Letter FROM THE Mayor

Dear Woodstock Residents,

Summer in Woodstock promises to be as lively and welcoming as ever. Soon, we’ll gather for our beloved City Band Concerts for their 142nd season. We’ll enjoy fresh finds at the Farmer’s Market, swim at Woodstock Water Works, dine outside, watch free movies in the Square, and take part in a host of other special activities.

This year is extra special as our nation celebrates America’s 250th Semiquincentennial Anniversary. Woodstock will join in the festivities with themed events across the city, honoring this historic milestone and creating opportunities for residents of all ages to come together in celebration.

Construction begins this spring to widen Route 47, a key commercial corridor for our community. It is imperative that we continue supporting the businesses along this route throughout construction. Your patronage will help keep these local establishments thriving and ensure the corridor remains vibrant for years to come.

We’re also making great progress with the Woodstock REC Center renovation, which will provide expanded opportunities for recreation, fitness, and community programs once completed. This project reflects our ongoing commitment to creating spaces that serve residents of all ages and keep our community active and connected.

Our City staff and council continue their dedicated work to keep Woodstock a great place to live, work, and visit. Whether you’re attending a concert, visiting a playground, or simply enjoying a stroll downtown, I hope you take time to enjoy all that Woodstock has to offer this season.

GARBAGE & RECYCLING SERVICES, YARD WASTE STICKERS

AND MORE MDC Environmental Services provides garbage, recycling, and yard waste collection for Woodstock residents. As of July 1, 2025, all households were automatically enrolled in weekly garbage and recycling pickup. Yard waste collection continues through November and still requires a sticker. FACILITY RULES

• Children under 10 yrs must be supervised by a guardian 16+ yrs old.

• All swimmers must wear a lined swimming suit. Street clothing such as cut-off shorts, t-shirts, workout clothes etc. is not permitted.

• For all non-toilet trained participants, aquatic diapers are required. (No Splashers or Swimmers).

• Floatation devices of any kind are NOT allowed (water wings, lifejackets, puddle jumpers, rafts, noodles, swim suits with floation, etc.).

• Facemasks, snorkels and fins are not allowed in the facility.

• To use the waterslides patrons must be 48” or taller or pass a swim test.

• Alcohol is not permitted.

FITNESS CENTER

The facility is currently undergoing a renovation, with an anticipated opening in early 2027. In the meantime, fitness services will be temporarily hosted at our “Dean Street Rec Center” at Woodstock Assembly of God, 1201 Dean St., Woodstock.

The fitness center will continue to offer limited indoor pool hours to members at AmericInn and Woodstock High School. The fitness center will continue to offer Group Fitness Classes, Monday through Saturday.

Individual, family, senior, student, and corporate memberships, as well as punch cards and daily rates are available.

EVENTS & PROGRAMMING

The Recreation Department provides a wide variety of programming for all ages including sports, fitness, aquatics, arts, dance and events.

In order to provide well organized programs for our participants all registration must be received one week prior to the start of class.

• Registrations must be received one week prior to the class.

• Call-in registrations will not be accepted.

• Late registration will be accepted if there is space. The fee will increase a minimum of $5 per registration.

• There are no refunds once a class has begun.

• Waitlist participants will be contacted when openings become available or new classes are formed. No charge to be on a waitlist.

• Registrant must be age or grade listed by the first day of the program. Grade applies to the 2026-2027 school year.

RESIDENCY

The Recreation Department is funded by City of Woodstock taxpayers through the general corporate (real estate) tax. The Fitness Center, Programming and Woodstock Water Works are available to everyone:

• Residents (R): Those with an address within corporate city limits.

• Non-Residents (NR): Those living outside the city limits.

Verification of residency may be required. If you’re unsure of your residency status, please call us at 815-338-4363. Please Note: Woodstock Recreation Department is a City of Woodstock department and is not a park district.

