What a weekend we just wrapped up! Vallejo was full of energy once again, and the beautiful weather gave everyone the perfect excuse to get outside and enjoy our city. From the lively crowds at Ferry Fest on Mare Island, to the family friendly celebrations of Día Del Niño at Children’s Wonderland, it was wonderful to see so many residents out and about. Across the city, volunteers rolled up their sleeves for Earth Day cleanups, and an early morning Dump Day trash pickup helped keep our neighborhoods looking their best. It was a strong showing of community pride and togetherness.
And we’re not slowing down. With the rain clearing out just in time, this upcoming weekend is shaping up to be just as busy and exciting. Downtown will host Earth Daze, bringing environmental education, activities, and local vendors together in the heart of the city. Two Garden Tours are also scheduled, offering a chance to explore Vallejo’s green spaces and the work of local gardeners. For aviation enthusiasts, Wings Over Solano touches down once again at Travis Air Force Base, where the Air Force will showcase aircraft, demonstrations, and family friendly activities.
Looking to next week, the City Council has an important lineup of meetings. On Monday, April 27, a special session will focus on the future of Mare Island, including updates on the new Specific Plan and infrastructure, Beautification Plan, the Connolly Corridor, Sea Coral Village subdivision and ongoing projects from the Mare Island Company. This meeting will offer a clear look at the challenges and opportunities ahead for one of Vallejo’s most significant assets. Then on Tuesday, the

Council returns for its regular meeting, which includes a full agenda. One of the key items will be discussion of a proposed short term rental ordinance, a topic that has generated considerable interest throughout the community. In addition, the Vallejo Police Department will host a town hall meeting on April 30th to introduce and receive feedback on its revised Personnel Complaint Policy. This event will provide a valuable opportunity for residents to hear directly from VPD leadership, ask questions, and learn more about the department’s ongoing reform efforts and commitment to transparency.
Meanwhile, our Economic Development Division is nearing the final stages of selecting a vendor to produce a series of community pop up events downtown and along the waterfront. These activations are designed to bring more life and activity to two of Vallejo’s most important public spaces, helping strengthen the sense of place and encourage local gathering.

BIG Things Are Coming:
Vallejo’s New Pop Up Events Are Taking Shape
A fresh wave of energy is headed to Vallejo’s Downtown and Waterfront this summer—and it’s all part of a bold new pilot project designed to activate some of the city’s most promising public spaces. As one of the flagship efforts in Cycle 1 of the City’s Economic Development Strategic Plan, Pop Up Events are moving from concept to reality, with exciting momentum building behind the scenes.
The City received 10 creative, community focused proposals in February from event producers eager to help bring life and activity to Vallejo’s core. After interviewing the top three contenders in March, the RFP evaluation team selected Miles McNeal & Powell, a Vallejo based community impact firm known for projects like Inspire Vallejo and 707 Week, to lead this effort.
On April 7TH, local stakeholders, City staff, and the event producers gathered for a dynamic roundtable discussion. The meeting was buzzing with ideas; everything from activation zones and event concepts to marketing strategies, business support, partnership opportunities, and ways to elevate community participation. The energy in the room made it clear: Vallejo is ready for something new, vibrant, and community driven.
At the heart of this pilot project is a clear and exciting goal: activate the largely vacant 100–200 blocks of Georgia Street, the key corridor that connects Downtown to Mare Island Way and the Vallejo Ferry Terminal. By bringing activity to this stretch during existing events like the Farmers Market and Art Walk, the City aims to amplify their impact, spark new exploration, increase ferry use, and encourage more people to discover all that Downtown has to offer—while supporting local businesses. To make that happen, the Pop Up Events will feature a mix of art, music, food, and cultural experiences along lower Georgia Street. The vision is a two way flow of energy: drawing residents and visitors from the Waterfront and ferry into Downtown, and inviting Downtown crowds to experience the Waterfront. This will create a seamless, vibrant corridor of activity.
The next step is to finalize the contract and regroup for continued planning. This project is intentionally collaborative, and that spirit will guide each phase as the team prepares for a season of engaging, high impact events.

