1.

Introduction

The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.4 km underground passenger railway, running between Britomart Station and the North Auckland Rail Line (NAL) in the vicinity of Mt Eden Station. The CRL involves the construction of two new underground stations at Aotea and Karangahape, and a redeveloped station at Mt Eden (refer to Figure 1-1). The design and construction of the CRL infrastructure between the Aotea and Mt Eden Stations is being delivered by the Link Alliance. This Erosion and Sediment Control Plan (ESCP) has been prepared in relation to the Mt Eden Enabling Works (“the Project”).

1.1 Overview of CRL works in Mt Eden The CRL works in the Mt Eden area involve the construction of the southern section of the tunnel structures and the tie-in to the existing NAL, including the construction of the redeveloped Mt Eden Station. The Mt Eden Active Construction Zone (ACZ) and Construction Support Area (CSA) is generally located between Nikau Street to the north, State Highway 1 (SH1) to the east, Dominion Road to the west and the existing NAL to the south. The works in this area include: • • • • • Page 5

Construction of an underground grade separation structure near Mt Eden Station; A new Mt Eden Station building incorporating passenger linkages; Modifications to the existing Mt Eden Station platforms; Road over rail bridges at Mt Eden Road, Normanby Road and Ruru Street with sections of road realignment; Grade separation structures for the existing and new rail lines to pass-over and connect with each other;

Pedestrian and cyclist bridge structures at Fenton Street and Porters Avenue; and New road linkages within the reinstated area post-construction.

Given the nature and scale of CRL works in Mt Eden, construction will be undertaken in a staged manner. This ESCP relates to the first stage of these works (the Mt Eden Enabling Works), as described in Section 2 below. Following completion of the Project, works in this area will involve: •

Main construction works – these works will include: Tunnel Boring Machine (TBM) operations, structure construction and waterproofing/tanking for cut and cover tunnels, utilities installation, retaining wall for Ruru street extension, construction of the rail line tieins including junctions and grade separation structures, realignment of the existing Western Line including platform reconstruction, grade separation of Normanby Road, pedestrian / cyclist bridges at Fenton and Porters, construction of the new station buildings. The Main Works will be undertaken from Mid 2020 through to 2024. Public realm reinstatement – these works will involve establishing the final finishings and features that will comprise the completed Mt Eden Station and surrounds and will likely to be undertaken from 2021 to first quarter-2024.

1.2 Purpose of the Erosion and Sediment Control Plan (ESCP) This ESCP has been prepared to identify measures that will be implemented to mitigate and manage the potential adverse effects on water quality during the Mt Eden Enabling Works. The objective of the ESCP is: •

To manage all bulk earthworks to minimise any discharge of debris, soil, sediment or sediment-laden water beyond the site to either land and/or stormwater drainage systems.

This ESCP addresses the requirements of the Aotea to North Auckland Line (A2N) resource consent and will be implemented throughout the construction period of the Mt Eden Enabling Works. It is to be noted that the Mt Eden Enabling Works are to be undertaken within areas of varying degrees of contamination. As such the ability to discharge runoff generated by the works is also primarily regulated by compliance with the Contamination Delivery Work Plan (C DWP). This ESCP has been prepared by McConnell Consultancy Ltd on behalf of the Link Alliance and forms part of the Construction Environmental Management Plan (CEMP) for the Project. It has been prepared in accordance with condition 53 of the A2N resource consent, in consultation with the Mt Eden Community and Business Liaison Group (CLG) and prior to submission to Auckland Council (as per condition 19 of the A2N resource consent). No construction activities will commence until certification of this ESCP has been received from Auckland Council (as per condition 54 of the A2N resource consent).

1.3 Associated management plans The CEMP outlines the environmental management framework for the Project and details the relationship between the CEMP, environmental management plans, design certification requirements and the CRL designation and resource consent conditions. It also provides an overview Page 6

Erosion and Sediment Control Plan of the management plans required by the conditions (their purpose and content etc.) and other environmental mitigation measures to be implemented during construction. The CEMP also includes details of Stakeholder Management, Training and Roles and Responsibilities. Associated management plans that are particularly relevant to the implementation of this ESCP include: • • •

1.4 Stage Specific Erosion and Sediment Control Plans This ESCP is an overarching document which details the minimum standards and management practices to be used during the Mt Eden Enabling Works. Specific details including designs, implementation and decommissioning methodologies are described in Stage Specific Erosion and Sediment Control Plans (SSESCP). A SSESCP has been prepared for each separate stage of the Mt Eden Enabling Works. These are provided in Appendix B of this ESCP.

1.5 ESCP audience The primary audience of this ESCP is the management staff of the project, including Environmental Advisors and Site Engineers. This ESCP will also provide details of the erosion and sediment control management practices to be utilised on the project to stakeholders including Auckland Council and the general community. The details of the measures required for specific stages are set out in the SSESCPs. It is these documents that will be used to provide the onsite staff with the information needed to ensure that the approved erosion and sediment controls are implemented on site. This separation of information and tailoring the included information to the intended audience is critical to ensuring that the erosion and sediment control measures are correctly designed, understood, implemented, maintained and improved.

1.6 Relevant conditions Table 1.1 identifies the designation and resource consent conditions relevant to this ESCP and where they are addressed in the document. Table 1-1: ESCP conditions and location in Plan

Erosion and Sediment Control Plan provides for the management of all bulk earthworks to minimise any discharge of debris, soil, sediment or sediment-laden water beyond the site to either land and/ or stormwater drainage systems. 54

The Consent Holder shall request the Council's (Team Leader Central Monitoring) determination as to whether the ESCP can be certified, in writing, within 10 working days of receipt of the ESCP. No construction activity shall commence until certification from Council is provided.

An ESCP shall include, but is not be limited to, the following matters:

• identification of construction zones and construction support areas; • specific erosion and sediment control works for each Active Construction Zone (location, dimensions, capacity supporting calculations and design drawings), which should be in line with Industry Best Practice that will meet or exceed the performance of measures detailed in TP90; • catchment boundaries; • the timing and duration of construction and operation of control works (in relation to the staging and sequencing of earthworks); • details relating to the management of exposed areas; • reference to the Flocculent Treatment Management Plan and confirmation of erosion and sediment control measures necessary to give effect to that plan; • reference to the Contaminated Soils Management Plan and confirmation of erosion and sediment control measures necessary to give effect to that plan; and • monitoring and maintenance requirements, including information on complaint investigation and response procedures, training, and roles and responsibilities.

Any change to an ESCP shall be submitted to the Council (Team Leader Central Monitoring) for certification.

The Consent Holder shall request the Council's (Team Leader Central Monitoring) written determination as to whether the proposed change can be certified, to be provided within 10 working days of submission of the change. No activity reliant upon a change to the ESCP can be undertaken until the change has been certified.

Prior to the commencement of bulk earthworks, a certificate signed by a Senior Qualified Person shall be submitted to the Council (Team Leader Central Monitoring) to certify that the erosion and sediment controls (including diversion bunds, silt fences and sumps) have been constructed in accordance with the certified ESCP(s) as required by Condition 53 of this consent.

General Performance Standards The Consent Holder shall ensure that there shall be no deposition of earth, mud, dirt or other debris on any road or footpath resulting from bulk earthworks on the subject site. In the event that such deposition does occur, it shall immediately be removed. In no instance, shall roads or footpaths be washed down with water without appropriate erosion and sediment control measures in place to prevent contamination of the stormwater drainage system, watercourses or receiving waters.

The operational effectiveness and efficiency of all erosion and sediment control measures specifically required as a condition of resource consent, including the certified ESCP referred to in Condition 53, shall be maintained throughout the duration of earthworks, or until the Project site is permanently stabilised against erosion.

The site shall be progressively stabilised against erosion at all stages of earthworks activity, and shall be sequenced to minimise the discharge of contaminants to groundwater or surface water.

The Consent Holder shall ensure that the erosion and sediment control measures are constructed and maintained in accordance with TP90, except where a higher standard is detailed in an ESCP/FTMP, in which case the higher standard shall apply.

The Consent Holder shall manage all soil disturbance works to minimise any discharge of debris, soil, silt, sediment or sediment-laden water from the subject site to either land, stormwater systems or the receiving marine environment. The implementation of erosion and sediment controls shall be in accordance with the ESCP required by Condition 53.

