CITY MANAGER’S OFFICE Volunteers Help Restore Riverview Park Shoreline In June, volunteers gathered at Riverview Park for another successful shoreline restoration project, working together to help protect and restore the Indian River Lagoon.

Throughout the morning, volunteers unloaded and moved reef balls, assisted with breakwater construction, planted native vegetation, and strengthened the park's living shoreline. Their efforts will help improve water quality, reduce erosion, and create healthier habitat for the wildlife that depends on the lagoon. The City extends its sincere appreciation to the dedicated volunteers who generously gave their time to this important project. Special thanks also go to the Ocean Research & Conservation Association (ORCA) for leading the restoration effort and to the Coastal Conservation Association Florida (CCA Florida) for supporting this phase of the project. Thanks to the commitment of our community and project partners, Riverview Park's shoreline is becoming healthier and more resilient for future generations to enjoy.

CLERK’S CORNER Welcome City Clerk Jane Garcia Jane Garcia was selected to serve as the City of Sebastian's new City Clerk, filling the vacancy left by the retirement of longtime City Clerk Jeanette Williams. Jane officially joined the City on June 1, 2026. She brings more than 14 years of municipal clerk experience to Sebastian and holds the prestigious Master Municipal Clerk designation —the highest professional certification awarded by the International Institute of Municipal Clerks. She previously served as Town Clerk for 12 years in Hampton, New Hampshire, and most recently spent two years as Town Clerk for the Town of Orchid, Florida. Jane is a member of the International Institute of Municipal Clerks and the Florida Association of City Clerks, and is also an honorary member of the New Hampshire City & Town Clerks Association. She lives in Palm Bay with her husband, Troy, and is the proud mother of two children and "Gigi" to two grandchildren. Please join us in welcoming Jane to the City of Sebastian. Tim Wood Sworn In as Interim Police Chief Following the retirement of Chief Dan Acosta on June 12, Tim Wood was sworn in as Interim Chief of the Sebastian Police Department. Chief Wood has served the Sebastian Police Department with dedication and professionalism throughout his career, and we are confident in his ability to lead the department during this transition. His commitment to public safety and service to our community make him well suited for this important leadership role. We look forward to his continued leadership and wish him great success as he guides the Sebastian Police Department into its next chapter.

Community Helps Shape the Future of Riverview Park

Celebrating Parks and Recreation Month

The City of Sebastian Parks and Recreation Department recently hosted a public input meeting and launched an online survey to gather community feedback on the replacement of the splash pad and playground at Riverview Park.

July is Parks and Recreation Month, a time to celebrate the parks, programs, events, and dedicated staff who help make Sebastian a great place to live, work, and play.

The response from the community was overwhelming, with more than 700 survey responses submitted in less than a week. Residents shared valuable ideas and preferences that will help guide the overall style and design of these new amenities. We sincerely thank everyone who took the time to attend the meeting or complete the survey. Community input plays a vital role in creating recreational spaces that reflect the needs and interests of Sebastian residents. As planning and design continue, we look forward to keeping the community updated on the progress of this exciting project.

From maintaining our beautiful parks to hosting community events and recreational programs, the Parks and Recreation team works yearround to enhance the quality of life for residents and visitors alike. We thank our Parks and Recreation staff for their hard work and dedication to keeping Sebastian a vibrant and welcoming community.

BUILDING DEPARTMENT

New Building Permit Exemption for Work Under $7,500 A new Florida law, House Bill 803, gives homeowners more flexibility by allowing certain home improvement projects valued at less than $7,500 to be completed without obtaining a building permit. While this may simplify some smaller projects, it does not eliminate the need to follow building codes or obtain approval from the City's Building Department. To qualify for the exemption, homeowners or their licensed contractor must submit a Single-Family Dwelling Exemption Request Form to the Building Department for review and approval before work begins. The application must include documentation showing the scope and value of the project, such as a contractor's estimate or other proof of labor and material costs. A $45 nonrefundable review fee is also required. It's important to note that many projects are not eligible for the exemption. Electrical, plumbing, mechanical, gas, and structural work still require permits. The exemption also does not apply to homes located in flood hazard areas, multifamily or commercial properties, or fences on properties with swimming pools. In addition, homeowners cannot divide a larger project into multiple smaller projects simply to avoid permit requirements. Even if a project qualifies for the exemption, all work must still comply with applicable state and local building codes. Work that does not meet code requirements may be subject to enforcement actions, including stop-work orders or fines. Homeowners should also be aware that projects valued over $5,000 still require a Notice of Commencement to be filed with the Clerk of Courts before work begins, even if a permit is not required. If you're planning a home improvement project and are unsure whether it qualifies, contact the City of Sebastian Building Department before starting work. Asking questions ahead of time can help ensure your project is completed safely, legally, and without unexpected delays.

