As April comes to a close, our city wrapped up the month with a vibrant mix of community energy, cooler weather, and events that truly showcased the spirit of Vallejo. Last weekend’s Earth Daze celebration brought residents and visitors alike to our historic downtown, where local organizations, families, and environmental stewards gathered to honor both our planet and our community. From hands on activities to live music and educational booths, downtown was buzzing with inspiration and Earth friendly enthusiasm.
Across the strait, Mare Island was once again alive with activity as Decked Out at the Quarters on Mare Island returned for another unforgettable year. With six stages spread along the mansions on Walnut Ave, the festival filled the island with music, art, and the unmistakable sense of creativity that Vallejo is known for. Thousands came to enjoy performances from a diverse lineup of artists, connecting neighbors and visitors through shared experiences of sound, food, and culture. Looking ahead, the excitement continues. This weekend, the Great Vallejo Race will take over the Mare Island Strait, filling the waters with local sailboats as they journey from the Richmond Yacht Club to Vallejo. It’s a spectacular sight and a longstanding maritime tradition—one that beautifully reflects our city’s nautical heritage. Along with the race, plenty of other events are happening throughout Vallejo, all of which you can explore in this week’s edition of the Vallejo Weekly. Council has appointed Harry Black as Interim City Manager. Mr. Black brings a wealth of experience and will help guide the organization while the Council launches a comprehensive search for Vallejo’s next full time City Manager. This is an important moment for our city’s future, and we look forward to the steady leadership he will provide during this transition.
A reminder that tonight, April 30th, at 6 PM, the Vallejo Police Department will host a town hall meeting in the Vallejo Room to introduce and gather feedback on its revised Personnel Complaint Policy. This is a valuable opportunity for residents to hear directly from VPD leadership about the policy and its benefits for the community, ask questions, and offer input as the department continues its work toward marked reform and increased transparency. If you are able, please attend and share your perspective.
Next week, on May 5th, the City Council will hold a special meeting to hear from the Roosevelt Group, who will present their ideas for revitalizing the maritime industry in Vallejo and on Mare Island, a topic central to our city’s economic future. Council will also receive an update from staff on the upcoming 2026–2027 City budget, outlining the priorities and planning that will shape the years ahead. Have a safe and fun filled weekend!

VPD Revises Personnel Complaint Policy
The Vallejo Police Department (VPD) is excited to announce the release of its draft revised Personnel Complaint Policy. We invite community members, business owners, and stakeholders to review the policy and provide feedback by April 24, 2026.
This updated policy demonstrates VPD’s commitment to building public trust, accountability, and continuing fair investigative practices. It outlines the procedures for accepting, classifying, investigating, and resolving complaints against VPD personnel. The draft policy includes safeguards to ensure all complaints are handled with professionalism, impartiality, and transparency.
In accordance with Government Code sections 3300 through 3313 and Penal Code section 832.5, the policy stipulates that all complaints will be accepted without delay, bias, or retaliation. Every allegation will be thoroughly investigated in alignment with California law and VPD standards.
Key highlights of the draft policy include:
• Complaint Accessibility: VPD accepts complaints from anyone through multiple channels: in person, online, by phone, email, mail, or anonymously. Forms and brochures will be available in English, Spanish, and Tagalog at the department lobby and on VallejoPD.net. Interpretation services will be offered, and oral complaints may be recorded upon request. All complaints will be documented, reviewed by a supervisor, and followed up promptly. Complainants will receive a copy of their statement and may submit additional information at any time.
• Community Outreach and Oversight: Vallejo PD will distribute complaint forms, brochures, and informational materials in our front lobby, on our website, and throughout the community. These resources will also be distributed to local churches, community organizations, and oversight bodies such as the Police Oversight and Accountability Commission and the Chief’s Advisory Board.
• New Public Complaint Portal: A new online Public Portal will allow community members to submit complaints and feedback directly through a secure, user-friendly web platform. The portal is available in multiple languages and can be accessed anytime from a phone or computer, making it easier than ever to engage with the department. Users will also receive real-time updates as their complaint moves through the review process.
• Clear Classification and Oversight: Complaints will be categorized as formal, informal, or public inquiries. The Professional Standards Division will oversee the fair handling of all complaints, regardless of their source.
• Strict Anti-Retaliation Protections: Any attempt to interfere with or retaliate against a complainant, witness, or cooperating party will result in disciplinary action, which can include termination.
• Transparency and Reporting: An annual public report summarizing complaint trends and dispositions will be published each year.
• Thorough Investigative Standards: All personnel complaint investigations will be conducted with diligence, including the recording of interviews and evidentiary reviews, and will follow a preponderance-of-evidence standard.
• Annual Audit and Training: The Professional Standards Division will perform annual audits of the complaint process. All relevant Vallejo PD personnel will receive training on complaint intake and investigation procedures. The Vallejo Police Department will host a town hall meeting on April 30, 2026, to present the draft complaints policy and listen to community comments and concerns regarding the revised complaint policy.

