C2 Albert St contract update – Lucas Nikkel
• LN introduces himself. • Explains changes to expected completion times of various stages of Albert Street works. • CLG member asks when that information had been updated and communicated, MHC said it had been updated just recently and communicated with stakeholders in each block. • Picture updates: speaking to photos in the slide show, LN gives updates about stages of work. • Albert Street West – Wyndham to Swanson: Sand will be laid below basalt pavers in the place of normal materials to aid further construction in the area directly in front of planned hotel. • Albert Street East – Wyndham to Swanson: works in front of Mansons development and Icon development reduced to avoid rework. standard. Intersection taking a bit longer due to services relocation requirements. Still targeting May 2020 for completion for this intersection. Access to the shop and carpark will be maintained at all times. • Albert Street West – Swanson to Wolfe: This area is finished (pavers grouted and filled in) so locals can start to see what the finished product will look like. • Albert Street East – Swanson to Mills: Putting in permanent pavement and diverting pedestrians onto this to allow faster completion for the footpath construction works. • Albert St - Wolfe/Mills to Customs: Targeting to get footpath on western side opened a soon as possible. Traffic switch in March (Southbound traffic near Customs St will be shifted to the western side of Albert St) to enable removal of last of traffic deck and commence construction in front of DFS Galleria. • Mills Lane: Putting in wider footpath on southern side and road markings making the street an anticlockwise loop. Mills Lane completed before loss of carparks in front of Quay West to enable continuity of business. • CLG member asks for clarification around the changes in expected completion times for different stages. LN explains that various phases were switched for greater efficiency of time and because of needs surrounding underground utilities. Overall has resulted in reduction in completion of the street.

C1 Britomart/Lower Queen Street update – Andrew Swan and Jhon Aragon
• Tunnels now complete. • Now constructing CPO basements where rail station services will be located. • This year C1 contractor will be spending a significant increased effort (about 50% extra) to rebuild the station, locals may experience an increase in visible construction works. • Targeting Christmas 2020 to achieve a certificate of public use for the CPO building. • That will allow the transition of station operations from the temporary accommodation, or plaza building, into the CPO. • Once that’s complete the plaza/temporary accommodation building will closed and be removed. • CLG member asks about the Endeans building floor that has sagged. AS confirms that the area had been inspected by the contractor Downer Soletanche Bachy Joint Venture (DSBJV) and interim remedial action taken. CLG member asks if the root cause was going to be addressed. AS said the report was inconclusive and further monitoring will be required. • Work is now underway to complete a 6m strip outside the Commercial Bay development that will be handed over by end of March. • Next works will be outside Chief Post Office (CPO) building. • Power and lighting within the plaza space for potential events is provisioned for. • CLG member asks if there will be up tree lighting. MHC subsequently answered via group email: No, however there will be lighting under seating, lights from surrounding retail windows, the Chief Post Office building and commercial buildings, and streetlights in Queen Street which are high mounted lights that face downwards. • CLG member asks will there be water fountains in the LQS area. MHC subsequently answered via group email: Yes – an example of the water fountain (or one of similar spec) to be installed is provided below.

• CLG member asks if there will be public toilet provisions. MHC subsequently answered via group email: CRL is not building public toilets in LQS as part of our streetscape works, as they are not in scope for the project. It was noted that there will be public toilets in Commercial Bay available during its opening hours and at Britomart Station (behind the hop card line). During a meeting with the Waitematā Local Board this week, we mentioned this concern on the lack of public toilets in the area as raised by the CLG. If you feel that provision of more public toilets in the area is important, we encourage you to advocate to your local board, Auckland Council and Auckland Transport. • CLG member asks who will be responsible for the space once it is been handed back to the public. MHC subsequently answered via group email: The space will come under the management of Auckland Council and Auckland Transport. As part of the process to have the area re-designated from a road to a plaza, they must produce a management plan for its continued use, management and maintenance. • CLG member asks what kind of trees are being planted in the area. MHC subsequently answered via group email: Pohutukawa trees (X5) are being installed in the LQS plaza area, and another eight native species (to be confirmed) will be installed in Tyler and Galway Streets. As well as this, another three native species will be installed in large above-ground planters in the station plaza area. • CLG member asks what is planned for the Lower Albert St bus terminus and how can we provide feedback on this? MHC subsequently answered via group email: This is now part of Auckland Transport’s Downtown project. Auckland Transport will lead the plaza’s re-designation. CRL will lead the plaza’s re-naming. • We can request to name just the plaza area, or the whole block. CRL Mana Whenua Forum will generate names which will be publicly consulted, and Waitematā Local Board will choose the plaza’s name. • CLG member asks whether a streetlight can be moved because the light comes into her apartment at night. AS has investigated and advises the new streetlight will be further away from the building than the existing light, however it cannot be moved any further east-west. The design incorporates a light fitting that provides better coverage, however If the problem persists there are further measures that can be added to mitigate the effect. • CLG member asks if lower Queen Street will “still have the pots and cuteness of Britomart”. AS answers it will have planters and street furniture and says that further beautification of the space would be

something to ask Auckland Council for. It was also noted that the Britomart pots are all temporary fittings.

Sustainability – Mike Backhurst
• CRL utilises the ISCA (Infrastructure Sustainability Council Australia) framework and rating system to drive its sustainability work. CRL is aiming for an ‘excellent’ rating for works at C1 and C2. • Key objective of the project optimises resource use through efficient design and construction. We do this by looking at energy, materials and water footprints. • Shows favourable sustainability stats showing CRL is achieving results. • DSBJV, CRL’s contractor for works around Britomart, installed a water reuse system which enabled water to be processed and reused on site rather than discharged into the sewer or stormwater system. This saved 693,000 litres of water in the past year – equivalent to four and a half Auckland households’ annual water consumption. • Using electricity sourced from the national grid rather than diesel generators to reduce the carbon footprint of the energy used. This avoided the use of over 274,000 litres of diesel, saving 624 tonnes of greenhouse gas emissions • The CRL design team, working with C1 and C2 contractors, were able to achieve an 1,800 tCO2e reduction in the projected embodied carbon footprint of the project: a reduction of about five per cent. Both contracts are on track to achieve the targeted reductions. • For C1 and C2, clean spoil is taken to the Three Kings Quarry site which is being rehabilitated to enable future development. • Through CRL’s Progressive Employment Programme, six rangatahi were given the opportunity of working in the construction industry in a 19-week pilot programme.

Wider project update - Maria Hernandez-Curry
• Aotea Station: site being established as a construction support area. Utility relocations on Albert St have begun. Wellesley St West / Mayoral Dr & Victoria St West intersection closes on 1 March 2020. Some bus routes will change in response. • Karangahape Station: Demolition of the Mercury Lane site continues. Utility relocations are underway. Beresford Square closed to vehicles. • Mt Eden Station: Piling has started to build the tunnel portal for the Tunnel Boring Machine. Demolition works are almost complete. A series of trial blasts will soon be carried out in the construction site. Utility relocations on Flower St underway – soon to begin on Mt Eden Rd. Mt Eden Station will close temporarily on 30 May 2020 until the end of the project. • TBM naming competition: CRL and the Link Alliance have launched a competition to name the TBM. It will arrive and be assembled later this year. We’re asking for public submissions to help name it! Video
