A MESSAGE FROM THE CITY MANAGER

April has arrived, bringing with it some early spring showers. Although the month opened with some gray skies, the forecast promises clearer weather just in time for this weekend’s Easter festivities. We hope families across the city can head outdoors, enjoy community egg hunts, and take in the welcome shift toward warmer days.

This week also marked important moments in the City’s ongoing efforts to strengthen transparency, accountability, and long term planning.

On March 30th, the Police Oversight and Accountability Commission convened for a special meeting dedicated to reviewing the Police Department’s draft revised Personnel Complaints Policy. It was a productive meeting with valuable community input. The Commission will continue this work at its next regular meeting on April 9th.

The City Council held its own special meeting the following day, March 31st, to hear several significant presentations and provide the necessary direction for upcoming projects. Items included the annual progress report on the City’s General Plan and Housing Element — foundational documents that

guide how Vallejo grows and evolves over time. Council also reviewed the Unhoused Strategic Plan, a major effort focused on addressing homelessness through coordinated, compassionate, and sustainable approaches. In addition, the Council discussed the City’s Legislative Platform, which outlines Vallejo’s priorities at the state and federal levels. These discussions ensure staff and consultants are moving forward with clear guidance, alignment, and a shared understanding of community goals.

As we turn toward the weekend, we hope you take the opportunity to enjoy time with family, friends, and neighbors. Whether you’re participating in local Easter events, exploring one of Vallejo’s parks, or simply taking a quiet moment to enjoy the sunshine after the rain, we hope it brings some rest and relaxation to you all.

A reminder that students in the Vallejo City Unified School District return to class on Monday, April 6th. We wish all students, families, and educators a smooth and successful start to the final stretch of the school year.

Vallejo’s Police Department Revises Personnel Complaint Policy

The Vallejo Police Department (VPD) is excited to announce the release of its draft revised Personnel Complaint Policy. We invite community members, business owners, and stakeholders to review the policy and provide feedback by April 24, 2026.

This updated policy demonstrates VPD’s commitment to building public trust, accountability, and continuing fair investigative practices. It outlines the procedures for accepting, classifying, investigating, and resolving complaints against VPD personnel. The draft policy includes safeguards to ensure all complaints are handled with professionalism, impartiality, and transparency.

In accordance with Government Code sections 3300 through 3313 and Penal Code section 832.5, the policy stipulates that all complaints will be accepted without delay, bias, or retaliation. Every allegation will be thoroughly investigated in alignment with California law and VPD standards.

Key highlights of the draft policy include:

• Complaint Accessibility: VPD accepts complaints from anyone through multiple channels: in person, online, by phone, email, mail, or anonymously. Forms and brochures will be available in English, Spanish, and Tagalog at the department lobby and on VallejoPD.net. Interpretation services will be offered, and oral complaints may be recorded upon request. All complaints will be documented, reviewed by a supervisor, and followed up promptly. Complainants will receive a copy of their statement and may submit additional information at any time.

• Community Outreach and Oversight: Vallejo PD will distribute complaint forms, brochures, and informational materials in our front lobby, on our website, and throughout the community. These resources will also be distributed to local churches, community organizations, and oversight bodies such as the Police Oversight and Accountability Commission and the Chief’s Advisory Board.

• New Public Complaint Portal: A new online Public Portal will allow community members to submit complaints and feedback directly through a secure, userfriendly web platform. The portal is available in multiple languages and can be accessed anytime from a phone or computer, making it easier than ever to engage with the department. Users will also receive real-time updates as their complaint moves through the review process.

• Clear Classification and Oversight: Complaints will be categorized as formal, informal, or public inquiries. The Professional Standards Division will oversee the fair handling of all complaints, regardless of their source.

• Strict Anti-Retaliation Protections: Any attempt to interfere with or retaliate against a complainant, witness, or cooperating party will result in disciplinary action, which can include termination.

• Transparency and Reporting: An annual public report summarizing complaint trends and dispositions will be published each year.

