In Healdsburg, we cherish our history. Founded on the site of a Southern Pomo village called Ka’le, agriculture dominated the landscape after European settlers came in the 1850s. Hops, then prunes, and now grapes have all flourished in the rich farmlands surrounding the community.

CITY GOVERNMENT City Council The Healdsburg City Council is the governing body of the city. The Council sets policies for the city and adopts a biennial budget.

The Council consists of five members, who are elected by the voters of Healdsburg for four year terms. Each year the Mayor is elected by a vote of the City Council. The positions of City Manager and City Attorney are appointed by the Council. The City Council meets the first and third Monday of the month at 6:00 pm at Healdsburg City Hall, 401 Grove Street. Municipal Code A Municipal Code is a collection of laws that are enacted and enforced by a village, town, city, or county government. The Healdsburg Municipal Code is updated as new ordinances are adopted by the City Council.

The City of Healdsburg conducts General Municipal Elections in November of evennumbered years.

The Healdsburg City Council is comprised of five elected Councilmembers. The Mayor is chosen each year by the City Council.

CITY GOVERNMENT
Boards & Commissions Cities and counties appoint citizen boards, commissions, and committees to advise their governing bodies on a wide range of policy issues. All Commissions follow open meeting laws and all meetings are open to the public, in-person and online. Below is a list of City of Healdsburg Commissions. Regional Elected Officials The Sonoma County Board of Supervisors sits as the governing body of Sonoma County and other special jurisdictions. The Board is composed of five County Supervisors elected from geographic districts for four year terms. The City of Healdsburg is in Sonoma County District 4; State Assembly District 2; State Senate District 2; and U.S. Congressional District 2.
Healdsburg Fire Department is an allrisk fire department that responds to fires, medical emergencies, traffic collisions, hazardous materials incidents, and other emergencies.
EMERGENCY SERVICES Fire
The department staffs a full-time engine 24 hours a day, 365 days a year, with daytime and reserve personnel providing additional staffing. HFD both provides and receives support through Sonoma County’s mutual-aid system, working with neighboring fire departments, fire districts, and CAL FIRE to keep Healdsburg and the surrounding area safe.
Fire Prevention Healdsburg Fire Prevention Division administers the California Fire Code and local ordinances. In addition to reviewing construction plans and conducting statemandated inspections, the Fire Prevention team manages a comprehensive wildfire mitigation program that includes prescribed burning and vegetation management in the Healdsburg Ridge and Fitch Mountain Open Space Preserves. The City also maintains an annual weed-abatement program and offers free Wildfire-Mitigation Assessments to help residents learn how to make their homes and properties more wildfire-safe.
EMERGENCY SERVICES Police The Healdsburg Police Department is responsible for the protection of life and property, the maintenance of order, the control and prevention of crime, and the enforcement of motor vehicle laws and regulations. With a focus on community oriented policing, the department is known for its close connection to the community. The department is also responsible for code enforcement, such as illegal vacation rentals, noise complaints, construction complaints, and more.
Safe Gun Storage The Healdsburg Municipal Code regulates the safe storage of firearms. All persons who keep a firearm in a residence are required to keep the firearm(s) in a locked container or disabled with a trigger lock, unless the firearm is carried upon the person or is otherwise in the immediate control and possession of a person in accordance with applicable local, state, and federal law.

RESIDENT RESOURCES City Electric The City of Healdsburg operates its own electric utility as part of the Northern California Power Agency. The Electric Department is responsible for power procurement for the city, compliance with state and federal regulatory requirements, and providing conservation programs to customers. Currently, Healdsburg electric rates are less than PG&E and system reliability is greater than PG&E. The department is responsible for the operation and maintenance of reliable distribution of electricity to the City.
Pacific Gas & Electric While Healdsburg Electric provides electric service locally, PG&E is the natural gas service provider to Healdsburg customers. The customer service number for PG&E is 877-660-6789.

