Minot City Hall Construction Continues
Construction at the new City Hall in downtown Minot remains on schedule, as interior and exterior work to remodel the building continues. The new location will provide additional space for the emergency dispatch center and create efficient workspaces for various City departments. Currently, some departments are working in different locations due to space constraints; this new location will bring more employees under the same roof. The City hopes to move into its new space in the spring of 2023.
The activity to relocate City Hall and the emergency dispatch center out from a potential flood zone and into the downtown area, was identified in the National Disaster Resilience (NDR) Action Plan. The original NDR allocation for the project was $3.75 million, with another $4 million added to the project by a substantial amendment that eliminated the Downtown Public Gathering Space project. After construction bids came in higher than expected, an additional substantial amendment was added in January of 2022, bringing the total NDR project allocation to $8,222,593. The project is being managed by City of Minot Engineer Lance Meyer.
PROJECT HIGHLIGHTS
Acquisition Program
• Overall, the City of Minot has acquired 215 properties to date: 87 properties using NDRCDBG funds and 128 properties using State Water Commission Funds; 7 properties included in the 87 NDR properties were partially funded with State Water Commission funds. These properties are needed for on-going or upcoming flood mitigation projects. .
• The latest contract to demolish acquired properties during the 2022 season was awarded in May; so far, eleven demos are substantially complete. The final property demolition has begun and should be completed mid-October. Overall, the City has demolished 150 properties, with 74 of those being funded by NDR-CDBG funds.
Affordable Housing
• Milton Young Towers (MYT) renovations continue to move forward in a timely fashion. Recently, the NDR team met with contractors and project completion is anticipated for June 2023. All supplies have been ordered and inventoried for the entirety of the project.
• Construction is complete on Park South II; the final draw has been submitted.
• Construction is complete on Souris Heights; the final draw has been submitted and will be put on Council agenda for approval.
• The City continues to work with Project BEE to move the development of the 17-unit Broadway Circle affordable housing complex forward. In August, it was proposed to amend the City of Minot’s Allocation 1 Action Plan to allocate a portion of the remaining CDBGDR funds towards the LMI housing component of the Broadway Circle housing/Family Homeless Shelter project. The public comment period will be up on October 7, and then the Substantial Amendment will be sent to HUD for approval.
Family Homeless Shelter
• The City continues to work with Project BEE to move the development of the Family Homeless Shelter forward. Once Project BEE’s funding strategy for the Family Homeless Shelter and the Broadway Circle affordable housing complex come together, a preconstruction meeting will be scheduled to commence construction.
City Hall
• Construction continues at the new City Hall location. Contractors continue with tiling bathrooms and painting throughout the renovated building. Cabinetry is complete on the 2nd floor, while 3rd floor cabinetry will be delivered in the first week of October. Overall progress of the project is still in alignment with the construction schedule provided by Rolac.
Center for Technical Education
• The Center for Technical Education (CTE) project is moving forward; asbestos abatement work is still slated to be completed by October 31. Roers Construction is slated to be the project’s construction manager; a bid package is intended to be issued in early October.
