Every year, I enjoy taking my family to visit the twinkling lights of Celebration of Lights in Fort Zumwalt Park. Again this year, our Old-Fashioned Holiday Stroll will be open for three nights, on December 7th, 8th, and 9th! City councilmembers will also be collecting canned food items for our local pantries during the stroll. See page 5 for more details.

Started in 1991, this holiday tradition attracts more than 13,000 vehicles each year, and 15,000 individuals can take a walk under the shimmering canopy of lights during the annual Old-Fashioned Holiday Stroll December 7-9!

Want to run for O’Fallon City Council?
If you are 21 or older, have resided in O’Fallon for at least one year and would like to serve on the O’Fallon City Council you can file as a candidate for the April 7, 2026 election between December 9 and December 30, 2025. Five City Council seats will be up for election for three-year terms, one each in wards 1, 2, 3, 4, and 5. Candidates can only file for a seat for the ward in which they live. If you are age 60 or older, please visit O’Fallon’s Senior Center, where a welcoming atmosphere awaits seniors who’d like to socialize over bingo, crafts, billiards, dice, card games like pinochle and bridge, Wii games, and other activities. Computer and fitness classes are also available. Delicious hot lunches are served for a suggested donation of $5 per meal; make a reservation by calling the day before.
Transportation is available through Aging Ahead. To register for transportation to/from the O’Fallon Senior Center, O’Fallon residents must call 636-579-0555 and speak with a Community Options Specialist. The Community Options Specialist will walk the resident through the enrollment process.
Utility Tax Rebate Program
The 2026 application for utility tax rebates will be accepted at City Hall beginning May 1, 2026 and ending May 29, 2026. Applications received after this date cannot be accepted.
Applicants must provide proof of age (65+), a completed income tax return for 2025 or current disability letter to verify income, as well as a copy of your utility bills from January 1, 2025-December 31, 2025. The tax rebate covers gas, electric, and home and cell phone bills. If you are a disabled resident, you must also bring an official document showing that you are determined to be totally disabled by the Social Security Administration. The income limitations for this year are $62,400 for single households and $71,300 for married households.

Weekly yard waste collection stops December 12, 2025 and resumes March 10, 2026. There will be monthly yard waste pick-up throughout the winter. For residents who have yard waste service on their account, yard waste will be picked up on your regular yard waste day during the weeks of:

Recycle your evergreen tree from December 26 to January 20
For a limited time, O’Fallon residents can recycle their live christmas trees for free at select locations. Only live evergreen trees without decorations can be dropped off, so please remove all ornaments, tinsel, lights, string, and wire. No artificial trees, wreaths, shrubs, plastic bags, or yard waste is allowed. Live Christmas trees can be dropped off in the following parking lots from dawn to dusk:

For a fee of $10 per tree, O’Fallon trash customers can have their live holiday trees picked up at the curb. Schedule your pick-up by calling 636-272-0477. The cost will be added to your next bill. Trees will be scheduled for pick up on Wednesdays, starting December 31 through January 14. Only live evergreen trees will be picked up, and all decorations must be removed before setting the tree at the curb. Please do not place trees in plastic bags.
Recycle unwanted light strands
Recycle light strands free of charge through January 20. Simply remove the lights from the trees and bring them to a drop-off location. Miniature and LED light strands are accepted in any condition. To avoid injury from bulb breakage, remove larger light bulbs from C-7 and C-9 strands before dropping off the light strands. Please do not tie or bag the light strands; simply drop the loose strands into the receptacle. Lights may be dropped off at the following locations:

Preventing porch piracy this holiday season
Porch piracy is the theft of delivered packages from resident doorsteps. These types of thefts often spike during the holiday season as online shopping increases.
To help combat this, the O’Fallon Police Department urges residents to proactively protect their deliveries. Simple steps can make a big difference: sign up for tracking alerts so you know the moment a package arrives, or consider scheduling deliveries for times you are home or routing them to a secure pickup locker. Additionally, installing a doorbell camera or asking a trusted neighbor to retrieve your package upon delivery are excellent ways to deter thieves. By taking these smart precautions, we can all work together to significantly reduce porch piracy, ensuring your holidays remain safe, secure, and enjoyable.
Register for the Citizens Police Academy
Residents who are age 18+ are invited to apply for the O’Fallon Citizens Police Academy. The six-week program offers hands-on training and a chance to ride along on patrol, plus discussions of police investigations, less-lethal weapon use, drug awareness, K9 demonstrations, departmental drone usage, and more.

