Mayors Corner The sounds of summer are fading as the fall colors begin to flourish. There are just a few more events including Retro on the River and Stoughton Art and Wine Walks. Lennar has completed their remaining single-family homes in Kettle Park West (KPW) Phase 2. DR Horton continues to build and sell single-family homes. The city has been completing the Master Plan for Tee Naasak Park, the final piece being the park shelter. Stoughton Gateway, the Stoughton Trailers’ development, is making great progress. Roads, trails, ponds and utilities are nearly complete. Lots and single-family homes are for sale. The first phase of construction, Authentix (312 multi-family apartments), is nearly completed. Phase 1 of Riverhavn, which includes 120 multi-family apartment units on the Yahara River is expected to begin this fall.  Coordination for stormwater pond, road, utilities and soil contamination removal is occurring in conjunction with the River project. New businesses are under construction, have opened or will be expanded since our last publication including Level Up, OH Brother, JTC Fitness, Fiddlehead Forest, Nfaf Pizza, and Stoughton Veterinary Clinic. The City of Stoughton Launches A New Website The IT/Media Services staff have worked hard to implement a new web presence on behalf of the City of Stoughton. This new look will improve residents website navigation experience as well as assist with transparency. The biggest update residents will notice is the Agenda, Packets & Minutes section. This section improvement makes it easier for residents to stay informed regrarding what’s happening in their local government. Notify Me! Through the newly updated website residents can sign up to receive email or text notifications for things such as agendas, road construction, job postings, recreation updates, and more! WSTO TV allows community producers! Community has always been a part of WSTO TV’s mission and we are bringing it back to you! If you are interested in producing content for broadcast on WSTO TV, we will provide the training and equipment to produce content of interest to the Stoughton Community. WSTO’s state-of-the-art cameras and editing systems are available to the public (unless needed for WSTO productions). You can even join us on our camera productions! Senior Center Case Management Services Serving: Stoughton, Town of Albion, and Town of Dunkirk The Case Management program connects older adults with resources to help them stay safe and independent as possible in their homes and community. Case Managers coordinate, evaluate and advocate for services such as medical, legal, housing, food, financial, and transportation options based on each individual’s needs and preferences. Appointments are available at the Senior Center or in your home. Referrals to Case Managers remain confidential. Case Managers share information only with necessary provider agencies to coordinate services, and only with the signed consent of the care recipient. You may also remain anonymous when making a referral for someone else. Residents of Dunn or Pleasant Springs Towns can access case management through the McFarland Senior Center (608-838-7117). Stoughton Utilities is committed to investing in clean, renewable energy. As our customer, you can purchase renewable energy blocks to offset a part or all of your electrical usage through our Choose Renewable program. Purchasing just one block of renewable energy each month for one year has the equivalent impact on the environment as not driving a car for six months and avoids emitting over three tons of carbon dioxide.

Utility Rate Projections Costs are rising, and unfortunately, that means that our utility rates are projected to increase over the next 5 years as well. Mercury – Do You Have it in Your Home? Mercury is a toxic compound that is extremely hazardous to our environment. We need everyone’s help to keep mercury out of the wastewater and landfills. Wastewater treatment plants are capable of removing over 90% of the mercury entering the plant, however, an ultra-low limit of 1.3 nanograms per liter (ng/L) is now required. The only cost-effective way to manage the level of mercury in Stoughton’s wastewater is to reduce mercury discharge into the treatment plant from users of the sanitary sewer system. Listed below are some of the most commonly used mercury products: • Barometers • Amalgam dental fillings • Fluorescent light bulbs • Lab thermometers • Medical fever thermometers • Latex paints made before 1990 • Blood pressure cuffs • Thermostats How to dispose of mercury products Do not put any mercury compounds down the drain or in the trash. Hazardous household wastes can be safely disposed of through Dane County Clean Sweep, located at 7102 US Highway 12, Madison. Is it Flushable? What we put down our drains and toilets can negatively impact the environment and our wastewater system. Even items labeled as “flushable” can clog pipes, tangle pumps, and result in messy and costly sewer backups into homes and businesses. Help us avoid unnecessary maintenance and prevent sewer backups by not putting any product other than toilet paper in toilets or down drains. Please do not flush any of the following products down toilets, or put them down the drain: • “Flushable” wipes • Disinfectant wipes • Paper towels • Cotton balls • Grease and oil • Diapers • Baby wipes • Sanitary products • Tissues • Towels

Outdoor Storage on Private Property

The city is actively updating several interactive maps, including those for Residents, Planning, Parks and Natural Resources, Transportation, and external resources. To help maintain safety, cleanliness, and neighborhood appearance, residents are reminded of the City’s regulations governing outdoor storage on private property which falls under Sec. 10-318 Outdoor Storage.

