CONSUMER CONFIDENCE REPORT (CCR) titled “City of Miramar Water Quality Report”. This past July, we published our Water Quality Report. This is an annual report required by the Florida Department of Environmental Protection (FDEP), which provides information to the consumer about your drinking water. The report gives an overview on water treatment, drinking water contaminants, water quality, source water assessments, health information, water conservation programs and year round landscape irrigation rules. It also informs residents on neighborhood improvements, leak detection programs, wastewater collection system rehabilitation, and reclaimed water customer connections. Offered to the consumer at no charge, this report ensures YOU, the resident that the water used in your homes and businesses meets the FDEP standards. SUPERCHLORINATION is a common utility practice the City employs to maintain water quality in the distribution system. The treatment adds additional chlorine to the distribution system, as a precautionary measure, to disinfect and remove any contaminants that might be resistant to regular chlorination. The event general takes place for two consecutive weeks during the last quarter of the year. All residents/customers receive notification through the water bill, local newspapers, the City’s cable channel and website. SUPERCHLORINATION WILL BEGIN THIS YEAR ON OCTOBER 7, 2015. The CAPITAL IMPROVEMENT PROGRAM helps the City to continue preserving and protecting our water and wastewater infrastructures. In 2014, the City determined Historic Miramar, east of University Drive that the time had come to rehabilitate the sewer system, since its original construction dated back to the 1950’s. Using state-of-the-art trenchless technology, the project applied cured-inplace pipes (CIPP), repaired leaks and restored the integrity of the collection system, by installing polyethylene liners inside the existing sewer pipes without the need of excavating roads or backyards. The project improved approximately 11,500 linear feet of 8-inch gravity sewer line from Island Drive to S.W. 62nd Avenue upgrading 2,263 properties. To date, the project continues its rehabilitation efforts. The WATER METER REPAIR and REPLACEMENT PROGRAM began in 2014 replacing and upgrading approximately 4,000 water meters and meter components that had reached their useful operating life. The Utilities staff, to date continues maintaining, repairing and replacing water meters to ensure accurate water accountability. TIME SAVING TECH TIPS by Jenae Duarte

As we are entering our fall season and inching closer to “falling back” on November 1st-- and the dark mornings are making it increasingly difficult to wake up—well, if you are anything like me, you’ll be happy to gain that hour back. Thinking of gaining time, I am reminded that time is our most precious commodity as we only have a limited amount of it. Once it’s done, that’s it. In the spirit of taking advantage of technology to maximize the time we have, I have two of my favorite apps and programs that will boost your productivity and help you be more efficient with your time. The first of my favorite tech tools on the list will be a game-changer for you if you are in email purgatory. This awesome program is called Unroll.me https://unroll.me . This is an email subscription management tool. It is completely FREE! This program will help you automatically unsubscribe from many of those pesky email newsletters (not this one of course) that you probably have no idea on how you got involved with in the first place. Another cool feature you will love; it allows you to keep the subscriptions that you do want and “rolls” them into one single email for the day at the time of your choice. You also have the option of keeping the emails you want to receive in your inbox as is. How awesome is that! And did I mention it’s free?! This tool took me from nearly 200 emails per day to around 20. If you are like me and have multiple email accounts you will need to do this for each account separately-- but it’s totally worth it. The next one is an actual app but can be used as an extension in Google Chrome as well. I personally use both. The app is called Keeper which you can get at https://keepersecurity.com . I have it on my phone which is password protected and keeps all of my passwords in one handy and safe location. This one keeps me from having to remember a million passwords. My favorite feature of this app is that you can sync it to the web version and as you go to the various sites you use on the web, it will auto-populate the username and password fields for you. Also, it has a password generator that you can use to come up with unique and complicated passwords when updating or opening new accounts. With the issues of Cyber security, it’s vitally important to keep your passwords updated and complicated. This app is free but it has optional upgrade plans.

Water Program Conserving Water in an Economic, Safe & Environmentally Friendly Manner Frequently Asked Questions What is Reclaimed Water?

Reclaimed water is recycled wastewater which has undergone a high level of treatment, including filtration and disinfection, so it can be safely reused. Commonly referred to as reuse water, it can be used to replenish our depleting groundwater supplies for landscape irrigation applications.

