A MESSAGE FROM THE CITY MANAGER

I hope everyone enjoyed a refreshing Spring Break and the beautiful weather over Easter weekend. It was wonderful to see so many family-friendly events bringing our community together. While the sunshine held out for the holiday, it looks like rain will return this weekend—perfect timing for anyone still tackling those last-minute tax preparations and looking for a reason to stay indoors.

Earth Day is just around the corner, and April 18th will be full of opportunities to get involved. Solano County will host its annual Earth Day clean-ups throughout Vallejo and the region, and the City of Vallejo—partnering with Recology—will offer a free dump day for our community. Both events are great ways to care for our environment and strengthen our connection to one another. You can find more details in this week’s edition of the Vallejo Weekly.

I also want to share that I will be transitioning out of my role with the City later this month. Serving as Vallejo’s City Manager has been one of the true highlights of my career. I’m proud of the progress we’ve made together in public safety, affordable housing, infrastructure, customer service, and overall organizational performance. It has been an honor to work alongside our dedicated City Council, committed community partners, and talented City staff.

This feels like the right moment for me to make a transition, and I’m looking forward to spending time with my family while planning the next chapter of my career. I am deeply appreciative of the diverse, creative, and resilient community that defines Vallejo, and I wish our city continued success and prosperity.

The evening opens with Prokofiev’s cheeky Classical Symphony and SaintSaëns’ passionate Cello Concerto No. 1, performed by our exceptional principal cellist Isaac Pastor-Chernik. His playing combines fire, grace, and total command of the instrument.

Vallejo’s Police Department Revises Personnel Complaint Policy

The Vallejo Police Department (VPD) is excited to announce the release of its draft revised Personnel Complaint Policy. We invite community members, business owners, and stakeholders to review the policy and provide feedback by April 24, 2026.

This updated policy demonstrates VPD’s commitment to building public trust, accountability, and continuing fair investigative practices. It outlines the procedures for accepting, classifying, investigating, and resolving complaints against VPD personnel. The draft policy includes safeguards to ensure all complaints are handled with professionalism, impartiality, and transparency.

In accordance with Government Code sections 3300 through 3313 and Penal Code section 832.5, the policy stipulates that all complaints will be accepted without delay, bias, or retaliation. Every allegation will be thoroughly investigated in alignment with California law and VPD standards.

Key highlights of the draft policy include:

• Complaint Accessibility: VPD accepts complaints from anyone through multiple channels: in person, online, by phone, email, mail, or anonymously. Forms and brochures will be available in English, Spanish, and Tagalog at the department lobby and on VallejoPD.net. Interpretation services will be offered, and oral complaints may be recorded upon request. All complaints will be documented, reviewed by a supervisor, and followed up promptly. Complainants will receive a copy of their statement and may submit additional information at any time.

• Community Outreach and Oversight: Vallejo PD will distribute complaint forms, brochures, and informational materials in our front lobby, on our website, and throughout the community. These resources will also be distributed to local churches, community organizations, and oversight bodies such as the Police Oversight and Accountability Commission and the Chief’s Advisory Board.

• New Public Complaint Portal: A new online Public Portal will allow community members to submit complaints and feedback directly through a secure, user-friendly web platform. The portal is available in multiple languages and can be accessed anytime from a phone or computer, making it easier than ever to engage with the department. Users will also receive real-time updates as their complaint moves through the review process.

• Clear Classification and Oversight: Complaints will be categorized as formal, informal, or public inquiries. The Professional Standards Division will oversee the fair handling of all complaints, regardless of their source.

• Strict Anti-Retaliation Protections: Any attempt to interfere with or retaliate against a complainant, witness, or cooperating party will result in disciplinary action, which can include termination.

• Transparency and Reporting: An annual public report summarizing complaint trends and dispositions will be published each year.

• Thorough Investigative Standards: All personnel complaint investigations will be conducted with diligence, including the recording of interviews and evidentiary reviews, and will follow a preponderance-of-evidence standard.

