1 INTRODUCTION Flow Transportation Specialists Ltd (Flow) has been commissioned by Auckland Transport to develop a Transport Access and Parking Delivery Work Plan (this DWP) for the Nikau Street Stormwater Realignment Project (the Project). The purpose of the Project is to enable the construction of the future City Rail Link (CRL) tunnels by realigning the Nikau Street Stormwater Main which currently represents a critical CRL project constraint. The Project works involve the construction of a replacement stormwater main from the eastern end of Water Street, where it then passes beneath the CRL East Facing Connection (EFC) east of Mount Eden Road, it then continues west to connect into the existing main at the corner of Nikau Street and Ruru Street. The Project includes the construction of a central access shaft at Mt Eden Road and a a drive shaft at Water Street and retrieval shaft at Nikau Street. The location and extent of works are shown in Figure 1 below. The entire works are located within the CRL designation with three exceptions. The Water Street shaft, a portion of the southern wall of Mt Eden shaft (Figure 2) and the three new Gross Pollutant Traps (GPT’s) on Boston Road (2) and Normanby Rd are located outside the designation (Figure 6 and Appendix A). 2 PURPOSE AND OBJECTIVES OF DELIVERY WORK PLAN The purpose of this DWP is to describe the measures that will be taken to avoid, remedy and mitigate the adverse effects of the Project’s construction on transport, parking and property access. Specifically, this DWP meets the objectives of CRL designation Conditions 25.1 and 25.2, by addressing the transport, parking and property access issues identified in Conditions 25.3, 30.1 and 30.2. This DWP manages the transport, access and parking implication for the Project for works both within and outside the designation. This integrated approach facilitates the consistent management of the Project’s effects regardless of their location over the three sites. It is considered that the measures outlined in this DWP meet both the requirements of the relevant designation conditions listed Table 1 below and any potential Auckland Unitary Plan: Operative in Part (15 November 2016) resource consent requirements.

3 CRL DESIGNATION CONDITION REQUIREMENTS The following CRL designation conditions are relevant to this DWP: Table 1: CRL Designation Condition Requirements

“One Network� Consultation

18.1

The Requiring Authority and its contractor shall work collaboratively with the New Zealand Transport Agency (NZTA) during the preparation of the Traffic, Access and Parking DWP (Conditions 25, 27, 28, 29, and 30) in relation to confirming the management of adverse transport effects on the road network. A record of this consultation and outcomes shall be included in the Traffic, Access and Parking DWP. The Requiring Authority shall consult with the NZTA throughout the duration of construction on any changes or updates to the Traffic, Access and Parking DWP which relate to the management of the road network.

CEMP Requirements

20.1

In order to give effect to the objective in Condition 19.1, the CEMP must provide for the following: (d) A Travel Management Plan for each construction site outlining onsite car parking management and methods for encouraging travel to the site using forms of transport other than private vehicle to assist in mitigating localised traffic effects

21

CEMP Construction Works Requirements

21.1

In order to give effect to the objective in Condition 19.1, the CEMP shall include the following details and requirements in relation to all areas within the surface designation footprint where construction works are to occur, and / or where materials and construction machinery are to be used or stored: (a) Where access points are to be located and procedures for managing construction vehicle ingress and egress to construction support and storage areas;

General Transport, Access and Parking

25.1

A Transport, Access and Parking DWP shall be prepared to manage the adverse effects of construction of the City Rail Link, or any part of it, on the transport network.

25.2

The objective of the Transport, Access and Parking DWP is to so far as is reasonably practicable, avoid, remedy or mitigate the adverse effects of construction on transport, parking and property access. This is to be achieved by:

To achieve the above objective, the following shall be included in the Transport, Access and Parking DWP: (a) The road routes which are to be used by construction related vehicles, particularly trucks to transport construction related materials, equipment, spoil, including how the use of these routes by these vehicles will be managed to mitigate congestion, and to the greatest extent possible, avoid adverse effects on residential zoned land and education facilities;

(b) Transport route options for the movement of construction vehicles carrying spoil, bulk construction materials or machinery shall be identified and details provided as to why these routes are considered appropriate routes. In determining appropriate routes, construction vehicles carrying spoil, bulk construction materials or machinery shall as far as practicably possible only use roads that:

Note: For the purposes of designation Conditions 25, 27, 28, 29 and 30 “temporary closure� is defined as the following:

(i) In place for less than six hours, the Requiring Authority shall communicate and consult on the closure at least 24 hours in advance, but is not required to offer or provide alternative parking arrangements, though it may choose to offer this on a case by case basis in consultation with the affected party; and

(ii) In place for between six and 72 hours, the Requiring Authority shall communicate and consult on the closure at least 72 hours in advance, and will offer and provide where agreed with the affected party alternative parking arrangements. The alternative parking arrangement should be as close to the site affected as is reasonably practicable.

Monitoring of Transport Network Congestion

26.1

To achieve the objective of Condition 25.2(a), the Requiring Authority will undertake monitoring of the transport network and implement additional mitigation measures as required to manage congestion to achieve the best practicable option.

26.2

The purpose of the monitoring is to monitor congestion on the transport network by measuring average delays for traffic travelling along specified routes. The evaluation times will be: (a) The average travel times over the weekday two hour morning peak period; and

(b) The average travel times over the weekday two hour evening peak period; and

26.3

The Requiring Authority shall carry out continuous monitoring for the duration that construction of the City Rail Link is occurring. The intention is that this monitoring is to be continuous, although it is acknowledged that there may be occasional malfunctions.

If a congestion incident occurs (such as an accident), the monitoring during the affected period will be considered unrepresentative.

Monitoring shall commence six months prior to construction of the City Rail Link to establish a baseline of existing transport congestion.

26.6

The monitoring will establish whether the City Rail Link construction works have increased traffic delays as follows:

(a) Either by more than 10 minutes (from the monitoring previously undertaken in accordance with this condition)

(b) Or if the travel times are more than three minutes or 30% greater than the forecast modelled increases along that route (according to the most recent traffic model test of that scenario, undertaken prior to the start of construction. The modelled time is to be based on the Auckland City Centre SATURN traffic model or a different traffic model approved by the Requiring Authority).

