main works. For the new Mt Eden Station building and ventilation building, construction of the foundations and building structures will be undertaken as part of stages 5-12, while the finishing of the buildings, including internal and external fittings, will be completed as part of the future public realm reinstatement. The construction staging, and methodologies are described in sections 2.3 and 2.4 of the CEMP. Page 8

Site Description The main works will be undertaken in the vicinity of the existing Mt Eden Station and along the NAL, in an existing urban environment. The main works area is generally bounded by the NAL (south), State Highway 1 (east), Dominion Road (west), and Nikau Street (north). The main works will include construction activity along Nikau Street, Ruru Street, Porters Avenue, Fenton Street, Haultain Street, Ngahura Street, Flower Street, Shaddock Street, Mt Eden Road, Normanby Road, Boston Road and Nugent Street.

Affected Trees and Vegetation
A Tree Assessment1 was prepared in August 2012 and formed part of the Notice of Requirement (NoR) for the CRL designations. The report did not include the entire main works area. However, the expert evidence provided at the NoR hearing did subsequently identify all trees within the CRL Designation 6 footprint at Mt Eden and drew attention to the large Coral tree (or ‘Flame’ tree) (T128) in the traffic island at the Normanby Road/Boston Road/Nugent Street roundabout – identifying it as a ‘scheduled tree’. The other trees in the area were identified as a mix of exotics and natives. Details of those trees affected by the main works are outlined in Section 3.1 below.
Affected Trees As part of the Demolition, Enabling, and Normanby Road Early Works phases of the CRL Mt Eden works, a number of trees have already been identified for removal and many of these have now actually been removed. This TV DWP addresses the remaining trees that are impacted by the main works. In total, 34 trees of native and exotic origin will be impacted by the main works and the location of these trees is shown in Figure 3-1:

(N1) A Flame tree (1) growing at the corner of Boston and Normanby Road – this is scheduled as a ‘Notable Tree’ in the Auckland Unitary Plan Operative in Part (Identification No. 204);
•
(G1) A grouping of six (6) trees, both exotic and native, growing adjacent to the rail corridor at the western end of Boston Road, within the road reserve. Shrub planting is also present within this area. For the purposes of this assessment only trees are included.
•
(G2) The balance of grouped vegetation G1 growing adjacent to the rail corridor at the western end of Boston Road. This portion of the grouping is located on KiwiRail land and comprises of five (5) trees.
•
(T 1-19) A row of Willow Myrtle (Agonis flexuosa) consisting of nineteen (19) individual trees growing on Boston Road. T1 and T2 are located on KiwiRail land, with T3 – T19 within the road reserve.

Table 3-1 provides a summary of the impacted trees and proposed mitigation measures. It is noted that trees G2, T1 and T2 are located within the KiwiRail designation and not the CRL designation. Accordingly, the conditions requiring replacement planting on a 1:1 ratio do not apply to these trees.

Trees/Vegetation Required to Be Removed In order to enable the main works, a total of 30 trees will require removal. These removals include: • •
Grouping of 11 exotic and native trees (G1 & G2); and 19 Willow Myrtle (T1 – T19).
G1, G2 and T1 – T14 will require removal to construct the retaining walls required for the grade separation works at Normanby Road. The location of the subject walls is shown by the purple line (NMB-02) on the plan in Figure 3-2.

T15- T19 will require removal to widen an existing entrance to the rail corridor used by KiwiRail for construction and maintenance purposes, and which will be used to undertake sheet piling works. The location of the entrance and new sheet pilled wall are shown on the plan below:

Transplanting or Removal of Trees Where trees are in the path of construction works, consideration has been given to transplanting these trees to a new location instead of removing them. However, site investigations have concluded that those trees/shrubs proposed for removal are unsuitable for transplant. Group 1 (G1) Group 1 consists of a mixture of small to medium sized trees. The trees include 3x Corokia sp., 2x semi – mature Kaffi Plum (Harpephyllum caffrum) (exotic species), 4x Bangalow Palms (Archontophoenix cunninghamiana) and a row of 4x Kohuhu (Pittosporum tenuifolium). The trees within the group are all tightly spaced and of generally poor form. It is considered that the trees growing within Group 1 are un-suitable for transplant. There are no suitable locations within the works area for relocation, nor would they be suitable as individual specimens due to their tightly grouped growing environment. Willow Myrtle (T1 – 14) All Willow Myrtle trees identified for removal are mature specimens. A number of the trees possess significant structural defects including branch unions (some splitting) and decay. The subject trees are, for the most part, growing in a constrained growing location, meaning it is impractical and unsafe to attempt to extract an intact root ball. Furthermore, success of transplant would be low due to the size, age and structural defects identified. There are no suitable locations identified for their relocation as part of the project.