Advice Note: Measures such as covering the excavations overnight and during heavy rainfall, diverting overland flow around the works area, and appropriate treatment of any water collected in an excavation prior to the disposal may be required to comply with this condition. 141

To minimise the spread of contaminated material, any temporary stockpiles of the excavated contaminated material shall be located within the catchment of erosion and sediment controls for the site. All stockpiles shall be covered with either polythene or an equivalent impermeable material when the site is not being worked and during periods of heavy rain.

Section 3.5

The Consent Holder shall implement the procedures for the management, treatment, temporary containment, testing, and disposal of groundwater and surface run-off water via the stormwater system in accordance with the report titled Auckland City Rail Link: Resource Consent Package 2: Aotea Station to North Auckland Line Construction and CRL Operation: Draft Erosion & Sediment Control Management Plan, dated 13 May 2016, prepared by Aurecon New Zealand Limited, and provided with the application.

In the event that any minor modifications to the structural system are required, the following information shall be provided to the Team Leader – Central Monitoring whose certification shall be requested prior to implementation: a. Plans and drawings outlining the details of the modifications; and b. Supporting information that confirms how the proposal does not affect the capacity or performance of the existing structural and procedural controls.

1.7 Sustainability The Link Alliance is seeking an Infrastructure Sustainability Council of Australia (ISCA) Infrastructure Sustainability (IS) Rating. Further details can be found in the Project CEMP and Sustainability Rating Management Plan. Project sustainability requirements that relate directly to this ESCP are included in Appendix A. These requirements are imbedded within this ESCP to ensure that sustainability is a key focus and ‘the way we do things’. In some cases, the IS requirements and sustainability goals enhance the designation and consent requirements.

1.8 ESCP review and updates This ESCP is a live document that will be reviewed at least annually, or as a result of a material change to the project, or to address unforeseen erosion and sediment runoff effects arising from construction, or unresolved complaints. The ability to make changes to the ESCP is vital to maintain its effectiveness and relevance. Modification may also be required to accommodate additional consents as detailed design and construction methods are finalised. Page 10

Erosion and Sediment Control Plan Revisions to the ESCP will be made: • • • •

As the Link Alliance considers necessary Promptly on any material change (including named personnel changes) If requested by Auckland Council As and when reasonably required by the City Rail Link Limited.

Any material changes to this ESCP must be certified by Auckland Council prior to any on-site activity reliant upon the change commencing (as per conditions 42 and 43 of the A2N resource consent). Refer to the CEMP for further detail on the review and updating process. As works progress on site, changes and modifications to the control measures will be needed to ensure they remain effective. The Environmental and Sustainability Manager will determine whether the change is minor (i.e. ‘non-material’), and can occur without prior certification, or major (i.e. a material change). Minor and major amendments are as generally categorised as follows: Minor revision (no formal approval required): •

Repositioning of bunds, silt fences, decanting earth bunds (DEBs) and sediment retention ponds (SRPs) where the catchment size is not increased by more than 5% and the device meets council’s guidelines. Changing the dimensions of any SRP or DEB within the council’s guidelines. Areas disturbed under a “cut and immediately cover” methodology outside of existing controls < 750 m². There must be materials and resource on site that demonstrates a commitment to achieving this. The installation of additional controls where the approved control is not removed.

2.

Project description

In order to launch the TBM and commence construction of the CRL tie-ins to the NAL, a range of ‘enabling’ works are proposed, which are the subject of this ESCP. These enabling works are described in detail in the CEMP. In summary, the Mt Eden Enabling Works involve: • • •

Continuation of the demolition and clearance of the Mt Eden CSA (commenced under the Mt Eden Demolitions Outline Plan) Set up of a temporary site office, which is anticipated to be a 2-3 storey modular building (likely made up of containers) located in the western extent of the CSA. Piling and excavation associated with the preparation of the portal. This will involve the demolition of the redundant stormwater shaft located in the portal area; the installation of bored piles and associated works (ground anchors and shotcrete) to support the excavation face; and removal of spoil. Bulk excavation to form what will become the rail trenches/cut and cover tunnels, which will also provide a ramp for the TBM to be manoeuvred into position. The excavation will encounter basalt, which is to be blasted in order to expedite the works and minimise the amount of rock-breaking required. In places, softer ground conditions are anticipated to be encountered, which may require the use of sheet piles. Local mined tunnelling to facilitate the TBM launch. Construction of the additional Mt Eden Road bridge (north of the existing bridge), including temporary diversion of shallow utilities in this location. Construction of the Ruru Street bridge, including diversion of the Huia 2 watermain in this location. Temporary and permanent utility diversions (such as water, wastewater, stormwater, Vector overhead cables and ducting, gas and communications) along Fenton Street, Porters Avenue, Haultain Street and Wynyard Street to provide adequate clearance between the Huia 2 watermain and NAL, associated retaining walls, and the proposed Fenton Street pedestrian bridge.

3.

Design philosophy and principles 3.1 Existing conditions and receiving environment

The area around the proposed Mt Eden CSA is a fully developed urban environment with nearly 100% impervious cover. The Mt Eden CSA is approximately 31,700m2 in area. Prior to the Mt Eden Enabling Works commencing, the majority of the existing buildings will have been demolished and removed from site. This will leave a variety of impervious surfaces which drain via the existing stormwater network. This stormwater network and associated overland flowpaths discharge ultimately to Motions Creek and the upper WaitematÄ Harbour.

3.2 Discharge standards The discharge of water from the site is to be managed in accordance with the Water Quality Assessment that was submitted with the A2N resource consent application (Condition 59 R/LUC/2016/1890). This assessment summarised that: Stormwater generated from impervious surfaces within the CSAs will be discharged directly to the stormwater system. Quality will be managed through on-site work practices and filters at existing catchpit entries within the CSA. Groundwater and stormwater (where applicable) collected in ACZs will be pumped to settlement tanks located within adjacent CSAs. Disposal will occur to the stormwater system if key indicators of quality demonstrate it is suitable for disposal. Considering the groundwater quality issues identified in some areas of the CRL construction, supplementary treatment may be required, e.g., pH adjustment, or secondary treatment for trace metals removal. All ACZs with vehicular access will have wheel washes. Water from each wheel wash will be pumped to treatment facilities in the adjacent CSA. This ESCP, and associated SSESCPs, include control measures to ensure compliance with this assessment. Additionally, a Water Discharge Quality Monitoring Programme (WDQMP) has been developed which specifies the monitoring to be undertaken and the discharge triggers to be monitored. This WDQMP is included with the FTMP.

3.3 Sources of contamination Condition 145 of the A2N consent states: Any perched groundwater, or surface run-off water, encountered within the excavation area requiring removal shall be considered as potentially contaminated, and shall be either: a. b. Page 13

discharged to the stormwater system, provided testing demonstrates compliance with 50 times the Australian and New Zealand Environment Conservation Council (ANZECC) Guidelines for Fresh and Marine Water Quality (2000) for the protection of 95 percent of marine water species, and is free from petroleum hydrocarbons.

In regards to this ESCP there are two classes of contaminants to be considered.

3.3.1. Sediments These contaminants are specifically the sediments that are the result of surface earthworks and tunnelling earthworks. Runoff (including groundwater) contaminated with sediments will typically be discharged (following appropriate removal of sediments) to the stormwater system in accordance with condition 145(c.) set out above. The initial tunnelling (as part of the Mt Eden Enabling Works) will be a mining operation which will not introduce any additional contaminants associated with the TBM operation.

3.3.2. Other contaminants There are a range of additional contaminants that already exist on the site and others that will be utilised (and managed) on site as part of the construction activities. The existing contaminants include: • • •

Existing soil contamination, Contaminated groundwater Elevated pH of groundwater

The contaminants utilised by the construction activities include: • • •

Fuels and oils Concretes and grouts Form oils and other sundry construction products

The contaminant that is anticipated to have the greatest effect during the Mt Eden Enabling Works (excluding sediment) is the use of concrete and grouts and the associated high pH runoff associated with these activities. Runoff (including groundwater) containing contaminants, excluding sediment, will be discharged to stormwater provided that testing demonstrates compliance with the requirements of the WQDMP set out in the FTMP. Where this compliance cannot be achieved the discharge will be to sewer or as an offsite disposal. The determination of disposal method will be subject to the nature of contaminant and volume.