(c) The 30% above shall only apply for an increase predicted to be over four minutes.

If the travel times exceed the above criteria on any one of the specified routes, then additional mitigation shall be implemented by the Requiring Authority in its role as the Road Controlling Authority (under its statutory obligation). The additional mitigation could include but is not limited to advertising alternative routes, removing on street car parking or implementing operational measures, such as lane reconfigurations or signal phasing, to increase capacity on the surrounding network where reasonably possible at that time.

(b) During the closure of the Normanby Road level crossing to construct the grade separated crossing, the Mt Eden Road and Normanby Road intersection shall be signalised and a second traffic lane shall be provided on the Boston Road approach to its intersection with Mt Eden Road intersection. The Traffic, Access and Parking DWP shall demonstrate how these measures will be implemented and shall also include the following: (a) How construction works can be undertaken to mitigate congestion on New North Road, Ruru Street, Korari Street, Flower Street, Nikau Street, Ngahura Street, Porters Avenue, Mt Eden Road, Normanby Road, Boston Road, Nugent Street, and the road network in general in this area including:

4 PROJECT WORKS 4.1 Introduction The CRL project comprises the construction, operation and maintenance of a 3.4 km underground passenger railway, running between Britomart Station and the North Auckland Rail Line (NAL) in the vicinity of Mt Eden Station. The works relating to this DWP constitute part of the enabling work for CRL. The works include the realignment of a 2,000 mm stormwater main which runs (in part) along Nikau Street in Mt Eden. The Nikau Street Stormwater main currently conflicts with the CRL tunnel alignment at the intersection of Nikau Street and Flower Street. The main is owned and operated by Auckland Council (AC).

4.2 General Project Works The Project proposes to divert the existing Nikau Street stormwater main between Water Street and Nikau Street to achieve a gravity diversion. The construction of the Project will be carried out by ‘pipe jacking’, which is a trenchless construction technique where a Tunnel Boring Machine (TBM) with a pressurised slurry system excavates material. Pipes are then horizontally driven using a hydraulic ram from a series of vertical shafts. Therefore, it is proposed to install the following shafts, along with associated CSA’s, at the following locations. An access shaft adjacent to Mount Eden Road (approximately 2.7m diameter and 18.0 m deep), known as the “Mount Eden Road Access Shaft” is located between Mount Eden Road and the North Auckland Line (NAL). The construction activities shall be supported by a primary construction support area of approximately 1,200 m2 (plus an additional 350 m2 for a temporary vehicle access ramp) surrounding the shaft, in addition to a further 2,728 m2 construction support area at 28 Mt Eden Road. A drive shaft at Water Street (approximately 8.5 m diameter and 16.5 m deep), known as the “Water Street Shaft” is located within an AT owned vacant site which is currently used as a carpark. The shaft is to be positioned between the end of Water Street and the existing NAL lines. It is proposed to be supported by a construction support area of approximately 1,500 m2 surrounding the shaft. A reception shaft at Nikau Street (varies from approximately 5.5 m to 10 m in diameter and 16 m deep) known as the “Nikau Street Shaft” is located within the footpath at the corner of Nikau Street and Ruru Street. It is proposed to be serviced by a construction support area of approximately 900 m2 at 16-18 Ruru Street. The proposed construction methodology for Project is summarised below. 1. 2. 3. 4.

The construction activity is expected to continue for approximately 13 months, starting March2018. Across the three sites in total, up to 20 truck deliveries per day (40 one-way movements) are estimated during the peak of the works when spoil is being removed from the area during the excavation of the access shafts. Following this period, fewer truck movements are expected – in the order of 8 trucks per day (16 one-way movements).

4.3 Hours of Operation Works will generally be undertaken between 7:00 am and 7:00 pm Monday to Saturday. Twenty-four hour works are proposed for all pipe-jacking (tunnelling) works. If tunnelling was to stop overnight there is a risk that the TBM would become stuck, requiring additional surface excavation to retrieve it. Twenty-four hour continuous construction also provides benefits to the pipe jacking operation by reducing the effects of ground water loss and settlement. The twenty-four hour working during tunnelling is also required to reduce the overall duration of the works, which allows the CRL rail tunnel construction works to commence earlier.

4.4 Mt Eden Road Site The existing residential apartment building at 26 Mt Eden Road will be demolished., The Mt Eden site is a sloping site. An alternative site access for construction of the Mt Eden Road shaft at 28 Mt Eden Road will be established. The site needs to be excavated to make it sufficiently level for the construction of the shaft to commence. This requires lowering the ground level to the top of the access shaft level. The indicative site layout is illustrated in Figure 3.

The site establishment and shaft construction at the Mt Eden Road site will generally follow the below sequencing: 1. Establish environment controls (as outlined in Sub-Plans), traffic management and site fencing. 2. Construction of a vehicle access ramp from Mt Eden Road down to the rear of 28 Mt Eden Road. This may include the relocation of services to 28 Mt Eden Road along this temporary access ramp. 3. Excavation of the site down to a level platform at the height of the finished access chamber.

4. Installation of fencing between the railway and the site once the top of the shaft has been reached. 5. Installation of the casing for the access shaft. 6. Excavation of the shaft and installation of supports as the appropriate. Once the base level of the shaft is reached the base slab will be installed. 7. Construct the permanent works including a mined link to the new stormwater main. 8. Once complete the shaft will be backfilled. 9. Complete the access chamber internally 10. 4.5 Nikau Street Site The Nikau Street site will be a receiving site for the TBM, and will require preparation works prior to the main stormwater realignment works. The building at 16 Ruru Street will be demolished, and the relocation and protection of a number of utilities within Nikau Street is required (including trenching). The utilities trenching work will be conducted over five to ten working days, and will require the temporary occupation of portions of both Ruru Street and Nikau Street, although not necessarily at the same time (Refer Figure 4, the yellow shaded area). A new manhole will be constructed within the road reserve at the intersection of Ruru Street and Nikau Street, requiring temporary occupation of a portion of Nikau Street. An overview of the site is shown in Figure 4 below. The proposed road occupations during demolition and utilities work are shaded yellow, and the portion of Nikau Street to be closed to construct the manhole part of the blue area.

