Goodyear Fill-A-Need Program

Accepting Holiday Donations Through December 7 Goodyear’s Fill-A-Need program helps brighten the holiday season, connecting families in need with gifts and donations gathered by City employees, residents, and local businesses. Toys, clothing, and school supplies are some of the most popular gift items for children. Still, many “wish-lists” include simple personal items such as tooth brushes, toothpaste, mouthwash, toilet paper, shampoo and conditioner, soap, and deodorant. Baby wipes, diapers, formula, and baby food are in big demand. Canned goods and other non-perishable food items also go a long way in making the holidays a little brighter.

Goodyear is earning a reputation as a city on the leading edge of international business development and expansion. Our increasingly impressive profile was reinforced last month when I attended a luncheon hosted by the Greater Phoenix Economic Council honoring Irish Ambassador Michael Collins. Many members of GPEC’s Certified Ambassador program, which I chair, and the GPEC International Leadership Committee also attended. Rudy Vetter, GPEC’s international business development vice president, said the global economic microcosm emerging in the West Valley is impressive. Elaborating on that when I spoke to the group, I described Goodyear’s recent economic triumphs in attracting internationally known companies like Netherlands-based Schoeller Arca Systems, Saint-Gobain Corp. of France, China’s Suntech Power Inc., and U.S.-based Sub-Zero Inc. As a region, the West Valley is quickly becoming a wellintegrated player in the global supply chain. Spain-based Rioglass Solar is making Surprise its new U.S. headquarters and home to a facility that manufactures curved glass sheet for thermo electrical power stations like the one planned near Gila Bend. Gestamp Solar Steel USA, also based in Spain, is opening a solar component manufacturing facility in Surprise. I am proud to be a citizen of Goodyear, and thrilled to see our city joining the ranks of international business successes.

Events and places that give us a “feeling of community” are what make Goodyear great. Each year that list seems to grow. This year brought the opening of the Goodyear Food Bank which is truly the community coming together to help each other. I am very proud to see such a worthwhile organization in our city that will bring so much good to those in need. Recently, Goodyear in Action Day (GIA) was held and was more successful than ever in getting our citizens out to exercise and participate in healthful activities. Goodyear in Action is strictly citizen based and grew out of an idea formulated by several of our citizens after participating in our All-America City award presentation in 2008. Additionally, the City of Goodyear and the Town of Litchfield Park recently graduated 11 Goodyear and two Litchfield Park citizens from our joint Citizens Academy where they learned how the city works and how citizens can contribute to their community. I especially like one of the comments I heard that a citizen made at graduation, “I feel proud to be a resident of Goodyear.” One of the biggest community events in our city is G.A.I.N., put together each year by a large citizen committee with support from our Goodyear Neighborhood Division. It was spectacular and really represents that “community feel” we all want. Every year for the past eight years it has gotten bigger and better with more than 5,000 people in attendance this year. The Taste of Goodyear was the best yet and really highlighted our restaurants. With so much going on at the event, adults and kids were all having a ball. I can’t say enough about the wonderful job the committee did and want to thank them and all the other volunteers and staff who put in so many hours making this such a success. G.A.I.N. is an event that gives you a really good feeling and makes you say to yourself, “I’m really glad I live in Goodyear.” Joe Pizzillo

This inaugural parade and festival will be a celebration of Arizona’s Centennial which is being celebrated throughout 2012 beginning on the state’s 100th anniversary – February 14, 2012. The parade will begin at 10 a.m. on February 25th on Litchfield Road, travel east on Thomas Road and end at Dysart Road. Depending on the number of entrants, the parade is expected to last anywhere from an hour to an hour and a half. We are currently seeking parade entrants – floats, bands, vintage cars, horses, gymnastic troops, dance troops, or other entertaining parade entries. A parade entry form can be found on Goodyear’s website at: goodyearaz.gov/parade-festival. An outdoor, family-focused festival called Trains, Planes and Automobiles, celebrating 100 years of transportation, will take place at Estrella Mountain Community College (EMCC) following the parade from 11 a.m. to 3 p.m. This fun-filled event will feature gourmet food trucks, light musical entertainment, antique car displays, arts and crafts, bouncers, a Kids Zone, carnival games, face painting, balloon art, and caricature art. A highlight of the event will be “Charlie Chopper,” a vintage “hardbelly” helicopter that was first put into action in Vietnam in 1970. For more information, call Stacey at 602-418-5771. 2

