1. Introduction The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.4 km underground passenger railway, running between Britomart Station and the North Auckland Rail Line in the vicinity of Mt Eden Station. The CRL also involves the construction of two new underground stations at Aotea and Karangahape and the redevelopment of the station at Mt Eden (refer to Figure 1-0-1). The design and construction of the CRL infrastructure between the Aotea and Mt Eden Stations is being delivered by the Link Alliance.

This Industrial and Trade Activities Environmental Management Plan (ITA EMP) has been prepared in relation to the Aotea Station main construction works.
Aotea Station Overview Once completed, the Aotea Station will include platforms, lifts, escalators, rooms for housing stations and tunnel services equipment, an entrance building at Wellesley Street, two additional entrance buildings at Victoria Street, a Plenum at Kingston Street, services, internal and architectural finishings, structural fittings, utilities services diversions and connections. The location of the Aotea Station is primarily beneath Albert Street, connecting the Contract 2 (C2) cut and cover tunnels to the north and the tunnel-boring-machine (TBM) tunnels to the south. The works are approximately 380m long by 18m wide and will be excavated around 18-20m below ground level. Additional boxes branch off from the tunnel alignment at Kingston Street (to form the Plenum), Victoria Street (for two entrance buildings to the Aotea Station) and Wellesley Street to form the main entrance building to the Aotea Station (refer to Figure 1-0-2 below)1.

Auckland Transport (AT) has obtained a resource consent for an Over Station Development (OSD) on the Bledisloe Car Park site (Council Reference R/LUC/2016/2647). The proposal involves the construction of a 24-level building comprising offices, retail and food and beverage tenancies, and public features including a plaza and a through site link. The proposed OSD is not part of the Link Alliance contract and will be progressed separately by Auckland Council / Panuku. Page 5 | Aotea Station Main Works

Industrial and Trade Activities Environmental Management Plan Given the nature and scale of the Aotea Station construction, works will be undertaken in a staged manner, involving: •
•

Five stages of early works (canopy removal, network utility relocation and site establishment work), being undertaken from October 2019 to March 2020 (Stages 1 to 3) and December 2019 through to August 2020 (Stages 4 and 5); these works have been authorised by separate Outline Plans (Council ref. OPW60345651 and OPW60348747); Main construction works (the ‘Aotea Station main works’) involving construction of the station box, associated above ground structures, mined tunnels for the rail tracks, internal finishings, structural fitout, all Mechanical, Electrical, Fire and Hydraulic (MEFH) installation, and architectural finishings2. The Aotea Station main works will be undertaken from early2020 through to late-2023; and Ground reinstatements (from late-2022) and urban realm improvements. These works will be described in a future Outline Plan2.
This ITA EMP relates to the main construction activities for Aotea Station, including the formation of the station walls, excavation of the station box, and activities within the Construction Support Area. Refer to Section 2 of the Construction Environmental Management Plan (CEMP) for a detailed description of the Aotea Station main works.
Purpose of the ITAEMP This ITA EMP has been prepared to manage adverse effects relating to industrial and trade activities required during the Aotea Station main works, including bulk excavation, diaphragm wall (D -wall) construction, piling, site establishment works and associated storage and handling of hazardous substances. Specifically, the purpose of the plan is to identify those activities to be undertaken that may result in contamination of land and/or stormwater, and to document the procedures to be implemented to appropriately manage these risks. The ITA EMP outlines the following: •
Identification of industrial and trade activities to be undertaken during the main works that may result in contamination of land and/or water;
•
Identification of potential contaminants associated with these activities;
•
The methods to be used to prevent identified contaminants from contacting with stormwater runoff and methods to manage environmental risks from on-site activities;
•
An appropriate monitoring and auditing programme to ensure site performance is undertaken in accordance with this ITA EMP; and
•
Staff training.
This ITA EMP addresses the requirements of the Aotea to NAL resource consents (A2N resource consents) set out below and will be implemented throughout the construction period.