Yes, O’Fallon’s Winter Weather Control Hotline is put into action when the forecast calls for eight (8) or more inches of snow and has begun to accumulate, or excessive ice has been forecasted or arrived. Residents can call 636-379-3826 for weather concerns or questions.
What roads are cleared by the City of O’Fallon’s crews?
The City of O’Fallon is responsible for clearing most streets in O’Fallon’s City Limits, including major thoroughfares such as Mexico Rd., Feise Rd., Winghaven Blvd., and Bryan Rd. However, several interstate and state highways bisect in O’Fallon. These roads are the responsibility of the Missouri Department of Transportation (MoDOT). The City of O’Fallon cannot clear these areas. If you have questions or concerns about these roads, please contact MoDOT at 1-888-275-6636.
How quickly will the City of O’Fallon clear my street?
The goals of snow control operations are to have collector and arterial streets cleared for two-way traffic within 6 hours of the end of the storm and to have a clear path (the width of one car) on all residential streets within 12 hours of the end of a storm. The widening out of streets and clean-up phase will continue for 24-36 hours after the end of a storm. In lighter snow events, the City often completes this process faster, but in heavy snow events, the process does take time.

SNOW PROCEDURE
How can residents help assist snow crews?
When winter weather hits, O’Fallon’s crews work 24/7 to clear more than 700 “lane miles” of pavement and get traffic moving. As a resident, the top things you can do to assist snow crews is never park on the street when winter weather is in the forecast. Keeping vehicles off the streets allows City snow plows free access to clear the roads safely and efficiently. Additionally, when clearing your driveway we ask that you do not push snow into the street. Following these guidelines will help get residents back on the road in no time. Please remember to always stay clear of plows.
Move all vehicles parked on the street.
Proactively moving vehicles and objects off the street is one of the best things residents can do to assist the snow crews. During any winter weather event when there has been accumulation of snow, ice or other frozen precipitation, a parking prohibition goes into effect on all City streets to allow safer and more efficient travel for residents, the public, snow plows, and emergency response vehicles. Tickets may be issued to vehicles in violation.
If a car is preventing snow fighters from safely completing their routes, it may be towed. No warnings will be issued. When snow and ice hit, get parked cars off the street immediately and keep them off until the roads are cleared in both directions!
Residents may temporarily park their vehicles in the lots at the Ozzie Smith Sports Complex, Westhoff Park’s main lot, Civic Park’s large lot, Sports Park and Dames Park during any snow/ice-related parking bans. All vehicles must be removed from the lot within 24 hours after any parking ban is lifted, and the City is not responsible for any damage to vehicles parked in these lots. These lots are not plowed until after all streets are cleared. See www.ofallonmo.gov/snow for more information about overflow parking.
Limit road travel until streets have been cleared.
During winter weather events, we encourage residents to stay home and limit road travel when possible. Snow patrol crews will do their best to clear a path for drivers, but hazardous conditions may persist, putting drivers at higher risk of accident or driver error. Even the most capable drivers could encounter vehicle malfunctions, black ice, and other weather related risks. By staying home, you are doing your part to keep the roads clear for emergency crews. Fewer cars on the road allow emergency crews to reach those in critical need more quickly and safely.
For those who must travel during weather events, plan ahead to ensure your safety in the event of an emergency or travel delays. If your vehicle breaks down or slides off the road, stay in the vehicle and call 911.

Activity codes
Activity codes are used to identify a course for the purpose of registration. For online registration, you can use the activity code to search for specific classes. To the right, you’ll see an example of a course description with the activity code circled.
Location of programs
Location codes are used to denote the location of a program or event. On the right, you’ll find a table of all possible program locations, and their location codes.
How to register for programs
Program registration must be done online at www.ofallonmo.gov/parks. In the top menu, select “REGISTER ONLINE”; this will take you to O’Fallon’s RecTrac website.
Once in RecTrac, click the “SEARCH” button, then click “Search All Activities” and type in the activity code found at the end of each course description. (For example: #220327)
Register in advance!
All classes have a minimum and maximum enrollment. To keep classes from being canceled due to low registration, please register at least six days in advance of the start date. Once a class is canceled, it will not be rescheduled.
For example, if a class begins on a Monday, you must register no later than Tuesday of the previous week. Please note that some programs, including trips, camps, and sports leagues, have earlier deadlines, so please be sure to check the program descriptions.
REFUND POLICY
• A full refund will be given for classes canceled by the City.
• No refunds or make-ups will be given for missed lessons.
• No refunds or credits will be given for cancellations made less than 7 days before the start of the class.
• A $15.00 service charge will be placed on returned checks.
• Refunds of $10.00 or less are credited to the customer’s account for future programs.

