Goodyear City Council Election Results

From the Mayor With the arrival of spring come new beginnings. Moving forward as Mayor of our city, I plan to listen, lead and look ahead to a promising, prosperous future.

Georgia Lord was elected Mayor in the March 8 special election. Lord will serve the remaining two years of the four-year term of former mayor Jim Cavanaugh who resigned last November. Councilmember Joe Pizzillo has served as acting mayor for the past five months, and resumed his role as Vice Mayor after Lord was sworn in on March 28. Wally Campbell was elected to serve the two years remaining on the Council seat from which Lord was required to resign in order to run for Mayor. Campbell was also sworn in on March 28. Incumbents Joanne Osborne and Sheri Lauritano received the majority of votes in the primary election on March 8, and will be seated on June 13. Their terms end in 2015. A runoff election between Bill Antonucci and William Stipp for the last remaining seat on Council will be held on May 17. Newly-elected Mayor Georgia Lord is sworn in by Judge Michael Simonson.

Fair Housing

It’s Not an Option, it’s the Law April is Fair Housing Month. The Fair Housing Act makes it unlawful to discriminate in the sale or rental of housing on the basis of race, color, sex, age, religion, handicap, familial status (families with children), or national origin. The Fair Housing Act covers all real estate related transactions including the sale or rental of housing, insurance, appraisals, and lending. Goodyear 2010 Census Count Goodyear has grown, and is now the 14th largest city in Arizona! The official 2010 Census count, as of April 1, is 65,275. Compare that to 2000, when the Census count was a mere 18,911. Goodyear’s population has more than tripled since the last Decennial Census. This growth, along with that of other Arizona cities, results in the addition of one seat to the House of Representatives. An accurate count is important to guarantee equal representation in the state and national legislature, and to ensure that Goodyear receives its fair share of federal and state funding.

Council Corner

I hope to see the council talk with one another and begin the process of setting goals for Goodyear. Not everyone will agree with every idea or concept, but it’s essential that we listen to one another. City staff and our citizens have a wealth of knowledge and relevant ideas. Encouraging creativity and treating people with respect are key aspects of finding and forging our City’s identity. I believe it is also important to promote a businessfriendly atmosphere which will draw in new companies and families. We are on the leading edge of unique regional opportunities, poised to benefit from the economy as it recovers.

Goodyear’s State Centennial Committee has spent two years planning a project to honor our city and our history – a train park for the historic Litchfield Train Depot, which will one day be moved near 157th Avenue and Estrella Parkway. One of Arizona’s official “legacy” projects, the depot was the final stop for Goodyear Tire & Rubber Co. executives from Ohio who came to enjoy Arizona’s sunshine and Paul Litchfield’s legendary hospitality in what is now the Wigwam Resort. The aging building escaped demolition when the City moved it from its location near Litchfield Road and MC85 to a temporary storage spot.

Goodyear has remarkable potential, and I know a dynamic future is in store for our City.

Renovating the depot will cost nearly $400,000, and the Centennial Committee invites everyone to have a hand in preserving this special bit of state history. We’ve teamed up with the Southwest Valley Chamber of Commerce and other organizations to hold fundraising events, including the AAHC Classic Car Show & Centennial BBQ from 10 a.m. to 3 p.m. on Saturday, April 30 on the front lawn of Goodyear Ballpark.

Goodyear Foreclosures Benefit from Federal Program

More than two dozen Goodyear homes which had been foreclosed upon were recently purchased, rehabilitated, and will soon be occupied once again. Thanks to funding through the Neighborhood Stabilization Program (NSP), established under the Housing and Economic Recovery Act of 2008, 28 foreclosed homes in Goodyear are now assets to the community rather than eyesores. NSP was created to combat the foreclosure crisis and provide assistance in the hardest hit areas. Three organizations have received NSP funding which is being used to rehabilitate residential properties here in Goodyear. Catholic Charities received $775,000 in NSP funds, which were used to buy, rehabilitate, and lease seven homes in Goodyear. The first of these recently became home to a refugee family from the Sudan, who had been living in cramped apartments since 2005, after spending 12 years in an Ethiopian refugee camp. The remaining six homes are in the process of being renovated and leased. Maricopa County Human Services Department is responsible for administering the NSP program through the Community Development Block Grant program, and received nearly $10 million in funding for Goodyear, Buckeye, El Mirage, and Youngtown. Housing Authority of Maricopa County used a portion of the $6.2 million in NSP funds it received to purchase and rehabilitate 10 homes in Goodyear, six of which have been resold already or are currently under contract. Exito Inc. is using its $1.7 million in NSP funding for the purchase and rehabilitation of 11 homes in Goodyear which will become rental housing for seniors. One is finished and leased, and the others are in progress. Goodyear is fortunate to have these agencies as partners to help maintain the excellent quality of our housing stock through this tough housing market.