Stoughton is served by a limited number of outdoor warning sirens operated through the countywide network; however, coverage does not extend to all areas of the city or the surrounding rural communities. These sirens are high-decibel devices intended to alert people outdoors to imminent, life-threatening emergencies—such as tornadoes, destructive severe thunderstorms, or other public safety hazards. They are not designed to be heard reliably indoors and should not be used as your primary source of warnings. For tornado warnings and other critical alerts, please rely on NOAA weather radios, smartphone apps, or local broadcast media. TREE & SHRUBBERY TRIMMING ON PRIVATE PROPERTY: Keeping low‑hanging branches and overgrown shrubs trimmed along public sidewalks and streets is essential for public safety, clear visibility, and effective community maintenance. Fall is an ideal time to trim any low‑hanging tree branches or shrub overgrowth within the public sidewalk or street right‑of‑way. ● Trees and shrubs may become a safety hazard if allowed to grow into the public sidewalk or street areas. ● Trees and shrubs can cause vision issues between pedestrians and traffic. By City Ordinance, tree limbs are not allowed to grow below 9 feet above a public sidewalk, and shrubbery/ plantings are not allowed to encroach into the sidewalk area. Fall 2026 Leaf Collection You may put your leaves on the terrace anytime during the time period listed below. Collection may be extended or shortened depending on weather conditions. Check the Public Works website for updates. Fall leaf collection Leaves can be placed on the terrace anytime between October 5th – November 29th Please help by doing the following: - Place all leaves on the terrace (park row) - Do not place leaves in the street - Do not mix brush or trash in with your leaf pile - Do not park cars in front of your leaf pile - Remove leaves from the storm inlet grates and place on the terrace Please keep in mind, it may take crews several days to make it through the entire community. Our goal is to loop through the entire city at least once per week depending on volume. To make sure your leaves are collected, have them out each Monday. Once crews go by, they may not be back around until the next week

Fall Brush Collection - Last Chance for 2026! Brush and Christmas trees must be put out on the terrace by 6:00 am on Monday of the collection week listed below. Please DO NOT set brush out more than 10 days prior to the scheduled collection date. Violators will be subject to a municipal citation.

Brush Collection - October 26th Acceptable Sizes - Branch Diameter – No greater than 6 inches - Branch Length – No greater than 8 feet in length - Pile Size – The pile must fit within the terrace area (back of curb to either the sidewalk or property line if there is no sidewalk) and shall not be greater than 20 feet in length. Piles must not impede the vision triangle for motorists. - Branches shall be stacked neatly parallel to the roadway. - Any trees/brush that have been cut by a paid contractor will not be collected.

Adopt a Storm Drain Program

Dane County is partnering with communities of City of Fitchburg, City of Middleton, City of Stoughton, City of Sun Prairie, Village of Cross Plains, Village of Deforest, Village of McFarland, and Village of Cottage Grove. Listed to build a network of volunteers committed to cleaning the area on and around local storm drains and reporting back results. Keeping storm drains clean and clear can prevent localized flooding, keep our communities clean and protect our waters. Municipalities are working hard to clean and maintain these storm drains, but they can’t do it alone. If you live in any of the participating communities, have a storm drain near you and can spare at least 15 minutes a month consider Adopting a Storm Drain. It’s easy!

Yard Waste Site Site Guidelines ● The site is open to residents and non-residents. There is an annual fee for the use of the site. There is a $25.00 fee for residents of Stoughton and a $30.00 fee for all non-residents. Bring a driver’s license or utility bill with a current address for proof of residency. ● A 2nd sticker is available for $5.00 for multiple vehicles. If your sticker is lost there will be a $5.00 charge for replacement. ● No commercial haulers or landscapers. ● Materials must be separated, debagged and unloaded by the resident. ACCEPTABLE MATERIALS Leaves, grass clippings, garden waste, etc. (bags/containers must be removed) Brush –any length Logs – up to 14 inches in diameter (we would encourage repurposing logs for firewood, furniture, milled planks, etc)

