March has arrived, and with it comes our annual spring forward. As we adjust our clocks this Saturday night, please remember to be alert on the roads. Every year, the time change brings a small spike in collisions as our routines shift, so let’s all look out for one another.
This month also marks Women’s History Month, and throughout March, we’ll be highlighting some of the incredible women who help keep the City of Vallejo moving forward. I hope you’ll enjoy getting to know a bit more about the talented employees who serve our community every day.
I know road conditions remain top of mind for many residents. Last October’s early rains delayed several paving projects, but I’m happy to share that work is gearing up again. Public Works has been far from idle—they’ve been completing the curb and sidewalk repairs required before paving can begin, while also planning this year’s next round of projects. Caltrans has also made strong progress over
the winter. The Fairgrounds Diverging Diamond Interchange is nearing its final phase, and Highway 29/Sonoma Boulevard improvements continue to move forward. Expect to see some lane closures this month as crews complete key repairs.
Recently, I met with the Vallejo City Unified School District through our 2-by-2 committee to hear updates as they enter the final stretch of their 2025–2026 school year. I also want to thank the dedicated volunteers on our boards and commissions, who presented their annual work plans and funding needs to the City Council this week. Their service is deeply appreciated.
The City Council’s Public Safety Subcommittee met last night and received updates from the Vallejo Police Department on citywide operational statistics, domestic violence response efforts, and traffic safety initiatives.

Women’s History Spotlight: Shelee Loughmiller
Shelee has called Vallejo home for the last 28 years, though her connection to the city reaches back even farther. Her father lived here in the 1970s, and she visited often as a child. After years of living and working across the Bay Area and the country, Vallejo ultimately became the place she chose to put down roots. “As a single woman, it was the place I could afford a home,” she recalls. She bought her first house here in 1998. Her professional journey has been anything but ordinary. Shelee served in the Navy as an air traffic controller, training in Memphis at Millington Naval Base. After her service, she managed convenience stores in the Southeast for Southland (better known as 7-Eleven) and later spent a decade with Safeway, managing stores—including a demanding commute from Vallejo to Mill Valley. She eventually co-founded Blue Coast Financial Services, building a national network of more than 400 consultants. “Exciting,” she says with a smile. “But exhausting.” After selling the business, she took time off to garden, travel, and consider her next chapter. Gardening, something passed down from her grandmother, became a new passion. She constructed garden beds on her quarter-acre property and, through that work, connected with local food and health organizations. Those relationships led her to the Food Bank of Contra Costa and Solano, where she managed the Produce Program. She oversaw 58 distribution sites and expanded the program to 65 across both counties. The work highlighted the scale of food insecurity in the region and also revealed the limits of what she could continue to build. “I like to start programs, grow them, and hand them off,” she says. “Eventually, I couldn’t grow it anymore.”



At the same time, city staff and community members encouraged her to consider working for Vallejo. After volunteering on the Participatory Budgeting Steering Committee, she became interested in a new role the City was exploring. Though the position evolved during recruitment, it ultimately became the one she holds today, focused on volunteer coordination, community programs, and building initiatives from the ground up. Since then, her role has expanded significantly. She helped launch and grow the Community Tool Trailer program, relaunched Adopt a Block, and worked closely with the Fire Department to revive the CERT (Community Emergency Response Team) program, which had been inactive since 2019. The first new CERT cohort launches this month.
Shelee also co-manages several grants, oversees the City’s sponsorship program, and has played a major role in strengthening local nonprofits. “We used the sponsorship program as a training platform,” she explains. “If they can meet our requirements, then they’re ready to apply for other grants.” Over four cycles, she has watched community organizations increase their capacity, compliance, and impact. She connects each of her projects back to City Council goals—especially economic development. City supported events brought more than 173,000 visitors to Vallejo last year, and with new tools like Placer analytics, the City can now track that impact more accurately. Even outside of work, Shelee stays busy. She gardens, entertains, cooks, and travels—often taking one or two major trips annually. She has lived abroad in Iran and visited the Philippines, Korea, and throughout Europe, though Ireland remains a favorite. Last year she took a three day train trip to New Orleans for Jazz Fest, which she describes as unforgettable. Shelee is also deeply involved with Soroptimist International of Vallejo, helping raise scholarship funds for women and girls—an effort that has generated nearly a million dollars over the years. She speaks passionately about the scholars: women raising families, finishing degrees, and building new futures. “Education transforms entire families,” she says.
Reflecting on nearly three decades in Vallejo—and seven years serving the City—Shelee sums it up simply: “I’ve chosen Vallejo. Vallejo is home. But it’s also a calling.”