COMMUNITY DEVELOPMENT

Employee Spotlight: Welcome, Nicole Toof! Please join us in welcoming Nicole Toof, the City of Sebastian's Administrative Zoning Technician, who joined the team in March 2026. Originally from Connecticut, Nicole began her career as a City Carrier with the United States Postal Service before relocating to Florida. After moving to the Treasure Coast, she worked with Indian River County's Planning & Development Services Department, gaining valuable experience before bringing her talents to the City of Sebastian. In her role as Administrative Zoning Technician, Nicole provides administrative support for the City's planning and zoning functions, helping ensure projects and development processes run smoothly. When asked what she enjoys most about working for the City, Nicole didn't hesitate to mention the people. "I love everything about working with the City, especially my wonderful and supportive team," she shared. Outside of work, Nicole enjoys traveling, reading, and spending time at Florida's beautiful beaches. She also appreciates Sebastian's welcoming atmosphere, saying the best part of living here is its wonderful small-town charm. We're excited to have Nicole as part of the City of Sebastian team and look forward to all she will accomplish. Welcome aboard, Nicole!

PUBLIC WORKS

Hurricane Preparedness Residents can help protect their property this hurricane season by taking a few simple steps before a storm. Keep swales clear of debris so stormwater can drain properly and help reduce roadway flooding. Secure or bring inside outdoor items, such as patio furniture, that could become airborne in high winds. Install storm shutters or board up windows if needed, and clean gutters, clear drainage areas, and trim hazardous tree limbs to reduce the risk of storm damage. Taking these precautions can help keep you and your property safe during severe weather.

ROADWAY UPDATES Crews continue to address potholes and roadway approaches/edges throughout the city. Citywide roadway line painting and striping was completed in June. Street sweeping of all curb-andgutter streets throughout the city took place in June.

STORMWATER UPDATES The Riviera and Gardenia ditch and road crossing project has reached the final stages of its completion. Ditch dredging in the Wimbrow area has been completed. Ditch dredging in the Spring Valley and Day Dr area is in progress and will continue through July 2026.

MIS DEPARTMENT Hurricane Prep Tips

When preparing for hurricane season, most people think about stocking up on water, batteries, and other emergency supplies. While those essentials are important, there are a few simple tasks that can make recovering after a storm much easier. Photograph Important Documents Use your phone to take photos of important documents such as your insurance policy, driver's license, vehicle registration, passport, and any medical information you may need. If your phone automatically backs up to the cloud, you'll still have access to these records even if your device is lost or damaged. Document Your Home Take a slow walk through your home and photograph each room, including appliances, electronics, furniture, tools, jewelry, and other valuables. Having a record of your home's condition and belongings before a storm can make the insurance claims process much smoother. Keep Important Phone Numbers Handy Don't rely solely on your cell phone. Write down important phone numbers, including family members, your insurance company, healthcare providers, and emergency contacts. Store the list in a safe, waterproof place so you can access it even if your phone is unavailable. These simple steps take less than an hour but can save valuable time and reduce stress when recovering from a storm. A little preparation today can make a big difference tomorrow.

SEBASTIAN GOLF COURSE Where Are They Now? SRHS Golf Alumni Spotlight Dylan Miranda attended Sebastian River High School from 2014 to 2017, where he established himself as one of the team's standout golfers. During his high school career, Dylan earned multiple medalist honors, recording the lowest score in several matches. After graduating, Dylan continued his golf career at Thomas University, competing on the collegiate golf team for three years. Unfortunately, during his senior year, the university suspended its golf program due to financial challenges brought on by the COVID-19 pandemic. Returning to the Treasure Coast in 2020, Dylan began his professional career as an Assistant Golf Professional at Johns Island Club in Vero Beach. While working fulltime, he completed his bachelor's degree online in Sports Psychology. In 2022, Dylan accepted an Assistant Golf Professional position at Trump National Golf Club in West Palm Beach. During his time there, he and his wife, April, welcomed their son, Mason Nicholas. In 2025, Dylan took the next step in his career by joining Apogee Golf Club in the Stuart/Hobe Sound area as an Assistant Golf Professional. Apogee is an exclusive golf club whose founding members include Rory McIlroy and Ernie Els. Dylan continues to compete at a high level while building his career in the golf industry. Most recently, he finished second in the 2026 Fort Lauderdale Open, a tournament featuring a strong field of PGA Professionals, mini-tour players, and former PGA Tour competitors. We are proud to celebrate Dylan's accomplishments and look forward to following his continued success both on and off the course.

SEBASTIAN AIRPORT

Patrick Winne Promoted to Airport Superintendent Please join us in congratulating Patrick Winne on his promotion to Airport Superintendent! Patrick joined the City of Sebastian in 2018 and has worked in several departments, including Roads and Facilities, before transferring to the airport as a Maintenance Worker. During a period of transition, he stepped up to help at the airport and quickly became an invaluable member of the team. Over the years, Patrick advanced from Maintenance Worker I to Maintenance Worker III, consistently demonstrating dedication, professionalism, and a strong work ethic. Following the retirement of Airport Director Jeff Sabo, Patrick was promoted to Airport Superintendent. In his new role, Patrick will continue to oversee airport operations while taking on expanded coordination with tenants on leases and agreements. He will also be involved in the early stages of FAA and FDOT projects at the airport. Patrick takes great pride in his documentation and reporting, particularly in support of FAA inspections, and his efforts have helped keep Sebastian Airport in excellent standing and a place where students, tenants, and visitors want to be. Please be sure to congratulate Patrick when you see him around the Airport.