A New Chapter Begins in Vallejo: The Rise Center Opens Its Doors
Vallejo families have a brand-new place to learn, grow, and connect! Last week, the Solano County Office of Education (SCOE), together with community partners, proudly celebrated the grand opening and ribboncutting of The Rise Vallejo Early Education & Community Resource Center—complete with a family-friendly carnival to welcome the community.
Located on the former Beverly Hills Elementary School site, this state-of-the-art, 18-classroom facility is now officially open and ready to serve. The Rise Center will offer more than 200 childcare and preschool slots each year, expanding access to early learning opportunities for local families.
But Rise Vallejo is more than a school—it’s a vibrant community hub. Inside, families will find high-quality early education, connections to healthcare services, and essential social supports, all thoughtfully brought together under one roof.
SCOE is honored to partner with First 5 Solano, Child Start Inc., and the City of Vallejo to bring this vision to life. Together, we’re investing in early childhood education, strengthening families, and ensuring every child in Solano County has the strong start they deserve.

Vallejo Celebrates a Weekend of Family Fun:
Ferry Fest & Día Del Niño Draw Hundreds
Vallejo was buzzing with energy this past weekend as two beloved community events—Ferry Fest and Día Del Niño—brought families together for free, family-friendly fun on April 18 and 19.
Ferry Fest lit up the Mare Island waterfront with an all-day celebration. Attendees enjoyed delicious food truck fare, shopped local vendors, listened to live music, and took part in raffles, giveaways, and more. This unique waterfront festival continues to be a favorite for residents and visitors alike—so be sure to mark your calendars for next year’s festivities.
On Sunday, the excitement continued as Día Del Niño filled GVRD’s Children’s Wonderland with color, culture, and community spirit. The event drew roughly 500 attendees, all eager to celebrate “Day of the Child”—a tradition honoring kids with joy, creativity, and cultural pride. Families were treated to jumpy houses, face painting, and performances by Ballet Quetzali and Ballet Nekzayolin. A highlight of the day was the Vallejo High School SER Latino folklórico group, whose vibrant performance showcased the cultural significance of Ballet Folklórico—a traditional Mexican dance form blending Indigenous, Spanish, and African influences to tell the stories of regions, history, and heritage. Organizer Mina Loera-Diaz noted that the student performance beautifully embodied the spirit and meaning of the celebration.
With everything from lucha libre wrestlers to fire trucks and tractors, Día Del Niño offered entertainment both for kids and by kids—making it a perfect capstone to a weekend celebrating Vallejo’s vibrant community.

Affordable energy is an important component of housing stability. High utility costs can strain household budgets and reduce resources available for other essential needs, including housing, education, childcare, and healthcare.
Fair Housing Advocates of Northern California (FHANC) is pleased to share information about energy assistance programs offered by Pacific Gas and Electric Company (PG&E) that may help reduce monthly utility expenses.
Eligible households may qualify for a monthly discount of 20% or more through PG&E’s California Alternate Rates for Energy (CARE) program. Participation in public assistance programs such as WIC, CalFresh/SNAP, or MediCal may meet eligibility requirements. Learn more and apply at pge.com/care.
Households that do not qualify for CARE may be eligible for the Family Electric Rate Assistance (FERA) program, which offers an 18% discount on electricity bills. Applications are available at pge.com/fera.