What are the Benefits?

Water reuse curtails withdrawals from the Biscayne Aquifer, our region's primary water supply, and provides a recharge mechanism as reclaimed water used for irrigation percolates into the ground. Reuse water also: + Helps keep utility fees low + Promotes water conservation + Promotes Miramar's Green Initiative (Resolution No. 08-167) + Promotes environmental stewardship + Conserves valuable aquifer resources + Reclaimed water is beneficial to landscaping + Eliminates staining on exterior walls, driveways, sidewalks, etc. + Exempts users from all mandatory water shortage orders and usage restrictions + Complies with statutory requirements, the City's Consumptive Use Permit conditions and water supply elements of the City's Comprehensive Plan

Who Can Use it?

Reclaimed water can serve industrial facilities, urban landscapes, parks, roadway medians and residential irrigation. Our own City of Miramar has been irrigating public green areas and residential community common spaces with reuse water since 1996.

How is Reuse Water Rendered Safe?

Three key elements ensure the safe utilization of reclaimed water:

+ A High Treatment Level: Only water of the highest quality is discharged into our system. Continuous monitoring allows for diversion of water which does not meet quality standards and precludes it from entering the reuse water distribution system. + A Separate Distribution System: A separate distribution system, not connected in any manner to our drinking water supply, is installed and clearly identified by color coding (purple) and signage. This ensures that the Public is made aware of any reuse in service, and that crossconnection with the drinking water system will never occur. + A Public Education and Information Program: Miramar takes pride not only in its leadership role with regard to water resource conservation, but also in educating and keeping residents informed on the benefits and limitations of reuse water program.

Why did Miramar Implement a Reuse Program?

Our City, like all other south Florida communities, is faced with diminishing fresh water supplies. As water

restrictions continue to affect the quality of life of all residents, reuse is critical to the conservation of water supplies for current and future generations. In addition, the implementation of a reclaimed water system was a condition incorporated into the Wastewater Reclamation Facility construction and operating permits.

Is the Reuse Water Supply Reliable?

The City maintains a reuse system that meets all applicable jurisdictional requirements for redundancy and reliability. As such, the system is designed to produce and distribute irrigation water quality water at all times. The City has recently expanded production and storage capacities to 4 million gallons per day (4 MGD) to help ensure continuity of reuse service. On rare occasion, the system may require maintenance and reuse water may not be available for short periods of time. Every effort will be made to keep users of the system informed of such events in a timely manner.

What You Should Know About the Limitations of Reuse Water: + Do NOT drink water from clearly marked reuse sources. + Do NOT connect residential plumbing to a reuse source. + Do NOT fill your swimming pool / spa with reuse water. + Do NOT install hose connections to a known reuse source.

Reuse water is NOT intended for recreational or any use other than landscape irrigation.

HALLOWEEN SAFETY TIPS The Miramar Police Department would like everyone to have a safe and enjoyable Halloween. Below are some important Halloween safety tips to remember: Drivers should drive below the posted speed limit in residential areas during trick-or-treating hours. This will allow you time to brake if you see a child dart in front of you. Be sure to show your children how to cross a street properly. Make sure your child carries a flashlight, glow stick or has reflective tape on their costume to make them more visible to cars. Also make sure costumes are fire proof or treated with fire retardant. If your child is wearing a mask, make sure that the eye holes are large enough for good peripheral vision. Make sure that if your child is carrying a prop, such as a sword or pitchfork, that the tips are smooth and flexible enough to not cause injury if fallen on. Avoid costumes that could cause children to trip. Children should always go out trick-or-treating accompanied by a responsible adult. Trick-ortreaters should not cut through fields, backyards or unlit areas. Make sure you stay in populated areas and not to go off the beaten path. Instruct your children not to eat any treats until they bring them home to be examined by you. Teach your child to never go into the home of a stranger or get into their car. Explain why this is not a good idea and what to do if someone approaches them and tries to talk to them. Explain to kids of all ages the difference between tricks and vandalism. Throwing eggs is vandalism. Keep pets indoors, but keep in mind animals may become alarmed if they do not recognize you or your children wearing costumes. Please report any suspicious activity to police.