3.4 Contamination specific erosion and sediment control The Mt Eden CSA area contains contaminated soils and groundwater from historic and current activities. The details of contamination as well as the management of the disturbance of any potentially contaminated materials is set out in the C DWP. Any sediment derived from onsite works is required to be managed in accordance with the practices outlined in the C DWP. Due to the overlap between the ESCP and the C DWP, it is necessary to highlight certain aspects of erosion and Page 14

Erosion and Sediment Control Plan sediment control and the retention of potentially contaminated sediment and water. The procedures to address these aspects have been emphasised in the content below.

3.5 Erosion and sediment control principles 3.5.1. General All erosion and sediment control measures and methodologies utilised on site will be designed, implemented and maintained in accordance with Auckland Council Guideline Document 2016/005 “Erosion and Sediment Control Guide for Land Disturbing Activities in the Auckland Region” (GD05). GD05 is the updated version of Auckland Council Technical Publication No.90 (TP90) which is referenced in conditions 55 and 70 of the A2N resource consent.

3.5.2. Erosion control principles Erosion control principles will remain the same as for any project, the first principle being to minimise the sediment generated by minimising erosion. This will be achieved in the following ways: • • • • • •

Minimise disturbance: Only work those areas required for construction to take place. Stage construction: Carefully plan works to minimise the area of disturbance at any one time. Protect steep slopes: Where steep slopes exist within the works area, ensure that these are protected as steep slopes are prone to erosion. Protect watercourses: There are no freshwater watercourses within the Project area. Stabilise exposed areas rapidly: With hardfill and/or final surfacing. Install perimeter controls: Divert clean water away from areas of disturbance and divert runoff from areas disturbed to sediment control measures.

3.5.3. Sediment control principles As with erosion control, the sediment control principles will remain the same as for any project, specifically to intercept any sediment laden flows and discharge them via a sediment retention device. Notwithstanding the above, due to the specifics of the Mt Eden Enabling Works, and in particular the final contours associated with these enabling works, the gravity discharge of surface runoff from the majority of the CSA will be impractical. As the works progress the tunnel portal will become the low point of the site. Surface runoff and groundwater that has collected at this point will be collected and pumped to one of the sediment control devices. The primary sediment control device will be a sediment retention pond (SRP) constructed in the east of the site (see SSESCP Drawings, Appendix B). Secondary controls will be decanting earth bunds (DEB) utilised during the initial phases of the works where surface flows, from catchments of 3,000m2 or less, can be directed to these devices. In addition to the SRP and DEBs, containerised sediment control devices will be utilised as a primary control device for pumped flows and in particular pumped flows that are considered contaminated.

3.5.4. Settlement tanks Condition 168 of the A2N consent requires that settlement tanks are utilised to control runoff from the grout plant and segment storage yard. These activities do not fall within the scope of this Enabling Works ESCP. Condition 168 of the A2N consent also requires that two settlement tanks are installed in all ACZ, with the sizing of the tanks to be based on 2% of the contributing catchment. It is considered that the control measures, specifically DEBs, SRPs and containerised sediment control devices as detailed in the SSESCPs, achieve the outcomes sought by condition 168 and the requirement for settlement tanks can be appropriately modified as provided for by condition 169 of the A2N consent.

3.5.5. Management of contaminated flows As noted previously a key component of sediment control will be the management of water, both surface and groundwater, which has come into contact with contaminated materials. These contaminated materials are both the existing in-situ contaminants and those contaminants that are a result of the construction activities, in particular the use of concrete products which have the potential to elevate the pH of water. It is to be noted that initial site investigations have not identified any significant areas of high in-situ contamination. Areas of potential contamination that require specific management are identified within the C DWP. A primary measure for controlling contaminated flows is to isolate the sources of contamination from surface runoff external to the works area, in accordance with standard erosion control principles. The secondary measure will be to isolate contaminated flows from other surface runoff generated within the works area (including surface runoff contaminated with sediment). The purpose of this isolation is to limit the volume of contaminated flow to be controlled. This isolation will allow the subsequent control measures to be implemented which best manage the contaminant(s) of concern. Specifically this isolation will allow further control in accordance with condition 145 of the A2N consent. Subject to the nature of the contaminant this may require off-site disposal, discharge to trade waste or discharge to stormwater following appropriate treatment. The primary control measure for water with a high pH as a result of concrete or grouting works is for it to be discharged via a containerised sediment control device that includes acid dosing or CO2 injection to reduce pH. Where the contaminated flows cannot be controlled to a standard that allows discharge to stormwater, these flows will be collected and disposed of by a licenced liquid waste contractor or discharged in accordance with the Trade Waste Permit (once obtained).

4.

Overall erosion and sediment control approach 4.1 Specific erosion and sediment controls

The erosion and sediment control details contained within this ESCP are based on the current construction methodologies and knowledge of ground conditions, underground service locations etc. As the construction methodologies are refined and a greater knowledge of ground conditions are gained, the specific erosion and sediment control details and methodologies for each stage contained in the SSESCPs will be updated. Initial SSESCPs are included as Appendix B. Revisions to these SSESCPs will be provided to Auckland Council for certification in accordance with conditions 56 and 57 of the A2N consent. The following sections detail the overarching design criteria for the Mt Eden Enabling Works, which is reflected in each of the SSESCPs (Appendix B).

4.1.1. Overarching controls As detailed in section 3.5 of this ESCP, the overarching erosion and sediment control principle of diverting cleanwater and controlling dirty water will apply.

Cleanwater diversions The majority of the site is bounded by existing roads. Where practical the existing kerb and channel and associated stormwater network will be retained. A key component of the service relocation programme will be to ensure that the existing stormwater network remains operational. As part of the preparing the SSESCPs, an assessment is made of the ability of the existing kerb and channel and stormwater network to divert the existing flows. This assessment identifies where kerbs have to be extended across redundant roads and where temporary cesspits or other stormwater inlets are needed. This assessment also highlights where temporary or permanent stormwater diversions are required and the priority of those diversions. Where the permanent stormwater diversions cannot be implemented temporary diversions will be constructed. The limiting factor of the capacity of stormwater diversions will be the capacity of the existing downstream network. This is considered in the design of the cleanwater diversions and in the design of the downstream sediment controls, where overflows from the cleanwater diversions may occur.

Sediment control As noted in section 3.5.3 of this ESCP a primary sediment control device is a sediment retention pond (SRP) constructed in the east of the site (refer SSESCPs in Appendix B). This is to be installed as early as practical following demolition. The layout of the Mt Eden CSA dictates that this eastern area location of this SRP is higher than the majority of the site. In particular this area will become more isolated as excavation to the portal progresses. This means that the SRP will not be able to operate as a traditional SRP, i.e. receiving flows as surface flows. This device will therefore be operating as a manual device, where inflows are Page 17

Erosion and Sediment Control Plan regulated by pumping and outflows are also regulated and only occur once water quality compliance has been achieved in line with the WQDMP (refer to the FTMP). As the operation of this device is fully managed, the size of the device will be maximised with the acceptance that this will detract from compliance with GD05 design criteria, specifically length to width criteria. Specific details of this SRP are included in the SSESCP for that stage of works. This device will be the primary sediment control device for discharges from bulk earthworks and will be operated largely on a ‘batch’ dosing methodology (refer FTMP for further details). The inlets of any existing or new catch pits within the CSA will be protected with appropriate measures in accordance with Auckland Council Best Management Practice: Catch-pit Protection Area (2011). Specific details of these measures are detailed within the SSESCPs.