It is noted that after the shaft is constructed within the Nikau Street site, there will be a period of inactivity at this site until the TBM is received.

4.6 Water Street Site The final construction site will be at 14-22 Boston Road (known as the ‘Water Street Site’), where the southern portion of the site will be occupied by the contractor. This will be the TBM launch site. Unlike the previous site, construction activity will be contained entirely within the site and there will be no direct impacts on the road network. The proposed site is illustrated in Figure 5. The Water Street site is located outside the designation. Nonetheless, it is subject to the management measures proposed in this DWP for transport, access and parking matters.

4.7 Boston Road and Normanby Road Utilities Works Three new GPT will be constructed within the road reserve on Boston Road (two) and Normanby Road (one). These works will require excavating pits of approximately 5 m wide, 5 m long and 7.9 m deep to install new 2.5 m diameter GPTs and manholes. The location of these sites are shown in Figure 6 below and Appendix A. The duration of these works will be approximately 12-15 weeks in total (for all three sites).

4.8 Construction Workforce The total Project workforce across all three sites will vary between approximately 22 staff initially, and a peak of 30, before dropping to a low of approximately 10 staff across the three sites at any one time. Additional third party workforce such as traffic management staff will attend site for utility alterations or discrete events in addition to those described above. Workforce parking will be provided at the Mt Eden Road site (28 Mt Eden Rd) and Project vehicle access will be provided for material delivery, spoil removal and service vehicles (such as for sediment disposal and fuel supply). Some contractor parking will be provided at each of the other work sites (23 parking spaces in total). It is expected all contractor parking will be within the sites

4.9 Work Travel Demand Management It is expected that traffic effects of workforce travel will be minimised through car sharing, use of public transport or staff shuttles, off-peak shift starts (especially in the morning) and 24 hour operations. The Project workforce will be provided with public transport travel information, and encouraged to car pool if they choose to drive and use nearby public car parks.

5 EXISTING CONDITIONS 5.1 Mt Eden Road Site Mt Eden Road is classified as an Arterial Road within the AUP. It carries approximately 14,600 daily vehicles, with the following peak hour traffic flows1. Table 2: Existing Traffic Movements on Mt Eden Road, south of Boston Road

Approximately 6% of Mt Eden Road traffic are heavy commercial vehicles (HCVs), with much of this due to bus services. The route is strategically significant for public transport services, with Mt Eden Road bus services part of Auckland Transport’s Frequent Service Network. Northbound bus lanes operate directly outside the site during the morning peak period (7-9 am weekdays), and southbound lanes provided elsewhere on Mt Eden Road during the evening peak (4-6 pm weekdays). Intermittent on street parking is permitted on Mt Eden Road, with those on the east side of the road generally P60 spaces (Monday to Saturday) and those on the west side are generally P30 (Monday to Saturday, except when the northbound bus lane is in operation as above). The construction activity site will be at 26 and 28 Mt Eden Road, which are currently occupied by a residential apartment building and commercial building, respectively. Both sites have frontage to Mt Eden Road, as illustrated in Figure 7.

5.2 Nikau Street Site Nikau Street and Ruru Street are both local streets without Arterial classifications within the AUP. Both provide access to local properties only. Both streets have carriageway widths of 9.5 to 10 m, supporting a single traffic lane in each direction and on street car parking. Both streets have footpaths on each side of the road, and pram ramps are provided for pedestrians crossing Nikau Street. Pedestrians wishing to cross Ruru Street do so using vehicle crossings. The Nikau Street and Ruru Street intersection was surveyed on Thursday 8 September 2016. To the northwest, Ruru Street connects to the wider network at New North Road, while Nikau Street does so to the northeast at Mt Eden Road. Right turns into Nikau Street from Mt Eden Road are banned, but all other movements are permitted at this intersection, and at the Ruru Street/New North Road intersection. Both are priority controlled.

This site is located on the corner of Nikau Street and Ruru Street at 16-18 Ruru Street. This is currently a commercial building. This site sits adjacent to the give way controlled intersection of Ruru Street and Nikau Street, as illustrated in Figure 8. Figure 8: 16-18 Ruru Street

5.3 Water Street Site This construction site is accessed from the end of Water Street and has a street address of 14-22 Boston Road in Mt Eden. This site currently operates as a car parking area operated by Wilson Parking. This site has no vehicle access from Boston Road, but is instead accessed primarily via Normanby Road and secondarily Water Street, as illustrated in Figure 9. Note that in this figure, the site is highlighted in its entirety, while the Nikau Street stormwater realignment works will only occupy a portion of the site, with the remainder to continue to operate as a parking area.

5.4 Boston Road and Normanby Area Boston Road is a two lane, two way road connecting Mt Eden Road and Normanby Road to the west with Khyber Pass Road to the east. Its primary function is as a through route, most notably for eastbound traffic travelling from New North Road to Newmarket and the Southern Motorway, as the more direct route is prohibited through a banned right turn at the intersection of New North Road and Khyber Pass Road. Normanby Road is similarly a two lane, two way road, connecting Mt Eden Road and Khyber Pass Road. It serves as an alternative to Mt Eden Road. Both roads are classified as local streets within the AUP3. Manual traffic counts at the intersection of Boston Road and Normanby Road were undertaken on Wednesday 29 June 2013, with the results summarised in Table 5.

There is some existing traffic congestion on Boston Road during the commuter peak periods. This congestion is a result of the intersections at either end of Boston Road, and in particular the eastbound queue for the southbound motorway on ramp at Khyber Pass Road during the evening peak. Existing congestion on Normanby Road is generally associated with the rail level crossing, the Boston Road roundabout and with the downstream signalised intersection with Khyber Pass Road. The north side of Boston Road supports small scale commercial properties and provides access to two minor streets. The south side borders the rail corridor and has no facing properties, but provides one service access to the rail corridor. On street car parking is provided on the south side of the street with approximately 50 unmarked parking spaces. No parking restrictions are in operation, but for approximately five P30 spaces midway along the street. Normanby Road supports multiple vehicle crossings on both sides of the street, several local street intersections, and on street parking (unrestricted) is permitted on both sides of the street.