Chicago Fire Soccer In The Community is the youth soccer outreach department of Chicago Fire FC operating programs that focus on soccer and child development, as well as supporting youth organizations in the city and suburbs. These programs are the perfect opportunity for children of all ages and abilities to develop their soccer skills and love for the game. Preschool Gymnastics

This class is for preschool aged children who are ready for a more structured class. Your preschool child will need to be able to participate without a parent. The class approaches movement and learning in a fun but structured way. We will be working on tumbling, trampoline, balance beam and bar to further develop fine and gross motor skills. Movement and music are used with stations and small circuits, making learning gymnastics fun. Designed to enhance the participant’s ability to progress from one level to the next, this program teaches water safety skills for all levels. It is not unusual for a child to repeat a level more than once before passing to the next level. Attention span is also a key skill in passing from one level to the next. Fused Glass Workshop I

Through a series of Jewelry/ornaments projects, you’ll learn how to fire glass in a kiln to create one-of-a-kind art pieces. Characteristics of fused-glass materials, assembling techniques, and firing guidelines will be covered in class as you design and fashion several personal pieces. No glass-crafting experience is necessary. The course fee covers instructions and kiln firings. Continue your glass fusing experience by creating larger pieces/projects. In this class you’ll create platters, bowls, or unique wall pieces that can be used to decorate your home. PEDESTRIAN SAFETY

No matter the season, motorists need to be mindful of the pedestrian’s right of way at crosswalks.

Drivers must stop and yield to pedestrians in crosswalks when signals are not present or operating, as required by Illinois law (625 ILCS 5/11-1002). The Woodstock Police Department reminds motorists to:

• Slow down and stay alert for pedestrians

• Yield at marked and unmarked crosswalks

• Watch for walkers on sidewalks and park pathways

STORMWATER MANAGEMENT

Stormwater systems were originally intended to route rainwater quickly off the streets during a heavy storm. Unfortunately, these systems can carry pollutants such as pesticides, bacteria, and chemicals through city streets and straight to our waters. Stormwater pollution can include chemicals, fast food wrappers, cigarette butts, Styrofoam cups, sewage overflow, cooking oil, bacteria from pet waste, used motor oil, fertilizers, paint, and construction debris. There are many simple, basic steps residents of Woodstock can do each day to prevent stormwater pollution:

• Don’t dump waste into storm drains.

• Keep yard clippings out of the street.

• Dispose of household chemicals properly by following the directions on the package or by calling the local public works department for proper disposal guidelines.

• Clean up oil spills and fix leaking automobiles.

• Use drip pans to catch engine oil and other pollutants while repairing cars.

• Recycle used motor oil.

• Sweep driveways clean instead of hosing them down.

• Water your lawn by hand, or adjust sprinklers to avoid over-watering. If any water flows off your lawn, you’re using too much water.

• Wash your car at a commercial car wash, or at least wash your car on an unpaved surface so the excess water can be absorbed by the ground.

• Drain swimming pools and spas into a sanitary sewer outlet, never into a street. Please check with the Woodstock Public Works first before doing so!

The City of Woodstock has developed a Storm Water Management Plan to address storm water-related impacts and to establish minimum standards to safeguard residents, protect property, and promote public welfare. This plan addresses, among other things, storm water quantity and quality, storm water runoff control, storm water design and performance standards for various types of development, as well as public education and public involvement in recognizing and reporting potential contaminants that impact storm water runoff. Our 49 City employees handle essential tasks that residents rely on daily, from clean water and sewer service to snow removal, park maintenance, and city vehicle management.

HYDRANT FLUSHING – SPRING 2026

Hydrant flushing is a routine maintenance process to ensure fire hydrants are working properly and that our water supply stays clean:

Flushing can temporarily discolor water or cause minor pressure changes. Check your washing machine supply lines and avoid washing clothes during scheduled flushing. Tips:

• Run cold water until clear if it becomes discolored

• Inspect supply lines to washing machines and replace them if damaged

SANITARY SEWER BACKUPS

A sewer backup can happen unexpectedly due to blockages, tree roots, or heavy rainfall. Early reporting protects your home and helps the City resolve the issue. What to do:

• Contact Public Works immediately: Mon–Fri, 7:00am – 3:30pm: 815-338-6118

• After hours: call Woodstock Police non-emergency 815-338-2131

City crews will determine if the blockage is in a City main. If so, there is no fee to remove it. If the blockage is found in a private sewer service, the property owner will be advised on how to proceed with necessary repairs.

RIGHT–OF–WAY (ROW) PERMITS

Any work done in public rights-of-way, like driveways, sidewalks, or tree planting, requires a permit. This ensures safety, prevents damage to City utilities, and maintains proper access. How to comply:

Illinois state law requires contacting JULIE before any digging project begins, no matter how big or small the project may be.