#OURMIRAMAR HOSTS THE 2015 NBC-LEO SUMMER CONFERENCE

The City of Miramar was proud to host the National Black Caucus of Local Elected Officials (NBC-LEO) in partnership with the World Conference of Mayors, Annual Summer Conference Wednesday, August 5 through Saturday, August 8, 2015. The National Black Caucus of Local Elected Officials (NBC-LEO) was created in 1970 to represent the interests of African American elected officials. NBC-LEO’s objectives include increasing African American participation on the National League of Cities steering and policy committees to ensure that policy and program recommendations reflect African American concerns and benefit their communities. Nearly 200 elected officials from across the country participated in the conference. They attended several seminars ranging from how cities handle electrical power grids and energy conservation, implementing sewer repair and replacement warranty programs to police brutality and its affect on public trust and Stand Your Ground polices and strategies at the local, state and federal level. NBC-LEO President, Mayor James Walls and committee coordinated an impressive host of plenary sessions and keynote speakers including U.S. Representative Alcee Hastings, Florida State Senator Chris Smith and National League of Cities Executive Director, Clarence Anthony. Miramar hosted “A Night in the Caribbean” welcome reception at the Miramar Cultural Center followed by a live concert featuring the Jason Taylor Foundation, CODE RED and Deep Fried Funk. An awards luncheon to recognize Miramar community leaders for their contributions in Education, Economic Development, Spiritual Leadership and Community Partnership added to the conference experience. In addition, Miramar hosted a mobile bus tour of our beautiful city which included a tour of the Federal Bureau of Investigations Miami Field Office.

The Miramar Police Department would like to wish the community a safe and joyous holiday season. We suggest following these prevention tips to thwart thieves and other criminals from ruining your holidays: Avoid wearing expensive jewelry or carrying large amounts of cash. Whenever possible, use credit/debit cards. Park in a well-lit space, and be sure to lock your car and close your windows. Don’t leave valuables in your car. Covering items to hide them does not work either. It may only draw attention. If you must leave valuable items in your car while out and about, place items out of sight before reaching your destination or move them inconspicuously. Someone may be watching when you put items under a seat or in your trunk. When returning to your auto (or home), have your keys in your hand, ready to open the door. Unload your valuables immediately. Do not store valuables in your car any longer than necessary, and certainly never overnight. Be extra careful with purses and wallets. Carry a purse close to your body, not dangling by the straps or sitting in a shopping cart. Notify the credit card issuer immediately if your credit card is lost, stolen or misused. Keep a record of all of your credit card numbers in a safe place at home. Avoid overloading yourself with packages. It is important to have clear visibility and freedom of motion to avoid mishaps. Beware of strangers approaching you for any reason. At this time of year, “con-artists” may try various methods of distracting you with the intention of taking your money or belongings. Try to shop with friends or relatives. There is safety in numbers. Shopping with kids? Teach them to go to a store clerk or security guard if you get separated. If you see suspicious activity, call the police immediately.

LET’S DO OUR PART TOGETHER. The WATER CONSERVATION PROGRAM focuses on conserving and protecting our most important resource-WATER. Together with Broward County and 18 other local governments, the City of Miramar has joined the efforts through the Broward Water Partnership Program in making water conservation a top priority within our community. This program is an award-winning concept that has received “Best in Class” for its excellence, in water conservation, from the Florida section of the American Water Works Association. The Partnership has set a goal to save 30 million gallons of water per day, and YOU can help us reach that goal. Conservation starts with these simple steps:

Turn off the tap while shaving or brushing your teeth. Showers use less water than baths, as long as you keep an eye on how long you’ve been lathering. Plug up the sink or use a washbasin if washing dishes by hand. Use a dishwasher only when fully loaded. Keeping a pitcher of drinking water in the refrigerator instead of letting the faucet run until the water is cool. Add food wastes to your compost pile instead of using the garbage disposal. Wash only full loads of laundry or use appropriate water level or load size selection on the washing machine. Create a water-smart landscape that is both beautiful and efficient give your home the curb appeal you desire. Sweep driveways, sidewalks and steps rather than hosing off. Wash the car with water from a bucket, or using commercial car washes that recycle their water. These are all small, but important steps in saving water.