This achievement reflects the department’s exceptional professionalism, dedication, and commitment to excellence in public financial management.
More than a recognition of a completed budget document, this award represents countless hours of detailed analysis, close collaboration with departments across the City, creative problem solving, and perseverance under tight deadlines and ever shifting requirements. Every team member played a vital role in producing a transparent, comprehensive, and high quality budget for our community.

Vallejo Youth Delegation Heads to Washington, DC for National Leadership Conference
The City of Vallejo will host its seventh Vallejo Youth Delegation trip, in partnership with the Vallejo City Unified School District (VCUSD), to attend the upcoming National League of Cities Congressional City Conference in Washington, DC, from March 13 – March 17, 2026. Six students were selected from Vallejo High School, John Finney High School and Jesse Bethel High School through an application process and scoring panel that consisted of City of Vallejo staff, VCUSD staff, City Council members, and VCUSD School Board members who sit on the 2x2 Committee. The trip will include a meeting with Congressman Garamendi’s Office, museum and historical landmark visits, and a tour of Howard University; led by former VCUSD students.
Through the 2 x 2 Committee, the City of Vallejo and the Vallejo City Unified School District have established a partnership on several projects. One of these collaborative efforts has been establishing a Youth Delegation of VCUSD students to assist Vallejo youth in gaining leadership and civic engagement skills. Since March 2020, this partnership will have provided 53 students from VCUSD public high schools the opportunity to attend conferences in Washington, DC, Atlanta, Georgia, Tampa, Florida and Salt Lake City, Utah. These visits included opportunities to engage with elected officials and youth from across the US, attend educational workshops, network at events, tour colleges and visit historical sites and museums.

Police Reform Spotlight: Vallejo Evaluation Team Releases the Annual Report Year One on Police Reform Progress
The Vallejo Police Department has announced the public release of the Vallejo Evaluation Team (VET) Annual Report Year One. This report assesses the department’s progress under the Settlement Agreement with the California Department of Justice.
The VET Annual Report Year One highlights the ongoing partnership between the City of Vallejo, the Vallejo Police Department, the California Department of Justice, and the Vallejo Evaluation Team. It documents the foundational work completed during the first year of the settlement agreement, including the establishment of infrastructure and processes designed to ensure long-term accountability and compliance.
Key highlights of the report include the Evaluator’s recognition of the creation and operation of the Compliance, Integrity, and Accountability Division (CIAD) as a best practice for managing and coordinating reform efforts. The Evaluator also praised the department’s engagement and responsiveness throughout Year One, despite facing staffing challenges.
The report notes measurable progress in implementing reform. During Year One, the Vallejo Police Department achieved substantial compliance with multiple requirements of the settlement agreement, which were reviewed and approved by the California Department of Justice. The Evaluator described this progress as a meaningful step forward in the reform process.
Additionally, the report emphasizes ongoing improvements in crisis response, including coordinated and alternative response models that prioritize de-escalation, safety, and collaboration with behavioral health and community-based service providers. In an effort to overcome capacity limitations and slow progress, the report also highlights the need for strengthened internal City of Vallejo coordination and project management oversight. The City of Vallejo has used this feedback to make several improvements and process changes to be more effective in our reform work as the City entered Year-2.
To promote transparency and encourage public engagement, the Vallejo Police Department will host a community forum later this year to review findings from the VET Annual Report Year One, provide updates on ongoing reform efforts, and allow community members to ask questions and share comments or concerns.

Chief of Police Jason Ta stated, “The first year of this process was about building the structure necessary to support lasting reform. While there is still work ahead, this report reflects important progress, honest evaluation, and a continued commitment to accountability, transparency, and improvement. We welcome community engagement and feedback as we move into the next phase of this work.”
The Vallejo Police Department remains dedicated to transparency, accountability, and meaningful engagement with the community as it continues its reform efforts.

State Route-29 Pavement Rehabilitation and Complete Street Update
Work on the SR-29 Improvement Project is continuing steadily, though February’s heavy rains created some unavoidable delays. Because the project requires extensive excavation, crews could not safely or effectively dig during the wettest weeks of the month.
In addition to weather challenges, teams have been carefully addressing a few design adjustments to ensure the project is completed correctly and to the highest standards. Caltrans is committed to delivering a long-lasting improvement— one that residents can feel confident in and proud of for years to come. This is not a temporary fix; it’s a long-term investment in safety, mobility, and the future of the SR-29 corridor. For project updates and additional information, visit the State Route 29 website.