4.
Mitigation Measures
Replacement planting is proposed to mitigate the loss of the 30 trees to be removed from within the main works area. In addition to replacement planting, works within the root zones of trees N1, T15T19 and in the vicinity of T24 are proposed. Mitigation measures (as outlined in Section 4.2 below) will be implemented in order to protect trees N1, T15 – T19 and T24 which are to be retained.
Trees Requiring Removal Trees G1, G2 and T1 – T19 will be removed during the main works. Replacement planting for G1, G2 and T1-T19 will be undertaken as part of the public realm reinstatement on completion of construction of the main works. Replacement planting will be addressed in a future Outline Plan for the reinstatement works, which will include an Urban Design DWP (UD DWP) The method for removal of these trees will be informed by a qualified arborist in accordance with site observations, such as the proximity of surrounding buildings, tree size and overall condition. The methodologies used will include the following where relevant: • • •
Staged removal whereby the outer limbs are removed first, followed by inner limbs and the main trunk. Depending on the location of utility lines, tree stumps shall either be dug out or ground in situ. Removed tree debris will either be mulched onsite or removed for mulching off-site, depending on which is more practicable.
All trees permanently removed as part of the works will need to be replaced to address adverse effects on private properties, amenity and local streetscape. •

Replacement planting will be required for all trees that are required to be removed, as identified in Table 3-1 and Error! Reference source not found.. The location of replacement trees will be included in a replanting plan, which will be prepared as part of the UD DWP for the reinstatement of the CRL Mt Eden works. The UD DWP and accompanying replanting plan will consider the following in accordance with designation condition 55.3(c): o Replanting of removed trees at a ratio of at least 1:1; o Design for re-instatement of the area, including opportunities to replace removed trees with appropriate native species; o Input from the Auckland Council Parks Department (now Auckland Council Community Facilities) with regard to tree species / vegetation selection, tree pit construction and positioning of replacement trees; o An outline of the maintenance periods and responsibilities for care of the trees (i.e. maintenance is to be undertaken by the Requiring Authority for a period of five years for specimen trees and 3 years for all other landscape planting); and o Any consultation undertaken in relation to the replacement planting (refer to Section 5 of this TV DWP).

Trees not Requiring Removal Arboricultural Monitoring Trees N1, T20-T21, and T24 will not be removed as part of the main works. Arboricultural monitoring will be undertaken to ensure these trees are adequately protected for the duration of the works. The following sections outline those measures specific to each retained tree. The Works Arborist will oversee protection measures and be available (as required) to address any adhoc issues that may arise in relation to tree protection. In general, protection measures will include the following: (a)
Prior to any works commencing on the site in the vicinity of any of the retained trees, a meeting will be held at the site to discuss all issues pertaining to the protection of the trees and to gain a common understanding of the relevant recommendations. Present at the meeting will be; • The site foreman or project manager • The Works Arborist; • The Auckland Council Urban Forest Advisor; • Mt Eden Environmental and Sustainability Manager; and • Any other relevant personnel
(b)
The Works Arborist will be present during any excavations through the dripline of any tree to be retained. Any scraping of soil within the dripline of trees shall be discussed with and approved by the Works Arborist prior to works commencing. The removal of hard surfaces within the dripline of trees proposed for retention is to be undertaken under the supervision of the Works Arborist. Care must be taken to not unnecessarily excavate within the dripline of any tree - with material to be removed by hand if necessary. No significant root severance exceeding best practice thresholds should be required. However, all root pruning must be assessed and approved by the Works Arborist. All roots larger than 60mm in diameter should be retained. All roots larger than 60mm in diameter must be retained unless their removal is deemed by the works arborist, so as to not adversely impact the tree. No heavy machinery or equipment or materials shall be stored or deposited within the TPZ of any retained tree within the site. If any materials do need to be temporarily deposited within the rootzone of any tree being retained, an impermeable, load bearing surface, appropriate for the task is to be laid down first. When machinery is to be used within the dripline of any retained tree, track movement must be kept to a minimum, with temporary load bearing surfaces installed where open ground is to be traversed prior to final surface preparation. At a minimum, geotextile cloth or metal is to be installed to prevent any soil compaction within the trees’ remaining root systems. New materials are to be preferably installed progressively from the previously metaled surface. . Any pruning of protected trees is to be undertaken under the supervision of the Works Arborist in accordance with modern arboricultural practice.

