Goodyear’s Communications Office was awarded the prestigious 2007 President’s Award for the nation’s “Most Outstanding Marketing Program” by the City-County Communications and Marketing Association (3CMA). This top honor recognized Goodyear’s communications group for its outstanding marketing campaign which educated residents about the city’s new automated curbside trash and recycling program. The extensive marketing program, designed around a red-headed mascot, Curby, was developed by the Communications Office in cooperation with the Sanitation Division.

During the 15th Annual Best of the West dinner and awards, Westmarc (a consortium of 15 West Valley cities) recently honored Goodyear with its top award for Higher Education for our strategy in recruiting private institutions of higher learning. Goodyear’s aggressive, innovative efforts yielded commitments from three private colleges: Franklin Pierce University of New Hampshire, San Antonio’s University of the Incarnate Word and Illinois’ University of St. Francis. A Higher Education Conference and President’s Summit were part of Goodyear’s unique recruiting process.

Two Awards Recognize City Center Plan As Innovative The “Goodyear City Center Specific Area Plan,” prepared under the direction of the Community Development Department, is the recipient of two major awards. The precedent-setting plan, which provides regulatory land use, zoning and architectural guidance for the development of Goodyear’s future 200-acre downtown site, was awarded the Arizona Planning Association’s “Best Project” in 2007. This top state planning award went to the City Center project due to its originality, innovations, comprehensiveness and extensive citizen participation process. The Valley Forward Association, which promotes cooperative efforts to improve the environment and livability of Valley communities, gave Goodyear’s plan an “Award of Merit” for Environmental Excellence. The plan calls for the positioning of buildings so they create wind tunnels to cool public spaces and addresses solar orientation through shade and shadows cast by buildings.
Want to Help in an Emergency? Join CERT! Community Emergency Response Team (CERT) training teaches skills that people can use to safely help their neighbors during a disaster while waiting for emergency responders such as Police, Fire or Public Works. CERT is a positive and realistic approach to emergency and disaster situations. Through training, citizens can manage utilities and put out small fires; search for and rescue victims safely; and organize themselves and spontaneous volunteers to be effective. They will also be trained in life saving skills with emphasis on decision making, rescuer safety, and doing the greatest good for the greatest number. Shopping during the holiday season can present unique danger. Heeding the following precautionary tips from the Goodyear Police Department Crime Prevention Unit can help you be more careful, prepared and aware during the holiday season.
In the Parking Lot Always park where there is plenty of light, not only around your car, but also from your car to the mall or store entrance. Once your car is parked, familiarize yourself with its location so you can find it without delay. Don’t hesitate to ask for a security escort if you feel unsafe. Use the trunk of your car to keep your packages out of sight. Keep your car locked at all times. When walking through parking lots, be sure that you are aware of your surroundings. Walk with authority. Don’t look like a victim! Have your keys in your hand before you go to your car and be ready to press your key alarm. 4

Be Extremely Careful Using ATM Machines Use ATMs in populated places and pay attention to what’s going on around you. Try to go during the daylight hours. If you must go at night, pick a machine that is well lit and visible to passing traffic. If anyone is lurking near the machine, pass it up and find another.

At the Mall Shop during daylight hours whenever possible. If you must shop at night, go with a friend or family member. Dress casually and comfortably. Avoid wearing expensive jewelry. Always carry your Arizona Driver License or Identification Card along with necessary cash, checks and/or a credit card you expect to use. Don’t dangle your handbag from your shoulder. You are creating a perfect setup for a pursesnatcher. Instead, keep your purse tucked tightly under your arm, or better yet, don’t even carry a purse. Wear a fanny pack facing the front instead. Besides allowing your hands to be free to hold onto or carry your child, you’ll eliminate the possibility of leaving your purse behind or having it stolen. Even though you are rushed and thinking about a thousand things, stay alert to your surroundings. Avoid carrying large amounts of cash and keep cash in your front pocket. Don’t “flash” large rolls of money in public. Pay for purchases with a check, debit or credit card when possible. Check to see you’ve been given back your card once you’ve paid. Notify the credit card issuer immediately if your credit card is lost, stolen or misused. Keep a record of all your credit card numbers in a safe place. Avoid overloading yourself with packages. It is important to have clear visibility and freedom of motion to avoid mishaps. Beware of strangers approaching you for any reason. At this time of year, “con artists” may try various methods of distracting you with the intention of taking your money or belongings. Try to shop when the mall is less crowded during the weekday. Avoid the weekend rush. Leave smaller children at home with a babysitter or older child. Teach your son or daughter what to do in the event you get separated. The best option is to instruct your child to look for a security guard or police officer, or go to the customer service desk where people are trained to help.