From Leaves to Free Usable Compost Each year city crews collect roughly 930 tons of leaves curbside from homes and businesses in Stoughton. So what do we do with all those leaves? Well, we turn them into usable compost. The composting process takes about a year depending on weather conditions. We then run the composted material through a trammel screen to remove any rocks, trash or other inorganic material. Finished compost is then made available to city residents to use. We also have wood chips available from our treecycling program. It is first come, first serve and you must supply and load your own containers. You can get compost and wood chips from the yard waste site located at 1101 Collins Rd during the sites normal business hours. We also have wood chips available at Racetrack Park in the north parking lot off of Racetrack Rd. You do not need a yard waste permit to get compost or wood chips. You just need to be a Stoughton resident. The process: 1. Leaves are collected Curbside from over 4,000 City residents 2. Leaves are taken to the yard waste site and windrowed (piled in rows) 3. Windrows are turned periodically to speed up the composting process 4. Compost material is run through a trommel machine, a big rotating sieve, to remove trash and other inorganic material 5. The end product is compost that is rich in nutrients 6. Compost is available free for City residents at the yard waste site when it is open

Winter Advice from the Department of Public Works Love it or hate it, winter is on our doorstep. In Wisconsin, just like death and taxes, I can guarantee you that it’s going to get cold, and at some point, it is going to snow. Here are some tips to help you prepare for the impending winter weather: Driving on Snow Covered or Icy Roads When ice and snow are present on roadways, follow these safety tips to ensure your safety: ● When travel is not necessary, Stay Home! ● If travel is necessary, give yourself extra time as traffic will be moving slower than normal when there is snow and icy road conditions. ● Stay back a safe distance from plow trucks and do not pass them. ● Clean off windows and scrape windows and mirrors to make sure you can see. Use the defroster to keep windows clean. ● Turn your lights on. Be visible. ● Take extra care when driving on bridges and overpasses, which can freeze before other road surfaces. ● Brake with care. Avoid jamming on the breaks. Use a “light touch” on the brakes to have a controlled deceleration and stop. Even if your vehicle has anti-lock braking, you should brake lightly to avoid skidding. ● SLOW DOWN! Shoveling Snow Snow shoveling and heavy lifting can cause strains and sprains to the back, shoulders and wrists. Follow a few simple rules to be safe while shoveling snow: ● Stretch and warm up your muscles and joints before shoveling. ● Use a good shovel that is the right size. A shovel that is too short or too long may cause overextension. ● Push snow instead of lifting. If you must lift a loaded shovel, use your legs. Consider taking smaller scoops to avoid heavy lifting. ● Take breaks to avoid overexertion. ● Be especially cautious if you are at risk due to heart disease. ● Do not push snow into the street. ● Clear snow around fire hydrants and sidewalk ramps. ● Salt sidewalks and driveways as needed. A little goes a long way. Garbage and Recycling Cart Placement To avoid broken carts and to aid in the clearing of snow from the entire roadway, please place your garbage and recycling carts in your driveway apron or on the terrace. More Time at Home this Fall? Keep Streets Leaf-free to Protect Our Waters. With more City of Stoughton residents spending time at home, fall is a great time of year to take simple actions to protect our waters. If you live in an area with lots of terrace trees, make a commitment to remove street leaves before the rain. It’s an easy, yet very effective action that those living in the urban environment can take to reduce the amount of phosphorus that washes into our waters each fall. When it rains, stormwater flows through leaf piles in streets creating a “leaf tea” that is rich in dissolved phosphorus. Dissolved phosphorus found in “leaf tea” does not settle out and cannot be easily removed. It travels through storm sewers making its way to our lakes, rivers and streams and can cause our waters to become green, murky and unhealthy.