All O’Fallon residents are eligible for resident rates on facility rentals, programs, and admissions with a Resident Privilege Account. Apply for your free Resident Privilege Account at the Renaud Center. Residents ages 16 and under must be accompanied by a resident parent or resident guardian to obtain a Resident Privilege Account. The account expires one year from the date issued.
Definition of a “resident”
“Residents” are people who live within the City of O’Fallon’s corporate limits. City limits and Post Office boundaries are not the same, so it is possible to have an O’Fallon address, yet live outside the City, or have a postal address in an adjacent municipality, yet live in O’Fallon.
Dardenne Prairie residents are eligible for the discounted O’Fallon resident pricing for memberships! Ask about receiving the discount when you register.
If you’re employed in the City of O’Fallon, you qualify for a discount on a membership at the Renaud Center. The Corporate Membership program is available to full and part-time employees (but not seasonal or temporary employees, sorry), who work for a business, non-profit, or government agency in O’Fallon city limits.

Proof of residency
To confirm residency you must present both proof of identity and proof of residency. Acceptable forms of photo ID, which must show your current City of O’Fallon address, include:

In addition, residents need one of the following with the same address as the photo ID:
• An unpaid utility bill
• A personal check with pre-printed name and address
• A current auto or voter registration
• A current personal property tax statement

Civic Dance Studio classes emphasize correct technique, placement, elegance, and discipline. Class typically includes a warmup, progressive steps across the floor, and dance combos. Ballet classes include ballet and en pointe at the barre. Tuition does not include the required dance class attire (dance shoes, leotards, or tights) or recital costumes. This 9-month dance program encourages students to practice and improve throughout the school year and culminates with a year-end dance recital. New students can be accepted into the program at any time. Classes are held at the Krekel Civic Center.

FIND THE RIGHT GROUP LESSONS FOR YOUR CHILD
To ensure success in the O’Fallon Swim Academy, it’s important to register children for the appropriate level. Children who have participated in the swimming program should register according to the last class successfully completed, moving to the next class or skill level when all skills from the previous level are mastered. Some classes may seem repetitive, but we want swimmers to perfect their skills in order to advance safely, not quickly. Children learn at different paces and it is common to repeat a class.
SHRIMP
Parent or guardian participation in the water with the child is required. Children will enjoy learning basics of water safety and participating in a swim class. Parents/ guardians will learn how to safely guide their child and help them advance at their own pace. Min/Max: 3/10.
PUFFERFISH • Ages 2-3
This transitional class is for children who have passed Starfish but are not yet ready to be away from mom or dad just yet. Swimmers gain confidence and independence as they master introductory skills and learn safe practices. Parents/ guardians will participate in the water during the first 2-4 classes. Min/Max: 3/8.
Prerequisites: At least 2 years old or completion of Starfish. Swimmers who successfully complete Pufferfish can: swim/ bob underwater with assistance, following directions, swim independently of parent/ guardian, and jump in without assistance.

Swimmers who successfully complete the Turtle level can: jump in, bob, self-propel 5 feet, and swim underwater comfortably without assistance, know safety practices, and can retrieve an object from chest-deep water with assistance.
SEAHORSE • Ages 3-4 • Ages 3-5
The Seahorse class continues to build your child’s independence and confidence in the water to prepare them for Level 1: Jellyfish. Min/Max: 3/6.
Swimmers who successfully complete the Seahorse level can: float on their front and back, retrieve a chest deep object, jump in, and self-propel 10 feet without assistance, and blow bubbles out of their nose.
JELLYFISH • Ages 4+
This level builds on basic swimming skills, reinforces independent swimming, and introduces the freestyle and backstroke. Min/Max: 3/6.
Swimmers who successfully complete Jellyfish can: swim 8 feet of freestyle, slide on front, and self-propel 15 feet without assistance, and retrieve an object from bottom of the pool with assistance.
Sea Lion emphasizes freestyle and backstroke skills while continuing to build endurance and independent swimming skills. Min/Max: 3/6.
Swimmers who successfully complete the Sea Lion level can: swim freestyle 15 feet, swim underwater 10 feet, and swim backstroke 8 feet without assistance.
STINGRAY • Ages 5+
Stingray perfects freestyle/ backstroke techniques and skills to further build upon the swimmer’s endurance.
Skills taught: backstroke form, freestyle with rotary breathing, treading water, retrieving objects in deep water, and jumping in water over their head and traveling to safety. Min/Max: 3/10.
MARLIN • Ages 6+
Marlin emphasizes distance, endurance, and technique. Swimmers will learn how to perform an open turn on the wall and begin learning the basics of breaststroke and butterfly.
Skills taught: open wall turns, introduction to breaststroke kick, breathing and arms, breaststroke push off and pullout off the wall under water, and butterfly kick (dolphin kick). Min/Max: 3/10.
D OLPHIN • Ages 6+
Dolphin emphasizes distance, technique, and endurance for all 4 strokes. Swimmers will work on perfecting their turns off the wall along with the overall stroke form.
Skills taught: swim 50 yards of freestyle and backstroke with a turn, bilateral breathing, flip turns, tread water for 2 minutes, introduction to arms and breathing for butterfly, and breaststroke with good form for 10 yards. Min/Max: 3/10.
SHARK • Ages 6+
Shark helps swimmers fine-tune their technique with every stroke and open their opportunity to join a swim team.
Skills taught: swim butterfly with good form and technique for 25 yards, swim breaststroke for 50 yards with an open turn off the wall, and demonstrate proficiency with all aquatic skills. Min/Max: 3/10.