One measure of a healthy community is the level of its citizen involvement. In Goodyear, we believe that people have both the right and the responsibility to be involved in decisions that affect them. We do not use citizen involvement as a substitute for decision making by our organization; rather, our citizens’ input and involvement becomes an important influence on our decisions.
I encourage you to become involved in your city. There are so many different ways you can participate. Hopefully, some of the following will appeal to you. • The easiest is to vote in all City elections. It’s pretty painless today because you can vote by mail from the comfort of your home – no need to go to the polls. • You could come to City Council Regular Meetings and/or Work Sessions on Monday evenings. • Or you could watch the Council meetings live or on replay on the internet from the comfort of your home. • You can attend public meetings or hearings to give us your input. • You could apply to serve on a board or commission. These are permanent groups that have multi-year terms and usually meet monthly or quarterly. Their decisions are given to City Council as recommendations prior to Council making a final decision. (See our website for a listing of all boards/commissions.) • Planning and Zoning Commission • Board of Adjustment • Youth Commission – a new commission • Sister Cities Commission – a new commission • You could serve on an advisory ad hoc committee. These are formed to study election or other issues. The results of a committee’s work are presented to City Council, which takes the recommendations under advisement as they make their final decision. The ad hoc committee is disbanded when its work is completed. Current committees are: • Arizona Centennial Committee – a new committee • Goodyear Higher Education Advisory Committee – a new committee
Examples of previous ad hoc committees are: • Sanitation Advisory Committee • Public Safety Citizen Advisory Committee • City Center Advisory Committee • General Plan Advisory Committee • You can participate in learning programs. Residents of Goodyear have become interested in government by attending the following academies: • SW Valley Citizens Academy • Goodyear Police Academy • Or you can participate in HOAs or neighborhood programs such as blockwatch or our annual G.A.I.N. event. (See article on this neighborhood event on pages 8 and 9.) • You could take the time to participate in our Citizen Satisfaction Survey if called. Your opinions on how well we are delivering services help guide our policies. • And you can volunteer anytime for City special events, clean-up projects or as part-time employees. (See photos of city volunteers on pages 3, 5, 8 and 9.) • Or, you can do just what you are doing now – read INFOCUS magazine monthly to learn what is going on in your City. Whatever level of city government involvement you choose, I’m sure you will find it a rewarding experience. Such partnerships between the City and its citizens make Goodyear a quality community.
Volunteers Make a Difference in Goodyear Make A Difference Day, October 27th, is the largest national day of helping others – a celebration of neighbors helping neighbors. On that day, volunteers got together to clean up alleyways in Historic Goodyear. Adult and teen volunteers worked together to cut down tons of underbrush and paint out walls of graffiti. 5

Bullard Avenue Businesses are Open During Construction Road construction can take a toll on businesses caught in the middle. Don’t be discouraged, though. While Bullard Avenue under I-10 is closed, the following businesses can still be accessed from Van Buren Street, where road work is now complete. New signs have been posted near Bullard Avenue and Van Buren Street to let the public know the businesses are open and accessible during construction. Painted canvases announced the location of the many Goodyear neighborhoods that participated in the combined October 20th G.A.I.N. event at the Goodyear Community Park. Besides getting to know their neighbors better to promote safety in the neighborhoods, participants in this year’s event won raffle prizes and were entertained by Cowboy Codey and his horse Sonny, magic shows, Police K-9 demonstrations, Sparky the Fire Mascot, Police’s McGruff, and were treated to free food as well as tastings from 10 Goodyear restaurants.

The key to keeping your sewer rate low for the next year if you are a City of Goodyear water customer (everyone who lives south of I-10) is to conserve the amount of water you use during January, February and March of 2008 (This does not apply to homes north of I-10 because they are served by a private water company, LPSCo). To measure how many gallons of water a household sends into the sewer system, the City bases its estimate of your household’s monthly sewer usage upon your household’s average monthly water consumption during the winter. In January, February and March, it is assumed that the amount of water going down the sewer from inside the home most closely matches the amount of water going through your water meter into the house during those low water usage months. The City then averages your monthly water usage for those three months to determine your Winter Quarter Average (WQA). Each May, your sewer bill is adjusted based on your WQA. The average is the maximum usage you will be charged monthly for the next 12 months. If any month’s water consumption is lower than your WQA, your sewer bill will be calculated using the lower sewer usage that month. However, if your monthly water consumption is higher than your WQA, your sewer usage will still be based on the lower WQA and could save you money. If you have questions, please call 623-932-3015. 10