6 PROPOSED TRAFFIC MANAGEMENT 6.1 Philosophy This DWP has been developed in general accordance with the traffic management approach put forward in the CRL designation conditions and the supporting ITA, as well as with Auckland Transport’s Code of Practice (ATCoP) and the Transport Agency’s Code of Practice for Temporary Traffic Management (CoPTTM). In practical terms this means providing for the connectivity and access described in the designation conditions wherever and whenever possible and in particular for main road movements. Additional turn bans or changes to connectivity or access have been restricted to those imposed by safe operational practice, and geometric or spatial constraints for traffic management. The modal priorities adopted by this TTMP are: 1. Active transport 2. Public transport 3. Freight, service vehicles, couriers and taxis 4. Private vehicles (including construction traffic). Within CoPTTM, Mt Eden Road is classified as a Level 2 road. Nikau Street, Ruru Street and Water Street are all Level 1 roads. The traffic management measures proposed in this report have been developed accordingly. The below traffic management methods have been developed to be commensurate in size and scale to the construction activities proposed and their expected effects on the transport network. It should be noted that the majority of the Project works occur outside the road corridor. Where short term closure of lanes, diversion of traffic or pedestrians are required, these are in all cases very minor in effect, and comparable to those of a typical urban, off-street construction site. As a result, the traffic management proposed is relatively straightforward, and primarily focusses on site access points and temporary parking arrangements.

6.2 Mt Eden Road Site During the periods when construction activity occupies a portion of Mt Eden Road: The footpath and parking lane on the east side of Mt Eden Road will be temporarily closed Southbound traffic on Mt Eden Road will be shifted westwards, occupying the flush median; this lane will be a minimum 3.0 m wide A temporary footpath will be provided on the road carriageway, adjacent to the construction site; this footpath will be a minimum 1.5 m wide Some truck loading will occur within the occupied portion of Mt Eden Road; trucks will enter this loading area forwards from the north, exiting forwards to the south A temporary speed limit of 30 km/h will be in operation on Mt Eden Road.

The above temporary traffic management will be in place over a relatively short time period of approximately six weeks, during the building demolition, site setup and piling stages. For the remainder of the 13 month stormwater main works there will be no direct impact on Mt Eden Road operations. Truck loading will occur to the rear of the site, off the street network, except when occurring on the street during the expanded operations described above. Truck access to and from Mt Eden Road will be left-in and left-out only. Access will be via a new gated pedestrian and vehicle access at the northern boundary of 26 Mt Eden Road. A temporary through route between the Mt Eden Road and Water Street sites, via 28 Mt Eden Road, will allow some construction vehicle movements to be via the Water Street access (see Section 6.4). Truck tracking within site is shown in Appendix A.

6.3 Nikau Street Site During the demolition of the existing building at 16 Ruru Street and the relocation and protection of utilities within Nikau Street, portions of Nikau Street and/or Ruru Street will be closed. This will require: The closure of the adjacent footpaths along Ruru Street and Nikau Street Nikau Street and Ruru Street to be restricted a single lane of operation, allowing one way vehicle access only, while the opposing carriageway is closed A temporary speed limit of 30 km/h will be in operation on both Ruru and Nikau streets. Should the Ruru Street southbound traffic lane be closed at the same time as the Nikau Street eastbound traffic lane is closed, traffic should be managed on Ruru Street and/or Nikau Street to allow alternating, two way movements, to ensure vehicles exiting properties on Ruru Street retain access to the traffic signals at Korari Street (either via Nikau Street or via Shaddock Street, Flower Street and Nikau Street). This will be required in order to meet CRL designation Condition 30.1(f). When restricted to one way operations, two way access on both Ruru Street and Nikau Street will remain available for emergency services at all times. An on-site loading area will be provided, allowing trucks to load clear of the Ruru Street road boundary. Vehicle access to this loading area will be available from and to Ruru Street southbound, without requiring trucks to reverse. An on-site contractor parking area will also be provided, suitable for six vehicles. Truck tracking to and from the site is shown in Appendix A.

6.4 Water Street Site Vehicle access to the site will be generally provided via the existing Water Street access. However access will also be available via the proposed Mt Eden Road work site, via the temporary vehicle access linking the two sites. An on-site loading and manoeuvre area will be provided, and egress will

generally be via the Water Street access. Truck movements at the Water Street intersection with Mt Eden Road will be restricted to left turns only. There may however be instances where large plant are delivered to the site by larger trucks which are unable to turn around within the manoeuvre space provided. These vehicles must exit via the Wilson parking area onto Normanby Road. This will be an infrequent occurrence, and the truck will be guided through the parking area by spotters. The vehicle tracking assessment of this manoeuvre (refer Appendix A) demonstrates that this movement may require a number of parking spaces within the Wilson parking area to be vacated at these times, requiring either: Egress of these larger truck and trailer units to occur after hours, when parking demand is lower, or The conflicting parking spaces to be left unoccupied on these days; this will be by arrangement with Wilson parking. Truck egress onto Normanby Road will be limited to left turn movements only. The remainder of the Water Street site will continue to operate as a car parking area (albeit with some temporary reconfigurations). Access to this parking area via Water Street will be closed however (except for occasional through truck movements as above), but private vehicle access will continue to be available via the Normanby Road access. Pedestrian access from the car parking area to Water Street will be retained, as illustrated in Figure 10. Figure 10: Water Street site layout showing pedestrian access from Boston Road carpark

6.5 Boston Road and Normanby Road Utilities Works The work sites are required to install the three new GPTs within the road reserve of Boston and Normanby Roads. The work sites will be partially within the road carriageway, and will also occupy the footpath on one side of each road. In general, the work sites will be managed by: Maintaining two traffic lanes on Normanby Road and Lauder Road, at least 3.0 m wide Reducing traffic flows to one lane (east) along Boston Rd. Temporarily reducing speed limits on all three roads to 30 km/h Temporarily removing some on street car parking on Boston Road and Normanby Road (unrestricted parking) Closing a section of the footpath on the southeast corner of Normanby Road and Lauder Road, and providing temporary pram ramps to the north and south of the work areas to allow pedestrians to cross Normanby Road Closing a section of the footpath on the north side of Boston Road, and providing temporary pram ramps either side of the work areas to allow pedestrians to cross. Truck access to the GPT sites will be managed by the contractor. On Boston Road, trucks will approach the site from the west and either drive forwards into the site from the west (drive past the site and reverse into the site from the parking lane or will manoeuvre into the space between the two GPTs. All reverse manoeuvres will be carried out with a spotter.