Aqua Power Intermediate
Our aqua aerobics class is an exhilarating, joint-friendly workout with low, medium, and high-intensity exercises. No swimming is required. We’ll focus on cardiovascular fitness and muscle conditioning with water dumbbells, noodles, and other pool fitness equipment.
Swimming is not required! Walk in the lazy river (you’ll find it’s not really so lazy) to improve cardiovascular health, balance, and flexibility. We offer two different types of walking classes: Water Walking, which meets semiweekly; and Water Running, which meets once a week. Both classes mix up your workout with lazy river jets for resistance!

• Recommended for Ages 3+
Private or Semi-Private lessons are for swimmers who are looking to improve on skills, want more individual attention, or are not sure what class would be the right fit. Private lessons include three 30-minute lessons, or practice with a friend or family member and make it a semi-private lesson. Private lessons are offered year-round at the Renaud Center.

Get ready to dive into a fun and competitive season with the O’Fallon Torpedoes Swim Team! Based out of Alligator’s Creek Aquatic Center, our team offers the perfect blend of thrilling competition and a relaxed, supportive environment. This summer’s swim season will run from June to August.
The Torpedoes compete in the St. Charles County Summer Swim Team League, which means you’ll get to face off against other great local teams. Our meets are typically held on Monday evenings and occasionally on Saturday mornings. We also host several home meets throughout the season, so get ready to cheer on your teammates!
To join the team, swimmers must be able to swim the length of the pool without stopping. We also require all parents/guardians to participate and volunteer at swim meets. To ensure all volunteer roles are filled, a refundable $400 deposit is due at the time of registration. This deposit will be returned to you at the end of the season once all volunteer requirements have been met.

To ensure a safe and successful experience, all youth between 12 and 15 years old must complete our Youth Weight Room Orientation class before using the fitness equipment. This is required even if you’re working out with an adult.
The class will teach proper technique and safety protocols for using the weight room. Once you’ve completed the class, you will get a wristband from the front desk each visit, which you’ll need to wear while using the Fitness Center. DESIGNED FOR SENIORS
While we encourage seniors to join any of our class offerings, we understand needs and preferences vary. Some seniors may benefit from classes specifically designed for their age group. The following group fitness classes have been designed for seniors aged 65+:
Functional Flexibility for Seniors: Stretching and flexibility exercises designed for seniors (must be able to get on the ground).
SilverSneakers — Classic: Seated and standing exercises to increase muscular strength, range of motion, and activities for daily living.
SilverSneakers — Cardio Fit: Intermediate-level cardio class with aerobic movements designed to get the heart pumping.
SilverSneakers — Stability: Standing class designed to decrease the risk of falls with focus on improving balance and lower body strength.
S.W.A.T. Senior Weights and Toning: Build everyday strength & balance with functional exercises using light weights, bands, and more.
The Renaud Center is a proud partner of the SilverSneakers program.

20/20/20: 20 minutes of cardio, 20 minutes of strength, and 20 minutes of yoga stretch.
Barre Conditioning: Utilize the Barre to help improve balance, flexibility, coordination, core strength, and tone.

25TH ANNIVERSARY
O’Fallon Theatre Works began taking the stage in the City Hall gymnasium in 2001 and we’re excited to celebrate the 25th anniversary of OTW next year with a new renovated theater space!
Due to this renovation, O’Fallon Theatre Works will have a reduced schedule in 2026. While OTW will certainly miss entertaining our residents for that period of time, they’re very excited to welcome everyone into the new theatre!

Looking for the perfect place to host a party or special event to end the summer? Alligator’s Creek Aquatic Center in Civic Park is available for private rentals on Saturday and Sunday evenings until Labor Day Weekend. Multi-Purpose Room rentals
This versatile room easily accommodates 50 people and has a sink, countertop space, and tile floors. Tables and chairs can be set up at no extra cost. Outside food is allowed for an additional fee.
Gymnasium rentals
The gymnasium features two full-size basketball courts, an optional dividing curtain, and plenty of room for spectators. A minimum one-hour rental is required.
Natatorium rentals
Pool parties are limited to a maximum of 150. The natatorium includes zero-depth pool entry, interactive play structures, three lap lanes, a lazy river, a vortex, and 185-foot water slide. A minimum one-hour rental is required.
Lock-in & after hours rentals
Lock-ins are popular for graduations, reunions, school, and church gatherings. A minimum six-hour rental is required. Facilities include:
