Carol opened the meeting and presented a recap on the role of the CBLG

Questions before presentation

Campbell asked if there would be an AT representative at this meeting as requested at the last CLG meeting - Carol and Richard responded that it was advised that CRL had liaised with AT on the CLG members’ concerns and that the meeting would be a separate one with AT and not a CLG meeting. as they would leave it to AT to facilitate this with residents directly

Lower Queen Street 50% design presentation

Evan presented on the 50% design for Lower Queen St

CRL was asked if the shade study design took into consideration the Commercial Bay development - Evan answered that it did

Jane asked if the wind tunnel that currently exists on Lower Queen St was taken into consideration -

Evan answered that this is an existing situation. However, the proposed treesmay able to assist with reducing wind effects

Another question was whether closing off the plaza on Commerce St, blocking off Quay St would be addressed as part of CRL works - Evan answered that this would be a part of the Downtown works framework through Auckland Council

CRL was asked if the downtown works and CRL design works are considered and signed off all together - Evan answered that the urban design team have a framework that is separate but is still integrated with the downtown framework. They’re being considered together but the CRL design team is not responsible for the downtown framework.

Patricia expressed concern over the location of bollards in the new design as this prevents access into the Endeans building for emergency services, disabled people, tenants moving in or out of the building etc. She advised that they’ve discussed this with Auckland Transport (AT) but still nothing has happened - Carol answered that all traffic analysis around CRL works would be done with emergency services in mind - Evan advised that the location for the bollards could be reviewed now that this feedback has been received

James suggested that something be done to prevent Lower Queen St from getting as messy as it does after a Saturday night outside the McDonalds - Evan answered that this had been noted and that there were some design aspects put in place to help prevent this

Patricia suggested that public toilets in this space would be good as well - Evan answered that Simon Lough had been looking into this as well and will be able to speak to it at the next CLG

Jane asked if the LQS lights outside the Endeans building would have dimmers - Evan answered that the space needed to meet technical requirements so it has to be well lit, but that other projects have used shields for this reason and that this will be raised with the designer

Patricia advised that the windows at the Endeans building didn’t have double glazing and raised concerns around excessive noise from evening events - Fritha answered that there are noise standards in the Auckland Unitary Plan that are required to be met or else resource consent would be required. Any resource consent would be considered on a case by case basis. - Evan added that the feedback regarding noise could be considered as the design is developed