6.6 Construction Traffic Overall, the volume of construction traffic generated by the Project is predicted to be very low, with a maximum of 20 truck deliveries per day (40 one-way movements) across the three sites. These movements will generally occur between 7:00 am and 7:00 pm, Monday to Saturday. During the tunnel boring however, and to support the continuous TBM operations, truck movements during this phase may additionally take place between 7:00 am and 7:00 pm on Sundays, to allow spoil to be removed from the Water St site and for pipe sections to be delivered. Sufficient space has been provided at the Mt Eden Shaft for spoil and pipe storage to ensure truck movements will not be required between 7:00 pm and 7:00 am. Some light vehicle access may be required overnight, but this will be limited as far as is practicable. In general, truck movements will be governed by the following: Construction truck movements shall be restricted to left turn movements to and from arterial roads, except where an intersection is controlled by traffic signals Reverse manoeuvring of construction trucks shall not take place on any arterial route. If required on any local street (ie Water Street, Ruru Street or Nikau Street) this shall be carried out with the assistance of a spotter.

The three sites all have ready access to the wider arterial network4. Where practicable, truck movements to and from the site will only use the arterial road network to gain access, with only left turns permitted to and from arterials except at signalised intersections. Turn restrictions will not be enforced with signage, but drivers and operators will be made aware of these restrictions when instructed of the routes they may take. These access routes are illustrated in Figure 11, and listed below: Access to the Nikau Street site will be via either Mt Eden Road (turning left into Nikau Street) or via New North Road (left into Ruru Street) Egress from the Nikau Street site will be via either Mt Eden Road (turning left from Nikau Street) or via New North Road (left from Flower Street) Egress from the Nikau Street site to New North Road will also be permitted via Korari Street, which is signalised and can allow safe right turns for heavy vehicles Access and egress to/from the Mt Eden Road site will be via Mt Eden Road directly (turning left in both cases) Access and egress to/from the Water Street site will be via Mt Eden Road (turning left into and out of Water Street) Figure 11: Truck Access Routes to/from Sites (image: Google Maps) Arterial Roads (AUP) Access Routes Egress Routes Education Facilities

This will take place either via the internal access between the Mt Eden Road and Water Street sites, or where practicable via the arterial road network, as illustrated in Figure 12. The use of Normanby Road will be necessary for southbound trucks on Mt Eden Road to return to a northward direction, without widespread detours.

Truck movements to and from the sites will generally be via 11 m large rigid trucks, or smaller units. It is acknowledged that these vehicles may be required to swing across opposing lanes when traversing local streets such as Ruru Street and Nikau Street; however these manoeuvres are considered acceptable within these very low speed low volume environments. Larger semi-trailer trucks may very occasionally deliver plant to the sites, as below. When required, delivery of large plant by over dimension vehicles will take place via the Transport Agency’s over dimension routes where practicable. These routes include the State Highway network, Newton Road, Symonds Street, Khyber Pass Road (west of Nugent Street), Normanby Road and Nugent Street and Mt Eden Road (south of Normanby Road). Access by over dimension vehicles will require these vehicles to manoeuvre limited sections of arterials and local streets that are not designated over dimension routes, including potentially sections of Boston Road, Mt Eden Road, Water Street, New North Road, Ruru Street, Shaddock Street, Flower Street, Nikau Street and Korari Street. These vehicle movements will be occasional in nature, used only to deliver/remove large plant, will take place outside of the commuter peak periods, and will be managed by appropriate mobile traffic management. This will allow these vehicles to safely traverse multiple lanes of traffic as required. Similarly, over weight deliveries will take place where practicable via the Transport Agency’s over weight routes, which include the State Highway network, Symonds Street and Mt Eden Road.

Contractor parking will mostly be restricted to the 28 Mt Eden Rd site where approximately 20 outdoor parks are provided and some indoor parks may be possible. It is not expected that any other on street parking will be required by staff other than short term parking at the GPT sites and Nikau St. Nikau St will have a minimum of 3 short term parks off road. The contractor will also prepare a Travel Management Plan, documenting how private car travel and parking will be minimised by encouraging public transport, rise sharing and active travel, by staggering staff shifts, and by managing the use of contractor parking.

7 ASSESSMENT OF EFFECTS The three sites are sufficiently isolated for the effects to be independent of each other, but for the movement of construction materials between the three sites. Each site is then assessed separately in the following section, as are construction truck movements.