• Annual Audit and Training: The Professional Standards Division will perform annual audits of the complaint process. All relevant Vallejo PD personnel will receive training on complaint intake and investigation procedures. The Vallejo Police Department will host a town hall meeting on April 30, 2026, to present the draft complaints policy and listen to community comments and concerns regarding the revised complaint policy.

SOLANO WORKFORCE STABILITY GRANT PROGRAM

Safer Streets & Brighter Paths: Public Works Finishes Key Projects

The City of Vallejo’s Public Works team has recently wrapped up two key projects that strengthen safety and enhance our community spaces.

First, crews completed the long-awaited waterfront solar light retrofit. Funded through 2025 Measure P allocations, these upgraded solar fixtures replace lights previously damaged by copper theft and vandalism—bringing brighter, more reliable lighting back to our waterfront pathways.

In addition, Public Works installed new lighting and signage at the crosswalk in front of City Hall on Santa Clara Street. These upgrades improve visibility for both drivers and pedestrians, helping everyone move through the downtown area more safely.

Together, these improvements support a safer, more welcoming Vallejo for residents and visitors alike.

Affordable energy is an important component of housing stability. High utility costs can strain household budgets and reduce resources available for other essential needs, including housing, education, childcare, and healthcare. Fair Housing Advocates of Northern California (FHANC) is pleased to share information about energy assistance programs offered by Pacific Gas and Electric Company (PG&E) that may help reduce monthly utility expenses.

Eligible households may qualify for a monthly discount of 20% or more through PG&E’s California Alternate Rates for Energy (CARE) program. Participation in public assistance programs such as WIC, CalFresh/SNAP, or MediCal may meet eligibility requirements. Learn more and apply at pge.com/care.

Households that do not qualify for CARE may be eligible for the Family Electric Rate Assistance (FERA) program, which offers an 18% discount on electricity bills. Applications are available at pge.com/fera.

Vallejo Kicks Off Spring CERT Training

With Strong Community Momentum

The City of Vallejo officially kicked off its Spring CERT (Community Emergency Response Team) Training Series on March 23, 2026, at Solano Community College’s Vallejo Campus—bringing together residents ready to strengthen community resilience.

This engaging, hands-on program delivers 24 hours of essential instruction in disaster preparedness, emergency response, fire safety, basic medical operations, and more. Participants will put their new skills to the test during a full-scale practical exercise on April 12, 2026, where they’ll work as a coordinated team to respond to a simulated emergency scenario.

Caltrans Traffic Advisory

State Route 37 (SR 37)/Fairgrounds Dr Interchange: Solano Transportation Authority and Caltrans Begin the Next Phase

Construction is nearing completion and the new Diverging Diamond Interchange is expected to open to traffic in the early summer, weather permitting.

In early April, traffic on Fairgrounds Drive will be shifted in the northbound and southbound directions under SR 37 to allow for the new median to be constructed. Motorists should watch for temporary traffic lane shifts and follow all on-site signage.

• The eastbound off-ramp at SR37/Fairgrounds Dr will be closed overnight with detours. Closures are scheduled from 10 PM until 6 AM.

• The westbound on-ramp from Fairgrounds Dr to SR 37 will be closed overnight with detours. Closures are scheduled from 8 PM until 6 AM.

55 Hour Closure of Solano Ave/Spring Rd –Interstate 80 (I-80) On-Ramp

Caltrans will be constructing curb ramps and installing new traffic signals at the intersection of Solano Avenue/ Springs Road and the WB I-80 On-Ramp.

Schedule: Starting - April 17, 2026, at 7 PM Ending - April 20,2026 at 5 AM

Detours:

• Westbound Solano Ave: Motorists will need to turn right onto Mariposa St, right turn on Tennessee St and a right turn onto the WB I-80 on-ramp.

• Eastbound Solano Ave: Motorists will need to turn left on Mariposa St, right turn on Tennessee St and a right turn onto the WB I-80 on-ramp.

• Southbound Mariposa St: Motorists will need to turn right on Solano Ave, left turn on southbound 14th St and a left turn onto the Campbell StrWB I-80 onramp.

• Pedestrians will need use the opposite side of the road via signage on barricades.

It also features downloadable resource guides in English and Spanish, plus direct connections to staff for personalized support.