Goodyear Firefighter Named Hometown Hero

Goodyear firefighter Oscar Navarro was selected as a hometown hero by the U.S. Air Force Thunderbirds demonstration team, and took to the air in an F-16 fighter jet as part of 70 Years of Thunder, celebrating the 70th anniversary of Luke Air Force Base and the annual Open House and Air Show. A dedicated firefighter, Navarro is also a member of Goodyear’s Wildland firefighting team and the Goodyear Hazmat team. He launched the first of what has become the annual Dodge Ball Tournament as a fund-raiser to help Goodyear Police Officer Ricky Melrose after he was injured in the line of duty. Navarro works tirelessly to help raise awareness and support for burn victims, especially children’s burn camps and centers. He also takes part in Goodyear’s Fill-A-Need program, helping families in need during the holiday season by collecting contributions, wrapping gifts, assembling bikes, and personally delivering gifts. Navarro shares his passion for his work as a firefighter with high school students throughout the Valley as an instructor in the Fire Science program, teaching and mentoring young people interested in careers as firefighters. Originally from an area near Rocky Point, Mexico, Navarro spearheads fundraising efforts every year to buy supplies and build homes that, upon completion, are given to families of the area. Navarro’s everyday efforts have touched the lives of many people, and City of Goodyear applauds its hometown hero. 4

Proceeds of the day’s fundraising event will help support the renovation of Goodyear’s Litchfield Station Train Depot, chosen by the Goodyear State Centennial Committee as its official Arizona Centennial legacy project to celebrate Arizona’s 100th birthday. The train depot is now planned as the centerpiece of a future train park in the area of 157th Avenue and Estrella Parkway. Several Valley cities have similar train parks where children can ride a train around the park over bridges and through tunnels.

Goodyear’s Crime Rate Hits a Five-Year Low The Goodyear Police Department reports that violent and property crime rates have reached a five-year low. The overall crime rate in Goodyear has decreased from 52.06 in 2005 to 31.91 in 2010.

Phoenix New Times 2010 Best Place to See a Spring Training Game Award went to Goodyear Ballpark. The weekly publication had high praise for the West Valley venue, which is home to two Ohio teams, the Cleveland Indians and the Cincinnati Reds. “The spirit of cross-state cooperation, along with tons of family-friendly amenities, including a Wiffleball field to entertain the children, give Goodyear’s park a more homey, lived-in feel than other increasingly sterile stadiums,” reported the New Times. Goodyear Skate Park was also selected by New Times as the best in its category. “One of dozens of skate parks in Arizona, the Goodyear Skate Park is a favorite for skaters, thanks to a design that works for both amateurs and pro skaters,” the New Times reported.

Two categories of crimes, violent and property, are tracked and reported as per 1,000 population. The crime rates are figured using the ratio of crimes relative to the population over the course of one year.

In 2005, Goodyear’s population was 41,240, the violent crime rate was 2.57, the property crime rate was 49.49, and the total crime rate was 52.06. Compare that to the most recent statistics for 2010, when the population was 65,612, the violent crime rate was 1.87, the property crime rate was 30.04, and the total crime rate was 31.91. Since 2010, Goodyear’s crime rate continues to trend downward and improvements in neighborhood safety continue to climb. 5

Stormwater System Clean and Healthy

Stormwater helps supply our precious drinking water sources. As it flows over lawns, driveways, sidewalks and streets, it picks up debris, dirt, chemicals, and other pollutants. Stormwater flows into a stormwater system. Anything that enters the system is discharged untreated directly into bodies of water such as lakes, streams, wetlands, and reservoirs. Polluted runoff is the nation’s greatest threat to clean water. The practice of healthy habits by homeowners and businesses can keep common pollutants like pesticides, pet waste, grass clippings, automotive fluids, and chemicals off the ground and out of the stormwater system. • Locate the nearest storm drains and protect them from debris and hazardous materials before beginning an outdoor project. • Sweep up debris, rather than hosing down areas. Reduce yard debris by composting and recycling. • Use pesticides and fertilizers sparingly. • Don’t over water and let it run off into the storm drain. • Pick up and properly dispose of waste when walking your pet. • NEVER drain your pool or dump pool chemicals into the street. Beat the Heat and Get Ready for Efficient Summer Water Use