Police Protection at its Best

The City of Goodyear’s Police Department is dedicated to providing the highest level of professionalism and service to our community. Earlier this year, the City commissioned a management review of the department in an effort to understand, in an overall sense, how specific policies, procedures, leadership, and organizational structures might be enhanced to strengthen the organization. Over the past several months the department, with the leadership of Interim Chief Bill Cusson, has reorganized supervisor responsibilities, improved internal communication, initiated leadership training, and implemented a number of policies, including a professional standards policy. This policy outlines misconduct violations and discipline with the goal of establishing consistency within the department. On the street, Police performance continues to excel. Response times to the community continue to be well under our stated goals. A priority 1 (emergency) call is responded to within an average of four minutes, and priority 2 (urgent) response is within an average of seven minutes. Last year, we were pleased to report that our crime rate was the lowest since 2005. If trends continue, we can expect an even lower crime rate this year. The men and women of the Goodyear Police Department work around the clock to provide residents and visitors with superior service in order to ensure safety and maintain quality of life. The actions taken to date to improve the organization represent a solid foundation which can be built upon in the future. Nothing is more important than taking the steps necessary to restore faith and credibility in our police department. Everyone in the department and in the city manager’s office is committed to seeing this done thoroughly and fairly – every day.

Business Permit Fee and Registration Due December 31, 2011

It’s time for all Goodyear businesses to renew their registration with the City and pay the mandatory $75 annual permit fee. Goodyear’s registered businesses enjoy many benefits, including a presence on the City’s website where coupons, specials, deals, discounts, and job openings can be listed. This advertising and promotional service is free, and reaches an estimated 65,000 web page visitors each month. Businesses are also listed online in the visitor section listing and on locator maps sections, along with details and company information. Good News for Business, the City’s electronic business newsletter and outreach e-blasts are sent directly to the e-mail addresses of all registered businesses. These messages feature news and City-sponsored events and special interest activities, including: • The Protect Your Business program, for immediate notice of criminal activity, robberies, or scams in the area • Small Business Breakfast Series, with expert tips for growing businesses and boosting visibility • Financial Seminars, with techniques for tax planning, lending practices, and credit management • Economic development news and information • Recruitment information regarding new business • Job postings and other employment opportunities • Workforce trends Business permits are required for every person or company doing business in the City of Goodyear, including home-based businesses. Exemptions are available for non-profit organizations, churches, schools, and vendors who sell only at special events in Goodyear. The $75 annual permit fee is due December 31, but a grace period is in effect until January 31. Failure to register and pay the permit fee can result in fines of up to $500. And the Emmy Goes to... Goodyear’s Leading Edge Promotional Video ®

Goodyear’s Leading Edge promotional video won the Emmy® Award for Government Programs, Segments and Specials. The award was presented by the National Academy of Television Sciences and Arts, Rocky Mountain Southwest Chapter in Phoenix last month. Emmy® Awards for the Leading Edge Video went to director, producer and writer Nora Fascenelli, videographers Jim Escobedo and Travis Johnson, and animator Alex Kohli. Mayor Georgia Lord and City Manager John Fischbach formally presented the recipients with their Emmy® statuettes during the October 24 council meeting. Certificates of Appreciation were also presented to individuals who made significant contributions to the Leading Edge video by volunteering their time and talents.

The three-minute video was created by the Goodyear Economic Development Department and was a key element in the Leading Edge promotional campaign. Earlier this year, the Leading Edge campaign won five prestigious national honors, including two City-County Communications Marketing Association Media Relations and Silver Circle Awards and the Award of Public Information Excellence, as well as two awards from Nora Fascenelli the International Economic Development Officer ® attended the Emmy Council. Ceremony and accepted the awards on behalf of the entire video production team.

WESTMARC Honors Harry Paxton with Leadership Award

The distinguished WESTMARC Leadership Award was presented to Goodyear Economic Development Manager Harry Paxton at the recent 2011 Best of the West Dinner and Awards Ceremony. Paxton was honored for his contributions to WESTMARC in promoting economic development in the West Valley. In his role as WESTMARC’s Economic Development Committee Chairman over the past three years, and as an executive committee member, Paxton has been instrumental in the success of projects like the Workforce Labor Market Survey, and the statewide economic development initiative for the Renewable Energy Tax Incentives Program, which helped create hundreds of jobs and generate millions of dollars in capital investment for Goodyear and the West Valley. He also demonstrated exceptional leadership in developing the Greater Maricopa Foreign Trade Zone in 2010, bringing opportunity to WESTMARC in the form of a vital economic development tool. Water and Sewer Rates Increase