7.1 Mt Eden Road Site For the majority of the approximately 13 month construction duration, traffic impacts resulting from the Mt Eden Road construction site will be limited to: Increased truck movements into and out of the site, and increased contractor traffic in general on-site car parking available to 28 Mt Eden Road Altered / shared vehicle and pedestrian access arrangements to 28 Mt Eden Road. The volume of construction trucks is expected to be very low, and considered negligible on this existing arterial road. In addition, the existing 19 unit residential building at 26 Mt Eden Road is estimated to generate approximately 90 daily vehicle trips5, and the commercial building at 28 Mt Eden Road estimated to generate approximately 60 daily vehicle trips6. The demolition of these buildings will reduce traffic demands on Mt Eden Road by this quantity, offsetting the proposed construction activity. Some contractor parking will be accommodated within the three work sites, particularly 28 Mt Eden Rd . It is not expected, that contractor parking will occur on the surrounding street network,. Any contractor parking requirements which cannot be met on site will be met through on street parking and public off street parking areas. While on street car parking is in high demand within this area, it is noted that there are four public car parking areas available within a five minute walk of the site. This includes a multi storey facility on Enfield Street. Significant contractor parking is unlikely to take place within the time restricted (P60) parking spaces on Mt Eden Road immediately outside the site. During periods when the construction site must occupy a portion of Mt Eden Road, transport effects will be somewhat greater. The pedestrian, cyclist and general traffic function of Mt Eden Road will be retained at all times. However narrowing the southbound traffic lane to a minimum width of 3.0 m with temporary construction barriers will restrict the “feel” of the traffic lanes and reduce the lane’s traffic carrying capacity. Mt Eden Road's southbound traffic lane is currently 3.4 m wide, with intermittent parking to one side and a 2.0m flush median to the other. A single traffic lane with these parameters would typically have a capacity in the order of 1,340 to 1,550 vehicles per hour7. Reducing the lane width to 3.0 m and removing the flush median would have the effect of reducing this capacity to approximately 950 vehicles per hour7.

Mt Eden Road currently carries 565 vehicles per hour southbound during the busiest (evening) peak. By inspection, the temporary traffic restrictions are unlikely to limit traffic movements on Mt Eden Road, and the intersections to the north and south will continue to be the critical capacity constraints on this road. As a result, the traffic effects of the temporary works are expected to be negligible. Delays on Mt Eden Road are expected to be limited to the increased travel time associated with the reduced, 30 km/h, speed limit – an approximately ten second delay, based on a 200 m length of this speed restriction. Delays associated with increased truck movements on Mt Eden Road are expected to be negligible, with no right turn manoeuvres permitted for trucks into or out of the site. These delays are considered negligible, and will not have an appreciable impact on the operation of the network. Emergency services and bus services will similarly not be appreciably affected, and no further mitigation for these services will be required. The closure of the existing footpath on the east side of Mt Eden Road during this stage will require a temporary footpath be provided on the road carriageway, between the construction site and the shifted traffic lane. During this period two existing on street car parking spaces (P60) will be temporarily unavailable, and this will result in existing demand for these spaces being displaced elsewhere. These two parking spaces sit directly outside the existing 19 residential units at 26 Mt Eden Road. It is noted that these units do not have any on-site visitor car parking provision, and deliveries and visitors to these units must currently park on the street. Visitor parking for apartment units would typically be provided at a rate of 0.2 spaces per unit, or four spaces in total. The demolition of this building will as a result reduce demand for short stay on street car parking on Mt Eden Road by up to four spaces, offsetting the temporary loss of the two short stay spaces. As a result, mitigation for the temporary removal of these two short stay parking spaces is not required. Throughout all stages of construction, the existing bus stops on Mt Eden Road, as well as the existing citybound bus lane are expected to operate as usual. Bus services will operate as usual, with no appreciable delays.

7.2 Nikau Street Site The works at the Nikau Street site will for the most part take place outside of the road reserve. The proposed reduction in road space on Nikau Street will however result in some small loss in traffic capacity on this route, similar to that described previously on Mt Eden Road. In the case of Nikau and Ruru Streets however, the existing traffic volumes on these local streets are very low, and the small reduction in traffic capacity will have negligible effects. The closure of short lengths of footpath on the southern side of Nikau Street and the eastern side of Ruru Street will require pedestrians to cross these streets and use the opposite footpath. This is an acceptable practice on a Level 1 street, and no significant impacts are expected. The works will result in some increase in truck movements on both Ruru and Nikau streets. This increase will be a portion of the estimated 20 daily truck deliveries documented in Section 4.2 and the effects of this very small increase in trucks are considered negligible.

The works will also result in the temporary loss of 18 m of on street car parking on the south side of Nikau Street (approximately three spaces, all P120), as well as some parking on the north side of Nikau Street (approximately two spaces, unrestricted). It is recommended that the P120 spaces be replaced with temporary short stay spaces elsewhere on Nikau Street, as illustrated in Figure 13, to ensure that the adjacent land uses have adequate supply of short stay visitor spaces. As a result of the proposed mitigation, there will be no effect in supply of short stay parking spaces, but up to five fewer unrestricted parking spaces available. The temporary removal of unrestricted on street car parking spaces, as well as any increased demand associated with contractor activity, will result in increased competition for alternative long stay parking spaces within the area. Weekday demand for these parking spaces is understood to be relatively high, with spaces occupied by employees of adjacent businesses, and potentially by city centre commuters wishing to park close to the city for free. Mitigation for these users is not recommended, and these users are expected instead to either be displaced to other neighbouring parking areas, or to change their travel behaviour. It is noted that the existing building at 16-18 Ruru Street has an off street parking provision of 17 spaces, which appears adequate to meet demands. Accordingly, the removal of this building is unlikely to reduce the existing on street car parking demand in this area. During the required enabling works, traffic on Nikau and Ruru streets will be restricted to one way operations only, with traffic operating in one direction while the opposing carriageway is closed. This will require traffic to circulate around adjacent blocks when their path through Nikau Street or Ruru Street is closed. The duration of these closures will be very short, in the order of five to ten days, relative to the much larger 13 month stormwater main works. Traffic volumes on both streets are very low and the surrounding blocks are short; as a result, the effects of these closures will be negligible.

If at any time the southbound Ruru Street traffic lane is to be closed at the same time as Nikau Street eastbound is closed, this will prevent properties on Ruru Street (north of Nikau Street) from gaining access to the traffic signals at the intersection of New North Road and Korari Street (CRL Condition 30.1(f)). In this instance, manual traffic control shall be applied to the restricted section of either Ruru Street and/or Nikau Street to enable Ruru Street traffic to access the traffic signals at Korari Street, complying with Condition 30.1(f).