Adopt-A-Street

Goodyear is launching a new Adopt-A-Street program. Adopt-A-Street is an easy way for groups to be involved in the community, have an impact on the local environment, reduce litter cleanup costs, and enjoy high-visibility signage. The program gives local groups and individuals an opportunity to keep Goodyear beautiful by collecting litter and beautifying streets in the community. Adult volunteer groups will go out three times a year to pick up trash and debris along one or two miles of a designated roadway. Goodyear Parks and Recreation Department will supply reflective vests and bags. Volunteers are asked to sign a two-year agreement, committing to the program. In exchange, two 18”x 24” signs with the volunteer group’s logo will be posted (one in each direction) on their section of roadway. Volunteers will receive training from the Parks and Recreation Department, and must complete a volunteer waiver before going out on cleanup duty.

Codey Has a New Ride

Residents and Students Team Up for Fundraiser

Residents of Historic Goodyear and North Subdivisions, along with Franklin Pierce University students from the New Hampshire Campus, partnered to raise money for the neighborhoods with a car wash last month. City of Goodyear Neighborhood Services coordinated the community car wash, which was held on March 19 at Circle K on Litchfield Road in Goodyear. Proceeds will be used by the alliances for neighborhood improvements. This is the third year that Franklin Pierce University has partnered with the City in a project to benefit the community.

Cowboy Codey is your friendly expert on the City’s codes. His main goal is to acquaint Goodyear residents and children with the codes so people won’t violate them. Cowboy Codey is prominently featured on the side of the new code enforcement inspector vehicle, helping to spread Cowboy Codey’s message, educating and informing our residents of the rules. Cowboy Codey’s new ride replaces a 10-year-old vehicle with 92K miles that used unleaded fuel. The new vehicle gets great mileage and uses ethanol, trimming the City’s carbon footprint and saving 25 to 30 cents on every gallon. It’s a secure vehicle, with windowless rear sides keeping contents out of sight. The side panels are creatively wrapped with a colorful code compliance message, serving as a rolling billboard.

Thank you to all the volunteers who helped to make Spring Training 2011 a success! 6,500 volunteer hours saved approximately $135,525 for the City. 216 volunteers, many of them returning from last year, come from all over the U.S. and Canada. “The volunteer support we receive is tremendous. “Goodyear 20:10” Photo Exhibit

and Artist Reception Join us for a special viewing of artist Marilyn Szabo’s photo exhibit as the City hosts a reception from 5:30 to 6:30 p.m. on Wednesday, April 20, on the second floor of Goodyear City Hall, 190 N. Litchfield Rd. Szabo completed a portfolio of Goodyear images as part of the “Goodyear 20:10” project. Seven photographs of local architectural landmarks and landscape views were selected, purchased by the City, and are on display in City Hall. The images will be relocated to various City buildings as part of Goodyear’s permanent collection. This project was made possible with a grant from the Arizona Commission on the Arts. If you are new to City of Goodyear Recreation, a household account (each family member’s name, address, phone numbers, e-mail, and birthdays) must be established before registering for the first time. Proof of residency, if you live in Goodyear, birth certificates for all minors under 18 years old, and a photo ID for each parent or legal guardian are required when setting up a household account. Only parents or legal guardians are allowed to register minors. Registration is required for all classes. Registration may be accepted online or at the Goodyear Recreation Office at 3075 N. Litchfield Rd., 8:30 a.m. to 5 p.m., Monday – Friday. Please note: non-refundable convenience fees apply to all online transactions. Not all classes are available for online registration. Refund Policy for All Programs

If the participant wishes to cancel enrollment or does not participate in a program, the participant must notify the Parks & Recreation Department at least five days prior to the start of the program to receive a refund. No refunds will be issued less than five days prior to the start of the program or reservation date. There are three refund options: 1) Parks & Recreation Household Account: If the customer wants the refund posted to his/her account, a credit for the paid amount minus the online convenience fee charge will be issued. This amount must be used within one year of the issue date.

2) Check Refund: If the customer paid by cash or check and would like a check issued from the City Finance Department, a 20% or $5 administration fee (whichever is greater) will be deducted from the amount that was paid. Pool Rental

Pool Rental Information The Goodyear Swimming Pool is available to reserve for private parties June 1 – September 4. Please call the Pool Manager, 623-882-7352, for availability. Reservations are required 14 days in advance. The fee includes the use of the pool facility and lifeguards (see fee schedule below). Payment is required at the time of reservation. There is a maximum of 160 swimmers during pool rentals. Please know the number of swimmers at the time of reservation. Please note: reservations may change due to weather conditions or other unsafe conditions. Under these circumstances, a full refund will be issued. Reservations must be made at the Recreation Office. Family Fun Nights at the Goodyear Pool

Each Saturday in July from 6 to 8 p.m. join the Goodyear Pool staff for games, small prizes and otter pops. Celebrate the 4th of July at the Goodyear Pool from 2 to 6 p.m. with popsicles, games and small prizes. July 30 from 2 to 8 p.m. will be our annual Back to School Bash with ice cream, snacks, door prizes, games with the lifeguards, and back-toschool prizes.