Earth Daze Shines in Historic Downtown Vallejo
Last weekend, Vallejo’s historic downtown came alive as the community gathered for the 3rd annual Earth Daze celebration on April 25th. Families, friends, and neighbors filled the streets, turning the district into a vibrant hub of music, learning, creativity, and appreciation for the planet we all call home.
From hands on eco activities to local vendors and community organizations sharing ways to live greener, Earth Daze once again proved to be one of Vallejo’s most joyful and uplifting traditions. Children laughed their way through craft stations, live performers brought energy to every corner, and attendees of all ages discovered new ways to care for the environment. If you couldn’t make it this year, don’t worry, here are some images from the day that capture the spirit of the celebration. And be sure to mark your calendar for Earth Daze 2027. City of Vallejo Proclaims April as Arts, Culture & Creativity Month
The Vallejo City Council proudly recognized April 2026 as Arts, Culture, & Creativity Month during its April 14 meeting, celebrating the vital role that creative expression plays in building vibrant, healthy communities.
This recognition was requested by the Commission on Culture & the Arts as part of their ongoing Work Plan, which emphasizes that arts, culture, and creativity are not just enrichments—they are essential public goods that strengthen community identity, support well being, and inspire innovation.
During the Commission’s April meeting, the official proclamation was presented by Erik Rzomp, Executive Assistant to the Mayor, who acknowledged the Commissioners for their continued dedication to fostering creativity citywide.
Arts, Culture & Creativity Month was first established by the California Legislature in 2019, and Vallejo is proud to join communities across the state in uplifting the artists, cultural organizations, and creative minds that make our city unique.

Mare Island Comes Alive at 3rd Annual
Decked Out at the Quarters this past Sunday
Decked Out at the Quarters lit up historic Mare Island with an unforgettable afternoon of live music, community, and creativity. Officer’s Row on Walnut Avenue transformed into a vibrant, one-day-only music showcase featuring more than 20 incredible bands, spanning everything from jazz and folk to R&B and rock. The island pulsed with sound as local artists delivered nonstop energy and talent. But the music was just the beginning. Guests jumped into a collaborative community art project, relaxed with lawn games, and enjoyed delicious bites from local food vendors. With plenty of beer, wine, lemonade, and other refreshments flowing, the event offered something for everyone— making it a signature Mare Island moment to remember.

Inspiring the Next Generation: Take Your Child to Work Day in Vallejo
The City of Vallejo brought learning, laughter, and hands on fun to life during Take Your Child to Work Day on Thursday, April 23. More than 80 children joined their parents for a behind the scenes look at what it takes to keep Vallejo running and how their families help make it happen.
Throughout the day, kids explored equipment from Public Works and the Water Department, getting an up close look at the tools and technology that keep our city functioning smoothly. They also met members of the Fire and Police Departments, discovering how first responders work to keep Vallejo safe.
A highlight of the day was lunch inside a firehouse, followed by time spent enjoying one of Vallejo’s beautiful parks and community spaces. From hands on demonstrations to memorable moments with city staff, the event offered a meaningful blend of learning and connection for families across the organization.
It was a wonderful day that celebrated curiosity, community, and the pride staff feel in the work they do for Vallejo.

Fair Housing Advocates of Northern California (FHANC) is pleased to share information about energy assistance programs offered by Pacific Gas and Electric Company (PG&E) that may help reduce monthly utility expenses.
Eligible households may qualify for a monthly discount of 20% or more through PG&E’s California Alternate Rates for Energy (CARE) program. Participation in public assistance programs such as WIC, CalFresh/SNAP, or MediCal may meet eligibility requirements. Learn more and apply at pge.com/care.
Households that do not qualify for CARE may be eligible for the Family Electric Rate Assistance (FERA) program, which offers an 18% discount on electricity bills. Applications are available at pge.com/fera.

Countywide Programs: Solano County Older Adults Medical Trip Concierge Service
■ This program provides subsidized Uber/Lyft services for Solano county residents to get to and from medical appointments (hospital, dentist, chiropractor, pharmacy, etc.).
■ Veterans of any age can access Travis AFB, Martinez VA clinic, Hume Center, and the Med Evals/QTR Assessment Center in Concord.
■ Any senior over 60 can use this program and receive a 60% subsidy, but qualifying low income seniors receive an 80% subsidy.

State Route 29 (SR-29), Sonoma Boulevard, Pavement Rehabilitation and Complete Streets Project Update
Caltrans construction crews are hard at work ensuring the project is built properly and safely. As many drivers travel along Sonoma Boulevard, one of the most noticeable sights at numerous intersections is the number of curb ramps currently under construction. These curb ramps are being rebuilt and upgraded to meet ADA standards.
You may be wondering: When will all these open curbs be completed? At this time, the focus is on closing all currently open curb ramps. Several factors have contributed to delays, including weather conditions, design revisions, and an industry-wide delivery delay affecting the signal and light poles needed for curb ramp reconstruction.
Due to these impacts the bulk of the paving operation will happen in the fall instead of the summer.
This schedule change will facilitate the delivery of a high quality and safe project. Because of this delay Caltrans maintenance will begin doing pothole and paving improvements throughout the entire six -mile stretch, from Maritime Academy Drive to Mini Drive at the Solano and Napa County line.
What does this mean for the overall project timeline? Due to the delays, the full repaving of Sonoma Boulevard is now scheduled to begin in the fall. This adjustment ensures that all curb ramps and median improvements are fully constructed before paving begins, which is essential for achieving a high-quality final roadway surface.

A new online resource, www.aaans.org, makes it easier for Solano County’s older and disabled adults and those who care for them to connect to vital support. The site offers user-friendly directories of free local services, from healthcare counseling and transportation to caregiver respite and legal advice. It also features downloadable resource guides in English and Spanish, plus direct connections to staff for personalized support.