• Thorough Investigative Standards: All personnel complaint investigations will be conducted with diligence, including the recording of interviews and evidentiary reviews, and will follow a preponderance-of-evidence standard.

• Annual Audit and Training: The Professional Standards Division will perform annual audits of the complaint process. All relevant Vallejo PD personnel will receive training on complaint intake and investigation procedures. The Vallejo Police Department will host a town hall meeting on April 30, 2026, to present the draft complaints policy and listen to community comments and concerns regarding the revised complaint policy.

Vallejo Fire Department Recruit Class

2025-2 Graduates New Hire Academy

The Vallejo Fire Department proudly celebrated a major milestone with the graduation of its 2025-2 Firefighter Recruit Academy, marking the successful completion of an intensive 23-week training program for five newly hired Firefighter/Paramedics.

Recruits Kobie Beltram, Seth Ranaweera, Joshua Powell, Ivan Hernandez, and Victor Runyon have spent the past several months immersed in a rigorous curriculum designed to prepare them for the demands of the fire service. Their training included hands-on firefighting tactics, advanced emergency medical care, hazardous materials response, and a wide range of critical skills necessary to protect life and property.

With graduation now behind them, these firefighters transition from the academy environment to the front lines—assigned to Vallejo’s fire stations where they will begin responding to 911 calls and serving the community during its most urgent moments. Whether facing structure fires, medical emergencies, rescues, or hazardous incidents, they now stand ready to answer the call.

While graduation represents a significant achievement, it is only the beginning of their journey. Each recruit now enters a three-year apprenticeship program, widely regarded as one of the most robust and comprehensive firefighter training systems in the State of California. Under the guidance of experienced officers and mentors, they will continue to refine their skills and grow into the next generation of Vallejo firefighters. The Vallejo Fire Department congratulates these five individuals on their dedication, perseverance, and commitment to service, and looks forward to the positive impact they will make in the community for years to come.

Affordable energy is an important component of housing stability. High utility costs can strain household budgets and reduce resources available for other essential needs, including housing, education, childcare, and healthcare. Fair Housing Advocates of Northern California (FHANC) is pleased to share information about energy assistance programs offered by Pacific Gas and Electric Company (PG&E) that may help reduce monthly utility expenses.

Eligible households may qualify for a monthly discount of 20% or more through PG&E’s California Alternate Rates for Energy (CARE) program. Participation in public assistance programs such as WIC, CalFresh/SNAP, or MediCal may meet eligibility requirements. Learn more and apply at pge.com/care.

Households that do not qualify for CARE may be eligible for the Family Electric Rate Assistance (FERA) program, which offers an 18% discount on electricity bills. Applications are available at pge.com/fera.

Vallejo Kicks Off Spring CERT Training

With Strong Community Momentum

The City of Vallejo officially kicked off its Spring CERT (Community Emergency Response Team) Training Series on March 23, 2026, at Solano Community College’s Vallejo Campus—bringing together residents ready to strengthen community resilience.

This engaging, hands-on program delivers 24 hours of essential instruction in disaster preparedness, emergency response, fire safety, basic medical operations, and more. Participants will put their new skills to the test during a full-scale practical exercise on April 12, 2026, where they’ll work as a coordinated team to respond to a simulated emergency scenario.

State Route-29 Pavement Rehabilitation and Complete Street Update

A lot is happening along SR-29, and we’re excited to share the progress with you. Alleyways are being filled, new lighting is going up, and crews continue patching potholes to keep the route smoother and safer until full paving begins this spring.

As work moves forward, we’d like to highlight a key feature you’ll see along the corridor: bulbouts. So—what exactly are they?

A bulb-out occurs at intersections where pedestrians prepare to cross the road. The curb is extended out, creating a narrow roadway allowing pedestrians to have a shorter path of travel from one side of the road to the other. The bulb-out also makes pedestrians more visible to motorists and encourages motorists to slow down.