Guard Start

The American Red Cross Guard Start: Lifeguarding Tomorrow program is available to youth ages 11 - 15 years old that have the desire to learn about the responsibilities and duties of a lifeguard. This program will help build a foundation of knowledge, attitudes, and skills to become a future lifeguard. Participants receive instruction in prevention, fitness, response, leadership, professionalism, and swimming skill development. Guard Start is NOT a lifeguard training class. Volunteer hours to be completed by the end of the course will be arranged with instructor the first day of class. Prerequisites: Swim the front crawl for 25 yards continuously while breathing to the front or side; tread water for one minute using arms and legs; submerge and swim a distance of 10 feet underwater. Swim and Dive Teams (4 - 18 yrs) Swim Lessons

The City of Goodyear is offering swim lessons taught by American Red Cross certified instructors. Lessons are organized by age and ability; four students per instructor for Preschool Levels, six students per instructor for Learn-to-Swim Levels 1 - 3, eight students per instructor for Learn-to-Swim Levels 4 - 6, and twelve students per instructor for Parent and Child classes. Please read swim lesson description online at www.goodyearaz.gov/rec. Swim lesson sessions consist of eight classes; 2 weeks/4 days per week. Students must be the required age by the first day of the session. Make-ups cannot be arranged for any reason, including illness. Instructors will notify participants if a make-up class will be scheduled. Fees are non-refundable five days prior to the start of the session. Changes cannot be made after the first day of lessons. Refunds or credits will not be issued. This swim lesson program requires parent involvement. You can help by providing for your child’s safety around water at all times, maintaining enthusiasm and a positive attitude about learning to swim, ensuring that your child attends each swim lesson (unless they are sick), applying water safety rules and the fundamental skills your child is learning. We encourage purchasing a participation book for $2 at registration. Goodyear Sharks is a seasonal, recreational swim and dive team. Swimmers must be able to swim 25 yards and be familiar with all four competitive strokes: butterfly, backstroke, breaststroke, and freestyle. Divers must be able to swim and tread water. The Swim Team is part of the MarWest League. The Dive Team is part of the AKD (Arizona Kids Diving) League as well as AAU (Amateur Athletic Union) for advanced divers. Participants must have an appropriate swim suit, cap and goggles, water bottle, sunscreen, and towel. See practice schedule below. Drop-In Summer Recreation Program

(1st grade - 6th grade, 2011-2012 school year) A supervised, drop-in recreation program designed for Goodyear youth, who will be enrolling in grades one through six for the upcoming 2011-2012 school year. Trained and experienced staff will provide a variety of fun and educational programs including indoor/outdoor activities, clubs, games, mini-tournaments, big-screen movies days, swimming at the Goodyear Swimming Pool, guest instructors, and speakers. Our adult sports programs offer excellent recreational opportunities for Goodyear residents age 18 years and older. Emphasis is placed on healthful competition in a recreational atmosphere. Leagues are organized, conducted, and administered by a professional staff with expertise in league formation and equal competition in order to offer the best recreational experience possible. The registration fee pays for: officials/umpires, trophies/plaques or gift cards for first and second place league finishers, award shirts for first and second place tournament finishers, game balls, equipment, marketing/advertising, lights, maintenance, field supervisors, and score keepers.

Co-Rec Sand Volleyball (“Rec” League) Teams are responsible for officiating their own games and keeping score. Rally scoring will be used; best two out of three wins match. Third game is played as a tie-breaker. Register in person only at the Goodyear Recreation Office, August 15 – September 2, 2011 until filled. Registration is based on team priority levels. This introductory baseball skills clinic for boys and girls teaches the fundamentals of baseball in a fun, non-threatening environment, while preparing children to play organized tee ball, baseball, and softball. This clinic will include instruction in throwing, catching and fielding balls, running the bases, and hitting off of a tee. Children should wear tennis shoes or non-metal cleats and bring their own glove and water bottle. Parent participation is required. Note: this is not a league. Limited to 16 participants.
