SERGEANT MARK BUTLER Almost one year has passed since the City of Navasota lost Sergeant Mark Butler, a dedicated law enforcement officer whose life and service left a lasting impact on the Navasota Police Department and the community he faithfully served. While time has moved forward, the memory of Sergeant Butler remains deeply rooted in the hearts of his fellow officers, city staff, family, friends, and residents who continue to honor his legacy through remembrance, reflection, and unity.

A YEAR OF REMEMBRANCE

The anniversary of Sergeant Butler’s passing serves as a solemn reminder of the sacrifices made by law enforcement officers and their families. Sergeant Butler was known for his commitment to public safety, his professionalism, and his compassion for others. He approached his role with integrity and a genuine desire to serve, earning the respect of colleagues and the trust of the community.

Over the past year, the Navasota Police Department has carried his memory forward through acts of service and quiet reflection. For many within the department, Sergeant Butler was more than a coworker. He was a mentor, a friend, and a steady presence whose example continues to guide those who serve.

SERGEANT MARK BUTLER MEMORIAL HIGHWAY In recognition of his service and sacrifice, a portion of State Highway 6 has been designated as the “Sergeant Mark Butler Memorial Highway.” House Bill 3510, authored by State Representative Trey Wharton of House District 12, unanimously passed both chambers of the Texas Legislature and was signed by Governor Greg Abbott, officially designating the highway in his honor. The legislation designates the stretch of State Highway 6 between College Station and Navasota in Sergeant Butler’s honor. While memorial signage has not yet been placed, the designation represents a lasting tribute that will ensure Sergeant Butler’s name and sacrifice are remembered by all who travel the corridor. The placement of the memorial signage is currently being coordinated, with the total cost estimated at approximately $40,000. The Navasota Police Department is actively working to raise the necessary funds to bring this tribute to fruition.

COMMUNITY SUPPORT THROUGH FUNDRAISING As part of the one year anniversary of Sergeant Butler’s death, the Navasota Police Department will host a BBQ plate fundraiser on Thursday, January 15, the anniversary of his passing. Proceeds from the fundraiser will go directly toward funding the memorial highway signage. The BBQ plate fundraiser reflects the spirit of togetherness and service that Sergeant Butler embodied. Officers and volunteers will come together to prepare and serve plates, creating an opportunity for the community to show support for local law enforcement while helping ensure Sergeant Butler’s legacy is permanently recognized. Community members are encouraged to participate, not only to enjoy a meal, but to take part in honoring a fallen officer whose service meant so much to Navasota.

A LASTING LEGACY Sergeant Mark Butler’s legacy is defined not only by his years of service, but by the values he demonstrated each day. His dedication to duty, care for others, and unwavering commitment to the community continue to inspire those who serve with the Navasota Police Department. As the community pauses to remember one year later, there is gratitude for the life Sergeant Butler lived and the service he gave. Through the memorial highway designation, the ongoing fundraising efforts, and continued remembrance, his legacy will endure. The Navasota Police Department and City of Navasota invite the community to join in honoring Sergeant Mark Butler on Thursday, January 15. Together, through remembrance and support, his service and sacrifice will not be forgotten. 5

UTILITY BILLING AT YOUR SERVICE

When you walk into City Hall or call with a question about your utility bill, you are greeted by more than just a payment counter. You are met by real people who care about helping our community. Babiana, Melany, and Courtney are the friendly faces behind the Utility Billing Department, and they are here to assist residents with everyday needs like starting or transferring service, reporting concerns, and making sure your bill makes sense. We know that understanding your monthly utility bill is important. Whether you are setting up new service, noticing unusual water or gas usage, or just looking for the easiest way to pay, our local utility billing specialists are here to help keep things running smoothly.

CONVENIENT WAYS TO PAY Residents have several easy options for paying their utility bill. You can manage your account online through the consumer portal by visiting NavasotaTX.gov. Automatic bank draft payments can be set up through the portal or in person by completing a draft request with a voided check. For added convenience, a 24hour payment kiosk is available in the foyer of City Hall at 200 East McAlpine. Payments can also be made by phone at (936) 463-0407 or in person at the Utility Billing desk inside City Hall from 8 AM to 5 PM, Monday through Friday.