Wheel washing There will be a large number of vehicles exiting the site, such as including private cars and contractor vehicles (utes etc.) as well as larger trucks and truck and trailers delivering materials and removing spoil from the site. These traffic movements have the potential to result in mud and dirt being deposited on public roads. The primary measure to mitigate this risk is to manage the CSA so that the majority of vehicles remain on stabilised surfaces (aggregate, concrete, seal) so that they do not become dirty. To achieve this stabilised parking areas will be provided at the site office. Laydown areas and delivery areas will also be stabilised. Bulk excavated material will be removed from the site utilising a ‘surge’ stockpile. This surge stockpile will be in a bunded area adjacent to a stabilised surface. The truck and trailers which will remove material from CSA will remain on a stabilised surface to prevent their wheels from becoming dirty. This surge stockpile area will be actively managed so that if any material is dropped during the loading process it is removed before the truck leaves to prevent the truck driving through this material. As a contingency, at the exit from the CSA a wheel wash will be installed to ensure that in the event that all other site management controls have been ineffective and a vehicle does have dirty wheels, it can be cleaned before exiting onto Ngahura Street.

4.1.2. Continuation of demolition The demolition works will continue to be managed in accordance with the ‘Demolition Works-Mt Eden Active Construction Zone Erosion and Sediment Control Management Plan’ (CRL-MTE-RME000-RPT-0139).

4.1.3. Service relocations Service relocations will be managed in a traditional manner, largely influenced by the magnitude of the diversion activity. The majority of these service diversions will be within existing roads or footpaths and will, typically, require trenching. Page 18

Cleanwater diversions Where practical existing kerb and channel will be retained as a cleanwater diversion. Where the works are within pavement areas hotmix bunds or 300mm filter socks will be used to divert surface runoff around the work areas. Where existing kerb and channel extends through the work areas, the above hotmix or filter sock bunds will be used to divert this cleanwater around the works. Where the grades of the area prevent this, sandbag dams will be installed in the kerb and channel above the work area to direct the channel flows into a 150mm PVC pipe(s) to convey this water through the site. During the relocation / diversion of the stormwater network, the new sections of stormwater pipe will be installed â&#x20AC;&#x2DC;offlineâ&#x20AC;&#x2122; with the connections made to the existing network as a final operation. Where this is not possible over pumping will be required.

Sediment control As noted, the majority of the service relocations will require trenching. The sediment control for this will therefore be predominantly as the result of pumping. The treatment of these pumped flows will be in part determined by the volumes encountered. For smaller flows and where there is room for a Turkeys Nest, this device will be the primary sediment control device for these works. Where there is insufficient room for a Turkeys Nest, any sediment laden flows will be pumped and or transported by small tanker to a treatment device (most likely the main SRP) within the CSA. As part of initial planning for service relocation works an assessment will be made of anticipated groundwater flows. This assessment will be based on groundwater knowledge at the time including information from previous service relocations. As the works progress this will be supplemented by site observations. Where the volumes of dirty water (most likely as a result of high groundwater flows) exceed the capacity of a Turkeys Nest a containerised sediment control device will be utilised. Where there is insufficient room for such a device a pumped network will direct these flows to the main site. These volumes will be monitored by the Site Engineer and Environmental and Sustainability Manager so ensure that any additional control measures are implemented before existing controls become insufficient.

Contamination Any unforeseen contamination that is discovered will be addressed in accordance with the C DWP. It is not anticipated that the service relocation works would involve volumes of concrete that would trigger any specific management requirements.

4.1.4. Site office setup The site office setup in the southwest of the site will cover approximately 2,500m2 between Ngahura and Ruru Streets. These works require minor earthworks to form the required building foundations for the site office and to form the carpark. Page 19

Cleanwater diversions In this location the cleanwater diversions will be a combination of retaining existing kerb and channel and supplementing it with aggregate bunds. Following completion of the carpark area, surface runoff from this area will be collected and discharged to the existing stormwater network as clean water.

Sediment control Due to the minor works in this area sediment control will be provided by a silt fence installed along the lower extent of the work area.

Contamination Any unforeseen contamination that is discovered will be addressed in accordance with the C DWP. It is not anticipated that sufficient volumes of concrete will be utilised that would trigger any specific management requirements.

4.1.5. Portal retaining wall construction The construction of the portal retaining wall requires a number of activities over approximately 1.0ha. These works involve bored piling, ground anchors and bulk excavation.

Cleanwater diversions This work area is bounded by Nikau Street, Ruru Street, Shaddock Street and Flower Street, the full extent of works extends through Flower Street and into Shaddock Street. Nikau Street and Flower Street are on the high side of the works and as an initial clearwater diversion the existing kerb and channel on these streets will be retained. Prior to the piling works extending beyond Flower Street an additional cleanwater diversion bund will be constructed above the extent of works.

Sediment control As this site of works falls to the lower corner of Shaddock Street a traditional 1.0ha SRP will be constructed at this low point discharging to the existing stormwater network within Shaddock Street. Dirty water diversion bunds will be installed along the edge of the work area, typically Ruru Street and Shaddock Street to divert all runoff to the above SRP. This SRP will be chemically treated if required in accordance with the FTMP. As these works progress and gravity discharge is no longer possible to the SRP, this discharge will be achieved via pumping. In addition to the above progression, as these works progress, the location of the SRP will no longer be practical, at this time it will be removed and discharges from the work area will be achieved via pumping to the main SRP located in the east of the site.

Contamination In this area the piling works and associated concrete works are expected to result in an elevation of pH of runoff from this area. The area in which these concrete works will take place is approximately 2,500m2 and is located at the top of the area. During the initial stages of these piling works a diversion bund will be installed and maintained below this work area. This bund will divert the surface runoff from this area to a specific DEB to provide sediment treatment for this runoff. The discharge from this DEB will be to a containerised treatment system where the pH will be corrected by the addition of citric acid. As these works progress and gravity discharge is not possible to the DEB, this discharge will be achieved via pumping. At the completion of construction of the portal retaining wall, an assessment (via sampling) will be made of the likelihood of ongoing discharge of elevated pH runoff from this area. In particular this sampling will identify specific areas where elevated pH discharges may originate. Following this, options for isolating these areas and collecting and discharging this specific elevated pH runoff via the above methodology will be determined. The options for isolating these areas will include aggregate or concrete/hotmix bunds, compost filter socks and covering exposed fresh concrete areas with polythene.

4.1.6. Bulk excavation The bulk excavation will be an extension or continuation of excavation works required for the construction of the portal retaining wall. In addition to the areas of earthworks undertaken as part of the construction of the portal retaining wall, these works progress to the west and south of Ruru Street and Shaddock Street.

Cleanwater diversions As above the upper extents of this work area is bounded by Nikau Street, Flower Street and Shaddock Street. Between Shaddock Street and Mt Eden Road, the upper extent of the works typically coincides with carparks at the rear of existing buildings. The cleanwater diversions installed along Nikau Street and Flower Street will be retained. These will be supplemented with diversions installed along the above carparks. It is expected that as part of these cleanwater diversions the existing stormwater network within Shaddock Street will be relocated.

Sediment control As with the construction of the portal retaining wall, the initial sediment control will be achieved by constructing a SRP at the lowest extent of the work area where gravity runoff can be directed and discharged. This 2.5ha (to be confirmed by final construction methodology and staging) SRP is likely to be installed opposite the SRP for the construction of the portal retaining wall and will also discharge to the existing stormwater network within Shaddock Street. This SRP will be chemically treated if required in accordance with the FTMP. As these works progress and gravity discharge is no longer possible to the SRP, discharge from this area will be achieved via pumping to the main SRP located in the east of the site. Page 21

4.1.7. Initial tunnelling for TBM launch The initial tunnelling works will be undertaken following the completion of the portal works and will be undertaken as a mining activity. This methodology means that for the excavation process there will be no additional contaminants associated with bored tunnelling operations. There may however be contaminants associated with grouting operations associated with rock anchors etc.

Cleanwater diversions These works are by default underground, so traditional clean water diversions are not required. Notwithstanding this to minimise the generation of sediment from this specific activity diversion bunds and drains as appropriate will be maintained at or in front of the portal face to prevent surface water from entering the initial tunnelling area.

Sediment control The initial tunnelling areas are, by default, at the low point of the site. Any dirty water from this area will therefore be collected and discharged via pumping to the main SRP detailed in section 4.1.1 of this ESCP. Note due to the potential for elevated pH runoff associated with grouting, it is expected that once this grouting commences, isolation of the elevated pH runoff will be impractical and all runoff from within the initial tunnelling areas will need to be controlled as detailed below.