Protective fencing should be installed wherever practicable at the dripline edge of trees being retained. This fencing shall remain in place for the duration of the main works in order to best protect the subject trees. The fencing is to be a robust, self-supporting structure of at least of 1.8 metres. Temporary relocation of the fencing can be undertaken at the point where specific works are to be carried out within the TPZ of the subject trees - with the fencing to be re-erected following that specific activity. Any relocation is to be discussed with and approved by the works arborist prior to commencement Compliance with all aspects of construction relating to tree protection will be monitored by the Works Arborist - with the detail of each visit and communication being logged.

Additional Reporting The Works Arborist shall also undertake regular Arboricultural Site Reviews (ASR) at a period of no less than once every two months works, for any works that are to taking place within 4 metres of the dripline of any retained tree(s). The ASR shall provide an opportunity to assess the health of retained trees, the tree protection measures, as well as providing general guidance to direct tree protection measures during the course of works. The initial ASR should be undertaken at least 10 working days prior to the commencement of work within 10 metres of any tree which is to be retained. The initial ASR is to serve as the baseline from which any future perceived change in health or condition can be referenced against, with this document to be prepared by the Works Arborist. Following this, the Works Arborist will prepare a Tree Management Checklist to be issued to the Environmental and Sustainability Manager (ESM) and Mt Eden Site Environmental Adviser during the initial arboricultural site review to enable continuous monitoring of tree health in the intervals between each arboricultural site review. The Tree Management Checklist should include (but may not be limited to): •
Direction for assessing general tree health

Direction to identify deterioration of tree health

The ESM / delegated advisor will undertake periodic monitoring of tree health as prescribed by the Tree Management Checklist at periods of no less than once every 14 days, and evidence of this monitoring should be provided to the ESM/delegated advisor for inclusion in the ASR. If the ESM/delegated advisor identifies evidence of declining tree health, the Works Arborist will be engaged to provide assistance in determining the cause of such deterioration and provide direction where appropriate.
Tree Specific Protective Measures – N1 (Notable Flame Tree) Arboricultural monitoring, by the Works Arborist, will be required in order to ensure the protection of the Notable Flame tree for the duration of the works. As outlined in Section 2.1, construction of the Normanby Road grade separation bridge will include the regrading of Normanby Road and the realigning of the Boston Road roundabout. Works undertaken within the vicinity of, or within the protected root zone of Tree N1 (refer Figure 4-1), are to be approved by the Works Arborist, in accordance with Section 4.2.1 of this TV DWP. Protective fencing will be erected under the supervision of the Works Arborist as near to the tree’s dripline edge as possible (where it overhangs the grassed berm area) for the duration of works (No fencing is necessary on the existing road surfaces). Any movement or relocation of fencing shall be discussed with the Works Arborist prior to implementation.

Tree Specific Protection Measures – T20 & 21 (Ash trees) These two trees stand on the corner of Lauder Road and Normanby Road (refer Figure 3-1 and Figure 4-3). It is anticipated that works will be required in close proximity to these trees as part of the abutment and retaining wall construction works. A protective fence is to be erected between the construction works and the trees, with timber hoarding recommended to prevent stockpiling of construction materials. All works are to be undertaken in accordance with Section 4.2.1 of this TV DWP.

Tree Specific Protection Measures – T24 (English Oak tree) Tree T24 is standing on an elevated area of land within 14-22 Boston Road and overhanging Boston Road (refer Figure 3-1 and Figure 4-4). Works are proposed to construct retaining walls to the east of the tree. However, these works will be some distance from the Oak tree. All works are to be undertaken in accordance with Section 4.2.1 of this TV DWP and protective fencing will be erected near the tree’s dripline edge.

Consultation
The Communication and Consultation Plan (CCP) prepared for the main works (Appendix G of the CEMP) outlines the engagement to be undertaken with the Auckland Council Parks Department (now Auckland Council Community Facilities) and Mana Whenua. It also details the communication that will be undertaken with the general public (through the Mt Eden Community and Business Liaison Group) and other stakeholders relating to the removal of trees within the area. Refer in particular to Sections 6 and 7 of the CCP.
