A MESSAGE FROM THE CITY MANAGER

Warmer days have quickly shifted into hot ones this week, and the heat is expected to continue through the weekend. Please take care of yourselves by staying cool and hydrated.

Looking ahead, at next Tuesday’s meeting, the City Council will consider a number of important matters. These include the annual progress report on implementation of the City’s General Plan and Housing Element; the Blue Rock Springs preliminary golf course concept plan; an update on the City’s unhoused strategic plan and White Slough; and consideration of a potential new 51-unit single family home development.

The Police Oversight and Accountability Commission (POAC) will hold a special meeting on March 30th to review a proposed updated personnel complaint policy for the Police Department and gather crucial community input. The Police Department will also host

a community meeting in April to present the proposed updated policy and gather input.

This week also marks the start of the third year of Vallejo’s Citizens Academy, which kicked off on March 18th. The Academy gives residents a behind the scenes look at how our city operates and offers a meaningful opportunity to ask questions and engage directly with City departments. I’m confident that this year’s participants will gain a deeper understanding and appreciation for their local government.

A quick reminder as well: Vallejo City Unified School District begins its two week spring break after classes end on Friday, March 20, with students returning on Monday, April 6. Please be mindful of increased youth activity throughout the community during this time.

The City of Vallejo—together with Healthy Vallejo and Vallejo Main Street—is proud to announce that we have been awarded the full Three Hundred Thousand Dollars in funding for the Clean & Proud Vallejo Initiative through the Clean CA Community Cleanup and Employment Pathway (CCEP) Grant. This exciting initiative will bring new life to some of Vallejo’s most impacted neighborhoods through rapid response graffiti removal, large scale litter cleanup, and vibrant urban greening efforts. Even more importantly, it will provide paid workforce training and job opportunities for local youth. By improving public spaces and inviting participation from residents, students, and local businesses, the project aims to strengthen community pride, enhance safety, and build long term environmental stewardship in historically underserved areas.

Healthy Vallejo will serve as the project’s lead for litter abatement and graffiti removal, offering paid transitional employment, hands on community health engagement, and coordination of volunteers. Vallejo Main Street—whose mission includes achieving official Main Street designation—will act as the City’s downtown business partner for beautification and community activation.

The Clean & Proud Vallejo Initiative is focused on CCEP identified hotspot areas where rising litter, vandalism, and recurring illegal dumping—often brought in from neighboring jurisdictions—have strained city resources and contributed to declining conditions. This effort will help reverse these trends with visible, consistent, and proactive cleanup strategies.

In collaboration with CA GreenWorks, the City will also launch its first-ever Adopt a Spot program to ensure that this progress continues long after the CCEP project period ends. Through this program, residents, youth participants, and businesses will help care for public spaces, plant at least 200 drought tolerant native trees, and take part in workforce learning such as Urban Arborist Training and introductory green jobs education. Outreach will be prioritized for disadvantaged communities to ensure equitable access to these opportunities.

All activities are aligned with Vallejo’s Clean CA Community designation and follow Keep California Beautiful best practices—with an emphasis on visibility, rapid response, and preventing blight before it starts.

Women’s History Spotlight: Elisia Ricciardi

Thirty years ago, Elisia Ricciardi was a young Vallejo mom working her first real job at Marine World Africa USA. Attendance was dipping, layoffs were looming, and with two small children depending on her, she knew she needed something more stable. Vallejo was her hometown, and she wanted to build a future in the community she loved. So she set her sights on becoming a dispatcher for the City of Vallejo. Elisia didn’t just apply—she prepared. She completed the police dispatch academy offered through Napa Valley College and even volunteered with the Vallejo Police Department. Still, her first two applications were rejected. But the third time really was the charm. When Elisia was hired, she made City history: she became the first dispatcher ever brought on without prior dispatch experience. Her success opened the door for future entry-level hires and helped shift the City’s confidence in developing new talent.

From that first trainee position, Elisia worked her way up through good years and lean years, eventually becoming the head of the Communications Dispatch team. She could retire today with three decades of hard-earned accomplishments behind her—but she isn’t ready to close this chapter yet. She has a personal mission: to leave the division fully staffed, just as it was when she first joined. It’s

an ambitious goal, and she’s working tirelessly toward it while also helping prepare the City’s new dispatch center for opening.

What has fueled her dedication for so many years? Helping people. Helping the callers who reach out in their hardest moments. Helping her team learn, grow, and thrive. Helping the City she still calls home become stronger. She wants to be here when Vallejo returns to the community her parents once knew.

Outside of work, Elisia leads a full and vibrant life. She loves to travel, cook (she even spent a stint catering), and explore new restaurants as a self-proclaimed foodie. She enjoys fishing and being outdoors. Her Italian roots run deep, and she would love to spend more time in Italy—maybe even retire there someday. Family is central to her life: she treasures time with her children and grandchildren. And in a fun twist, she is an ordained minister who has officiated four weddings, including her own son’s. She cherishes the role, calling it an honor to be part of such meaningful moments.