Contamination As noted above, the potential for contaminated flows from these activities are typically limited to elevated pH runoff associated with grouting. Due to the location of the grouting, isolation of the elevated pH runoff will be impractical and all runoff from within the initial tunnelling areas will need to be treated to remove sediment and reduce pH. This treatment will be achieved in the same manner as undertaken for runoff associated with the construction of the portal retaining wall. For this operation, as the catchment area is reduced (subject to the findings of the sampling undertaken following portal retaining wall completion) the DEB may be replaced with a suitably sized rain tank, or storage container, as the primary sediment control which will then discharge to the containerised treatment system where the pH will be corrected by the addition of citric acid.

4.1.8. Mt Eden Road Bridge The Mt Eden Road Bridge works are relatively minor, from an erosion and sediment control perspective requiring earthworks in the order of 500m2. This area of work will be controlled by traditional small site controls.

Cleanwater diversions The cleanwater diversion in this location will typically involve the diversion of the existing kerb and channel flows around the western side of the work area using a hotmix bund.

Sediment control Sediment control for these works will be achieved utilising a combination of cut and cover (ensuring that at the end of each day or before rainfall all exposed areas are stabilised with geotextile or aggregate) and silt fences.

Contamination Any unforeseen contamination that is discovered will be addressed in accordance with the C DWP. It is not anticipated that sufficient volumes of concrete will be utilised that would trigger any specific management requirements.

4.1.9. Ruru Street Bridge The Ruru Street Bridge construction area is within the area that will be controlled by the measures related to the portal retaining wall and bulk excavation works. As such, the Ruru Street Bridge works will be controlled by those larger area erosion and sediment control measures.

4.1.10. Fenton Street The Fenton Street works are associated with service relocations, albeit of a larger magnitude than typically undertaken elsewhere on site. These works will be undertaken in two broad stages. The first stage being the widening of Fenton Street to the north, followed by the second stage which involves the service relocation. The widening works will involve minor earthworks that will be undertaken as a cut and cover (ensuring that at the end of each day or before rainfall all exposed areas are stabilised with geotextile or aggregate). Following this widening the service relocations will be undertaken in accordance with the details described in section 4.1.3.

5.

Monitoring and maintenance 5.1 Monitoring

The monitoring and inspection of the work areas will be undertaken in five main stages: 1.

Pre-construction inspection of erosion and sediment controls;

2.

As-built inspection of erosion and sediment controls;

3.

Informal random Inspections of erosion and sediment controls;

4.

Regular recorded inspection of erosion and sediment controls; and

5.

Final Inspection of erosion and sediment controls.

5.1.1. Pre-construction inspection A pre-construction inspection will be carried out to ensure that the controls detailed on the site specific ESCP plan drawings for each area are appropriate and will be effective. This inspection will also be used to show and confirm that the site foremen for the areas are fully aware of the requirements in these specific areas. The pre-construction inspection will be undertaken by the Environmental and Sustainability Manager, relevant Site Foremen and Engineers.

5.1.2. Certification inspection The certification inspection will be undertaken as soon as the controls detailed on the SSESCP drawings have been constructed. This certification will include but not be limited to the dewatering and treatment devices, stabilised construction entrances, cesspit protection and clean and dirty water diversions. The information included in this certification will include (as appropriate): • • • • • •

Contributing catchment area; Treatment capabilities and capacities; Shape and capacity of the structure; Position of Inlets and outlets; Stabilisation of the structure; and A statement regarding the appropriateness of the device with respect to Auckland Council Guideline GD2016/05.

The certification inspection will be undertaken by the Environmental and Sustainability Manager. A copy of this certification will be forwarded to the Team Leader Central Monitoring prior to earthworks within the contributing catchment of that device.

5.1.3. Informal random inspection The informal random inspections will verify that the approved controls are installed correctly and that they are operating efficiently. Any maintenance issues will be immediately rectified. Any minor adjustments to the erosion and sediment control measures will be determined at this time. Page 24

Erosion and Sediment Control Plan These inspections will typically be undertaken by the Environmental and Sustainability Manager or appropriate delegate.

5.1.4. Regular recorded inspections Regular recorded inspections will be undertaken weekly to verify that any maintenance requirements are being carried out and that these requirements are being completed in an appropriate timeframe. These inspections will also provide an opportunity to fine tune any existing controls to improve the efficiencies of these controls. The regular recorded inspections will typically be undertaken by the Environmental and Sustainability Manager or appropriate delegate. These inspections are in addition to regular Auckland Council compliance monitoring visits to the site. Additional inspections will be undertaken within 24 hours of rainstorm event that are likely to impair the function or performance of the erosion and sediment controls (i.e. a 20-year ARI or greater).

5.1.5. Final inspection The final inspection will be undertaken on areas that have been stabilised in order to verify that the erosion and sediment controls can be removed. The final inspection will be undertaken by the Environmental and Sustainability Manager.

5.1.6. Discharge monitoring Discharge monitoring will be undertaken in accordance with the FTMP.

5.2 Maintenance The maintenance of the erosion and sediment controls will be undertaken as required to ensure that they remain effective. Typically the following maintenance timeframes will be followed: • • •

The removal of accumulated sediment within sediment retention devices will occur before the total storage volume of the device has been reduced by 20%; Any perimeter controls requiring maintenance will be repaired immediately when a maintenance issue is found; and Site management controls such as site cleanliness, temporary stockpiles etc. will be remedied prior to forecast rain.

Any failure of controls as a result of, or during, rain events will be repaired as soon as is practical taking account of the location, nature of the failure and weather conditions.

5.3 Contingency planning In the event that the installed erosion and sediment controls are considered to be performing at a standard less than anticipated by GD05, the following options for improvement will be considered: •

Is the lack of performance due to a structural failure?

 Confirm that any reduction in performance is not due to a structural failure such as a leaking fitting or hole in a silt fence for instance.

Is the lack of performance due to inappropriate use?

 Confirm that any reduction in performance is not due to ‘human error’, such as direct pumping of dirty water to stormwater system.

•

Are the design assumptions correct?

 Are the catchment areas for each device correct or have they changed?  Are the storage volumes of each device correct, or have they been reduced?  Have the slopes of the contributing catchment changed?  Have the soil types in the contributing catchment changed? •

Is the lack of performance due to a significant rainfall event?

 Confirm that any reduction in performance is not due to a significant rainfall event in excess of the devices design criteria.

Assuming that the above issues do not highlight any specific non-compliance with the design principles of GD05, the options for improving the efficiency of the controls will include: •

Can the exposed area be reduced?

 Can the exposed areas be reduced by staging?  Can the exposed areas be reduced by temporary stabilisation? •

Can a ‘higher level’ of control be installed?

 Where the compliant control is for instance a silt fence, with a typical control efficiency of 50% sediment retention, can a higher efficiency control such as a SRP (75%) or a chemically treated SRP (95%) be installed?

•

Can the works be accelerated to reduce the duration of discharge?

 Can alternative construction methods, additional plant or materials be used to

accelerate the works to reduce the duration of any actual or potential discharge?

5.4 Records The following records will be maintained for recording erosion and sediment control inspections: • • • •

Scope of SSESCP

This SSESCP addresses the management of erosion and associated sediment discharges as a result of the works associated with the set up of the Mt Eden site office and Mt Eden site parking, which are part of the Mt Eden Enabling Works. The Mt Eden site office and parking is located within 11-13 Ruru Street and 6-10 Ngahura Street. The existing site area incudes existing sealed driveways and moderate (1,000m2) grassed areas. The existing sealed driveways will be retained and the majority of the grassed areas will be excavated and backfilled with aggregate to form additional parking.

Chemical Treatment The sediment control measures utilised within the SSESCP (silt fence and rapid stabilisation) do not benefit from chemical treatment.

The C DWP does not identify this area of work as requiring specific management in relation to erosion and sediment controls measures though testing to confirm compliance with the criteria for discharge is required as detailed in the Water Quality Discharge Monitoring Programme (WQDMP).

