Proposed work / project: The proposed works addressed in this OPW and referred to as the Karangahape Station Main Works involve the excavation of a temporary access shaft, mining of platform tunnels, excavation and construction of the two station entrance boxes at Mercury Lane and Beresford Square, and the operation of Construction Support Areas in the vicinity of Beresford Square, Pitt Street and Mercury Lane. This OPW and associated Delivery Work Plans (DWPs) have been prepared to enable the Link Alliance contractor to commence work in alignment with the City Rail Link Project programme. The DWPs and related management plans are ‘living documents’ and may require changes (material and non-material) once construction commences, in response to construction conditions and subject to necessary approval/certification.

The proposed works addressed in this OPW exclude the construction of the station entrance superstructures and associated activities, including the Public Realm Reinstatement works. This OPW and associated management plans and Delivery Works Plans (DWPs) have been prepared to enable the Link Alliance contractor to commence work without delay. The DWPs are ‘living documents’ and may require changes (material and non-material) once construction commences.
Recommendation I have read the outline plan of works (OPW), supporting documents, and the report and recommendations on the OPW. I am satisfied that I have sufficient information to consider the matters required by the Resource Management Act 1991 (RMA) and make a recommendation under delegated authority. Acting under delegated authority pursuant to section 176A, Auckland Council requests changes to the outline plan of works (as detailed in schedule 1): • •
The proposed works / project are within the scope of the designation (and associated conditions); The outline plan of works has sufficient detail to describe the proposed works and any proposed measures to manage adverse effects under s176A(3); and
The following changes are requested to better manage adverse effects from the proposed works: 1.
The Requiring Authority shall amend the Construction Environmental Management Plan for the Karangahape Station Main Works, via a non-material change process, to provide concept designs for specific treatment of the construction hoardings / fences around the Beresford Square station entrance and Construction Support Area. The purpose of the concept designs is to address the construction works adverse effects on streetscape character and amenity in proximity to businesses in Beresford Square and the Construction Support Area frontage with Hopetoun Road. Design concepts may include designs by local artists (where practicable), imagery relating to the historic character and cultural landscape, and integrate communications related to Traffic Management and Social Impacts and Business Disruption.
Reason: The above change is recommended to better manage adverse effects from the proposed works, particularly temporary visual and amenity effects on pedestrians and businesses around the Beresford Square station entrance and Construction Support Area.

Advice notes This recommendation on the outline plan of works recognises the scope of works enabled under the designation. This covers only any activity that would otherwise infringe a rule in a district plan under the RMA. The requiring authority is responsible for identifying and obtaining all other necessary consents and permits. These may include: •

Any relevant resource consents both under any relevant national environmental standard (e.g. NES for assessing and managing contaminants in soil to protect human health), and any relevant operative or proposed regional rules under the Auckland Unitary Plan (Operative in Part); the Building Act 2004; the Health and Safety at Work Act 2015; the Property Law Act 2007; any relevant Auckland Council bylaws; and Heritage New Zealand Pouhere Taonga Act 2014.
