Revitalising the heart of Salisbury with a $200 million mixed-use redevelopment of the City Centre

It is an incredibly exciting time for the City of Salisbury as we start the transformation of our City Centre through large-scale urban renewal, preparing us for an exceptionally bright future in the north.
With about $3 billion of state, local, and private investment currently underway or proposed in the City of Salisbury, Council continues its mission to facilitate projects and investments that realise Salisbury’s vision as a progressive, sustainable and connected community.
It is such a privilege to be playing a role in shaping this City and to embark on a $200 million redevelopment of the Salisbury City Centre after years of planning.
Six new and vibrant mixed used sites will be built in the heart of Salisbury, redeveloping more than two hectares of land and bringing firsts to the City Centre, including residential housing and a multi-deck, undercover car park.
I am excited to work with a Buildtec and Catcorp consortium to deliver this and see the next stage of our renewal vision realised, demonstrating Council’s commitment to continually activating and improving our City for the betterment of our community.

The City of Salisbury are partnering with a Buildtec and Catcorp consortium to revitalise the Salisbury City Centre into one of South Australia’s most vibrant centres.
The redevelopment of the City Centre will bring large scale activation and economic growth to the heart of Salisbury.
The $200 million redevelopment of the City Centre will bring six new sites to the heart of Salisbury, including a variety of residential housing options, car parking, retirement living, hotel accommodation and mixed-use retail and commercial spaces.
The future Salisbury City Centre will have a range of new uses, giving local community and visitors the opportunity to live, work and be entertained in the heart of the City, surrounded by some of the best amenities in the northern region.
The redevelopment will deliver on Council’s vision for a walkable city, improving connections within the City Centre and the broader City of Salisbury to some of the northern region’s best sporting and recreational facilities.
Construction phase (over a five year period)
A catalyst for new commercial investment in the northern region, the redevelopment is projected to significantly boost the local economy. It will generate new jobs and attract new businesses to Salisbury.
Council’s vision is for Salisbury to be a progressive, sustainable and connected community.
The City of Salisbury is driving large scale renewal of the Salisbury City Centre to support the future growth of the community, reinforcing Salisbury as an attractive place to live, work, play and invest.
The first major project initiated by Council was the $43 million Salisbury Community Hub. Delivered in 2019, it includes a modern and contemporary facility with civic spaces, a gallery, learning and information facilities, council chambers and office space. Other significant investments that have revitalised the City Centre include:
• $10M streetscape upgrade of the City Centre’s primary high streets, Church Street and John Street.
• $30M Salisbury Aquatic Centre redevelopment.
• $10M Bridgestone Athletics Centre.
• $6M Salisbury Oval Precinct Masterplan.

Residential housing
The redevelopment will see the construction of over 200 residential dwellings (including short-term accommodation) across the City Centre, driving significant day and night time activity, providing passive surveillance and economic stimulus.















































The proposed mix of residential dwellings will offer diversity of tenure (private ownership and rental) and housing type (retirement living and short-term accommodation) as well as providing a significant number of affordable housing options.























The City of Salisbury will work with Buildtec, Catcorp and the state government to maximise affordable housing outcomes above the 15% requirement to align with Council’s desired outcome of 20%.


























































































































































































































$200M redevelopment delivering 6 new sites





New multi-deck car park






535 free of charge car parking spaces
A new multi-deck car park of approximately 535 car parking spaces will be built, replacing the 480 car parking spaces across the development sites and providing additional spaces. The car park will be enclosed and undercover, providing safe car parking for visitors to the City Centre, as well as City of Salisbury staff who currently park in the existing car parks.





200 new residential dwellings
Church Street extension
The car park will be owned by the City of Salisbury and will be free for all users.
All sites in the redevelopment will have adequate car parking, providing approximately 273 additional car parking spaces across the City Centre.
Church Street will be upgraded and extended, enabling improved access through the City Centre. The extension will run behind site 5 and connect to Gawler Street.
It is envisioned that Church Street will be a two-way tree-lined boulevard with wide footpaths, quality landscaping and an activated ground plane.
Over two hectares of Salisbury City Centre will be transformed into a diverse mix of new uses across six sites.
Over 50 residential housing apartments will be built, each with 1 to 2 bedrooms and car parking. Council will work with Buildtec, Catcorp and the state government to align with Council’s desired outcome of 20% of these being affordable housing.
The ground floor will comprise of retail, food and beverage options, with office / commercial spaces available in the site.
Construction will commence from June 2026, with demolition of the existing building occurring in May 2026. It is planned for completion in mid-2028.
Stage 1 of the redevelopment includes sites 1, 2 and 5.
Construction and preparation works, including the demolition of the Len Beadall library, will commence from April 2026 for sites 1 and 2, with site 5 commencing in June 2026.


A multi-deck car park will deliver 535 car parking spaces, with undercover and secure car parking free of charge for City Centre visitors, shoppers and staff.
A supermarket will occupy a portion of the ground floor, with retail and office and commercial spaces also available.
Construction will commence from April 2026 and is planned for completion in late 2027.

Buildtec and Catcorp have partnered with Junction Housing to deliver Thrive Salisbury, a community housing development featuring 37 one-bedroom and 32 two-bedroom units alongside a dedicated community space.

Construction will commence from June 2026 and is planned for completion in mid-2028.

These sites will include build to rent apartments, short-term hotel accommodation, retirement living apartments and retail, food and beverage and office / commercial spaces.
These sites will form Stage 2 of the City Centre redevelopment.

There will be significant changes to car parking in the Salisbury City Centre during construction of the redevelopment.
Council is committed to ensuring minimal disruption to businesses and the community, and providing available and convenient car parking for all City Centre users.
Alternative car parking will be available for businesses and visitors, with no overall loss of parking spaces.
Wiltshire Street car park will be closed to enable the construction of site 2 (multi-deck car park, supermarket, and retail and office / commercial spaces) from April 2026.
There will be some impact to on-street parking along Wiltshire Street, John Street and John Lane.
Council will take over the Wilson car park on Gawler Street during the construction period to enable higher turnover short-term parking, free of charge.
An interim car park will be built on South Terrace with over 150 spaces spaces available for all day parking, free of charge.
Council will continue to explore additional options to meet car parking demands and if necessary, implement more options to support retail and business activities in the City Centre.

The City of Salisbury, together with Buildtec and Catcorp, will work with local businesses to manage disruption during the redevelopment.
Council will support businesses by:
• Hosting regular forums for ongoing engagement between businesses and Council to collaborate, share updates, and work together on solutions to emerging challenges.
• Offering a range of free and subsidised programs, including capability-building workshops and one-on-one mentoring sessions through the Polaris Business Development Centre.
• Delivering temporary pop-up activations to generate visitors and support local retailers.
• Encouraging construction workers onsite throughout the redevelopment to support local retailers and businesses within the City Centre.
• Running a dedicated ‘Open for Business’ promotional campaign, utilising Council communication channels and networks to sustain visitation and local spending during construction.
• Exploring extra targeted relief options for businesses directly affected by construction impacts.