RESIDENT RESOURCES Water The City’s Water Department produces, treats, stores, and distributes water through over 63 miles of pipeline to Healdsburg residents and businesses. The Water Department staff monitors and maintains service lines, repairing damage to the distribution system and maintains the well pumps, reservoirs, and booster pumps. Maintenance of water quality to meet state water quality standards is a high priority for the department.
Wastewater The City of Healdsburg’s wastewater collection system consists of 55 miles of sewer mains and other equipment. The sewer mains and lift stations convey residential, commercial and industrial wastewater to the City reclamation facility. The water reclamation facility is also home to the City’s floating solar array (below). Crews respond to service calls for blockage problems in the collection system and house service laterals. Collection system facilities (pumps and motors) are serviced on a routine basis.
RESIDENT RESOURCES Utility Billing Customers who would like to connect to Healdsburg utilities must complete an application and meet a deposit requirement. New service is typically initiated within 24 hours of receipt of a signed service application and satisfaction of the deposit requirement. For more information call 707-431-3307.
Utility Discounts The City of Healdsburg offers lowincome discounts for qualifying low-income customers through the CARE Program. For more information on the CARE Program visit healdsburg.gov or call 707-431-3330. The City of Healdsburg recommends that qualifying lowincome customers use the Home Energy Assistance Program (HEAP). This state program has funds to help you pay one or two months of electricity per year and offers free energy improvements. For more information call HEAP at 800-233-4480.

Recycled Water Healdsburg is proud to offer a Recycled Water program for residents. Our recycled water is municipal wastewater that has been extensively treated for non-potable uses such as irrigation for vegetable gardens, lawns, trees, and landscaping. The recycled water can be delivered by local hauling companies with a delivery fee or is available for self-hauling.
RESIDENT RESOURCES Solid Waste Recology Sonoma Marin provides weekly garbage, recycling, compost, and construction and demolition collection, as well as street sweeping to Healdsburg residents and businesses. Rates are based on the size of your trash can; recycling and compost are included. Recology also provides curbside battery collection and one free bulky item pick-up per year for residents. Compost Program The City of Healdsburg has a compost hub in partnership with Zero Waste Sonoma. The compost hub is located at Badger Park, on the east side of the community garden and is open from dawn to dusk. The hub provides free compost for residential uses year round. The compost is certified USDA organic, OMRI listed, CDFA listed, and is produced from local facilities that process material collected from residential green carts. The compost does not contain biosolids or manure. Bring your own container and shovel. No equipment or commercial use, please. For more information visit zerowastesonoma.gov.

COMMUNITY SERVICES Senior Center The Healdsburg Senior Center is a recreational hub for active older adults in Healdsburg. Located at 133 Matheson Street in the heart of downtown Healdsburg, the Senior Center is a fantastic place to meet friends for a bistro lunch, take classes, join a seminar, and much more.

PARKS AND FACILITIES Enjoy Healdsburg’s beautiful parks and open spaces! With 11 parks and two open space areas, there are plenty of places to relax, play, and create memories. Planning a celebration? Reserve a park space for birthdays, anniversaries, and special events. Small sites accommodate up to 40 guests, while larger sites can host 41–100 guests.

Fitch Mountain Park and Open Space Preserve A crown jewel of northern Sonoma County, Fitch Mountain rises over Healdsburg. This scenic landmark boasts a diverse ecosystem and offers stunning views from its peak. The 173-acre preserve is 991 feet tall, but we call it a mountain!
Healdsburg Ridge This 155-acre Preserve boasts a rich ecosystem with wetlands, woodlands, chaparral, and grasslands. Its diversity supports more than 40 bird species and rare plants. Hiking trails range from easy to moderate.
Aquatics The Healdsburg Swim Center, located at Healdsburg High School, includes a 25meter, 8-lane pool with a diving board, small slide and a 2-3 foot deep training pool as well as showers, locker rooms, and a spectator area. The Swim Center offers a recreational swim program, a comprehensive learn-to-swim program, lap swimming, and a youth swim team program during the summer. Group and private lessons provide instruction for beginners to advanced swimmers, ages 6 months to 18 years old.
PARKS AND FACILITIES Plaza Park, the Heart of Healdsburg
In 1857, Ohio native Harmon Heald laid out a plan for a town on the site of a Southern Pomo village called Ka’le. The descendants of Ka’le are members of the Dry Creek Rancheria of Pomo Indians. Heald donated land for schools, churches, and a cemetery, and sold other plots for $15 each. A visionary, Heald donated his most valuable plot of land — what came to be known as the Healdsburg Plaza — to the community for a gathering place. That spirit of generosity is a key aspect of Healdsburg’s character, 159 years later.