BLOCK PARTIES

Block parties encourage neighbors to connect and enjoy the summer safely. The City supports these events but must approve street closures. The City can also provide barricades, picnic tables, and trash cans. Street closures require City approval and consent from all impacted residents. What to do:

Residents can use free wood chips for landscaping or gardening, reducing waste and benefiting yards. Chips can be picked up behind Public Works at 326 Washington St. Please bring your own container and shovel for loading.

STAGE LEFT RENOVATION

Renovations to Stage Left will be underway in late Spring 2026, made possible by the IL RISE grant. Originally opened in 2003 as a post-show gathering space, it has grown into a vibrant hub for performances, events, and community gatherings.

This update will preserve its character while enhancing flexibility for intimate concerts, recitals, smallscale productions, meetings, and celebrations of all kinds; ensuring it continues to serve the community for years to come.

EMRICSON PARK

Emricson Park offers a paved walking trail, play structures, a sand volleyball court, pickleball and tennis courts, a 9-hole disc golf course, baseball, soccer and football fields, plenty of picnic tables and pavilions. The park is also home to Woodstock Water Works.

FACILITIES AND ACTIVITIES

Natural Scenery: Enjoy the park’s beautiful forest and pond. During winter, the City of Woodstock and The Langton Group clear approximately 1.65 miles of the recreation path within two days of snowfall. Enjoy sledding on the East side hill, snowshoeing, or cross-country skiing through the park.

Sports Facilities: Basketball, volleyball, tennis and pickleball courts, soccer and football fields, baseball diamonds, and NEW fitness court.

Family-Friendly Amenities: Playgrounds, picnic tables, game tables, pavilions, drinking water, parking lots, and restrooms.

Grilling: Grilling is permitted, but please note that the City does not provide fixed grills. Visitors are welcome to bring their own grills and must ensure proper disposal of coals. Please do not dump hot coals in the grass or trash bins.

BALLFIELD & PAVILION RENTALS

Pavilions are available for the public to reserve beginning at 9:00AM: Residents: March 1, 2026 Non-Residents: April 1, 2026

Ballfield reservations by the public will be accepted after May 15, 2026, when all league schedules are complete.

MULTI-RECREATIONAL

& INTERGENERATIONAL GATHERING SPACE – NOW OPEN!

The City of Woodstock is excited to be nearing completion of a multi-recreational and intergenerational gathering space. This space will include an inclusive playground, picnic shelter, ADA-compliant restroom with an adult-size changing table, and a National Fitness Campaign (NFC) Fitness Court. Designed to accommodate people of all ages and abilities, it will encourage togetherness and healthy activities for family and friendsin an outdoor setting. Free to all!

ACCESSIBILITY

Inclusive playground and dignity bathroom with designated accessible parking spaces. Additional accessible spaces in the Woodstock Water Works parking lot off Kishwaukee Valley Road. Paved, smooth trail surface, typically at least 8 feet wide. Mostly gentle grade (5% or less) with some steeper sections (8-12%).

All pavilion rentals will be from 11 AM - 9 PM. All requests for earlier reservation times will be reviewed on a case by case basis. Reservations and payment must be made in person at the Dean Street Rec Center.

BALLFIELD RESERVATIONS

The Recreation Department coordinates the schedules of community athletic organizations, recreation programs and special events within the city parks. We attempt to have all major events scheduled before March 1st.

Reservations are accepted at the Dean Street Rec Center - 1201 Dean St during normal hours of operation, or by contacting Alan Dunker by email at adunker@woodstockil.gov or calling 815-338-4363.

Reservations by the public will be accepted after May 15, 2026, when all league schedules are complete. In total, the City offers 16 softball/youth baseball fields, 4 baseball fields, 8 soccer fields (games only), 9 tennis courts, and 9 basketball courts.

Both Sesquicentennial Park and Park in the Square are Closed from 11:00 PM to 5:00 AM or 15 minutes after a City-Approved Recreational activity, whichever is later. Pedestrian traffic is allowed during prohibited hours provided that pedestrians traverse the Parks without stopping or loitering.

ALL OTHER PARK SITES

Parks are Closed between Dusk and 5:00 AM or 15 minutes after a City-Approved Recreational activity, whichever is later.

OUTDOOR PICKLEBALL

Come check out the outdoor pickleball courts at Olson Park (2 courts) and Emricson Park (8 courts), giving you plenty of space to play. Just bring your own paddles and equipment (first come, first served) and get ready for a fast-paced, social experience.