The northern portion of the Site Off and Parking area are within the 1% AEP flood plain. The layout and elevation of the carpark area will not be dissimilar to the existing contours so are unlikely to affect flood storage. As the earthworks are to be completed within 5 days they can be planned around extreme weather events. The construction of the site offices does not require earthworks as works will be undertaken from the concrete slab of the existing (to be demolished) building. The above sites have a total area of approximately 2,250m2. Of this total area approximately 800m2 will be subject to earthworks. Approximately 400m3 of topsoil and soil will be removed from site. The proposed erosion and sediment control measures have been designed in accordance with the Auckland Council’s Guideline Document 2016/005 ‘Erosion and Sediment Control Guide for Land Disturbing Activities in the Auckland Region’ (GD05). Earthworks associated with this ESCP:    

Duration and Staging of Works

The set up of the site office and site parking is programmed to commence in early 2020 and is programmed to take 4 weeks to complete. The earthworks component will be completed in 5 days.

Methodology Prior to the commencement of any earthworks the Construction Manager will inspect the site to confirm the suitability of the proposed controls and methodologies. The existing kerb and channel on Ruru and Ngahura Streets are to be retained as cleanwater diversions. The existing kerb and channel, and retaining walls to the north of the property will also form cleanwater diversions limiting the contributing catchment area of the site. The existing entrances are to be retained. The existing concrete foundation of the existing building at 11-13 Ruru Street is to be retained. The larger, western, grassed area will be controlled by a silt fence installed along the lower edge. The smaller, eastern, grassed area will be excavated and backfill with aggregate as a cut and cover whereby at the end of each day or before rain (whichever is first) all exposed areas are stabilised by geotextile and/or aggregate.

Cleanwater diversions for these works are provided by the existing kerb and channel above the works areas. For the short duration of the works it is considered that the capacity (typically 10% AEP) of these existing devices are sufficient.

Silt Fence  

The silt fence has a contributing catchment that is a maximum of 30m long with a maximum slope of 9%. The use of a silt fence in this instance complies with table 12 of GD05.

Stage Specific Erosion and Sediment Control Plan (SSESCP) 1

SSESCP-002 – PORTAL PILING

Scope of SSESCP

This SSESCP addresses the management of erosion and associated sediment discharges as a result of the works associated with the piling and initial excavation to form the tunnel entrance portals. This work area is bounded by Nikau Street, Ruru Street, Shaddock Street and Flower Street, the full extent of works extends through Flower Street. During the initial stages of the work, Shaddock Street will be retained for access and will remain stabilised. As demolition and other works progress the Shaddock Street access will be relocated to the long term site access to Ngahura Street. The existing site area is currently fully stabilised by buildings and or parking areas. Following demolition, the foundations of the buildings will be retained until piling and or excavation requires the removal of these foundations.

 

Note, wheel washing is a contingency measure. The primary measure is to ensure vehicles remain on stabilised surfaces. The existing catchpits within or immediately below the work area will be protected with catchpit bags installed within the catchpits.

As-Built Certification The required certification for the erosion and sediment control measures will be completed and submitted to the Team Leader Central Monitoring immediately following installation.

Chemical Treatment SRP 1 will be chemically treated in accordance with the Flocculant Treatment Management Plan. The following table has assumed (based on similar sites) that a dose rate of 4mg/L of Polyaluminium Chloride (PAC) will be appropriate.

Duration and Staging of Works

The piling is programmed to commence in January 2020 and is programmed to take 26 weeks to complete. The existing concrete and other impervious surfaces will be retained as long as practical.

Contamination Contamination investigations detailed in the Contamination Delivery Work Plan (C DWP) indicate low-level contamination within fill material and groundwater. The C DWP does not identify this area of work as requiring specific management in relation to erosion and sediment controls measures though testing to confirm compliance with the criteria for discharge is required as detailed in the Water Quality Discharge Monitoring Programme (WQDMP).

The removal of these impervious areas will commence shortly after commencement of piling.

Methodology Prior to the commencement of any earthworks the Construction Manager will inspect the site to confirm the suitability of the proposed controls and methodologies. A hotmix cleanwater diversion bund will be installed along the northern (Nikau Street) and Western (Flower Street) extents of the works. This bund will be a minimum 300mm high. The above cleanwater diversion bunds will discharge to the existing piped stormwater network. To the south of the work area (Shaddock Street) a dirty water diversion drain will be excavated to divert dirty water runoff to SRP1. SRP 1 will be constructed at the lower extent of the work area and will discharge to the existing piped stormwater network. This discharge pipe will be a minimum of 450mm diameter to ensure the 1% AEP storm event can be conveyed. During the construction of SRP 1, soil samples are to be taken and tested for reactivity in accordance with the Flocculent Treatment Management Plan (FTMP) to confirm the chemical to be used and the dose rate of that chemical. A stabilised construction entrance will be formed to the work area from Shaddock Street. A 375mm (minimum) culvert will be installed in the dirty water diversion drain beneath this access. SRP 1 has a contributing catchment of 9,000m2. The contributing catchment of SRP 1 is approximately 140m long and has an average existing grade of approximately 13%. As the earthworks will result in slopes of greater than 18%, in accordance with section F1.1.1 of GD05 this SRP has been design to the 3% criteria (300m3 (minimum) of storage for each 1ha of contributing catchment). Due to the location of SRP 1, it is impractical to install a traditional emergency spillway. The outlet pipe has therefore been sized to accommodate the 1% AEP runoff from the 1ha contributing catchment A 1% AEP (138mm/hr HIRDS) rainfall event results in a peak flow of 312L/s.

Stage Specific Erosion and Sediment Control Plan (SSESCP) 1

SSESCP-003 – BULK EARTHWORKS

1.1

 

Scope of SSESCP

This SSESCP addresses the management of erosion and associated sediment discharges as a result of the works associated with the bulk earthworks.

The bulk earthworks are required to form what will become the rail trenches/cut and cover tunnels, which will also provide a ramp for the TBM to be manoeuvred into position. The excavation will encounter basalt, which is to be blasted in order to expediate the works and minimise the amount of rock-breaking required. In places, softer ground conditions are anticipated to be encountered, which may require the use of sheet piles

  

The work area covered by this SSESCP has a total area of approximately 36,000m2. Approximately 113,000m3 of material is to be cut from this area. The existing site area is currently fully stabilised by buildings and or parking areas. Following demolition, the foundations of the buildings will be retained until construction works require the removal of these foundations.

 

Entrance and exit to the site will be via Ngahura Street. The proposed erosion and sediment control measures have been designed in accordance with the Auckland Council’s Guideline Document 2016/005 ‘Erosion and Sediment Control Guide for Land Disturbing Activities in the Auckland Region’ (GD05).

   

Earthworks associated with this ESCP:    

1.2

Construction of erosion and sediment controls; Excavation and removal of existing concrete foundations, driveways and parking areas; Cut to waste earthworks; Construction of tunnel support facilities.

 

Duration and Staging of Works

The bulk earthworks are programmed to commence in April 2020 and is programmed to take 26 weeks to complete.

 

The existing concrete and other impervious surfaces will be retained as long as practical. The removal of these impervious areas will commence shortly after commencement of bulk earthworks.

1.3          

Methodology Prior to the commencement of any earthworks the Construction Manager will inspect the site to confirm the suitability of the proposed controls and methodologies. A stabilised construction entrance will be formed to the work area from Ngahura Street. A cattle grate will be installed on the site side of this access to allow for wheel washing as required. Note, wheel washing is a contingency measure. The primary measure is to ensure vehicles remain on stabilised surfaces. The existing control measures from the Portal works will be retained. The existing kerb and channel on Ruru and Ngahura Streets are to be retained as cleanwater diversions. The existing kerb and channel, and retaining walls to the north of the future offices (11-13 Ruru Street and 610 Ngahura Street) are also to be retained as cleanwater diversions. The kerb and channel along Mt Eden Road will be retained as a cleanwater diversion. As part of the demolition of the buildings within 95 Mt Eden Road and 8 Shaddock Street, the lower sections of the perimeter walls will (where appropriate) be retained as cleanwater diversions. Where this is not appropriate an aggregate bund, a minimum of 550mm high will be installed along this boundary.