It is noted the architectural finishing component of works (the exterior look and feel of the Aotea Station) will occur during Phase 5 of the Aotea Station main works (approx. 2022 – December 2023). These finishings are still being designed and determined. Once designs are completed a separate Outline Plan and suite of DWPs will be prepared, describing the finishings and other permanent above ground public realm reinstatements. Industrial and Trade Activities Environmental Management Plan The ITA EMP has been prepared by the Link Alliance and forms part of the CEMP for the Aotea main works. A number of related management plans are referenced throughout this ITA EMP to avoid duplication of information and thereby enable efficient document control. The other relevant plans are the main works CEMP, ESCP (Appendix H of the CEMP, including Flocculent Treatment Management Plan (FTMP)), the Emergency Spill Response Plan (ESRP) (Appendix C of this ITA EMP), the Bentonite Plant Emergency Response Plan (Appendix D of this ITA EMP) and the Jet Grout Plant Emergency Response Plan (Appendix E of this ITA EMP).

A meeting shall be held on site after the implementation of structural controls and the provision of As-Built documentation, and prior to the commencement of construction activities at each of the CSA/ACZs. Within five working days of receipt of sample results showing contaminants exceeding the agreed trigger levels in Condition 174(d): a) An investigation shall be undertaken to determine why exceedances were detected and to identify any additional source controls or treatment required; and b) The results of the investigation shall be reported to the Council (Team Leader Central Monitoring).

Within eight weeks following the start of the monitoring required by Condition 173 a monitoring report shall be submitted to the Council (Team Leader Central Monitoring). The monitoring report shall include, but not be limited to, the following: a) a summary of the monitoring results to date; b) an interpretation of those results and suggestions for improvement to the site operations; c) a programme for ongoing monitoring including the reporting of results; and d) a programme for the ongoing maintenance of the discharge water management and treatment system.

Sustainability The Link Alliance is seeking an Infrastructure Sustainability Council of Australia (ISCA) Infrastructure Sustainability (IS) Rating. Further details can be found in the Project CEMP and Sustainability Rating Management Plan. Project sustainability requirements that relate directly to this ITA EMP are included in Appendix A. These requirements are imbedded within the plans to ensure that sustainability is a key focus and ‘the way we do things’. Page 12

ITAEMP Review and updates This ITA EMP is a live document that will be reviewed at least annually, or as a result of a material change to the project, or to address unforeseen adverse environmental effects arising from construction, or unresolved complaints. Any proposed changes to this ITA EMP must be certified by Auckland Council prior to any on-site activity reliant upon the change commencing. A formal review process is described in Section 10 of this ITA EMP.
ITAEMP Author This ITA EMP has been prepared by Rob Van de Munckhof with support from other T+T environmental engineering staff on behalf of the Link Alliance. Rob holds a chemical engineering degree and has over 18 years’ experience in environmental management and has experience in Industrial and Trade Activity assessment and management. He has undertaken assessments of surface water discharges from a range of industrial sites and is experienced in undertaking risk assessments to identify priority contaminants. He is experienced in the development of environmental management plans and surface water monitoring plans.