Keeping streets leaf-free before the rain prevents “leaf tea” and can reduce the amount of phosphorus in urban stormwater by almost half. Get outside, join residents across the City of Stoughton and do your part to protect the Yahara Watershed. Keep streets leaf-free this fall! It’s easy! Before the rain… 1. Safely remove leaves from the street in front of your home and nearby storm drains. 2. Recycle leaves on your property. 3. The Declaration of Independence cited Native people as one of the twenty seven reasons justifying the revolution. In fact, Native nations offered the founders concrete inspiration for the democratic nature of the new United States. Despite this, many histories of the nation’s founding still leave Native communities on the margin of the story. In this talk, we’ll explore an Indigenous history of the American Revolution, a story which has shaped the many nations which today call Wisconsin home. Matt Villeneuve (Turtle Mountain Chippewa descent) is Assistant Professor of U.S. History and Native American and Indigenous Studies at the University of Wisconsin-Madison. Christmas at Balmoral Saturday, December 12, 2-2:45 PM - Mezzanine Level Join the Christmas festivities at Balmoral Castle! Character actress Jessica Michna will play Margaret Cummins, head housekeeper of Balmoral during the reign of Queen Victoria, as she prepares for the arrival of the royal couple and their nine children. National Presection Drug Take Back Day - October 24th 9 AM - 11 AM Fall Drug Take Back Day is October 24th 2026 at the Stoughton Fire Department. 9:00 a.m. - 11:00 a.m. Too often, unused and expired medications find their way into the wrong hands. That’s dangerous and often tragic. Bringing unused and expired medications to a Drug Take Back Day collection site protects you, your family, and your community. How to participate It’s easy to participate in Drug Take Back Day. Just stop by a collection event and drop your items into a bin. That’s it. No questions are asked. You can be in and out of a collection event in minutes. What to bring Prescription and over-the-counter medications may be disposed of at Drug Take Back Day collection events, including: • Capsules • Pet medications are accepted. • Creams (in original packaging) • Vials • Inhalers • Pills • Liquids (in original packaging) • Patches • Non-aerosol sprays (in original packaging) • Ointments You may dispose of solid, non-liquid medication(s) by removing the label or blacking out personal information on the label of the plastic pill container or by putting the medication into a clear sealable plastic bag. Blister packages without the medications being removed are also acceptable. Vape pens are accepted with the batteries removed. Other e-cigarette devices are accepted with the batteries removed. These batteries are highly flammable. That’s why it is important that the batteries are removed before the pen or device is placed in a collection bin. The following items are not accepted: • Aerosol cans • Anything containing blood or a bodily fluid • Household hazardous waste (paint, pesticides, oil, gas) • Illegal drugs • Iodine containing medications • Mercury thermometers • Personal care products (shampoo, soaps, lotions, sunscreens, etc.) • Sharps/syringes • Vape pens/e-cigarette devices with a built-in battery that cannot be removed

FIRE & EMS Events & Information: Drug Take Back Day – Drug Take Back Day is scheduled at the Stoughton Fire Department, on October 24, 2026, from 9am to 11am. We will collect Sharps as well as un-needed medications, and will provide free replacement sharps containers if you so desire. Fire Department Open House – We are moving our Open house to Wednesday, October 7, from 5pm to 7pm. We will have a number of activities for young and old alike, such as Fire Truck Rides, extinguisher training, different other safety activities, etc. The Stoughton Firefighters Association will also be providing food for attendees (Brats, hotdogs, chips). Please make plans to stop by and see us! Outdoor Burning Requirements – City of Stoughton doesn’t allow burning of any materials outside, including that in a fire pit, grill, or other device, as well as general opening burning of trash, yard debris and other nuisance items. The only burning that can be done is that specifically intended for cooking or entertainment purposes, and must be clean wood, charcoal or propane, that occurs a safe distance from a house. It also must be contained in a normal grill or a pit with a screen to prevent ash/debris from blowing away. With all of that, we ask that you be respectful of your neighbors. The smoke from any burning can blow into many other yards and houses, and cause distress. We ask that you consider refraining from burning if the smoke will be significant and drift into your neighbors’ properties.

FIRE & EMS Volunteer/Paid on Call Staff Recruitment: Stoughton EMS and Stoughton Fire are currently accepting applications for Volunteer/Paid on Call Staff. EMS Hiring is ongoing, FD hiring generally occurs in Mid Spring and Mid Fall to accommodate access to FD classes at MATC. EMT – Pay is currently paid when you respond to a call, attend a regular training and other specific event payments. • We have programs for EMT class that will cover the costs, provided certain requirements are agreed upon and met by the individual. you’ll be provided gear, training resources, and staff to help you be successful. • EMT’s are required to have 90 hours of on call time per quarter of the year, Driver only staff are required to be on call 30 hours of time. Trainings are held on the first Thursday of the month, and contribute toward your licensure recert requirements. You are expected to be at training. • Pay is on a per call basis, based on certification. Current levels are: o Advanced EMT - $30 per call o Basic EMT - $25 per call o Driver Only $20 per call Firefighter – Pay is currently an annual stipend, and extra duty crew payments for specific situations. • Training is provided by the State of WI through the technical colleges, following the standard semester timeframes. If accepted by STFD, you’ll be provided gear, training resources, and staff to help you be successful. • You are expected to attend training on Monday nights (except holidays), respond to calls as designated in SOG’s, and participate in the public education events we have. • Pay for is as follows: o Annual Stipend – FF: $2382.39, Captain: $2382.39, Asst/Batt Chief: $3228.04 o Duty Crew (12 hour shifts, 6a to 6p, or 6p to 6a) - $15 per shift FF, $20 per shift MPO or Officer. You also receive a membership to Anytime Fitness through the City of Stoughton.