Goodyear’s Historic District may be charming, but its sewer system dates back to the 1940s when the city was first putting down roots.
Goodyear residents represented 82 percent of the 19 tons of household hazardous waste brought to City Hall on Hazardous Waste Collection Day in November. This tonnage shows that people are becoming better aware of how to dispose of hazardous materials! The other participating cities represented 18 percent: Tolleson (2%) and Avondale (16%).
The $1.1 million Goodyear Historic Sewer Project is about to begin, updating this part of the city’s critical infrastructure. More than 7,400 linear feet of copper piping will replace the old, brittle ductile iron materials originally installed decades ago.
A total of 634 vehicles came to the collection site. It cost the City of Goodyear $25,530 to dispose of its residents’ waste through a hazardous waste disposal corporation.
“We’re getting rid of the old stuff and replacing it with new materials that will last for decades,” said project manager Steve Lampert. Main line valves, fire hydrants and customer service connections will also be installed as part of this project. Sidewalks, driveways and other pavement disturbed during the work will be restored, as well, Lampert said. The historic area targeted for the rehabilitative work is bordered on the west by Litchfield Road and Los Robles Drive to the east, San Xavier Avenue to the north and Western Avenue on the south. Phoenix-based B & F Contracting, Inc. is responsible for the six-month project, which is expected to be completed in summer 2008.
Reminder: Security Alarm Annual Permit Fee Security alarm permits are valid for one year from the time they were issued. If your alarm permit was issued in November or December of 2006, your permit now needs to be renewed.
If the permit is renewed within 30 days after expiration, a $20 administrative fee will be assessed. If a permit is not renewed within thirty 30 days after expiration, the permit will be discarded by the City and you will owe for a new permit. There is a $250 fine for a false alarm and $500 fine for a false robbery/ panic alarm or fire alarm if Public Safety is dispatched and you have no permit. Residents of the Mobile area, members of the Goodyear City Council and City staff members got together on Saturday, November 10th to celebrate the opening of Goodyear Fire Station #187. Montage Holdings, developer of the future Amaranth community in the Sonoran Valley, hosted the event where everyone got to mingle, and eat hot dogs. Community Services then had a meeting across the street at the Mobile Elementary School so residents could ask questions of City representatives.

The Goodyear Fire Department wants everyone to be safe during the upcoming holiday season, so they are offering these tips to help make you more aware of the dangers that exist in your homes at the holidays.
Christmas Trees • Make sure your Christmas tree is fresh. Shedding needles are the sign of a dry tree.
• Make sure that trees, wreaths and cut greens of any kind are placed away from any source of heat. • A dry tree can catch fire and ignite a room in just 30 seconds. Place the tree in a large stand that holds a lot of water. • Put your tree a safe distance from exits. • Make sure artificial trees are flame-retardant. • Remove your tree as soon as the season is over and properly dispose of it (see tree recycling locations on Page 14). • Keep ribbons and ornaments away from small children and pets to prevent choking or poisoning. Lights • Use only UL approved indoor and outdoor lighting.
• Always unplug your tree lights and decoration lights before going to bed or leaving the house.
• Never leave lights unattended. • Keep electrical cords away from doorways and from

Five Major Amendments to Goodyear’s General Plan have been submitted to the City this year. To learn more about them, please plan to attend the Public Hearing to be held Monday, November 26 at 6 p.m. at the Goodyear Justice Facility, 986 S. Litchfield Rd. The Major Amendments involve 16,400 acres: 1. Newland Communities proposes to amend the planned land uses on approximately 7,845 acres located in Estrella Region III (formerly Estrella Mountain Ranch) which is an area generally bounded by Queen Creek Road to the north, Patterson Road to the south, Litchfield Road to the east, and Perryville Road to the west.

Joshua, who was previously recognized with a Joshua Gass Day in Goodyear, attended the ribbon-cutting ceremony to personally accept the donation.

Use Water Wisely This Winter The holidays are here! We do more cleaning and entertaining. We also might be investing in new appliances. Here are some helpful hints to save our most precious resource – water.
• When you shop for a new appliance, consider one offering cycle and load size adjustments. They are more efficient than older appliances. Choose new water-saving appliances, like washing machines that save up to 20 gallons per load. • Wash clothes only when you have a full load and save up to 600 gallons each month. • Cut back on rinsing off dishes if your dishwasher is new. Newer models clean more thoroughly than older ones. • When washing dishes by hand, don’t let the water run. Fill one sink with wash water and the other with rinse water. • Install an instant water heater under your kitchen sink so you don’t have to let the water run while it heats up. This will also reduce heating costs for your household. • Avoid overseeding your lawn with winter grass. Ryegrass needs water every few days; whereas, dormant Bermuda grass needs water only once a month.

By ordinance, it is mandatory that all those doing business in Goodyear obtain a Business Registration Permit and renew it annually. As in the past, there is still no fee charged to obtain your Business Permit; however, a penalty of $250 can be imposed for noncompliance. If you currently are a registered business with the City of Goodyear, expect your renewal notice in the mail by the end of November. If you have had any changes to your business, we ask that you note those changes. If there are no changes, simply verify the business information provided, list your name, phone number; then sign and return it in the envelope provided. If you are no longer in business, please remember to provide us that information so you won’t be inundated with requests for renewal.