2.
Aotea Station Main Works Overview of Works
The Aotea Station main works will involve three main phases of work. Each phase of work involves multiple construction activities which will be undertaken throughout the Aotea project site. The phases associated with the Aotea Station main works involve; • • •
Foundation works to form the perimeter walls of the station box and underground running tunnels. This involves diaphragm wall construction, roof construction, piling and jet grouting; Construction of the Aotea Station platforms, main station structure, concourse, entrance structures and Plenum, and; Structural fitout of the Aotea Station including MEFH installation, and internal and architectural finishings.
The works require the operation of a Construction Support Area (CSA) within the Bledisloe House car park site and a portion of Mayoral Drive. Equipment used to undertake these works will be predominantly situated in the CSA. Upon completion of the Aotea Station main works, the area will be repurposed in preparation for public realm reinstatement works2. The methodology for the construction of the Aotea Station is predominantly based on a ‘top down’ and ‘bottom up’ approach. The ‘top down’ approach relates to the southern end of Albert Street (south of Durham Street) and involves the installation of the ‘roof structure’ early on, which enables a limited number of traffic lanes to operate concurrently with the construction of the station, which occurs beneath. This approach reduces the construction effects on traffic flow within the city centre. The tunnel alignment on the northern end of Albert Street (north of Durham Street) will be constructed using a ‘bottom up’ methodology. A detailed description of the Aotea Station main works is included in the CEMP and includes; • • •
an overview of the works including indicative timeframes in Table 2-1. the construction sequencing including equipment and earthworks volumes for the works in Table 2-2. further detail of the CSA in Section 2.6.2 of the CEMP. Drawings indicating the staging of the construction activities and proposed layout of the CSA is provided as Appendix B.
It is noted that public realm reinstatement works and details of architectural finishings for the Aotea Station (Condition 47 – 54 of Designation 2500-1), will form part of separate Outline Plan packages to be prepared in the future prior to the commencement of the respective works2.
Programme The Aotea Station main works are anticipated to take approximately 45 months to complete, occurring from April 2020 to December 2023 (approximately) as detailed in Table 2-1 in Section 2.2 of the CEMP. Some construction activities outlined in each phase of the main works will occur in parallel.

Bentonite plant The D-wall construction requires the establishment of a bentonite plant at CSA 1 on Mayoral Drive, the location of which is shown on Error! Reference source not found.. The operation of the plant is outlined in Section 2.4.1 below.

2.4.1.
Bentonite plant operation
The CSA layout plan in Figure 2-1 shows the location of the bentonite plant. The purpose of the plant is to mix and recycle bentonite slurry associated with the D-wall construction. The plant will cover two areas of approximately 350 m2 each and comprise the following elements: Bentonite plant: •
Eight silos required for the storage of bentonite slurry for excavations;
•
Six silos for the storage of bentonite slurry for disposal;
•
Bentonite mixer;
• Bentonite storage bags. Bentonite treatment plant: •
Slurry Treatment Plant (STP) / De-sanding Unit - with a capacity of approximately 450 m3;
• Excavator. The bentonite plant operation is outlined in Table 2.1 and as shown on Figure 2-2. It is noted a Bentonite Spill Response Plan, which will outline the environmental controls and spill response procedures specific to the operation of the plant, will be prepared and certified prior to the commissioning of the plant. Bentonite Plant Operation
Bentonite Storage
• Storage of bentonite powder in bags and bentonite slurry within silos.
Bentonite Mixing and Recycling
• Mixing of bentonite with water and additives (sodium bicarbonate and bentocryl) to make a bentonite slurry, which will be temporarily stored within the silos before being used in the piling and D-wall construction operations. The bentonite mixer will be covered to control bentonite powder dust emissions. • Transfer of the bentonite slurry to the storage silo, which is connected to the circuit of the STP / de-sanding unit and down to the D-wall operations via pipes and hoses. • Slurry will be pumped out from the trench and travel back to the de-sanding unit / STP, where it will be treated to remove solids and recover the slurry for re-use.
Spoil Disposal
• Dry material recovered from the de-sanding unit will be removed off-site. • Liquid spent slurry following de-sanding will be discharged into a temporary spoil pit (approximately 24 m3) to be located on site. The spoil will be excavated and transported via trucks (approximately 3-5 per day) to an approved disposal facility.
Management of Discharges
• The entire bentonite plant areas will be bunded to contain any spilt material or bentonite slurry in the event of a pipe or pump failure during transfer of the slurry, as shown in Figure 2-3. • Any surface water collected in the bunded area will be pumped to the sediment control system on-site for removal of sediment prior to discharge. There will be no gravity discharge of any water from the bunded area to the stormwater system. • Any spilt material pumped to the sediment control system will be treated as per other sediment laden water on-site with discharge only occurring once the minimum water quality standards are met.