A section of this cleanwater diversion (at the rear of 75-83 Mt Eden Road) will be formed as a stabilised diversion drain in order to cut through the minor ridge in this location. This eastern diversion will discharge to the existing stormwater network within Shaddock Street. The existing stormwater network along Shaddock Street will be retained until the permanent diversion has been installed. As part of the demolition of the buildings along the southern boundary with the existing rail corridor, the lower sections of the perimeter walls will (where appropriate) be retained as an impoundment / dirty water diversion bund. Where this is not appropriate an aggregate bund, a minimum of 750mm high will be installed along this boundary. The existing catchpits within or immediately below the work area will be protected with catchpit bags installed within the catchpits. This protection will continue until the catchpits are abandoned. The existing catchpits are to be abandoned as soon as surface runoff can be directed to the appropriate Sediment Retention Pond (SRP). SRP 2 will be constructed within the lowest section of the work area. During the construction of SRP 2, soil samples are to be taken and tested for reactivity in accordance with the Flocculent Treatment Management Plan (FTMP) to confirm the chemical to be used and the dose rate of that chemical. SRP 2 has a contributing catchment of 2.75ha and will discharge to the existing stormwater network. SRP 2 is an interim device which will become redundant as the excavation depth increases. SRP 3 will be constructed in the north east portion of the site. During the construction of SRP 3, further soil samples are to be taken and tested for reactivity in accordance with the Flocculent Treatment Management Plan (FTMP) to confirm the chemical to be used and the dose rate of that chemical. As SRP 3 will only receive flows as a pumped discharge it will operate manually with discharges only occurring once it has been verified that the discharge standard has been met. (See section 1.4) Subject to the volumes of groundwater encountered, and the contaminants identified within the groundwater, a Water Treatment Plant may also be utilised either as a stand alone device or as additional treatment before or after SRP 3. Once gravity discharge to SRPs 1 & 2 is no longer viable, discharges will be collected via pumping from the low point of the excavation area and will be discharged to SRP 3. SRPs 1 & 2 will be decommissioned. Following completion of the bulk earthworks approximately 70% of the site will be stabilised with aggregate or other surfaces forming the tunnel support facilities. SRP 3 will remain in use during tunnelling operations. NOTE discharges from the tunnelling operations will be controlled by a separate Water Treatment Plant.

SRP 3 Operation 1.4.1 Batch Dosing

In this method impounded flows are to be pumped to SRP 3 where it will be stored and batch dosed in accordance with the FTMP. In regard to this dosing (subject to confirmation) it is assumed (based on similar sites) that a dose rate of 4mg/L of Polyaluminium Chloride (PAC) will be appropriate. When the clarity has increased to greater than 100mm and the pH has been checked and confirmed to be within the range of 5.0 – 9.0 then the stored flows will be discharged as detailed in the procedures below.    

The monitoring sheet for pumping activities is to be completed Lift the floating decants above the maximum level to prevent a discharge during filling. The pumped flows are to be discharged to the forebay to enter SRP 3 via the level spreader. Pumping is to continue until complete or until SRP 3 has filled to the level of the primary spillway. Stage Specific Erosion and Sediment Control Plan (SSESCP)  Once pumping is complete the volume of stored water is to be noted and the correct volume of PAC added. The manhole riser appropriately marked to determine the actual volume of pumped storm water  The correct volume of PAC will depend on the optimum dose rate based on soil sample bench testing.  This PAC is to be added to the surface of the pond  The impounded water will then be mixed with the chemical using one of the following methods:  Mixing with a pole, paddle or oar  Mixing by circulating the impounded flows through a pump  Mixing by dragging semi-submerged floats through the surface area of the impounded water.  SRP 3 is to then be left for approximately 2-3 hours until the discharge parameters are met.  Check and recorded the clarity and pH  In the event that the clarity is still less than 100mm and the pH is still within the range of 5.0 – 9.0 a 25% dose of the original dose of PAC is to be added and recorded.  SRP 3 is to than be left for approximately 2-3 hours  Check the clarity and pH again to see if the discharge parameters are met. This iterative process can be undertaken a maximum of 4 times, i.e. a maximum total additional dose of 100% of the original PAC volume is permitted. Following this the SRP, impoundment or DEB must be allowed to settle for 24 hours and the Environmental and Sustainability Manager notified.  In the event that after 24 hours the clarity of SRP3 is still less than 100mm, specialist advice is to be sought.  In the event that once the clarity of SRP3 is greater than 100mm, the pH is outside the limits of 5.0 – 9.0 then specialist advice is to be sought regarding correction of this pH. Once the clarity of SRP3 is greater than 100mm and the pH is within the range of 5.0 – 9.0, the SRP is to be discharged by releasing the decants. The time of this discharge and the pH and clarity are to be recorded on Monitoring Sheet for Pumping Activities.

1.4.2

Continuous Dosing

During Continuous Dosing the outlet of the pumps are again directed to the forebay of SRP3, however the outlet of the SRP is not plugged nor are the decants lifted. In this procedure PAC is continuously added to the inlet flows from the pump. In regard to this dosing (subject to confirmation) it is assumed (based on similar sites) that a dose rate of 4mg/L of Polyaluminium Chloride (PAC) will be appropriate. This is achieved by a 25 litre container of PAC discharging via a 13mm hose (standard reinforced garden hose) that is fitted with an orifice at the outlet directly above the outlet of the pump. The 25 litre container is set 1m about the outlet to ensure the correct discharge rate which ‘drips’ directly onto the flows being discharged to the forebay. 3 potential pumps with a specific orifice size to achieve a dose rate of 5mg/L is shown in the table below. This data will be revised and will be specific to the optimum dose rates determined from bench testing for the relevant work area.  The 25 litre container of PAC is to be placed 1m above the outlet point which is to be secured directly above (100200mm) the pump outlet.  The PAC is to be turned on.  The pump is to be started.  The PAC container is to be checked hourly to ensure sufficient volume remains  Each hour of pumping the clarity and pH is to be checked at the outlet.  In the event that the clarity falls below 100mm or the pH falls outside of the range of 5.0 – 9.0, pumping is to stop and the outlet plugged or decants lifted and dewatering continued as a batch dosed procedure.

In this option water is pumped through a portable water treatment unit, Lamella LT-30. The discharge from this may be directly to stormwater or to SRP3. The Lamella LT-30 is a portable water treatment device. Sediment laden water is pumped into the LT-30, PAC (or other flocculant as determined by testing of soil samples during SRP construction) is added and the water is fed through ports into the Lamella plate packs. Clean water moves up through the plate packs and overflows through a discharge lauder and is discharged under gravity. Solids consolidate within the unit into a thickened sludge and are discharged automatically back onto site. The LT-30 has the following features:      

Automated PAC continuous dosing system Automated continuous monitoring of pH and turbidity at the outlet Text message alarm system triggered by pH and turbidity monitoring results Automated texting of results from monitoring The density of the sludge is monitored and discharged at regular intervals into a contained area on site. 20 m³/hr capacity

The procedure for operating the Lamella LT-30 is as follows:  The unit is started up and water is pumped into the LT-30.  Every fifteen minutes the turbidity and pH of the water is automatically monitored at the outlet and this data is sent to the Environmental and Sustainability Manager at these intervals. Each week the turbidity and pH data will be collated into a spread sheet which will be sent to the Auckland Council on a weekly basis.  If turbidity rises above 40 Nephelometric Turbidity Units (NTU) or the pH goes outside 5.0 – 9.0 a text message is automatically generated by the unit and sent to the Environmental and Sustainability Manager.  At all times at least one plant operator will be able to respond within 30 minutes of receiving the alert text message, this includes night time pumping.  In the event that the turbidity rises above 50 NTU or the pH falls outside the range 5.0 – 9.0 at the outlet the unit will be manually shut down. The water can then either be pumped to SRP3, by operating the valves at the tee intersection upstream or the water can be impounded within the work area.

1.7 The procedure for continuous dosing is as follows:    

The Monitoring Sheet for Pumping Activities sheet is to be completed The appropriate pump is selected. The outlet of the pump is to be secured within the SRP forebay. The appropriate orifice is selected according to pump size.

Pumping through LAMELLA LT-30 (device to be confirmed)

As-Built Certification The required certification for the erosion and sediment control measures will be completed and submitted to the Team Leader Central Monitoring immediately following installation.