HELPFUL REMINDERS AND RESOURCES Utility payments are due on the 15th of each month. If the 15th falls on a weekend or holiday, payment is due by 5 PM on the next business day. Scheduling an automatic payment is a great way to avoid the 10 percent late penalty.

If you need a little extra time to pay, extensions may be filed in person by 5 PM on the business day before disconnection to avoid service interruption. Questions about your

COMMON RESIDENTIAL SERVICE FEES For residential customers, standard fees include a $100 water connection, $100 gas connection, a $25 transfer service fee, and a $25 service turn off at the customer’s request. After hours reconnections requested by customers are $45.

Guidelines at a Glance New year, fresh start and maybe a little extra clutter to clear out. January is the perfect time to turn those “I might need this someday” items into someone else’s great find. Whether you’re planning your first garage sale of the year or just love a good bargain hunt, a little preparation goes a long way before you set up the tables and price tags. If you’ve ever hosted (or shopped!) a garage sale, you know it’s part treasure hunt, part bargain fest … and part logistical dance. The City’s Article 4.05 – Garage Sales spells out what’s allowed, what’s not, and when.

NEW & IMPROVED: ONLINE PERMIT APPLICATION! Here’s the exciting part: you no longer need to drive down to City Hall to get your $5 garage sale permit. The City has launched an online permit system so you can apply, submit, and pay all from your computer or phone. YOUR GARAGE SALE, YOUR WAY - LEGALLY! Here’s your quick “how-to” checklist for a stellar and legal garage sale: • Plan ahead — don’t wait until the last minute. • Apply online using the link above and pay your permit. • Pick your 72-hour window and stay within 7 a.m. to 6 p.m. • Promote your sale — but take down all signs within 3 days of closure. • Be the seller — you (the occupant) must conduct the sale. • Play nice — avoid noise, clutter, or anything that disturbs neighbors. • Stick to your two-sales-per-year limit (unless new occupant exception applies). • Keep a copy of your permit on site during the sale — just in case.

SMOKE ALARMS

at home

Smoke alarms are a key part of a home fire escape plan. When there is a fire, smoke spreads fast. Working smoke alarms give you early warning so you can get outside quickly and safely.

SAFETY TIPS: Install smoke alarms in every bedroom. They should also be outside each sleeping area and on every level of the home.

Large homes may need extra smoke alarms. It is best to use interconnected smoke alarms. When one smoke alarm sounds, they all sound. Test all smoke alarms at least once a month. Press the test button to be sure the alarm is working. Current alarms on the market employ different types of technology including multi-sensing, which could include smoke and carbon monoxide combined. Today’s smoke alarms will be more technologically advanced to respond to a multitude of fire conditions, yet mitigate false alarms. A smoke alarm should be on the ceiling or high on a wall. Keep smoke alarms away from the kitchen to reduce false alarms. They should be at least 10 feet (3 meters) from the stove. People who are hard-of-hearing or deaf can use special alarms. These alarms have strobe lights and bed shakers. Replace all smoke alarms when they are 10 years old.

FREE SMOKE ALARMS Available at the Navasota Fire Department

A year after launching an expanded Smoke Detector Program through strong community partnerships, the Navasota Fire Department continues to offer free smoke alarms to residents who need them. Working smoke alarms are one of the simplest and most effective ways to protect your home and family, especially during the winter months when the risk of house fires increases. Thanks to continued support from local partners and the City’s commitment to public safety, NFD has smoke alarms available at no cost. Residents can stop by the Navasota Fire Department or contact staff to learn how to receive one. Winter is a time when many households rely more heavily on heaters, fireplaces, space heaters, and electrical appliances. These everyday comforts can also increase fire risks if not used safely. NFD encourages residents to keep the following winter safety tips in mind: • Test smoke alarms monthly and replace batteries if needed • Keep space heaters at least three feet away from anything that can burn • Never leave fireplaces, candles, or cooking unattended • Use extension cords and electrical outlets safely and avoid overloading them • Make sure heating equipment is in good working condition Smoke alarms provide an early warning that can save lives by giving families time to escape during a fire. If your home does not have a working smoke alarm, now is the time to take action. Residents in need of a free smoke alarm can contact the Navasota Fire Department at (936) 825-7388 or visit www.navasotatx.gov/fire for more information. Keeping our community safe starts at home, and small steps like installing a smoke alarm can make a big difference.