Healdsburg’s newest gathering place, the pavilion is home to the farmers’ market and is a popular venue for all sorts of community events.
Used for swimming and recreation for more than a century, the countyoperated beach and park are open all year. A dam creates a swimming hole every summer.
CITY FACILITIES Healdsburg Municipal Airport The 45-acre Healdsburg Municipal Airport is approximately 3 miles northwest of Healdsburg. The airport has one paved runway, 60 feet wide and 2,625 feet long, which serves both single and twin engine aircraft under 6,000 pounds at takeoff. Information on fuel is available at 707-433-8540. There are currently no hangar vacancies. Monthly tie-down space is available.

ARTS AND CULTURE Public Art | Galleries | Performances | Craft Healdsburg is blessed with arts and culture. In addition to renowned artists, authors, and artisans living and working here, the community is home to galleries and studios, plus public art, a film center, a world famous jazz festival, performing venues and weekly live music, in parks and pubs. GETTING AROUND TOWN The Healdsburg Shuttle
The hop-on, hop-off Healdsburg Shuttle (Sonoma County Transit Route 67) is free and runs Monday-Saturday in Healdsburg on a fixed route.
Sonoma County Transit Route 60 Walking Trails At just under five square miles, Healdsburg is very walkable. The City has an extensive network of pedestrian pathways and walking trails, such as the lighted 2.4-mile paved Foss Creek Pathway, which is open to pedestrians and cyclists and features a collection of public art. Amtrak Route 7 Amtrak Bus Route 7 stops in downtown Healdsburg and connects to the “San Joaquins” and “Capitol Corridor” trains in Martinez.
If you need to get to Santa Rosa, Windsor, or Cloverdale, you can take the public Route 60 bus from Healdsburg.

DASH Volunteer Driver Program Need a ride? The DASH Transportation Program provides free, pre-scheduled rides for Healdsburg residents ages 60+ who are unable to drive. Volunteer drivers provide transportation for medical appointments, shopping, and social activities, for registered riders. Interested in riding or becoming a volunteer driver? HUMAN-POWERED RECREATION Bicycles The League of American Cyclists designated Healdsburg as a Bike Friendly Community. The City recognizes the benefits of cycling and many residents are avid cyclists. The City’s compact size and mixed-use development encourage bicycling as an alternative to personal vehicle use. The surrounding rural roads are popular with cyclists who enjoy scenery.
Bike Friendly Businesses Bicycle-oriented businesses in Healdsburg serve diverse cycling needs, including rentals, sales and repairs of hybrid and road bikes and electric bicycles.
Paddle Power The Russian River flows along the edge of Healdsburg. Locals and visitors bring their kayaks or canoes, or rent them from a local business and enjoy paddling the river.

Healdsburg has a full-service hospital, with a 24/7 emergency department, an ICU, lab services, wound care services, a stroke center, a women’s health center, physical therapy, and a family medicine practice.
Alliance Medical Center
Alliance Medical Center is a federally qualified health center, with clinics in Healdsburg and Windsor that offer bilingual and bicultural medical, dental, and behavioral health services. Serving the medically underserved is a specialty, including WIC (Women, Infants and Children) programming that supports families raising healthy children.
Healthcare Options Healdsburg offers numerous health care options, including acupuncture, chiropractic, dental, vision, optometry, dermatology, somatic therapy, massage therapy, sports massage, membership gyms and personal training, psychotherapy and psychiatry, herbal medicine, occupational therapy, audiology, podiatry, and more.

For most businesses the license fees are based on the type of business and gross annual receipts earned within the City limits. Prune Packers
The Prune Packers baseball team traces its legacy back to 1921, when a local team, named after the dominant agricultural product of the era, played at a ballpark and grandstands built for it. Healdsburg Future Farmers Country Fair
In Healdsburg, this Memorial Day weekend event is simply called “The Fair.” For newcomers, the Twilight Parade is often the first introduction to the fair, and we joke that everyone in town is either in the parade or watching it. Over the next two days, the fair includes youth livestock competitions, food vendors, a cake auction, and local crafts and games — all raising funds for good causes. healdsburgfair.org.