Chemical Treatment

SRPs 1 & 2 will be chemically treated with rainfall activated devices in accordance with the Flocculant Treatment Management Plan.  The following table has assumed (based on similar sites) that a dose rate of 4mg/L of Polyaluminium Chloride (PAC) will be appropriate. Figures in italics are preliminary and are to be confirmed before implementation 

Contamination Contamination investigations detailed in the Contamination Delivery Work Plan (C DWP) indicate low-level contamination within fill material and groundwater. The C DWP does not identify this area of work as requiring specific management in relation to erosion and sediment controls measures though testing to confirm compliance with the criteria for discharge is required as detailed in the Water Quality Discharge Monitoring Programme (WQDMP).

The diversion bunds to the east and south have maximum contributing catchments of 3.75ha. Conservatively it has been assumed that in a 5% AEP (108mm/hr HIRDS) the peak flow will be directed as a surface flow intercepted by the bund. This rainfall event results in a peak flow of 998L/s.

A 600mm culvert will convey this flow with a 2m head.

 

SRP 3 will potentially control runoff from the full 3.75ha site. in accordance with section F1.1.1 of GD05 this SRP, designed to the 3% criteria (300m3 (minimum) of storage for each 1ha of contributing catchment), would require 1,125m3 of storage. Notwithstanding the above SRP3 is to be constructed as large as practical, initial design allows for 1,600m3. This additional storage and the manual operation of the pond will ensure that the deficiencies of compliant design, specifically the length to width ratio, will not adversely affect the performance of the SRP.

 

The eastern diversion bunds are on a longitudinal grade, in the flatter sections of approximately 5%. The bund will form a vee channel with the bund side slope of 1:1 and the upslope of 3-5% (1:20) A channel of the above dimensions will convey the 998L/s at a depth of approximately 115mm.

SRP Sizing   

 

SRP 2 has a contributing catchment of 2,750m2. The contributing catchment of SRP 2 is approximately 100m long and has an average existing grade of approximately 13%. As the earthworks will result in slopes of greater than 18%, in accordance with section F1.1.1 of GD05 this SRP has been design to the 3% criteria (300m3 (minimum) of storage for each 1ha of contributing catchment). As SRP 2 is constructed in a low point of the site, an emergency spillway will have no discharge point. The outlet pipe from the primary spillway is therefore sized to convey the 1% AEP (138mm/hr HIRDS). This rainfall event results in a peak flow of 938L/s.

Scope of SSESCP

This SSESCP addresses the management of erosion and associated sediment discharges as a result of the works associated with the construction of the Mt Eden Road Bridge. This work area is located within Mt Eden Road and the footpaths and berms on either side of the road. The existing site area is currently fully stabilised as a road and or footpaths. The work area covered by this SSESCP has a total area of approximately 750m2.

Chemical Treatment The sediment control measures utilised within the SSESCP (silt fence and rapid stabilisation) do not benefit from chemical treatment.

Contamination Contamination investigations detailed in the Contamination Delivery Work Plan (C DWP) indicate low-level contamination within fill material and groundwater. The C DWP does not identify this area of work as requiring specific management in relation to erosion and sediment controls measures though testing to confirm compliance with the criteria for discharge is required as detailed in the Water Quality Discharge Monitoring Programme (WQDMP).

The proposed erosion and sediment control measures have been designed in accordance with the Auckland Council’s Guideline Document 2016/005 ‘Erosion and Sediment Control Guide for Land Disturbing Activities in the Auckland Region’ (GD05). Earthworks associated with this ESCP:    

Construction of erosion and sediment controls; Excavation and removal of existing concrete foundations, driveways and parking areas; Cut to waste earthworks; Piling.

Duration and Staging of Works

The construction of the Mt Eden Road Bridge is programmed to commence in mid-2020 and is expected to take 52 weeks to complete. The construction of the bridge will be undertaken in 2 stages with traffic remaining on the non-construction portion of the road or the completed bridge.

Methodology Prior to the commencement of any earthworks the Construction Manager will inspect the site to confirm the suitability of the proposed controls and methodologies. As noted above the construction of the Mt Eden Road Bridge will be undertaken in 2 separate stages. The controls to be utilised will be similar for each stage. A hotmix cleanwater diversion bund will be installed across Mt Eden Road on the northern, upper side of the works. This bund will be located to divert runoff from the kerb to the ridge approximately in the centre of the road to divert clean upslope flows to the non-construction side of the road. This bund will be a minimum 300mm high. A further hotmix cleanwater diversion bund will be constructed along the centre of Mt Eden Road to isolate the work area. Silt fences and Silt Socks will be used to control any runoff from the works site that is not removed via pumping. Silt Fences will be used where the excavation daylights. Silt Socks will be installed at the lower extents of the excavations where impounded flows would overtop. The existing catchpits within or immediately below the work area will be protected with catchpit bags installed within the catchpits.

The hotmix bund is on a longitudinal grade of approximately 2%. The bund will form a vee channel with the bund side slope of 1:1 and the road side of 3-5% (1:20) A channel of the above dimensions will convey the 33L/s at a depth of approximately 40mm.

Silt Fence / Silt Sock  

The silt fence has a contributing catchment that is a maximum of 25m long with a maximum slope of 4%. The use of a silt fence in this instance complies with table 12 of GD05.

Scope of SSESCP

This SSESCP addresses the management of erosion and associated sediment discharges as a result of the works associated with the service relocation works in Fenton Street and Porters Ave.

Contamination Contamination investigations detailed in the Contamination Delivery Work Plan (C DWP) indicate low-level contamination within fill material and groundwater. The C DWP does not identify this area of work as requiring specific management in relation to erosion and sediment controls measures though testing to confirm compliance with the criteria for discharge is required as detailed in the Water Quality Discharge Monitoring Programme (WQDMP).

This work area is located within Fenton Street and Porters Ave including the footpaths and berms on either side of the road. The existing site area is currently fully stabilised as a road and or footpaths. The work area covered by this SSESCP has a total area of approximately 3,000m2. The proposed erosion and sediment control measures have been designed in accordance with the Auckland Council’s Guideline Document 2016/005 ‘Erosion and Sediment Control Guide for Land Disturbing Activities in the Auckland Region’ (GD05). Earthworks associated with this ESCP:  Construction of erosion and sediment controls;  Service installation;  Reinstatement of existing surfaces.

Duration and Staging of Works

The service relocations in this area are programmed to commence in March 2020 and is expected to take 28 weeks to complete. The service relocations will be staged in accordance with traffic management requirements. Typically this will limit the works to 2 excavations at any one time, each excavation would have a maximum area of 100m2.

Methodology Prior to the commencement of each excavation the Construction Manager and Environmental and Sustainability Manager will inspect the site to confirm the suitability of the proposed controls and methodologies. Silt sock diversion bunds will be installed above each excavation area to diver clean runoff around the excavations. These diversions will also divert runoff from the berms and footpaths as appropriate. Silt Socks will be installed at the lower extents of the excavations where impounded flows would overtop. The existing catchpits within or immediately below the work area will be protected with catchpit bags installed within the catchpits.

As-Built Certification The required certification for the erosion and sediment control measures will be completed and submitted to the Team Leader Central Monitoring immediately following installation.

Chemical Treatment The sediment control measures utilised within the SSESCP (silt fence and rapid stabilisation) do not benefit from chemical treatment.

The hotmix diversion bunds above the work area each has a maximum contributing catchment of approximately 0.05ha. Conservatively it has been assumed that in a 5% AEP (108mm/hr HIRDS) the peak flow will be directed as a surface flow intercepted by the bund. This rainfall event results in a peak flow of 13L/s.

The hotmix bund is on a longitudinal grade of approximately 2%. The bund will form a vee channel with the bund side slope of 1:1 and the road side of 3-5% (1:20) A channel of the above dimensions will convey the 13L/s at a depth of approximately 27mm.

Silt Fence / Silt Sock  

The silt fence has a contributing catchment that is a maximum of 10m long with a maximum slope of 2%. The use of a silt fence in this instance complies with table 12 of GD05.

Appendix C: Record of CLG, Auckland Council Comments C1. CLG Comments A Mt Eden CLG meeting was held on 8th October to discuss the Mt Eden Enabling Works and for the CLG to provide comments / feedback on the CEMP and sub-plans, including this ESCP. No comments were received from the CLG on this ESCP.

C2. Auckland Council Comments The ESCP was reviewed by the Timothy Oâ&#x20AC;&#x2122;Grady. There were no comments received from Council on the ESCP.
