GOVERNANCE & ORGANIZATION Weatherford operates under the council-manager form of government. The City Council consists of four members and a Mayor. The Mayor and Council Members are elected at-large by place and serve staggered three-year terms. City administration is responsible for coordinating and overseeing the efficiency of all departments, under the direction of the City Council, and for implementing the policies, procedures, and programs established by the Council. The City Manager hires and supervises a professional City Secretary in accordance with Weatherford's Home Rule Charter.

ELECTRIC UTILITIES OVERVIEW The Electric Utilities Department provides reliable, safe, and efficient power to the residents and businesses of Weatherford. Through system planning, engineering, construction, and maintenance, the department ensures that the City’s electric infrastructure meets the needs of a growing community while delivering dependable service every day. By combining technical expertise with a strong customer focus, the department supports economic growth, enhances quality of life, and safeguards public safety. The department is made up of four core divisions: Administration, Distribution, Fiber, and Warehouse. Each plays a vital role in maintaining the reliability and efficiency of Weatherford’s electric system and related infrastructure. Administration oversees all departmental administrative functions, including financial tracking, customer service, and crew dispatching. This division ensures smooth operations and responsive communication between the department and the community. Distribution provides electricity to residential, commercial, and industrial customers. Charged with constructing, operating, and maintaining the City’s electric system, this division delivers safe and dependable power at the most economical cost. Fiber manages the City’s dark fiber system, serving the Utilities Department, Weatherford ISD, and Parker County. The division constructs, operates, and maintains the fiber network, ensuring high-quality, costeffective service for institutional partners. Warehouse supports the electric, water, and wastewater departments by managing the utility inventory of materials and supplies. Responsibilities include requisitioning, obtaining quotes, issuing purchase orders, receiving, storing, and distributing materials. The Electric Utilities Department also collaborates with regional partners and other City departments to plan for future demand, adopt innovative technologies, and ensure Weatherford’s electric system continues to meet the highest standards of safety, reliability, and efficiency.

Has a proven track record in utility system planning, maintenance, and project management, ensuring safe, efficient, and reliable service delivery while anticipating the needs of a growing community. Leads with a collaborative and forward-thinking approach, promoting cross-divisional coordination, staff development, and a strong culture of safety, efficiency, and customer service. Possesses a thorough understanding of electric utility operations and industry standards, including knowledge of system design, regulatory compliance, and emerging technologies in power and fiber. KNOWLEDGE/SKILLS/ABILITIES Extensive knowledge of electric utility engineering principles and practices, including system planning, distribution design, and protective device coordination. Extensive knowledge of electric utility operations and maintenance, including construction practices, reliability standards, and asset management strategies. Extensive knowledge of fiber optic system design, construction, and maintenance, including applications for municipal, educational, and governmental partners. Extensive knowledge of public administration, utility finance, and regulatory compliance, including state and federal laws governing electric utilities. Extensive knowledge of modern management theories, principles, and practices, with demonstrated success in supervising technical staff and field operations. Proficiency in engineering and design software such as AutoCAD, Milsoft Windmill, and related utility modeling systems as well as standard office productivity software. Excellent skill in oral and written communication, including the ability to prepare technical reports, correspondence, policies, and presentations for diverse audiences. Ability to build and maintain effective working relationships with employees, contractors, customers, elected officials, and regional utility partners. Ability to analyze complex technical and operational challenges, evaluate data, and make sound, evidencebased decisions under pressure. ESSENTIAL DUTIES Provides strategic leadership and direction for the Electric Utilities Department, encompassing Administration, Distribution, Fiber, and Warehouse divisions. Manages four operating divisions and their supervisors; recruits, mentors, evaluates, and motivates departmental staff to achieve high performance and professional growth. Assists the Director of Electric Utilities with long-range planning, capital improvement projects, and operational strategies to ensure reliable, safe, and cost-effective service delivery. Oversees the design, construction, operation, and maintenance of the City’s electric distribution and fiber systems, ensuring compliance with industry standards, safety protocols, and regulatory requirements. Develops, implements, and administers departmental policies, procedures, and standards related to electric distribution, fiber infrastructure, utility inventory, and customer service. Advises the Director of Electric Utilities, Assistant City Manager, Utility Board, and City Council on matters affecting electric service reliability, system expansion, and utility operations. Prepares, reviews, and presents technical studies, engineering reports, project proposals, budgets, and performance metrics to support informed decision-making. Coordinates with contractors, developers, and regional utility partners to support growth, infrastructure improvements, and service delivery across Weatherford. Leads departmental response to outages, emergencies, and major incidents, ensuring effective coordination of resources, timely restoration of service, and clear communication with City leadership and the public. Promotes workforce development through training, professional development, and succession planning to maintain a skilled, motivated, and safety-conscious team. Represents the Electric Utilities Department in meetings with City management, elected officials, community stakeholders, and regulatory agencies.

EDUCATION & EXPERIENCE REQUIRED Bachelor’s degree in Electrical Engineering Four (4) years of experience in distribution system planning, design, construction, analysis, and field work. Valid Texas Class C Driver’s License with a driving record that meets or exceeds City of Weatherford standards
PREFERRED 5 years of management experience in a municipally owned electric utility 8–10 years of progressively responsible experience in electric utility operations, planning, or engineering.
