Congratulations to Oviedo High School's Young Scientists!

Congratulations to Ankan Das, Angela Calvo-Chumbimuni, and Moitri Santra for their outstanding achievements at the Regeneron International Science and Engineering Fair (ISEF), where each earned top placements in their respective categories. The Regeneron International Science and Engineering Fair (ISEF) was held May 9- 15, 2026, at the Phoenix Convention Center in Phoenix, Arizona. The event hosted more than 1,800 talented and passionate high school students from around the world, each competing in one of 22 scientific and engineering categories. Ankan competed in the Engineering Technology category and earned an impressive 4th-place finish for his work on a novel lightweight tensegrity robot. Rather than relying on wheels for movement, the robot uses shape memory alloys to navigate challenging and unstable terrain. This innovative technology has the potential to transform search and rescue operations as well as planetary exploration missions. Angela competed in the Biochemistry category and earned an impressive 4th-place finish for developing a combined sensor and biosensor platform designed to detect brain biomarkers associated with dysregulation in individuals living with mental health disorders and those at risk of suicide. Her research was so impactful that it was featured by the International Science and Engineering Fair (ISEF) on its website during Mental Health Awareness Month this past May. Moitri competed in the Plant Sciences category and earned 1st place for her innovative work developing a nanotechnology-based delivery system to treat and prevent citrus greening disease, a devastating agricultural threat that has caused billions of dollars in losses to Florida's citrus industry. In addition to her category win, she was recognized as one of the competition's top overall award recipients, placing among the top 14 projects at ISEF. As a result, she was selected to represent ISEF at the European Union Contest for Young Scientists (EUCYS) in Kiel, Germany, this fall. Honorable Mayor and City Council Members August 17, 2026 Page 2 of 2 Collectively, these three (3) outstanding students earned $9,200 in awards. In addition, Moitri received an all-expenses-paid trip to Germany to represent ISEF at the European Union Contest for Young Scientists (EUCYS), providing a unique opportunity to showcase her research on an international stage. They were all recognized at the August 16, 17 2026 City Council Meeting.

PUBLIC SAFETY

CHECK PRESENTATION At the August 17, 2026 City Council Meeting, State Senator Jason Brodeur and State Representative David Smith presented the Oviedo City Council with a ceremonial check in the amount of $500,000 for the Oviedo Public Safety Training Center. During the 2026 Florida Legislative Session, the City of Oviedo requested a state appropriation in the amount of $1,000,000 to assist with planning, design and construction of a Public Safety Training Facility. The proposed facility is currently envisioned to include a training building with four story drill tower and class “A” burn annex. Senator Jason Brodeur sponsored the appropriation in the Florida Senate, and Representative David Smith sponsored the appropriations bill in the Florida House of Representatives. On June 29, 2026, Governor Ron DeSantis signed the FY 2026-27 Florida State Budget, which appropriated $500,000 in funding for Public Safety Training Center. Budget Impact: The State of Florida appropriated $500,000 toward the planning, design, and construction of the Oviedo Public Safety Training Center.

EAST MAGNOLIA ST. UPDATE Construction crews are nearing the end of the project and are currently installing Wing Walls. Wing walls are extensions of the box culvert that act as retaining walls for the surrounding embankment on Sweetwater Creek and allow water to move through the culvert while preventing erosion. Once this portion of the project is complete, the road reconstruction will begin. The target to complete this project is October 2026, barring any weather issues. We want to again thank all the residents on Magnolia for their patience through this construction.

On August 27, 2026, Chief Woodward presented a Unit Citation to Lieutenant Mike Davidson, Engineer David Montelongo, Firefighters Manuel Ildefonso, Ross Allen and Ryan Ellis. On April 11, 2026, the crew responded to a patient that was persistent to refuse transport after their initial assessment. Their persistence and professionalism prevailed, and they were able to convince the patient to goto the hospital. Subsequently during transport, the patient went into cardiac arrest and was revived. At the hospital, the patient had a internal defibrillator implanted and attributes the crew with their life. Great work and thank you for ensuring the safety of our citizens!
