A heartfelt thank you District 3 Council Member Gilbert Vasquez

City Council officially accepted the resignation of District 3 Council Member Gilbert Vasquez and expressed appreciation for his service to the community. Vasquez spent his career serving the community through the Ector County Independent School District before being elected to the Odessa City Council in 2022, representing District 3. Council also discussed whether to fill the vacant seat before the next election. Because the election is less than four months away and a special election would cost an estimated $300,000, the Council voted to leave the position vacant until voters elect a new representative. Former Council Member Vasquez resigned after some recent deaths in his family. The term for District 3 officially ends on November 3, 2026.

PROUD TO SERVE Every Pickup Matters After seven months with the City of Odessa’s Solid Waste Division, Ethan Quiroz shared insight into his role with the City. Quiroz emphasized the importance of the Solid Waste Division, and explained that trash is a normal facet of everyday life. As a Solid Waste Driver, Quiroz spends his workdays driving and collecting the bins around neighborhoods. “Trash is necessary to be taken out of the city and working as a Solid Waste Driver is a job that’s always going to be necessary,” he said. The position as a Solid Waste Driver was one Quiroz was looking forward to taking part in when he obtained his CDL license. “I am pretty proud of my position,” Quiroz said. “In the time I’ve been here, I think I've become a more cautious driver.” Quiroz helps provide essential services and works behind the scenes to keep Odessa clean.

A Lifetime of Giving Back

Whether in the classroom, volunteering in the community, or now with the City of Odessa, Joel Muñoz has always been driven by one purpose: giving back. Just one month into his role with the City's Solid Waste Division, Joel services several city locations and helps keep operations running smoothly by ensuring drivers have a clear path to perform their jobs. One of Joel's favorite parts of the job has been the bond he's built with his coworkers. He says their positive attitudes have made him feel welcomed and motivated to come to work every day. Before joining the City of Odessa, Joel dedicated 33 years to ECISD before retiring. He then worked in the pest control industry before beginning his new role with the City's Solid Waste Division.

Giving back has always been important to Joel. He helped start a group called Community in Action, where members worked together to support and serve the community. He and his wife also volunteer their time at the Crisis Center, continuing their commitment to helping others. For Joel, working for the City of Odessa is another way to make a difference in the city he has always cared about. As he puts it, “That’s the way I look at this job. I’m giving back to the community.” Whether he's helping keep Odessa clean, volunteering alongside his wife, or encouraging those around him with a positive attitude, Joel continues to make a difference. His dedication to serving others reflects the values of the City of Odessa, and we're proud to have him as part of our team.

the next generation of leadership ABRIL BUSTAMANTE

Every day, the City of Odessa has stories to tell. From major projects and community events to the people working behind the scenes to serve residents. Helping share those stories takes a dedicated team, and this summer, the City's Communications Department welcomed two interns, Abril Bustamante and Rebeca Salinas, to be part of that mission.

CAREER IN ACTION Odessa native Abril Bustamante is a junior at The University of Texas Permian Basin, where she is pursuing a bachelor's degree in Marketing. Before beginning her internship, Abril had one clear goal: to become a business owner. By the end of the summer, that dream had evolved into something even bigger. "I didn't realize I'd enjoy working for my City this much," said Bustamante. "I still want to become a business owner, but now I want to do it with a focus on serving people. I love being behind the scenes, working alongside our City leaders and helping showcase Odessa in the best light." One of Abril's favorite experiences was covering the Odessa Police Department's tour for members of the House of the Sycamore Tree, an Odessa nonprofit dedicated to empowering individuals with developmental disabilities and other special needs. "That was such a treat," said Bustamante. "I loved seeing how we can step up to help members of our community who are in need."

the next generation of leadership REBECA SALINAS

MEANINGFUL IMPACT Alongside Abril was Rebeca Salinas, a Rio Grande Valley native entering her first year of a master's program in Linguistics at the University of Texas Rio Grande Valley. In addition to her studies, Rebeca has a background in journalism. "I love communications, and this position opened my eyes to a side of the field I hadn't experienced before," said Salinas. "Now, I know I want my career to reflect a commitment to serving the public." In Communications, no two days are ever the same. While Rebeca had many memorable experiences throughout the summer, volunteering at the Texas Oncology Clinic and the Odessa Animal Shelter stood out the most. Once a month, the Communications Department serves lunches to cancer patients going through treatment. "Being in these spaces made it clear to me that I want to continue growing in fields where community impact is at the forefront," said Salinas. As they return to school this fall, both Abril and Rebeca will carry with them the knowledge, skills, and experiences they gained during their internship with the City of Odessa. The internship also left each of them with valuable lessons they'll take into the next chapter of their careers. "One thing I've learned is that EXCELLENCE should always be the standard," said Bustamante. "The goal should always be to work hard and continually improve your performance," added Salinas.