for Customers South of I-10

Water and sewer rates are changing. This is part of a four-year annual rate increase approved by Council in May 2009. The utility bill for a typical residential customer who uses 8,000 gallons per month will increase in January 2012 by about $5.83 per month. Customers pay for the volume of water used each month, based on a four-tier system. Beginning in January, the cost of the least expensive tier will increase by 14 cents per 1,000 gallons. High and very high water users will be charged higher increases to partially offset the higher costs of providing that service. Sewer charges will increase 45 cents per 1,000 gallons for all customers. In addition to volume charges, customers pay base fees for water and sewer. These base fees are increasing for all customers. The amount of the cost increase depends on the size of meter and whether you live inside or outside of Goodyear city limits. Check your utility bill for details. Work begins on the Loop 303/Interstate 10 interchange in December. Phase I is expected to be completed in summer 2012 and includes construction of on- and off-ramps at I-10 on Sarival Avenue and Citrus Road, and improvements to both Cotton Lane and Thomas Road. Throughout construction, roadways will stay open, but traffic restrictions will be in place. Most construction will be done during non-peak traffic hours, over-night, and on weekends in an effort to minimize driver inconvenience. When all phases of construction are finished in fall 2014, the project will include ramp connections between Loop 303 and I-10, similar to the interchange at I-10 and Loop 101 in Tolleson and Avondale. This ADOT project also calls for widening Loop 303 to six-lanes between I-10 in Goodyear and I-17 in North Phoenix. Five conveniently located recycling drop-off bins will accept trees from the day after Christmas until January 6, 2012. The service is free and available 24 hours a day except at the Parks Operation Yard. Remove all decorations, tree stands and lighting. If your designated day falls on one of these holidays, your bulk trash will be collected two weeks later on the next regular designated pickup day for your zone. Make A Difference Day

More than 250 volunteers put elbow grease and at least 700 hours of service to work on 10 special Make A Difference Day projects in Goodyear on October 22. Projects included clearing overgrown weeds on a stretch of roadway, painting four homes for seniors, painting walls and spreading ground-cover at a well site in Goodyear, cleaning up a yard for three members of the You Are Not Alone (YANA) program, and giving fire hydrants in Estrella a fresh coat of paint.

Make A Difference Day is a nationwide effort dedicated to helping others, when millions of people join together on the fourth Saturday of every October and take action to help change the world. Special thanks to all participants, including Palm Valley Church, Church of Jesus Christ of Latter Day Saints, Christ Evangelical Lutheran Church, Estrella Foothills High School, Millennium High School, Verrado High School, and McLane Sunwest. 7

Wins International Awards Goodyear Ballpark received two awards from the International Festivals & Events Association, during the IFEA/Haas & Wilkerson Pinnacle Awards Ceremony on October 3 in Fort Worth, Texas. Goodyear’s awards were: The Pinnacle Gold Award for the Best Overall Sponsorship Program for the third consecutive year, and Bronze for the Best Event Program for the Spring Training 2011 season. The event was sponsored by Haas & Wilkerson Insurance, and drew entries from some of the world’s top festivals and events, including California’s famous Pasadena Tournament of Roses, Indianapolis’ 500 Festival, Canada Place, South Korea’s Hampyeong Butterfly Festival, Singapore’s World Gourmet Summit, Canada’s Edmonton Heritage Festival, Poland’s Ludwig Van Beethoven Easter Festival, and Rotterdam Festivals in The Netherlands. Goodyear Fair (on the Goodyear Ballpark front lawn) Come one, come all to the Goodyear Fair. Held on the second to last Sunday of every month, November 20, December 18, and January 22 from 10 a.m. to 5 p.m. Carnival Rides, games, fun food, and festival activities, includes some on-stage entertainment from local performers and interesting items for sale. Admission is $5 for adults, $2 for kids (kids under 2 are free). You can expect a great family day out at the Goodyear Fair! City Market (Free) Enjoy an outdoor stroll as you shop for produce, specialty foods, unique gifts, crafts, pet novelties, and works by local artists. December 3, January 7, and February 4 from 9 a.m. to 1 p.m. Home Plate for the Holidays December 3 from 5 to 8:30 p.m. USSSA Baseball Tournament Games are scheduled all day December 27 through 30. Games take place at the Goodyear Ballpark and Recreational Complex.