After 30 years of service, Elisia Ricciardi continues to bring heart, commitment, and hometown pride to the City of Vallejo—proving that sometimes the best careers start with a leap of faith, a little persistence, and a whole lot of heart.

Water You Can Rely On World

Water Day | March 22, 2026

Most of us in Vallejo rarely think twice when we turn on the tap. Whether it’s filling a glass of water, making coffee, cooking dinner, watering plants, or showering before the day begins, clean water is simply part of daily life. It is so routine that it often goes unnoticed.

World Water Day, observed each year on March 22 and recognized by the United Nations, encourages people around the world to reflect on the importance of safe and reliable water. It also highlights a reality that is easy to overlook: access to safe drinking water is not guaranteed for everyone.

Around the globe, approximately two billion people-roughly one in four-lack reliable access to safe drinking water. In many regions, families must travel long distances to collect water, and the water they bring home may not be safe to drink. Waterborne illness remains a significant challenge in areas where water systems are limited or unavailable.

Modern public water systems have dramatically changed that reality in communities like Vallejo. Access to treated, tested drinking water stands as one of the most important public health achievements of the past century. Safe drinking water protects public health, supports local economies, and enables communities to grow and thrive. Here in Vallejo, water begins its journey in regional sources that supply much of Solano County and Northern California, including Lake Berryessa and the Sacramento-San Joaquin Delta. From there, it is conveyed to the City’s primary treatment facility-

the Fleming Hill Water Treatment Plant-where it is carefully treated, continuously monitored, and rigorously tested before being delivered through a vast network of pipelines to homes and businesses throughout the city.

Throughout the year, Vallejo Water collects thousands of samples at numerous points across the system* to ensure that the water delivered to customers consistently meets or exceeds all state and federal drinking water standards.

Clean drinking water supports far more than what happens inside the home. Schools, hospitals, restaurants, and local businesses depend on it every day. Parks and public spaces rely on it. Emergency services depend on it. A reliable water system is essential to keeping an entire community like Vallejo operating safely and effectively.

Because this system works quietly in the background of daily life, its importance can be easy to overlook. World Water Day provides an opportunity to reflect on the critical role water plays-not only in our daily routines, but in the health, safety, and vitality of our community.

Police Reform Spotlight: Vallejo Evaluation Team Releases the Annual Report Year One on Police Reform Progress

The Vallejo Police Department has announced the public release of the Vallejo Evaluation Team (VET) Annual Report Year One. This report assesses the department’s progress under the Settlement Agreement with the California Department of Justice.

The VET Annual Report Year One highlights the ongoing partnership between the City of Vallejo, the Vallejo Police Department, the California Department of Justice, and the Vallejo Evaluation Team. It documents the foundational work completed during the first year of the settlement agreement, including the establishment of infrastructure and processes designed to ensure long-term accountability and compliance.

Key highlights of the report include the Evaluator’s recognition of the creation and operation of the Compliance, Integrity, and Accountability Division (CIAD) as a best practice for managing and coordinating reform efforts. The Evaluator also praised the department’s engagement and responsiveness throughout Year One, despite facing staffing challenges.

The report notes measurable progress in implementing reform. During Year One, the Vallejo Police Department achieved substantial compliance with multiple requirements of the settlement agreement, which were reviewed and approved by the California Department of Justice. The Evaluator described this progress as a meaningful step forward in the reform process.

Additionally, the report emphasizes ongoing improvements in crisis response, including coordinated and alternative response models that prioritize de-escalation, safety, and collaboration with behavioral health and community-based service providers. In an effort to overcome capacity limitations and slow progress, the report also highlights the need for strengthened internal City of Vallejo coordination and project management oversight. The City of Vallejo has used this feedback to make several improvements and process changes to be more effective in our reform work as the City entered Year-2.

To promote transparency and encourage public engagement, the Vallejo Police Department will host a community forum later this year to review findings from the VET Annual Report Year One, provide updates on ongoing reform efforts, and allow community members to ask questions and share comments or concerns.

Chief of Police Jason Ta stated, “The first year of this process was about building the structure necessary to support lasting reform. While there is still work ahead, this report reflects important progress, honest evaluation, and a continued commitment to accountability, transparency, and improvement. We welcome community engagement and feedback as we move into the next phase of this work.”

The Vallejo Police Department remains dedicated to transparency, accountability, and meaningful engagement with the community as it continues its reform efforts.

State Route-29 Pavement Rehabilitation and Complete Street Update

A lot is happening along SR-29, and we’re excited to share the progress with you. Alleyways are being filled, new lighting is going up, and crews continue patching potholes to keep the route smoother and safer until full paving begins this spring.

As work moves forward, we’d like to highlight a key feature you’ll see along the corridor: bulbouts. So—what exactly are they?

A bulb-out occurs at intersections where pedestrians prepare to cross the road. The curb is extended out, creating a narrow roadway allowing pedestrians to have a shorter path of travel from one side of the road to the other. The bulb-out also makes pedestrians more visible to motorists and encourages motorists to slow down.