The Vallejo Police Reform Spotlight
VPD Revises Personnel Complaint Policy
The Vallejo Police Department (VPD) is excited to announce the release of its draft revised Personnel Complaint Policy. We invite community members, business owners, and stakeholders to review the policy and provide feedback by April 24, 2026.
This updated policy demonstrates VPD’s commitment to building public trust, accountability, and continuing fair investigative practices. It outlines the procedures for accepting, classifying, investigating, and resolving complaints against VPD personnel. The draft policy includes safeguards to ensure all complaints are handled with professionalism, impartiality, and transparency.
In accordance with Government Code sections 3300 through 3313 and Penal Code section 832.5, the policy stipulates that all complaints will be accepted without delay, bias, or retaliation. Every allegation will be thoroughly investigated in alignment with California law and VPD standards.
Key highlights of the draft policy include:
• Complaint Accessibility: VPD accepts complaints from anyone through multiple channels: in person, online, by phone, email, mail, or anonymously. Forms and brochures will be available in English, Spanish, and Tagalog at the department lobby and on VallejoPD.net. Interpretation services will be offered, and oral complaints may be recorded upon request. All complaints will be documented, reviewed by a supervisor, and followed up promptly. Complainants will receive a copy of their statement and may submit additional information at any time.
• Community Outreach and Oversight: Vallejo PD will distribute complaint forms, brochures, and informational materials in our front lobby, on our website, and throughout the community. These resources will also be distributed to local churches, community organizations, and oversight bodies such as the Police Oversight and Accountability Commission and the Chief’s Advisory Board.
• New Public Complaint Portal: A new online Public Portal will allow community members to submit complaints and feedback directly through a secure, user-friendly web platform. The portal is available in multiple languages and can be accessed anytime from a phone or computer, making it easier than ever to engage with the department. Users will also receive real-time updates as their complaint moves through the review process.
• Clear Classification and Oversight: Complaints will be categorized as formal, informal, or public inquiries. The Professional Standards Division will oversee the fair handling of all complaints, regardless of their source.
• Strict Anti-Retaliation Protections: Any attempt to interfere with or retaliate against a complainant, witness, or cooperating party will result in disciplinary action, which can include termination.
• Transparency and Reporting: An annual public report summarizing complaint trends and dispositions will be published each year.
• Thorough Investigative Standards: All personnel complaint investigations will be conducted with diligence, including the recording of interviews and evidentiary reviews, and will follow a preponderance-of-evidence standard.

• Annual Audit and Training: The Professional Standards Division will perform annual audits of the complaint process. All relevant Vallejo PD personnel will receive training on complaint intake and investigation procedures. The Vallejo Police Department will host a town hall meeting on April 30, 2026, to present the draft complaints policy and listen to community comments and concerns regarding the revised complaint policy.

Volunteers Make a Big Impact at Solano County’s Earth Day Cleanup
More than 260 volunteers fanned out across 11 sites in Solano County on Saturday for the 12th annual Earth Day Cleanup, removing 4,356 pounds of trash and 135 pounds of recyclable beverage containers from local waterways and open spaces.
By capturing litter before it reached creeks, the Bay, and ultimately the Pacific Ocean, volunteers helped protect wildlife and supported California’s goal of reaching an 80% recycling rate for CRV containers. Participants of all ages collected everything from plastic bottles to discarded fishing line—even a pile of tires. Sites were stocked with trash pickers from the Center for Volunteer & Nonprofit Leadership, burlap sacks donated by Moschetti Coffee, and Lara Bars from Sprouts Farmers Market through a Sierra Club Solano donation.
Over 12 years, Earth Day Cleanup volunteers have removed 65,241 pounds of trash and 2,631 pounds of recyclables, making a lasting impact on the health of local waterways.
“This event really brings the community together,” said Robyn Slater, Earth Day Cleanup Coordinator with Solano Resource Conservation District. “It’s amazing what an impact collective action can have.”
Community members can join the next cleanup on Saturday, June 6, for World Environment Day at Lake Solano, focusing on Lake Berryessa—Solano County’s major drinking water source. Activities include demonstration garden tours with Putah Creek Council and wildflower seed-packet making. Lunch is provided to all registered volunteers. Details at cleanupsolano.org.
Solano Resource Conservation District partners with the Cities and County of Solano, local districts, nonprofits, and community groups to host cleanup events year-round, including Earth Day (April), World Environment Day (June), and Coastal Cleanup Day (September). A new online resource, www.aaans.org, makes it easier for Solano County’s older and disabled adults and those who care for them to connect to vital support. The site offers user-friendly directories of free local services, from healthcare counseling and transportation to caregiver respite and legal advice. It also features downloadable resource guides in English and Spanish, plus direct connections to staff for personalized support.