7.3 Water Street Site The works within the Water Street site will take place entirely outside of the road reserve, so there will be no direct impacts on road operations. The works will result in some increase in truck movements on both Water Street and Normanby Road. This increase will be a portion of the estimated 20 daily truck deliveries documented in Section 4.2, and the effects of this very small increase in trucks are considered negligible. Like the Nikau Street site, while contractor parking is to be provided on site, there may be periods where additional contractor parking occurs on the street. Similarly, the site itself will occupy a portion of the existing Wilson parking area, and this may result in some existing commuter parking being displaced elsewhere. As per the Nikau Street site, mitigation for these users is not recommended. It is noted that the works will occupy the portion of the Wilson parking area that is unformed, unmarked and currently suitable only for informal parking. The works will result in the Water Street access to the Wilson parking area access being closed to general traffic, consolidating vehicle movements to the remaining Normanby Road access. Assuming that no existing parking area users are displaced elsewhere and vehicle movements remain as surveyed, this will increase peak hour movements at the Normanby Road access from 27 vehicles to 44 vehicles. These volumes remain very low for a single vehicle access, and the effects are considered negligible. Truck loading will occur within the site, with trucks both entering and exiting the site forwards via Water Street. Truck movements at Water Street will be restricted to left-in and left-out at Mt Eden Road.

7.4 Boston Road and Normanby Road Utilities Works It is noted that the Boston Road and Normanby Road utilities works are short term in nature (twelve to fifteen weeks in total), relative to the wider stormwater main realignment works (thirteen months). Narrowing the traffic lanes on both Normanby Road and Boston Road to a minimum width of 3.0 m with temporary construction barriers will reduce each lane’s traffic carrying capacity. Like at the Mt Eden Road site, capacity would be reduced to approximately 950 vehicles per hour per lane. Both Boston Road and Normanby Road currently carry 500 vehicles per hour per lane in each direction or less. Following confirmation of the position of the existing manholes in Boston Rd it is impossible to maintain 2 lanes. Subsequent traffic counts have confirmed that it is possible to reduce Boston Rd to a

single lane in the easterly direction and to divert western bound traffic up Auburn St. A traffic management plan covering this arrangement has been submitted and approved by AT. The temporary removal of on street car parking spaces on both roads will result in increased competition for alternative parking spaces within the area. Weekday demand for these parking spaces is understood to be relatively high, with spaces occupied by employees of adjacent businesses, and potentially by informal park and ride users. Mitigation for these users is not recommended, and these users are expected instead to either be displaced to other neighbouring parking areas, or to change their travel behaviour.

7.5 Construction Traffic Where practicable, truck movements will be restricted to the Arterial network as defined in the AUP. Truck movements are expected to be low, at approximately 20 deliveries per day. As a result, congestion effects are considered negligible. Spoil volumes from the proposed works will be relatively small, and much less than the main CRL tunnel boring operations. The removal of these relatively small spoil volumes via the road network will not adversely affect congestion. As such, alternative options for removal of this spoil, such as using the rail corridor (as per CRL Condition 25.3(j)) are neither practicable nor required. Truck movements will not take place on streets that pass education facilities. Truck movements on Mt Eden Road will pass residential zoned land, but Mt Eden Road already carries significant volumes of trucks and buses, and the small increased volume is not considered significant on this arterial route. In all other cases, routes that trucks will use will not pass residential land (refer CRL Condition 25.3(a)). Where over dimension or over weight vehicle movements are required, these will take place via the Transport Agency’s over dimension and over weight routes where practicable (refer CRL Condition 25.3(b)(ii)). Local access to sites by over dimension vehicles will require the use of some arterials and local streets that are not designated as over dimension routes, such as Boston Road, Water St and Ruru Street. Access through local streets such as the latter are expected to be critical to over dimension vehicle movements. This will be managed by limiting the movements of these vehicles outside of the commuter peak periods, and by applying mobile traffic management where these vehicles are required to traverse multiple lanes of traffic. The local streets in question are all two lane streets, with carriageways at least 6 m wide (clear of on street parking), and carry low volumes of traffic. It is expected that allowing occasional over dimension vehicles to occupy the full street width when manoeuvring around corners can be appropriately managed with traffic management.

7.6 Property Access Access to properties adjacent to the Mt Eden Road site will be maintained at all times for pedestrians, cyclists and vehicles. During the works, continuous pedestrian and cyclist access will be maintained to all neighbouring properties at the Nikau Street site. During trenching activities, one of the two existing vehicle accesses to 10 Ruru Street (“City Storage Ltd�) may be closed for short periods of time for the utilities

diversions. This will be minimised as much as practicable and when closures are necessary, property owners will be consulted with prior. In all other cases, vehicle access to properties adjacent the Nikau Street site will remain open at all times. At the Water Street site, continuous pedestrian, cyclist and vehicle access will be maintained to all adjacent properties. Continuous pedestrian access will also be retained between the Wilson parking area at 14-22 Boston Road, and Water Street. The Water Street access to the Wilson parking area at 14-22 Boston Road will be closed to general traffic; however the remaining Normanby Road access will remain open. Where an affected party unexpectedly finds their vehicle blocked in as a result of a temporary closure, the Requiring Authority will (within reasonable limits) offer alternative transport such as a taxi, rental car, or other alternative, in accordance with CRL Condition 25.3(g). Two way vehicle access will be maintained at all times to all accessways to the MediaWorks site, as per CRL Condition 30.1(e) (it is noted that the MediaWorks site is located within the block bounded by New North Road, Korari Street, Nikau Street and Flower Street, and that access to this site will generally be unaffected by the works). Local vehicle access and pedestrian access will be maintained at all times to properties located along Flower Street (between Nikau Street and Shaddock Street) and Shaddock Street (between Flower Street and its dead end to the east), as per CRL Condition 30.2(h(ii)). The Normanby Road utilities work site sits adjacent the existing vehicle access to 51-63 Normanby Road. At all times during the works, pedestrian and cyclist access and two way vehicle access to this property will be maintained. Vehicle tracking for standard 8 m medium rigid trucks is included in Appendix A. In addition, occasional access for large, 18 m trucks (semitrailers) will be available. This occasional larger truck access will require these trucks to occupy the full width of Normanby Road, and to either reverse onto or off the site, requiring traffic management as these vehicles do currently. Tracking for these 18 m vehicles is included in Appendix A. The works will not result in the loss of any on site car parking, nor reduce the range of vehicles able to access the site. These access provisions meet those required in CRL Condition 30.1(i). The Normanby Road utilities work site will additionally maintain two way vehicle operation on Lauder Road at all times, maintaining existing access to the Mt Eden Corrections facility at 1 Lauder Road. This satisfies CRL Condition 30.1(h). The Boston Road utilities work site will span several private property accesses, namely 41, 43, 41-43, 45 and 47 Boston Road. Pedestrian and cyclist access to these properties will be maintained at all times. Vehicle access to these properties will be maintained where practicable, and where the works will temporarily block vehicle access to these properties, alternative parking arrangements will be made available to these businesses.