PARKS AND RECREATION T H E N E X T G E N E R AT I O N OF LEADERSHIP

Sean Secundino, 17, has spent his summer interning with the City of Odessa's Parks and Recreation Department. A student at Odessa Collegiate Academy, Sean wanted to make his summer meaningful while giving back to the community he loves. He enjoys working outdoors, helping set up events, and following in the footsteps of his grandmother, Sonia Murillo, Executive Assistant to the City Manager, who has proudly served the City of Odessa for more than 30 years.

Zury Espin, 17, chose to intern with Parks and Recreation because she wanted to help bring local events to life and see Odessa families enjoy time together. A student at Permian High School, Zury’s favorite part of the summer has been watching the community come together at City events. Inspired by her mother, Rosalva Juarez, who serves in the City's Finance Department, Zury has enjoyed spending her summer giving back to the community she calls home.

While each intern's experience was unique, they all shared a common goal: learning, growing, and making a meaningful impact in the City of Odessa. Throughout the summer, interns gained hands-on experience across multiple departments, including Municipal Court, Building Inspections, Utilities, Parks and Recreation, Planning, and Communications. The City of Odessa is also proud to recognize Anai Lopez, Litzy Guillen De Paz, Chrislly Casales, Rochely Sifuentes, and Grace Parker for their hard work, dedication, and willingness to serve our community. Their enthusiasm and fresh perspectives made a lasting impact, and we look forward to seeing all they accomplish in the future. As another successful internship program comes to a close, the City of Odessa remains committed to investing in the next generation of leaders by providing opportunities that inspire growth, encourage public service, and prepare students for successful careers. Obesity and type 2 diabetes— both strongly influenced by diet—are major contributors to CVD. Cancer and mood disorders also significantly impact health and quality of life. Nutrition is a powerful tool for preventing and managing these conditions.

Dr. Stephen Kopecky, a preventive cardiologist at Mayo Clinic, explains that "Nutrition is now the No. 1 cause of early death and early disease in our country and the world." S TO P O N R E D W E E K AUGUST 2-8 Reminders Always come to a complete stop at red lights to help prevent serious intersection crashes. Taking a few extra seconds to stop can prevent injuries and save lives.

How you can help Come to a complete stop at every red light. Slow down when approaching intersections and never try to beat a yellow light. Stay focused by avoiding distractions like phones, eating, or adjusting your GPS. Watch carefully for pedestrians, cyclists, and children, especially near crosswalks. Keep a safe following distance to allow enough time to stop. Drive defensively by looking both ways before entering an intersection, even when the light is green.

Safe driving is everyone's responsibility, whether driving for work or personal reasons. Obeying traffic signals helps protect drivers, passengers, coworkers, pedestrians, cyclists, and everyone else on the road. During Stop on Red Week, remember that one complete stop can make all the difference.

GOALS & VISION

The City of Odessa has an opportunity to strengthen transparency, build public trust, and encourage civic engagement by establishing the City of Odessa Citizens UniverCity. This seven session interactive program will provide residents with a behind-the-scenes look at how our city operates through presentations, facility tours, demonstrations, and conversations with City leadership. The program concludes with a Graduation Ceremony recognizing participants as ambassadors for the City of Odessa. The ceremony will take place at a City Council meeting. By providing residents with an inside look at the people, services, and decisions that keep Odessa moving forward, the program aims to: Develop a better understanding of local government. Explain how City services are funded and delivered. Build connections with the employees who serve our community. Provide firsthand experiences through tours of City facilities and operations. Teach participants how to access City information and services. Encourage participation in local government. Foster civic pride and strengthen community partnerships. Throughout the program, participants will also learn about the City's Strategic Goals and the initiatives shaping Odessa's future. From infrastructure and public safety to quality of life, economic development, and community engagement, Citizens UniverCity provides insight into how these priorities guide decisions and investments across the organization. Graduates will be encouraged to stay involved by serving on one of the City's many boards and commissions, where residents help shape policies, provide valuable input, and strengthen their community. Whether sharing expertise, representing their neighborhood, or simply wanting to make a difference, serving is one of the most meaningful ways to help move Odessa forward. This event will be held during a City Council meeting.

PROGRAM STRUCTURE Length: Seven weekly evening sessions, followed by a Graduation Ceremony. Wednesdays from 5:30 p.m. - 8:00 p.m. Dinner will be provided at every session. Interactive presentations. Facility tours. Hands-on demonstrations. Q&A Networking with City leadership.

Eligibility: Be at least 18 years of age. Reside within the Odessa city limits for at least a year. Be registered to vote in Ector County. Not currently hold or be a candidate for elected office at the city, school district, county, state, or federal level. Commit to attending all seven sessions and the Graduation Ceremony.