2.4.2.
Jet grouting plant operation
The main function of the jet grout plant is to mix the cement grout required for the jet grout columns and transfer it to the jet grouting rig at high pressure. The location of the jet grout plant has not been confirmed but the minimum controls are outlined in Table 2.3. Industrial and Trade Activities Environmental Management Plan and spill response procedures specific to the operation of the plant, will be prepared and certified prior to the commissioning of the plant. The plant will comprise the following elements: •
Grout Mixer;
•
High Pressure Pump;
•
Generator;
•
Silo for cement powder storage; and
•
Grout Storage Tank (approximately 10 m3).
The jet grout mixing plant will involve mixing water and cement and additional additives to create a slurry mix as outlined in Table 2-2. Table 2-2:
Jet Grouting Plant Operation
Material Storage
• Cement powder will be delivered to the plant by trucks. It will be pumped to the storage silo through hoses. Dust filters on the silos will be used to control dust emissions.
Cement Grout Mixing
• Cement powder will travel to the mixer via a closed screw conveyor. The scale will have a protective cover to control dust. • Cement powder will be mixed intermittently with water in the required proportions and the grout will then be stored in a tank.
Cement grout injection:
• Grout will travel via hoses, filters and pumps to the high pressure pump, then to the jet grouting rig and through the drill string, which will inject this grout at high pressure, inside the soils, to form jet grouting columns.
Spoil Disposal
• The resulting sludge (made of grout, water and soil) will be pumped from the jet grout column location to the spoil pit at the plant. • It will be disposed of in a similar manner to the slurry spoil.
Management of Discharges
• The jet grout plant will be bunded. • Any surface water collected in the bunded area will be pumped to the sediment control system on-site for removal of sediment prior to discharge. There will be no gravity discharge of any water from the bunded area to the stormwater system. • Any spilt material pumped to the sediment control system will be treated as per other sediment laden water on-site with discharge only occurring once the minimum water quality standards are met.
D-wall and jet grout piling construction D-walls are constructed using a Hydrofraise cutter along either side of Albert Street from Mayoral Drive to the Victoria Street Intersection, to provide the structural perimeter of the station “box” and support for the tunnel’s roof structure. The Hydrofraise cutter performs excavation using bentonite slurry to stabilise the trench. The slurry is pumped out and travels back to the de-sanding unit / STP, where it is treated to remove solids and recover the slurry for re-use. Following excavation comes the reinforcement stage, where spoil is progressively mucked away and reinforcement cages are progressively inserted along with staged concrete pouring. Excavated spoil from the Aotea station works is stockpiled for removal at the west of the CSA, on Mayoral Drive. Page 19

Industrial and Trade Activities Environmental Management Plan Jet grout piles are constructed by drilling down to the depth of the pile, and injecting grout at high pressure while withdrawing the drill to form a round column of grout and soil. Spoil from this method is pumped from the top of the column and stockpiled for removal along with the D-wall spoil at the west of CSA 1.
Stormwater and groundwater treatment Stormwater and groundwater that settles in the Aotea Station excavation area is pumped into a containerised water treatment system (WTS). Assisted sediment settlement using chemical or nonchemical flocculants (the latter being preferred if effective) as well as pH dosing is undertaken in the WTS as required to ensure water discharged from the system will not result in adverse effects on the receiving environment. The WTS is located to the south of the Aotea Station and at the east of CSA 1. Information regarding the WTS is outlined within the ESCP and the Flocculant Treatment Management Plan (FTMP) for the main works (Appendix C of the ESCP).

3.
Site drainage
All existing stormwater drains within the Aotea Station construction area have been diverted around the excavation areas. The public stormwater network at the Aotea Station site drains to the WaitematÄ Harbour at the city waterfront to the north. Stormwater drains within CSA 1 are identified on the drainage plan in Appendix B. Stormwater collected within the excavation areas, bentonite plant area and jet grout plant areas drain to a sump which is then pumped to the onsite WTS. Treatment is provided in the WTS, before discharge to the public stormwater or sewer network. The release of contaminants to the stormwater network is managed using the controls described in the main works ESCP and this ITA EMP. Discharge to sewer network may also be undertaken where water quality requirements for stormwater cannot be met, subject to permission from Watercare. Site layout plans have been prepared (refer to Appendix B of this ITA EMP) to show the location of the WTS, Aotea Station excavation area, truck routes and any chemical storage areas. Final as-built drainage plans for the main works area will be prepared following the completion of the works. These plans will show the locations of all stormwater catch pits and discharge locations within the area.

Industrial and Trade Activities
The main industrial and trade related activities to be undertaken for the Aotea Station main works are outlined in Table 4.1. This table also outlines the potential contaminants associated with the activities and the relevant procedural and physical controls to be implemented during the works to minimise any adverse environmental effects. For the purposes of this management plan, the entire Aotea Station main works area is included in CSA 1. The maximum size of the CSA is 25,000 m2 which is consistent with condition 166 of the A2N resource consents. References to several related plans/registers are provided in Table 3.1. The Project Waste Avoidance and Resource Recovery Plan (WARRP) is relevant to the management of material that needs to be disposed of from the Project area. Refer to Section 5.5 of this ITA EMP for further detail on this plan.

5.
Management procedures and mitigation measures Bentonite plant
The main environmental risks associated with the bentonite plant are the discharge of chemicals from the operation of the plant and/or the discharge of sediment laden water to stormwater drains within the main works area, which in turn discharge into the Waitematā Harbour. To avoid or minimise any discharges from the bentonite plant to the surrounding environment, each plant is designed and operated as follows: •
The entire bentonite plant shall be bunded to contain any spilt material or bentonite slurry in the event of a pipe or pump failure during transfer of the slurry.
•
Sodium bicarbonate and bentocyrl are added to the bentonite slurry. Neither chemicals are classified under HSNO as hazardous and are stored within the bunded bentonite plant area. No other environmentally hazardous substances are required as part of the bentonite plant operation.
•
In the event of a spill outside of the bunded area, the standard spill control procedures will be implemented to contain and manage the spill (refer to Section 6 of this ITA EMP).
•
Prior to commissioning of the bentonite plants, a Bentonite Plant Spill Response Plan will be prepared. This Plan will outline the environmental controls and spill response procedures specific to the operation of the plant detailed in Section 2.4.1 of this ITA EMP. The extent of the bunded areas of the bentonite plant that will be sealed off during the works will be shown in the Stormwater Drainage Plan as an Appendix of the Bentonite Plant Spill Response Plan.
Jet Grout Plant The main environmental risk associated with operation of the jet grout plant is the discharge of sediment laden water and elevated pH from cement used in the grout slurry mix. To avoid or minimise any discharges from the jet grout plant into the surrounding environment, the plant will be designed and operated as follows: •
The jet grout plant shall be bunded with any surface water collected in the bund draining to the on-site sediment treatment plant. The outlet of the existing catchpit in the plant operation area (refer to the Stormwater Drainage Plan in Appendix B) will be sealed off, and a submersible pump installed to pump surface water to the sediment treatment plant.
•
In the event of a spill outside of the bunded area, the standard spill control procedures will be implemented to contain and manage the spill (refer to Section 6 of this ITA EMP).
•
Prior to commissioning of the jet grout plant, a specific Jet Grout Plant Spill Response Plan will be prepared. The Plan will include the relevant environmental controls and spill response procedures specific to the operation of the plant detailed in Section 2.4.2 of this ITA EMP.
The extent of the bunded areas of the jet grout plant that will be sealed off during the works will be shown in the Stormwater Drainage Plan as an Appendix of the Jet Grout Plant Spill Response Plan.
D-Wall and jet grout pile construction The main environmental risk associated with D-wall and jet grout pile construction is the discharge of sediment laden water and high pH to the stormwater networks. To avoid or minimise any discharges from the construction of the station box of the Aotea Station, the works are managed as follows: Page 26

Environmentally hazardous substance management The principal environmentally hazardous substances that are stored and used during the construction works will include: •
Fuel (e.g. petrol, diesel);
•
Oils and greases;
•
Dry grout;
•
Concrete and asphalt (use only, will not be stored on site); and
•
Water treatment chemicals (for sediment settling and pH adjustment e.g. flocculation agents and hydrochloric acid).
Dangerous and hazardous substances shall be stored on site in accordance with the Health and Safety at Work (Hazardous Substances) 2017 Regulations (HSW-HS), and subject to provisions relating to Location Compliance Certificates, as appropriate. All chemicals are stored in a secure area with secondary containment sized to contain at least 110% of the largest container in the event of a spill. The main storage area at each site is the hazardous goods shipping container identified as the ‘DG STORE’ on the site layout plan, located between the Aotea Station excavation area and the bentonite plant. There is also some local storage of chemicals at the WTP. For all local storage, chemicals must be stored on spill pallets to provide appropriate secondary containment. Safety Data Sheets (SDS) for all of the chemicals used or stored in the works area are kept in the site office with a sub-set on file at each storage location relevant to the specific materials being stored. A Hazardous Substances and SDS register shall be kept on-site and regularly maintained to ensure it is up to date with the chemicals and volumes of chemicals used and stored on-site. Spill kits and associated spill response equipment are available at each water treatment chemical storage area, main hazardous goods shipping container, main office and at each vehicle entrance (refer to Appendix B of this ITA EMP). In addition, two spill kits are available at all times at the bentonite plant and jet grout plant.
Waste management For the purpose of the main works, waste material refers to items removed from worksites and road carriageways, such as surplus or reject spoil, excavated seal, pipes, rubbish detritus and any other unwanted materials. Appropriate disposal shall be arranged for any material that requires off-site disposal. If hazardous material requires off-site disposal, it will be disposed of safely, through an appropriate contractor authorised to handle, transport, process or safely dispose of the waste concerned to an approved disposal facility. Any waste bins on-site will either be stored undercover or will be installed with covers to prevent rainwater ingress. Page 27

Industrial and Trade Activity Environmental Management Plan Overall waste management or disposal requirements will vary depending on the material concerned and shall be undertaken in accordance with the WARRP.
Vehicle refuelling No permanent storage of bulk fuels will occur on-site. Refuelling of plant and equipment is undertaken using either a mini-tanker for larger equipment, or portable containers (such as jerry cans) for smaller plant and equipment. Portable containers of fuel are stored in the dedicated hazardous goods store. Refuelling is undertaken in accordance with key controls outlined in the environmental risk register.
Wash-down No vehicle wash-down will be undertaken on-site. The location and nature of the construction works, along with the construction methodology serves to minimise the potential for site vehicles to drive over areas of open excavation or unpaved areas and track dirt onto the surrounding road network. In the event of material being spilled onto the ground around the excavation or from trucks transporting the spoil from the excavation, the material will be cleaned up prior to the vehicle leaving the site. This may involve some localised washing of vehicles and tyres. Any runoff from the wash down area will be directed to the on-site WTP with associated sediment settling and monitoring prior to discharge. Some washing of machinery within the excavation area may be required. In this instance, washing of machinery is undertaken using a hose or water blaster on-site within the excavation area only. All runoff within this area is captured and pumped to the WTP.

6.
Spill response
The management of spills at the site will differ depending on the quantity, type of material and location of the spill. As no significant volumes of environmentally hazardous substances apart from those at the bentonite and jet grouting plants are anticipated, the spill response procedures for the Project have been divided into three separate procedures as follows: •
General Emergency Spill Response Plan (ESRP) which covers all areas of the site;
•
Bentonite Plant spill response plan; and
•
Jet Grout Plant spill response plan.
A general ESRP has been prepared for the Aotea works (refer to Appendix C of this ITA EMP). The ESRP includes provision that in the event of all spills over 20 litres, or any spill of Environmentally Hazardous Substances, which has entered the stormwater system, a water-body or has contacted unsealed ground, the spill shall be reported immediately to the Auckland Council 24 Hour Pollution Hotline (09-377-3107). Specific spill response procedures for the bentonite plant and jet grout plant are detailed in the Bentonite Plant Spill Response Plan (refer to Appendix D of this ITA EMP) and the Jet Grout Plant Spill Response Plan (refer to Appendix E of this ITA EMP). A site plan has also been developed, which shows the location of all spill kits in CSA 1 (refer to Appendix C of this ITA EMP). As described in Section 5.1, spill kits are to be located at the water treatment chemical storage area, the hazardous goods shipping container, the main office and at each vehicle entrance. In addition, two spill kits are available at all times at the bentonite and jet grout plants (one general purpose, one oil only). Signage relating to spill response procedures will be located at each vehicle entrance to the site during each stage of work. Each spill kit has a register of contents and an inspection sheet. Each spill kit is inspected monthly to ensure all contents are present and there is no rubbish in the kits. The inspection sheet shall be signed during each inspection.

7.
Discharge monitoring and reporting Monitoring
As required by condition 173 of the A2N resource consents, a discharge monitoring programme will be developed within 30 days of installation of the WTS on site and prior to operation. The programme shall include all details required in condition 174 (see Table 1-1) The monitoring programme will be set out in the FTMP (Appendix C of the Project ESCP).
Reporting Reporting of the monitoring results shall be undertaken in accordance with Conditions 176 – 179 of the A2N resource consents as outlined in Table 1-1. The reporting requirements will be set out in the FTMP.

8.
Environmental compliance management and review Site inspections
Regular inspections of the works area will be undertaken throughout the construction duration as outlined in Section 6 of the CEMP. Site inspections will include inspections of industrial and trade related activities to ensure the integrity of activities and devices is maintained and to minimise the potential for the discharge of contaminants from the works area that might have adverse effects on the receiving environment. Site inspections will be conducted (and documented) weekly and include the following elements: •
Check bunding and containment systems around hazardous substances are intact;
•
Check water treatment systems are operating correctly to manage contaminated water;
•
Check all loading and unloading areas are clear of spillage and debris;
•
Check the appropriate storage of materials on-site in order to prevent spillage and have appropriate HAZCHEM warning and information signage;
•
Check site for evidence of spills that require clean up;
•
Check construction vehicles for signs of leakage;
•
Check spill kits are fully stocked, clearly labelled and appropriately located; and
•
Check waste skips and containers for capacity, signs of leakage and ensure they are covered to prevent rain water ingress.
Environmental audits An internal environmental and sustainability audit will be undertaken 30 days from commencement of each key stage of the works and at least a quarterly basis (or more frequently as specified in the Project Audit Schedule). The purpose of the audit is to check the implementation of, and compliance with, environmental management procedures and controls, including those outlined in this ITA EMP. The audit findings will be reported accordingly to enable any discrepancies to be identified and actioned. External environmental and sustainability audits will be completed as per the Project Audit Schedule, and at least annually, to assess the effectiveness of the Environmental Management System. Refer to Section 6.2 of the CEMP for further detail on these audits.
Non-conformance, corrective and preventative action Corrective action is required on the basis of the occurrence of substandard performance being observed or experienced, resulting in an environmental complaint, incident or emergency or where a significant environmental incident or emergency could have occurred. Refer to Section 6.3 of the CEMP for further detail on corrective and preventative action during the works.

9.
Training Employees and subcontractors
All project staff (including sub-contractors) will undergo general environmental awareness training, along with training in relation to the risks associated with industrial and trade activities outlined in this ITA EMP and to ensure that the appropriate control measures are properly implemented. Suitable induction and ongoing environmental training will be established and maintained to ensure employees and subcontractors are aware of: •
The importance of conformance with the Environmental Policy, the requirements of the project CEMP and company procedure;
•
The significant environmental aspects, actual or potential, of activities and the environmental benefits of improved performance;
•
Their roles and responsibilities in achieving conformance with the environmental policy, company procedures and this ITA EMP;
•
The potential consequences of departure from specified operating procedures;
•
Spill response and emergency procedures; and
•
Accident and incident reporting and methods of prevention.
Refer to Section 4.2 of the CEMP for further detail on employee training.
Visitors Visitors to the site are required to attend a site induction. This induction will cover the key environmental risks onsite, including those associated with industrial and trade activities outlined in this ITA EMP where relevant. A shortened visitor induction may be used when the visitor only requires access to the site for the day, and will be accompanied by a team member at all times (refer to Section 4.2 of the Project CEMP).
Training records Staff training will be recorded as outlined in Section 4.2 of the CEMP.

ITA EMP review ITA EMP review and reporting
This ITA EMP will be reviewed throughout the course of the works: a b

A management review of the ITA EMP will be undertaken at least annually, coordinated by ESM as outlined in section 6.6 of the CEMP. At the conclusion of the review a report will be prepared and submitted in accordance with condition 178 (see Table 1-1). The management review will be organised by the Environmental and Sustainability Manager and the project team will be informed of any changes to this ITA EMP through the regular project communications processes. The review will take into consideration: •
Compliance with the designation or consent conditions, the CEMP, DWPs and EMPs (including site specific plans) and material changes to these plans;
•
Any significant changes to construction activities or methods;
•
Key changes to roles and responsibilities within the project team;
•
Changes in industry best practice standards;
•
Changes in legal or other requirements (social and environmental legal requirements, consent conditions, Link Alliance objectives and relevant policies, plans, standards, specifications and guidelines).
•
Results of inspections, monitoring and reporting procedures associated with the management of adverse effects during construction for the preceding 12 months, specifically:
•
−
details of all inspections and maintenance of the stormwater system;
−
the results and analysis of stormwater monitoring with an interpretation of those results and suggestions for improvement to the site operations;
−
records of any spills or incidents which occurred and the response which was undertaken.
Comments or recommendations from Auckland Council regarding the CEMP, DWPs and EMPs; and
•
Unresolved complaints and any response to complaints and remedial action taken to address the complaint. Attached as Appendix F is an explanation of how any CLG comments received to date are addressed in the ITA EMP.
ITA EMP updates The process for updating this ITA EMP as a result of a material change to the works or the annual review will be in accordance with conditions 42, 164 and 165 of the A2N resource consents. Any material change to the EMP shall be brought to the CLG to enable their feedback to be captured in accordance with condition 18(d) of the A2N resource consents. Any change proposed to this EMP shall be submitted for approval to Auckland Council Compliance and Monitoring Officer, at least 10 working days prior to the proposed changes taking effect.

Appendix C: General Spill Response Plan Purpose and Objective of Plan Environmentally Hazardous Substances (EHS) will be present in Project construction areas. This Emergency Spill Response Plan (ESRP) relates to the management of spills of EHS’s and the prevention of adverse environmental effects. The objective of this ESRP is to ensure that emergency spills are handled in an appropriate manner to ensure safety of all personnel and to prevent damage to the environment. This ESRP covers the spill response procedures for the site including the CSA and works areas.

Spill Response
Spillages will be managed and cleaned up on site in accordance with this ESRP. Any contamination of stormwater or groundwater within the trench will be treated as per the Project ESCP prior to release or disposal. Spillages will be managed and controlled within the site. Spill risk will be managed through structural and procedural controls. In the event that these controls fail, management will be by way of adherence to the procedures outlined in this ESRP.

Hazardous Substances and Spill Response Procedures
Safety Data Sheets for all hazardous substances associated with the Project construction works are held at the site office. These will be consulted to determine the appropriate course of action to take in an emergency situation, e.g. spillage. Spill kits and associated equipment are located at each vehicle entrance to the site as shown on the attached stage plans.

Auckland Council Comments
Mr Leon Blackburn, Senior Stormwater & Industrial and Trade Activities Specialist at Auckland Council, has reviewed the ITA EMP. Mr Blackburn indicated that there were no additional comments beyond the requirement to develop specific drainage plans and spill response plans (Appendix B, D and E of the ITA EMP). Appendix B is appended to the ITA EMP. Appendix D (Bentonite Spill Response Plan) and Appendix E (Jet Grout Spill Response Plan) will prepared and certified prior to the commissioning of the plants.