8 MONITORING CRL Condition 26 requires that monitoring be carried out of travel times on New North Road/Symonds Street (between Dominion Road and Newton Road) and on Mt Eden Road (between Normanby Road and Symonds Street). This monitoring is to be carried out to assess the effects on traffic congestion due to the CRL works. Condition 26.6 specifically seeks to identify when CRL construction works have increased average traffic delays as follows: (a) “Either by more than 10 minutes (from the monitoring previously undertaken in accordance with this condition) (b) Or if the travel times are more than three minutes or 30% greater than the forecast modelled increases along that route (according to the most recent traffic model test of that scenario, undertaken prior to the start of construction. The modelled time is to be based on the Auckland City Centre SATURN traffic model or a different traffic model approved by the Requiring Authority). (c) The 30% above shall only apply for an increase predicted to be over four minutes. “ In all cases, the construction activities described in this DWP are not expected to result in appreciable increases in average travel times on either Mt Eden Road or New North Road/Symonds Street. By inspection, the 4 minute and 10 minute thresholds conditioned above will not be reached, and no specific monitoring is required to support the construction activity. Specifically, Section 7.1 demonstrated that the proposed works are not expected to result in Mt Eden Road operating at or close to capacity during the works. Delays on Mt Eden Road are instead expected to be limited to the delays associated with the short length of temporary 30 km/h speed restriction, estimated at ten seconds. No delays on New North Road are expected as a result of the works. A parking register is recommended at each of the three construction sites, where contractors will be required to record their license plate and the location of their vehicle, if parked off site. This will allow the overall number of contractor vehicles parked within the street network to be monitored, and can be used to establish if contractor parking behaviours are responsible for any observed changes in the availability of on street car parking.

9 CONSULTATION AND COMMUNICATION It is important to note that the construction activities described in this document will be for the most part contained entirely off the road corridor. While there will be instances where construction activities occur directly within road corridors, these will generally be short term (relative to the wider 13 month programme) and very limited in their scale and effects. The construction activities will be comparable, in terms of both scale and nature, to typical urban construction projects that take place largely off street. In October the proposed Nikau Street stormwater realignment works were presented to the New Zealand Transport Agency for comment. The Agency confirmed, via an email from Stephen Beynon on 12 October 2016, that the proposed works are not located within or adjacent to the motorway or State highway network, and therefore will not have any impact on New Zealand Transport Agency assets, traffic operations or maintenance activities. The Communications and Consultation Plan attached as Appendix J of the CEMP sets out the communications and consultation procedures to advise affected parties and the general public of the proposed temporary traffic management works. Table 6 summarises the external communication requirements for the Project. It would be helpful if the plan acknowledged the two existing bus stops on either side of Mt Eden Rd in the vicinity of the Mt. Eden/Enfield construction site and confirm that bus movements will not be significantly inhibited when the lanes are narrowed during construction activity (or if they are likely to be, then the bus stops could need to be temporarily relocated).

Firstly I note that trucks are being offered the option of using Korari Street as an exit point onto New North Road (to turn right) - this is an extremely steep street so we would envisage that it would mean a very large volume of noise as they accelerate to get up the hill and turn right - would this only be used if the trucks were empty?

Some full trucks will need to egress the area via Korari Street, as this is the only safe signalised access allowing right turns onto New North Road. This will not however be a frequent occurrence, with only 20 truck deliveries estimated per day and only a portion of these to/from the Nikau Street site. These movements will not take place between the hours of 7:00 pm and 7:00 am. Construction noise for the Project is considered in the Construction Noise and Vibration Plan.

And I note that it is envisaged that 5 of the long term carparks around our area will be removed - many of our residents park their vehicles on the street either during the day or at night as they do not have the space in their garages (eg if there are 2 or 3 vehicles belonging to one unit). We believe that they should have preference over the construction workers for the remaining long term parks - is there any thought about providing something like a resident parking pass for instance?

The DWP has prioritised mitigation for temporarily removed short stay on street car parking, which supports local businesses by providing shared customer and delivery parking. Providing priority on street car parking for apartment residents who do not have sufficient off street parking is not a priority of this DWP as outlined in Section 7.2.

Can we have a register of vehicles and share the details with the community?

Parking register suggestion adopted in Sections 6.7 and 8.

CRL20.1(d) - It is recommended that the CEMP provides a Travel Management Plan (TMP). No TMP is provided in this DWP and no CEMP is provided for review. The general principles and approach are outlined and these are considered appropriate, however more details of contractor parking demands and staff shuttles (for example) would be expected in a Travel Management Plan. There was one produced for the Early Works Contracts 1 and 2 which could be used.

As set out in Section 4.8, the construction workforce is estimated to peak briefly at 30 before falling back more generally to 10 staff through the operations. The location of the works are also outside the CBD, where travel options are more limited and where car parking more readily available. This is a significant contrast to CRL Contracts 1 and 2, which employ a larger workforce and are located centrally in the CBD. Given these factors, a detailed Travel Management Plan is not considered appropriate at this stage. Nonetheless, Section 6.7 has been amended to require the contractor to prepare a suitable Travel Management Plan, documenting how private car travel and parking will be minimised.
